PURCHASE DESCRIPTION

Distortion Analyzer

1. SCOPE: This Purchase Description (PD) describes a Distortion Analyzer capable of measuring distortion over the frequency range of 10 Hz to 600 KHz. The Distortion Analyzer must also be able to measure signals up to 200 volts. The Distortion Analyzer is needed to support various microwave and DC/Low equipment used in about 280 Air Force T.O’s.

2. SALIENT CHARACTERISTICS: The equipment shall be capable of operation within the accuracies, limits, and specifications herein.

3. PERFORMANCE REQUIREMENTS

3.1. Specifications: The Distortion Analyzer must meet or exceed the following measurement specifications with a 95% confidence level. .

3.2. Frequency Range: The Distortion Analyzer must be able to measure distortion between 10 Hz and 600 KHz.

3.3. Voltage Input: The Distortion Analyzer shall handle input signals from 0.3 to 200 volts with a voltage accuracy of +/- 3% full scale indication.

3.4. Distortion Levels: The Distortion Analyzer must be able to read distortion levels from 0.1% to 100%.

3.5. Distortion Measurement Accuracy:

Distortion is measured on 7 full scale distortion ranges: 0.1%, 0. 3%, 1%, 3%, 10%, 30%, 100%

3.6. Input impedance: 1 MΩ ±5% shunted by < 70pF

3.7. Operating Environment: All purchase description specifications shall be met when the unit is used within this operating environment range. The instrument shall perform to all specifications within the following environment:

3.7.1. Temperature Range: 23ºC ±5 ºC (73 ±6 ºF).

3.7.2. Humidity Range: 20% to 50% RH

3.8. Storage Environment: Damage to the unit shall not occur as a result of storage in the following environment:

3.8.1. Temperature Range: 0ºC to 50ºC ( 30ºF to 122ºF)

3.8.2 Humidity Range: 15% to 80% RH

3.9. Input Connector: Input connector shall be a laboratory grade BNC and be capable of handling the necessary voltages and currents required for distortion measurements.

4. GENERAL REQUIREMENTS

4.1. Dimensions: The Distortion Analyzer shall be designed for mounting in a standard 19 inch EIA electronic equipment rack. The depth of the Distortion Analyzer from the back of the front panel shall not exceed 22 inches. No controls or fittings shall project more than 1 1/2 inches from the face of the front panel.

4.2. Weight: The weight of the Distortion Analyzer shall not exceed 50 pounds. It must be able to be carried by one person.

4.3. Automated and Manual Control: The Distortion Analyzer shall have the capability to perform automatic data acquisition through the measurement function(s) and range(s). Any additional data and programs not specifically identified hereafter, yet required to perform the stated tasks shall be provided by the contractor. Additionally, the Distortion Analyzer shall be capable of making manually operated measurements.

4.4. User Interface: The Distortion Analyzer shall maximize the use of electronically programmable interfaced components. The format of the interface shall be IEEE 488.2 Standard. The Distortion Analyzer shall also make use of all programmable components to perform automated measurements via a government owned programmable system controller.

4.5. Power: An assembled power cord of at least 6 feet in length for 110 to 120 volt operation shall be provided with each AC powered instrument. Each AC powered instrument shall have an AC power switch and a front panel indication when AC power is applied. The power consumption of the Distortion Analyzer shall not exceed 500 Watts.

4.6. Rack-mount Capability: The Distortion Analyzer shall be furnished with rack mount kit for mounting in a standard 19 inch Electronic Industries Association (EIA) rack.

4.7. Accessories and adapters: All ancillary equipment/items and accessories (not otherwise specified) needed to perform as described shall be provided by the contractor. This would include, but not limited to, special tools, cables, fixtures, programs, adapters and Standards.

4.8. Commercial Parts: Commercial parts and materials that are used shall have properties consistent with a precision laboratory instrument.

4.9. Design and Construction: The equipment shall be designed and constructed of materials that meet the requirements of this specification and in accordance with the best commercial practices for industry approved equipment. It shall be designed and manufactured to achieve reliability, maintainability, accuracy of operation, and ease of operation. All parts such as shafts, bearings, regulators, switches, controls, etc., shall have proper clearance and adjustments. They shall work together so that the equipment will supply the rated requirements without unnecessary strains, vibrations, or overheating. They shall be able to withstand the conditions met in shipping, storage, installation, and service. All material and parts of this equipment shall be capable of withstanding the environmental requirements of this specification.

4.10. Metals: Metals shall be of corrosion resistant type or suitable treated to resist corrosion due to atmosphere conditions likely to be met in storage, service or transportation. Dissimilar metals in intimate contact shall be kept to a minimum.

4.11. Firmware: When firmware or software upgrade is anticipated by a manufacturer during the lifecycle of this contract, the contractor shall contact AFMETCAL for concurrence. If AFMETCAL concurs with the proposed upgrade all previous units shall be updated to this upgrade. All firmware or software provided under this contract shall be at the same version, revision and revision date at the completion of the contract.

4.12. Special Hardware/ Software/Licenses Requirements: Any special equipment, fixtures, tools, standards, etc., required for calibration and verification and not common to a secondary calibration laboratory, must be supplied with the Distortion Analyzer. Any unique accessories including software required for calibration and verification of this item shall be furnished by the contractor. Units that fail calibration/verification and are recommended to be aligned or adjusted, either manually or using an automated alignment/adjustment software, the special hardware, manual instructions, software, software instructions and software licenses (where required by the manufacturer, and shall be valid for the life of the instrument) needed to perform the alignment/adjustment process shall be included with the Distortion Analyzer. A list of peripheral support equipment required to accomplish the calibration/alignment/adjustments of the unit must be provided with the Distortion Analyzer.

4.13. Grounding: During operation of the fully assembled test equipment, all electrically conductive external surfaces except trim and identification plates shall be at earth ground potential. Ground connection shall be of sufficient mechanical strength to minimize the possibility of ground disconnection. Such ground path shall have sufficiently low impedance and ample capacity to conduct safely any operating or fault currents imposed on it.

4.14. Licensing: Where licensing issues apply to any part of the Distortion Analyzer, such licensing and associated documents shall be obtained and provided by the contractor.

4.15. Model and Serial Number Identification: This item shall be clearly labeled with a model number, serial number, and manufacturer’s name. Unique item identification labeling shall follow the Item Identification and Valuation clause as stated in the contract.

5. SAFETY: The Distortion Analyzer shall be designed such that it will not be of any hazard to itself or to any person operating it using reasonable precautionary procedures.

6. WORKMANSHIP: The workmanship shall be first class, of neat general appearance, and comply with standard commercial practices. The standard of workmanship shall be such that the Distortion Analyzer complies with the requirements set forth in this purchase description.

7. ANCILLARY/ACCESSORIES: All ancillary equipment/items and accessories (not otherwise specified) needed to perform as described shall be provided by the contractor. This would include, but not limited to, special tools, cables, fixtures, programs and standards.

8. INTERCHANGEABILITY: All replaceable assemblies, subassemblies, components, and parts of a designated model provided under a single contractor or ordered from any one manufacturer shall be fully interchangeable without interference or degradation of performance.

9. TESTING: This instrument shall be tested and inspected at destination as specified elsewhere in this contract. The instrument will be checked with test equipment with parameters equal to, or better than, those required to assure specified performance requirements are met. Test equipment used has first echelon certification directly traceable to NIST or other AFMETCAL approved equivalent laboratory, where required. Tests will be performed to assure the instrument meets the requirements of this purchase description. Such testing at destination does not relieve the contractor of performing all inspections and quality checks at the point of fabrication, as is specified elsewhere in this contract, or as necessary to assure performance as specified herein. In addition to all elements of this purchase description, all commercially available components provided with this instrument must, as a minimum, satisfy their commercially published performance specifications. The Government reserves the right to inspect the manufacture’s test data as proof of such conformance upon 30 days advance notice.
