This Data Item Description (DID) contains the format and content requirements for calibration reports or certificates accompanying calibrations performed on DoD test, measurement, and diagnostic equipment.

This DID is applicable to contracts requiring calibration of test equipment prior to delivery. This DID is consistent with ISO 17025 requirements for calibration reports or certificate.

This DID supersedes DI-QCIC-80798A.

Requirements:

1. Format. Contractor format is acceptable.

2. Content. The calibration certificate or report shall include:

a. title (e.g., calibration report or calibration certificate);

b. the name and address of the laboratory, and the location where the calibrations were carried out, if different from the address of the laboratory;

c. unique identification of the test report or calibration certificate (such as the serial number), and on each page an identification in order to ensure that the page is recognized as a part of the test report or calibration certificate, and a clear identification of the end of the test report or calibration certificate;

d. the name and address of the client or customer;

e. identification of the method used;

f. a description of, the condition of, and unambiguous identification of the item(s) tested or calibrated;

g. the date ofreceipt of the test or calibration item(s) where this is critical to the validity and application of the results, and the date( s) of performance of the test or calibration;

h. reference to the sampling plan and procedures used by the laboratory or other bodies where these are relevant to the validity or application of the results;

L the test or calibration results with, where appropriate, the units of measurement;

j . the name(s), function(s) and signature(s) or equivalent identification of person(s) authorizing the test report or calibration certificate;

k. where relevant, a statement to the effect that the results relate only to the items tested or calibrated;

1. the conditions (e.g. environmental) under which the calibrations were made that have an influence on the measurement results;

m. the uncertainty of measurement or a statement of compliance with an identified metrological specification or clauses thereof;

n. evidence that the measurements are traceable.

3. Commercial Manuals. (T) Offerors shall propose the use of existing commercial manuals to the maximum extent possible without impairing program support objectives. The proposal will describe the method used to recommend and submit specific manuals to the government for review and approval.

NOTES: Government activities will use MIL-PRF-32216, Evaluation of Commercial Off-The-Shelf (COTS) Manuals and Preparation of Supplemental Data, as a guide for review and acceptance of all recommended commercial manuals. All commercial manuals shall be delivered with either unlimited data rights to allow the AF to; electronically store, print, distribute and decollate the commercial manual to allow for postscript printing. All PDF files of commercial data shall be non-password protected to allow the AF to append an Identifying TO Publication Sheet.

3.1 Commercial Manual(s) shall include the following:

a. Operation and Maintenance Instructions

b. Illustrated Parts Breakdown

c. Calibration Process/Procedure

3.2 AFMETCAL shall use MIL-PRF-32216, Evaluation of Commercial Off-The-Shelf (COTS) Manuals and Preparation of Supplemental Data, and MIL-PRF-3 8 793, Standard Practice for Manuals, Technical: General Style and Format Requirements for evaluation and acceptance of all recommended commercial manuals. ·

4. Technical Manual Specifications and Standards (TMSS) Tailoring. (Deleted)

5. Subsequent TO/Data Requirements. (T) Offerors shall propose a process for notifying the govern ment when additional TO or source data requirements are identified subsequent to contract award. This process shall require government review and approval of recommended additional requirements prior to contractual approval.

6. TO Development. (T) TOs shall be written to a scope and depth of coverage sufficient to support the operations and maintenance concepts, and to the Reading Grade Level (RGL) specified in MIL-STD- 38784, Standard Practice for Manuals, Technical: General Style and Format Requirements.

6.1. (T) Page-oriented Military Specification (MILSPEC) TOs shall be formatted with text, graphics and delivery according to the TMSS specified in Section 2. The contractor shall develop TO files (tagged instances) using Standard Generalized Markup Language (SGML) according to the DTDs referenced in the appendix to MIL-STD-38784 and each applicable military detail or perfor marice specification (MIL-DTL or MIL-PRF).

6.2. (T) SGML-tagged TO files shall include required illustration (graphics) files in an approved graphics exchange format. Illustration files developed and delivered for other purposes shall be used in lieu of developing special TM illustration files whenever possible.

6.4. The offeror may propose use of other Non-Government Standards (NGS) for development of TOs, but must justify this choice based on life-cycle cost savings to the government and compatibil ity with existing systems identified in the IDS and the System Support Plan.

8. Data Rights. (T) Offerors shall propose Unlimited Rights for all source data and TOs prepared spe cifically for the contract. Government rights in data are specified in the Defense Federal Acquisition Regulation Supplement (DFARS), paragraphs 227-7102 through 227-7104.

8 .1. If some TOs or source data are copyrighted or contain proprietary data or procedures, offerors may propose Limited Rights or Government Purpose Rights (GPR) only. Proposed commercial manuals should be provided with at least GPR or Limited Rights. Copyrights shall be according to DFARS paragraphs 227-7103, 7105 or 7106. Offeror shall complete a GOVERNMENT PURPOSE LICENSE AGREEMENT letter. See sample document provided in this document on page 3.

9. Classification, Distribution, Destruction, Disclosure, and Export Control Notices. (T) Offerors shall determine the correct markings and controls for classified and restricted distribution data and TOs IA W the program's Security Classification Guide (SCG) and DOD 5200.1-R, DODD 5230.24, AFis 21-303, 31-401 and 61-204, and MIL-STD-38784 (available at http://\.vww.e-publishing.af.mil/ or http://vvww.dtic.mil/whs/directives/index.html).

NAME OF CONTRACTOR assigns to the U.S. Air Force under contract FA2263-XXX-XXXX, Gov ernment Purpose License Rights, which allow the use, printing, release and/or disclosure of the technical data contained herein. These rights extend to U.S. governmental agencies only. This data is not to be sold, disclosed or otherwise provided to any other entity/entities outside of the U.S. Government. This license shall remain in effect for as long as the equipment cited in the technical manual remains under government control and usage, after which this license is revoked.

SECTION 2. TM TYPE AND DELIVERY REQUIREMENTS

NOTES:

• Mark the TM Type Selection Tables indicating the applicable TO types and related specifications. For additional interface requirements see the program-specific Government Concept of Operations (GCO).

• All page-based TOs developed under this contract must conform to the general style and format requirements ofMIL STD-38784; IETMs must conform to SlOOOD and its business rules.

• Check the ASSIST database, http://dodssp.daps.dla.mil/assist.htm, for updated versions of the required TMSS prior to initiating any work on this proposal/contract.

• Manuals delivered using this table and DI-TMSS-80067, CF AE/CFE Notices, must be reviewed and approved by the Air Force prior to delivery.

• IPBs are developed IAW MIL-PRF-38807, except that MIL-DTL-87929 will also be used for IPBs combined with work packages.

• All checklists, except aircrew and nuclear weapons checklists, are developed IAW MIL-PRF-5096.

• MIL-PRF-83495 requires MIL-HDBK-863 to be levied on engineering data for preparation of end item wiring data and schematic diagrams.

• Delivery requirements are indicated in the TM Delivery Requirements matrices.
