PERFORMANCE WORK STATEMENT

30 CEF LIVE FIRE STRUCTUAL TRAINER REPAIRS

VANDENBERG AIR FORCE BASE, CALIFORNIA

10 AUGUST 2019

Part 1 General Information

1. Description of Services: The contractor shall provide all supervision, personnel, equipment, transportation, materials and other items and services necessary to perform repairs and warranty work for 30 CES Fire Department’s (30 CEF) live fire training structural tower. The goal of this repair effort is to bring the live fire facilities, and training props to safe operational status. The contractor shall provide all parts, labor and materials necessary to perform repairs IAW in accordance with industry standards, National Fire Protection Association (NFPA) USAF standards and manufacturer’s recommendations. Prior to performing any maintenance or repair work identified in this contract, the contractor shall provide proof of training, certification and appropriate professional credentials IAW paragraph 2.

1.1. Background: 30 CEF’s live fire structural trainer was manufactured by Fire Facilities

Incorporated and has been in use since 1996. The four-story live fire tower facility with two level burn rooms was built circa 2000 and is approximately 3,100 SF. They are based upon Kidde 0- 100 or G500 models. All work on these facilities and equipment shall be done and recorded as specified in NFPA 1402 & 1403 standards, and the manufacturer’s recommendations.

1.2. Type of Contract: The Government will award a Firm-Fixed Priced Contract.

1.3. Hours of Operation: 30 CES/CEF conducts business, between the hours of 7:30 a.m. to 4:30 p.m., Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.4. Recognized Holidays: The contractor is not required to perform services on Federal holidays.

The holidays observed are:

New Year’s Day - 1 January Martin Luther King Day - 3rd Monday in January President’s Day - 3rd Monday in February Memorial Day - last Monday in May Independence Day - 4 July Labor Day - 1st Monday in September Columbus Day - 2nd Monday in October Veteran’s Day - 11 November Thanksgiving Day - 4th Thursday in November Christmas Day - 25 December

If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the contractor will be responsible for rescheduling services for the first day post the holiday observance.

1.5. Post Award Conference: The contractor agrees to attend any post award conference convened by the contracting activity in accordance with Federal Acquisition Regulation Subpart 42.5. The Contracting Officer (CO), Contracting Officer’s Representative (COR), and other government personnel, as appropriate, may meet with the Contractor to achieve a clear and mutual understanding of all contract requirements, and identify and resolve potential problems.

However, it is not a substitute for the contractor’s fully understanding the work requirements at the time offers are submitted, nor is it to be used to alter the final agreement arrived at in any negotiations leading to contract award. These meetings shall be held at no additional cost to the Government.

1.6. Key Personnel: The following personnel are considered key personnel by the Government: Civil

Engineer Service Contracts personnel and Civil Engineer Requirements & Optimization personnel. The contractor shall provide a Contract Manager/Program Manager who shall be responsible for the performance of the work. The name of this person(s) and an alternate who shall act for the contractor when the Contract Manager/Program Manager is absent shall be designated in writing to the CO. The Contract Manager/Program Manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The Contract Manager/Program Manager or alternate shall be available between the hours of 7:30 a.m. to 4:30 p.m., Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons.

1.7 Performance Monitoring: The government shall evaluate the contractor’s performance under this Contract to ensure that the contractor has performed in accordance with the performance standards identified in this PWS. The government will evaluate the contractor’s performance by performing scheduled and unscheduled surveillance. The government will increase or decrease its surveillance as performance dictates. The government will also evaluate and validate customer complaints to ensure the contractor is meeting all contractual requirements. The CO or the COR may schedule progress meetings as required. At these meetings, the Contracting Officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues.

1.6.1. Warranty of repairs and service: Contractor shall warranty scope of work and materials and labor for two years at no cost to the government.

Part 2 Specific Tasks

2. Specific Tasks:

2.1. Basic Services: The contractor shall be responsible for performing the tasks/contract line items (CLINs) listed below. 30 CEF Program Manager, ext. (805) 605-6076 , may be contacted to answer questions about the work effort and/or may accompany the contractor upon request as needed.

2.1.1. CLIN 0001 – Structural Tower Repairs

a. Contractor shall restore balcony (4’x8’x14’), stair case (4’x19’x14’), and bar grating in structural tower. An acceptable method of restoration: removal, sandblast, galvanized with 100% hot dip, and reassemble. The balcony, bar grating, and staircase can be seen in photo album 1.

b. All exterior hand rails on facility must be replaced with fully welded handrails. The first floor must be replaced with 2” 2600psi welding and the second floor must be replaced with 4” 5000psi welding. All exterior handrails must have 100% hot dipped galvanized. All rails can be seen in photo album 2.

c. Install bar grating to prevent access to pests such as: rodents, birds, snakes, et cetera. The bar grating must cover 24 half circles (approx.. 8”x4” each) floor vents in structure. Bar grating shall not be so narrow that it interferes with draining system. Floor vent hole can be seen in photo 3.

d. Interior bed scene (2nd floor) shall be sandblasted and repairs shall be made to areas of heavy corrosion to include upper components restoring it to like new condition. Bed scene components converted to stainless steel or galvanized such as (SS piping/SS valves/galvanized pans/galvanized grates) shall be returned to working condition. Bed scene can be seen in photo album 4.

e. Kitchen scene shall be created to include stove fire and oven fires. Kitchen fires shall have individual and/or simultaneous operability. Kitchen scene shall also include (1) steel table (4’x6’x30”) with six (6) steel chairs on stainless steel caster wheels on all legs. One (1) Full size steel refrigerator (28”x32”) on stainless steel caster wheels. One (1) full size pantry (36”x80”x24”) with stainless steel caster wheels. Kitchen must include steel counter tops, steel upper and lower cabinets. The sizing and configuration of the kitchen scene can be seen in album

5. Note: The refrigerator & pantry are only props; they must represent dimensions in album 5, but do not have to be functional with gas/fire capabilities.

f. All gas fired props must be “Fire blast Global Interior Training Unit” products, or equal. This includes the bed, oven, and stove addressed above.

g. The contractor shall provide all required repairs after providing proof of certifications detailed in Part 8 of this PWS.

2.2 Invoicing: The contractor shall invoice IAW Clause 252.232-7006 “Wide Area Workflow Payment Instructions” (see clause section of contract).

2.3 Personnel: contractor personnel shall present a professional appearance and be easily recognized as Contractor employees by the wearing of identification tag or company uniform that shall include the company’s name/logo and employee’s name. The contractor shall provide company identification tags or company uniform at no additional cost to the government. Upon completion of the Contract, or an individual employee’s employment, the contractor shall retrieve all identification media issued by the 30th Security Forces Squadron (30 SFS) and immediately surrender it to the government.

2.3.1 Contractor personnel shall comply with and ensure that any subcontractor personnel comply with current federal, state, local, Department of Defense (DoD), and Air Force regulations, plans, and policies including all applicable parts of the Air Force Occupational Safety and Health Standard (AFOSH) and United States Department of Labor Occupational Safety and Health Administration (OSHA).

2.3.2 The contractor shall not employ any person who is an employee of the United States

Government if the employment of that person would create a conflict of interest, nor shall the Contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and received approval in accordance with (IAW) DoD 5500.7-R, “Joint Ethics Regulations (JER),” “Standards of Conduct”.

2.3.3 The contractor shall not employ persons for work on this Contract if such employee is identified to the Contractor by the Contracting Officer as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

2.4. Security Requirements:

2.4.1. At all times on Vandenberg AFB premises, all Contractor employees shall comply with all base security requirements imposed by the Installation Commander. The contractor needs to be aware that entry requirements are subject to change due to installation and real-world situations. In regards to permanent base access/entry, all employees are subject to a Federal background check.

2.4.2. Main Base Access: Current security access restrictions at the Santa Maria Gate (base main entry point) require all Contractor vehicles which are the size of a standard bread delivery truck or larger, and have closed tool beds, tool boxes, etc. to enter through the Lompoc Gate only.

Location is at the intersection of Santa Lucia Road and Pine Canyon Road. There is a vehicle check/pull-off area where the Contractor may be required to pull off and submit to a vehicle search prior to gaining entry to the base. The Contractor should plan to allow for delays as a result of in-place security procedures.

2.4.3. The contractor shall brief all personnel that they shall immediately leave any area upon notification by the Contracting Officer, COR, constituted authority, or Security Forces personnel when directed as occasional operational requirements, real world activities, or emergencies dictate.

2.5. Contractor Vehicles: Each contractor vehicle shall have the company name/logo prominently displayed on each side panel of the vehicle whenever vehicle is on Vandenberg AFB property.

The Contractor shall provide company identification tags and vehicle identification at no additional cost to the Government.

2.6. Government Liability for Loss or Damage: The government will not be liable for any loss or damage to the contractor’s property (including stock) or for expenses incidental to such loss or damage unless caused by the Government.

Part 3 Contractor Furnished Items and Equipment

3. Contractor Furnished Items and Equipment:

3.1. The contractor shall furnish all supplies, equipment, facilities and services required to perform work under this Contract that are not listed under Part 4 of this PWS.

3.2. The contractor shall ensure their equipment is strictly maintained in functional and safe operating condition.

Part 4 Government Furnished Items and Services

4. GOVERNMENT- FURNISHED SERVICES:

4.1 Base Police and Fire-Protection Services: The government shall provide police and fire protection services. In the event of a medical emergency, call “911” for transportation of an injured employee by civilian ambulance to a local hospital. The government shall provide emergency medical treatment for life-threatening emergencies only until civilian ambulance arrives.

4.2 Damage to Government Facilities and Property: The contractor shall reimburse the government if details of formal investigation of fire or other related or unrelated structural damage result in pecuniary liability assessed to the contractor. The contractor shall replace all damaged or lost Government Furnished Facilities, Government Furnished Equipment and Government Furnished Materials at no cost to the government.

Part 5

DEFINITIONS

5. DEFINITIONS: The following is a list of terms used within PWS that require further definition.

5.1. CONTRACTOR: A supplier or vendor awarded a Contract to provide specific supplies or service to the Government. The term used in this Contract refers to the prime.

5.2. CONTRACTING OFFICER: A person with authority to enter into, administer, and or terminate Contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.

5.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR): An employee of the U.S. Government appointed by the Contracting Officer to administer the Contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the Contract, does not constitute a change, and has no funding implications.

This individual does NOT have authority to change the terms and conditions of the Contract.

5.4. DEFECTIVE SERVICE: A service output that does not meet the standard of performance associated with the

Performance Work Statement.

5.5. DELIVERABLE: Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

5.6. KEY PERSONNEL: Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a Contract by the Key Personnel listed in the PWS. When Key Personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

5.7. PHYSICAL SECURITY: Actions that prevent the loss or damage of Government property.

5.8. QUALITY ASSURANCE: The Government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

5.9. QUALITY ASSURANCE SURVEILLANCE PLAN (QASP): An organized written document specifying the surveillance methodology to be used for surveillance of Contractor performance.

5.10. QUALITY CONTROL: All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet Contract requirements.

5.11. SUBCONTRACTOR. One that enters into a Contract with a prime Contractor. The Government does not have private of Contract with the subcontractor.

5.12. WORK DAY: The number of hours per day the Contractor provides services in accordance with the Contract.

5.13. WORK WEEK. Monday through Friday, unless specified otherwise.

5.14. HAZARDOUS OR INCOMPATIBLE WASTE. For the purpose of this PWS, hazardous and incompatible wastes is considered to be but not limited to any oils, greases, flammables, chemicals, metals and other material that is listed or described in Article 3 (Discharge Prohibitions and Limitations) in VAFB’s Permit I-004 with the City of Lompoc.
