QUESTIONS & ANSWERS

As of 12 Aug 2015

TITLE: IRRIGATION MAINTENANCE FOR VANDENBERG AFB CA

QUESTION 1: Is contractor responsible for damage cause by vandalism, mowers or vehicles?

RESPONSE: The contractor will not be liable for parts; the government will be responsible for parts. However, the contractor will be responsible for labor/installation once the government provides the parts.

QUESTION 2: Existing irrigation outside the perimeter will it need to be capped off?

RESPONSE: There is no irrigation outside the perimeter; therefore, nothing needs to be capped off. The closet system is at the Main Gate.

QUESTION 3: How long do we have to repair known problems at the sites?

RESPONSE: No time limit at this time; currently most known problems are being take care of by the 30 CES Utility Shop.

QUESTION 4: Is the total linear feet for each map covering the irrigation area to be maintained?

RESPONSE: Yes.

QUESTION 5: Is there a "To-Do List" of sprinkler, lateral lines, general irrigation plumbing in current need of repair as cited by the current landscape contractor or Civil Engineering (CE)? If yes, please state manufacture, model number, and approximate quantity of sprinkler bodies needed to effect repairs.

RESPONSE: All irrigation systems that have issues (that we have identified of /have been informed of), have open work orders in IWIMS. List can be provided as needed.

Below is a listing that was provided to the Utility Shop during a walk through inspection with their technician in March 2015. Some of the findings may have been taken care by now. Similar manufacturer and part numbers are as follows:

Broken Heads to Replace Map 7 (Hdqtrs, 10577) - One Head Needs Replacing Map 8 (Burger King, 10510) - 1 ea. Broken Head Map 9 (Cal/Nebraska) - 2ea Broken Heads Need Replacing Map 15 (Nebraska and South Dakota Ave) - System Not Responding; Needs Repair Map 17 (13864) - Utility Shop has assessed to repair /replace solenoid (On their radar) Map 24 (13848) - System Off: Red Mountain Construction still making repairs to the lines Map 34 (11777) - spring in diaphragm needs repair on NE Location, Head has been demolished;

needs to be dug up and repaired/replaced Map 35(10728) - The blow off has to be assessed and repaired for outside the tree line Map 42 (16130) - SYSTEM OFF DUE TO CONTRACTOR WORKING ON LINES Map 45(10122) - 1 ea. Head Needs Replacing, and an issue with not enough water pressure Map 49(9192) - 2ea Bad Head needs replacing Map 50 (8290) - 4 ea. Bad Heads need Replacing Map 54(8195) - One are wasn't responding and 2 ea. Bad Heads Map 56 (6601) - There may be another controller; utility personnel could not locate it

QUESTION 6: Will irrigation maintenance contractor be required to provide 24/7 emergency call/out?

RESPONSE: Yes

QUESTION 7: Are all irrigation controllers functional with internet capability for programming (manufacturer's names/models)?

RESPONSE: Irrigation systems have a database program that is not authorized to be on the Base internet system. Computer is available at shop.

QUESTION 8: Will irrigation repair be required at missile pads?

RESPONSE: Irrigation repair will be required at all locations on Vandenberg AFB where irrigation systems are located and base property.

QUESTION 9: Are irrigation supply lines for repair deeper than 4 feet, thus requiring shoring?

RESPONSE: Irrigation systems are located at various depths on Vandenberg AFB, thus requiring shoring if a system is identified deeper than 4-feet or excavation needs to be stepped out.

QUESTION 10: What irrigation restrictions, if any, are currently in place by the water vendor company for VAFB? Do any areas of the base have an irrigation variance for "critical need cosmetics"?

RESPONSE: The base has identified areas that are listed as cosmetic areas for DV visits and tours.

The main gate all the way up California Avenue to the Base Headquarters 10577 and around the Pacific Coast club, along with the Missile V location.

QUESTION 11. Are accurate blueprints available on CD or on-line for irrigation schematics?

RESPONSE: The WFSM shop has maps that were given to them from the previous irrigation contractor and will provide them to the Program manager upon request.

QUESTION 12. In addition to Base Safety (SE) and Civil Engineering, which other entities would interface with the irrigation contractor for trenching?

RESPONSE: Any work in regards to trenching, digging or breaking ground or shutting down systems would have to be coordinated through Base Safety, 30 Civil Engineer Squadron, 30 Civil Engineer Environmental flight, and possible Balfour Beatty housing (if backflow is a dual system which some are).

QUESTION 13. What is the percentage of manpower devoted to hand watering brown spots in turf, and approximately number of acres of turf affected by this problem? Are there hose-bibs available for this task or is a water truck required?

RESPONSE: The base has a lot of areas that require manual backflows and valves to be turned on for watering. Currently, since we are in a drought the majority of areas on base have been turned off and not maintained until the grass is deemed dying. Brown is good, grey is bad.

QUESTION 14. What did this previous contract bid for including any extenuating change orders?

RESPONSE: Do not have an answer for this question

QUESTION 15. Does this contract require grounds maintenance beyond the scope of irrigation?

RESPONSE: This contract will be specifically for the irrigation, but any trenching, digging or relocation of sprinklers should have the contractor repair the surface to the original design. Cradle to Grave.
