STATEMENT OF WORK
For
JSPOC PHASE II ESCORT SUPPORT
At
BUILDING 7000 COMPLEX
VANDENBERG AIR FORCE BASE, CALIFORNIA
13 November 2015
| 1.0 | BACKGROUND |
| The Joint Space Operations Center (JSpOC) is currently being consolidated from Vandenberg Air Force Base (AFB) Bldg 8401 into Bldg 7000. To accommodate this consolidation, substantial construction is required within the Bldg 7000 complex. This SOW is to provide guards to escort the general contractor, Gilbane Federal, during phase 2 of construction. Phase 2 construction consists of abatement within Bldg 7000, deconstruction within Bldg 7000, demolition of the skywalk that is located between Bldg 7015 and Bldg 7000, demolition of foyer between Bldg 7000 and Bldg 7050. |
2.0 SCOPE
The scope of this effort is to provide all labor, equipment, and support necessary to provide unarmed but appropriately cleared security escorts for general contractors working within a Restricted Area, the Bldg 7000 complex. The security plan is to have guards control access from critical locations that provide proper and effective oversight of construction workers; however, if required guards may be required to escort up to 10 contractors as approved in AFI 31-101. There are eight locations that are required to be filled to ensure positive control of the contractor: Three along the fence line, five along internal major pathways and stairways, and one floater. The anticipated ceiling (not to exceed) is 6,156 total labor hours.
| 3.0 | PERIOD OF PERFORMANCE |
| Period of performance for this SOW is 15 December 15 through 30 April 16. |
| 4.0 | LABOR DATA |
| Labor hours will be provided on a bi-monthly basis. Data should include hrs supported during the period and cumulative hrs supported since ATP. |
| 5.0 | MANAGEMENT AND TECHNICAL MEETINGS |
| If requested, the contractor shall attend a kick-off meeting to review security requirements and meet government/construction contractor POCs. The contractor shall also attend any meetings required to receive their escorting requirements for the day. |
| 6.0 | REQUIREMENTS |
| The contractor shall: |
6.1 Comply with Air force Instruction (AFI) 31-101, AFI 31-601, 30 SW Integrated Defense Plan (IDP), and local security requirements.
6.2 Possess a valid Facility Clearance at the Secret or higher level issued by the Defense Security Service (DSS).
6.3 Ensure all escorts have a valid Secret security clearance and meet all of the requirements for unescorted access into a Restricted Area.
6.4 Complete Physical Security & Escort Training per AFI 31-101.
6.5 Have all escorts processed for an AECC badge.
6.7 Provide escorts Mon-Thurs from 7:00-5:00. Any requests for guards outside of this timeframe will be coordinated 48 hrs in advance.
6.8 Maintain the flexibility to plus up and/or scale down labor support as dictated by the construction contractor work effort. Any reductions or surges below the baseline plan of nine escorts will be coordinated 48 hrs in advance.
