Security Escorts for Bldg 7000 Reconstruction

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote (RFQ)

PR# F4D0L25322A002.

Submit written offers IAW CLIN structure outlined in announcement and the quote template sheet provided. Oral offers will not be accepted. All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005- 84 and DFARS DPN 20150602. North American Industrial Classification Standard (NAICS) 561612 and Size Standard of $20,500,000.00 apply to this procurement.

Purchase Request #: F4D0L25322A002 Project Title: Security Escorts with Secret Clearance for Bldg 7000, VAFB

1. Quotes should conform to the CLIN structure as established in the RFQ Template, Attachment 1.

2. Quotes shall be valid through 12/31/2015.

3. Please see attached documents for detailed description of requirements.

a. Attachment 1: Statement of Work

c. Attachment 3: RFQ Template (required for submission of proposal)

d. Attachment 4: Draft DD 254, Contract Security Classification Specification

4. All questions or comments must be provided to the Contract Specialist (CS) in writing via email NLT December 1, 2015. Answers will be posted NLT December 3, 2015. Telephone and other means of oral communication will not be permitted.

5. Quotes must be sent to Contract Specialist Daniel Brock, daniel.brock.5@us.af.mil no later than Noon (12:00 PST) on December 7, 2015.

27102 Guard II Enforces regulations designed to prevent breaches of security. Exercises judgment and use discretion in dealing with whether first response should be to intervene directly (asking for assistance when deemed necessary and time allows), to keep situation under surveillance, or to report situation so that it can be handled by appropriate authority. Duties require specialized training in methods and techniques of protecting security areas. Commonly, the guard is required to demonstrate continuing physical fitness and proficiency with firearms or other special weapons.

The contract will be Labor-Hour Contract with a single CLIN to be invoiced on a bi-weekly period. The period of performance will be from 15 December 2015 through 30 April 2016.
