STATEMENT OF WORK

FOR

CAMERA SYSTEM UPGRADE

AT

SCOTT AIR FORCE BASE

27 August 2015

1. PROJECT SCOPE: Purchase and Install additional Video Cameras on Scott AFB IL to update and enhance security and response capabilities. Cameras must be compatible with all new and existing IP/Analog cameras in the 375 Security Forces Squadron Communication Room, Bldg 755, Scott AFB IL. The cameras associated with monitoring protection level areas or resources must be integrated with the Vindicator system. Cameras must have the ability to relay real time footage and search at the same time, interface all protection level resource cameras with the Vindicator alarm system providing real time assessment of gate runners, security incidents and alarm activations to Base Defense Operation Center (BDOC). All cameras will be routed back to and monitored at BDOC.

Information Assurance (DoD Information Assurance Certification and Accreditation): The approved System Security Plan (SSP) and Security Test and Evaluation Plan (ST&E) for the specific annunciator applicable to this IBD system implements DoD and AF information assurance requirements. The contractor shall comply with the approved SSP and ST&E applicable to this project and shall design the system in a manner that does not invalidate the Government Approval to Operate (ATO). The contractor shall install the system in a configuration IAW ADDENDUM B, TECHNICAL IA CONTROL LISTING of the approved CCDE System Security Plan (SSP). The Government will provide, as GFE, the applicable CCDE SSP and ST&E Plan applicable to this project.

All Installation shall be accomplished in accordance with the manufacturer manual specifications, industry standards, and Unites States Air Force regulations. The contractor is responsible for all of the work, labor, material, communications conduit not available for cable runs, and power installation associated with connecting the new cameras to the existing infrastructure and Interfacing all protection level resource cameras with the Vindicator alarm system providing real time assessment of gate runners, security incidents and alarm activations to BDOC immediately. The contractor must coordinate with the 375 Civil Engineering Squadron and the 375 Communications Squadron before digging or making final connections to existing infrastructure. Maps of existing infrastructure will be provided in order for the contractor to plan for each site’s respective connection point to the existing grid. The 375 CS and SFS will make one (1) each representative available for a site survey. The contractor shall install necessary communication conduit/cable trays within facilities from camera location to established switch location in each facility where conduit is not available. Contractor shall install all communication fiber optic and network cabling within facilities necessary to complete the camera installation in accordance with industry standards concerning conduit, plenum ratings, fire stopping between fire walls, and Scott AFB standards. Copper network cabling MUST NOT exceed 300 feet in length. The contractor must coordinate new infrastructure (i.e. vertical poles) with the government to ensure there are no violations of existing clearances/easement requirements. Contractor shall install lightning protection on all exterior mounted cameras unless the 375 CES determines it is not required. The contractor MUST purchase ALL network switching equipment from approved government sources. Switches provided need to be TAA complaint and on the DISA UC APL (list). Equipment must be new, not refurbished.

2. BACKGROUND: The existing area monitored by camera coverage is limited and doesn’t meet AFI requirements. It does not give us the coverage we need in order to provide the level of security required as directed by AFI for the installation. Completion of the camera installation and programming will give SF full integration w/Vindicator alarm system allowing immediate visual assessment of all PL resources IAW AFI 31-101, Integrated Defense. Completion will also assist in providing protection of property against theft or vandalism and help in identification of intruders and persons endangering the base community.

3. EQUIPMENT:

a. All equipment must meet Air Force Mandated Assessment Subsystems PL1 through PL4 applications and configurations. Including any model updated versions to the authorized Air Force list.

b. Contractor will be responsible providing and installing all equipment listed below by location, to include licensing. The government provided drawings provide available tie-in points for communication and electrical requirements for the below locations. For exact distances, the contractor will have to field verify. All newly installed cameras will be supported by uninterrupted power supply (UPS) or tied in with back-up generator where applicable, al newly installed cameras covering priority resources will be supported by uninterrupted power supply (UPS) or tied in with back-up generator. All newly installed cabinets will be labeled “375CS network contact 256-2666” and need to be grounded. All switches will be installed by 375CS network technicians. All cabinet locations will be approved by the 375 CS and the 375 CES and/or facility manager.

(1) Building 1850 Shiloh Dorms

At Shiloh Dorms, provide and install Seven (7) new cameras. One (1) new mini-dome camera shall be installed in the ceiling above the gaming tables to view the interior of the facility. One (1) new mini dome camera will be installed in the southeast stairwell to view staircase. One (1) new mini dome camera will be installed in the southwest stairwell to view the staircase. One (1) new Outdoor Weatherproof PTZ camera will be installed (parapet mount) above the main outside entrance to view main parking areas.

One (1) new Outdoor Weatherproof PTZ camera will be installed (parapet mount) on the west side (interior side) of the facility to view the courtyard area. One (1) new Outdoor weatherproof PTZ camera will be installed on the west side (exterior side) of the facility to view the walkways and area west of Shiloh Dorms between Belleville Dorms. One

(1) new Outdoor Weatherproof PTZ camera will be installed on the exterior east side wall of the facility to view east of the facility and power substation.

1850, Room 121 (comm Room)

- LAN drops for cameras on the front section of the building will be run to Comm room 121 use existing cable trays as much as possible, and installing new cable trays/conduit where needed and terminating in patch panel.

- Install power and grounding in comm room if required.

- Materials: (contractor to provide to NMO for install) 1-CISCO WS-C3850-24P-s, Stackable 24 10/100/1000 Ethernet PoE+ ports, with 715WAC power supply, IP Base Image with SSH, 1 year SMARTNET 8X5XNBD, US power cord (CAB-TA-NA) 1-Cisco Catalyst 3850 2 x 10GE Network Module 4 -GLC-LH-SM - 1000Base-LX SFP 1-1 meter SC-LC duplex single mode fiber patch cord 1-10 meter SC-ST duplex single mode fiber patch cord 1-2 meter ST-LC duplex single mode fiber patch cord 1-3 meter LC-LC duplex single mode fiber patch cord

- Camera’s West side Facility Attic: Run LAN drops for cameras on West side of the building to switch in attic use existing cable trays as much as possible, and installing new cable trays/conduit where needed, terminating in patch panel to connect to switch. Add power and grounding if required. Include any and all cabling/patch cords required for terminations.

- Camera’s East Side Facility Attic: Contractor shall provide/install the following:

Run 6 strand ends, labeled, from CR121 to west side attic. In attic install one shelf in existing 19 inch rack, Greatlakes7206-EIA shelf or equivalent, for switch to be placed

on. Add power and grounding if required.

- Materials: (contractor to provide to NMO for install) 1-CISCO WS-C3560CG-8PC-S, - Catalyst Switch 3560CG-8PC-S, 8 x 10/100/1000 PoE + 1 T/SFP; IP Base Image with SSH, 1 year SMARTNET 8X5XNBD, US power cord 2-GLC-LH-SM - 1000Base-LX SFP 2- XX meter, duplex, LC/LC, single mode fiber patch cords (Note – XX – will need to be determined by where FODP is installed compared to where switch is located.)

(2) Building 1820 Belleville Dorms

At Belleville Dorms, provide and install Five (5) new cameras. One (1) new mini-dome camera shall be installed in the ceiling above the gaming tables to view the interior of the facility. One (1) new mini dome camera will be installed in the southeast stairwell to view staircase. One (1) new mini dome camera will be installed in the southwest stairwell to view the staircase. One (1) new Outdoor Weatherproof PTZ camera will be installed (parapet mount) above the main outside entrance to view main parking areas.

One (1) new Outdoor Weatherproof PTZ camera will be installed (parapet mount) on the west side (interior side) of the facility to view the courtyard area. All fiber optic and copper cabling will be ran through existing conduit where available and installing new cable trays/conduit where needed.

1820, Room 08A

- Camera on the front of the building will be connected to switch in room 08A.

- Install power and grounding if not available.

- Materials: (contractor to provide to NMO for install) 1-CISCO WS-C3850-24P-s, Stackable 24 10/100/1000 Ethernet PoE+ ports, with 715WAC power supply, IP Base Image with SSH, 1 year SMARTNET 8X5XNBD, US power cord (CAB-TA-NA) 1-Cisco Catalyst 3850 2 x 10GE Network Module 4-GLC-LH-SM - 1000Base-LX SFP 1-1 meter SC-LC duplex single mode fiber patch cord 1-10 meter SC-ST duplex single mode fiber patch cord 1-2 meter ST-LC duplex single mode fiber patch cord 1-2 meter LC-LC duplex single mode fiber patch cord

- Camera’s East Side Facility Attic: Room 08A has comm conduits that from building diagrams appear to go to east side attic. Contractor will provide/install the following, 6 strand plenum rated single mode fiber through existing conduit where available and installing new cable trays/conduit where needed. Terminate LC connectors in FODP’s at both ends, labeled, from Room 08A to east side attic. Request fiber, and cabinet for switch be installed as close to the attic entry door as possible. Request wall-mount Air conditioned enclosure for switch to be installed in, minimum size will be 20x20 to house the switch, larger size will be required if contractor wants to put FODP inside cabinet. Cabinet will require enough power to support switch and AC unit, holes in cabinet to run switch power cord and LAN/Fiber connections.

Install power/grounding to support switch, and AC unit. Protector™ 1G2020 Series, Prepackaged Wall-mount Air Conditioned Enclosure - 20" x 20", with 200 BTU/HR, flush-mount, is an example of an acceptable cabinet.

- Materials : (contractor to provide to NMO for install) 1 - CISCO WS-C3560CG-8PC-S, - Catalyst Switch 3560CG-8PC-S, 8 x 10/100/1000 PoE + 1 T/SFP; IP Base Image with SSH, 1 year SMARTNET 8X5XNBD, US power cord 2-GLC-LH-SM - 1000Base-LX SFP 2- XX meter, duplex, LC/LC, single mode (Note – XX – will need to be determined by where FODP is installed compared to where switch is located.)

- Camera’s West Side Facility Attic: East side mechanical room has conduit from diagram appears to go to the attic. Contractor will provide /install the following, 6 strand plenum rated single mode fiber through existing conduit where available and installing new cable trays/conduit where not available. Terminate LC connectors in FODP’s at both ends, labeled, from Room Mechanical room to east side attic. In mechanical room fiber will be terminated in the existing FODP. For attic request fiber, and cabinet for switch be installed as close to the attic entry door as possible.

Request wall-mount Air conditioned enclosure for switch to be installed in, minimum size 20”x20” to house the switch, larger size will be required if contractor wants to put FODP inside cabinet. Cabinet will require enough power to support switch and AC unit, holes in cabinet to run switch power cord and LAN/Fiber connections. (3) Building 1830 Mascoutah Dorms

At Mascoutah Dorms, provide and install Seven (7) new cameras. One (1) new mini-dome camera shall be installed in the ceiling above the gaming tables to view the interior of the facility. One (1) new mini dome camera will be installed in the southeast stairwell to view staircase. One (1) new mini dome camera will be installed in the southwest stairwell to view the staircase. One (1) new Outdoor Weatherproof PTZ camera will be installed (parapet mount) above the main outside entrance to view main parking areas. One (1) new Outdoor Weatherproof PTZ camera will be installed (parapet mount) on the west side (interior side) of the facility to view the courtyard area.

One (1) new Outdoor weatherproof PTZ camera will be installed on the west side (exterior side) of the facility to view the walkways and parking area west of Mascoutah Dorms. One (1) new Outdoor Weatherproof PTZ camera will be installed on the (exterior) east side wall of the facility to view east of the facility between the Belleville Dorms.

Room 4 ( comm room):

- LAN drops for cameras on the front section of the building will be run to Room 4 (comm room). All fiber optic and copper cabling will be ran through existing conduit where available and contractor will be required to install new cable trays/conduit where needed.

- Materials: (contractor to provide to NMO for install) 1-CISCO WS-C3850-24P-s, Stackable 24 10/100/1000 Ethernet PoE+ ports, with 715WAC power supply, IP Base Image with SSH, 1 year SMARTNET 8X5XNBD, US power cord (CAB-TA-NA) 1-Cisco Catalyst 3850 2 x 10GE Network Module, 4 -GLC-LH-SM - 1000Base-LX SFP 1-1 meter SC-LC duplex single mode fiber patch cord 1-10 meter SC-ST duplex single mode fiber patch cord 1-2 meter ST-LC duplex single mode fiber patch cord 1-3 meter LC-LC duplex single mode fiber patch cord

(4) Building 1980 Commissary

At Commissary, provide and install two (2) new Outdoor Weatherproof PTZ cameras.

One (1) mounted on the top north east corner of the building (utilizing a parapet) to view (East) the main parking lot. One (1) mounted (utilizing a pendant) to the breezeway canopy celling, centered in the middle of the building to view the main entrance of the commissary. Contractor shall install power and grounding as needed to support switching equipment. All fiber optic and copper cabling will be ran through existing conduit where available and contractor will be required to install new cable trays/conduit where needed.

- Materials:

(5) Building 1981 Base Exchange

At Base Exchange, provide and install two (2) new Outdoor Weatherproof PTZ cameras.

One (1) mounted on the top southeast corner of the building (utilizing a parapet) to view (southeast) the main parking lot. One (1) mounted (utilizing a pendant) to the breezeway canopy celling, centered in the middle of the building to view the main entrance of the exchange. Contractor shall install a 16x12x6 communications cabinet in the mechanical room next to the men’s rest room located in the front of the facility.

Contractor shall install a 6 strand single mode fiber optic cable terminated with LC connectors in FODP’s at both ends. These connections will start and terminate at the communications cabinet in NAF mechanical room in front of the facility to the server room in the administrative area in the rear of the facility. Contractor shall install LAN drops from mechanical room to camera locations. Contractor shall install power and grounding as needed. All fiber optic and copper cabling will be ran through existing conduit where available and installing new cable trays/conduit where needed.

- Materials: (contractor to provide to NMO for install) 2-CISCO WS-C3560CG-8PC-S, - Catalyst Switch 3560CG-8PC-S, 8 x 10/100/1000 PoE + 1 T/SFP; IP Base Image with SSH, 1 year SMARTNET 8X5XNBD, US power cord.

2-HOFFMAN A16R126HCR or Wiegmann RHC161206 both are 16X12X6 can be used.

2-GLC-LH-SM - 1000Base-LX SFP 2-XX meter LC-LC duplex single mode fiber patch cord (Note – XX – will need to be determined by where FODP is installed compared to where switch is located.)

(6) Building 1000 Visitor Control Center

Provide and install Four (4) new cameras. One (1) PTZ will be mounted on the top west corner of the building (utilizing a parapet) to view (west) off the installation. One (1) PTZ will be mounted on the top northeast corner of the building (utilizing a parapet) to view (northeast) main parking lot of the Visitor Center. Provide and install Two (2) Mini Dome cameras to the interior ceiling of bldg. #1000 to view complete 360 degrees of the waiting area and service counter of the building. Contractor shall install all fiber optic and copper cabling through existing conduit where available and installing new cable trays/conduit where needed.

(7) Building 560/375th POL compound

Provide and install two (2) new Outdoor Weatherproof PTZ cameras. One (1) PTZ will be mounted on the top northwest corner of the building (utilizing a parapet) which will view (north/west) POL area. One (1) PTZ will be mounted on the top southeast corner of the building (utilizing a parapet) which will view (southeast) POL area and surrounding area. Contractor shall install all fiber optic and copper cabling through existing conduit where available and installing new cable trays/conduit where needed.

Remote surveyed - upgrade DSL- 375CS provide new DSL modem, has 8 port switch - 4 ports available Current switch is not POE, if POE is required the contractor will need to provide the following materials to NMO, so the existing switch can be upgraded:

- Materials: (contractor to provide to NMO for install) 1-CISCO WS-C3560CG-8PC-S, - Catalyst Switch 3560CG-8PC-S, 8 x 10/100/1000 PoE + 1 T/SFP; IP Base Image with SSH, 1 year SMARTNET 8X5XNBD, US power cord.

1-GLC-T SFP

(8) Building 5036 and 5038/126th POL compound

Provide and install two (2) new Outdoor Weatherproof PTZ cameras. One (1) PTZ will be mounted on the top southwest corner of building 5038 (utilizing a parapet) which will view (south/west) access routes and flight line areas. One (1) PTZ will be mounted on the top northwest corner of the building 5036 (utilizing a parapet) which will view (north/east) access routes and surrounding area. Contractor shall install all fiber optic and copper cabling through existing conduit where available and installing new cable trays/conduit where needed.

Contractor shall install a HOFFMAN A16R126HCR or Wiegmann RHC161206 both are 16X12X6, if switch cannot be put in the existing cabinet.

- Materials: (contractor to provide to NMO for install) 2-CISCO WS-C3560CG-8PC-S, - Catalyst Switch 3560CG-8PC-S, 8 x 10/100/1000 PoE + 1 T/SFP; IP Base Image with SSH, 1 year SMARTNET 8X5XNBD, US power cord.

4-GLC-LH-SM - 1000Base-LX SFP 2-1 meter, duplex, SC/LC, single mode 1-2 meter, duplex, SC/LC, single mode 1-3 meter duplex, SC/LC, single mode

(9) Building 3284 Combat Arms

At CATM, provide and install one (1) new fixed Mini Dome camera. One (1) mini dome camera mounted on the ceiling to view vault door. Contractor shall install all fiber optic and copper cabling through existing conduit where available and installing new cable trays/conduit where needed.

Run LAN drop to switch, switch has 10 + ports that have not been used since July2014, port to be used will be identified at time of install.

(10) Building 4001 Base Supply

At Supply, provide and install one (1) new fixed Mini Dome camera. One (1) mini dome camera mounted on the ceiling to view vault door. Contractor shall install all fiber optic and copper cabling through existing conduit where available and installing new cable trays/conduit where needed.

Vindicator is connected to switch above bathroom, contractor shall run LAN drop to this switch location.

(11) Building 5016 126th SFS Armory

At 126th Armory, provide and install one (1) new fixed Mini Dome camera. One (1) mini dome camera mounted on the ceiling to view vault door.

Run LAN drop from camera location to switch. Contractor shall install all fiber optic and copper cabling through existing conduit where available and installing new cable trays/conduit where needed.

Note: Existing switch projected to be upgraded by different project, if POE is required camera will not work until switch is upgraded.

(12) Building 1948 Re-Fill Pharmacy

At Refill Pharmacy, provide and install one (1) new fixed Mini Dome camera. One (1) mini dome camera mounted on the ceiling to view customer service/pick-up windows.

Contractor shall install all fiber optic and copper cabling through existing conduit where available and installing new cable trays/conduit where needed. This installation shall be coordinated between the 375 SFS and 375 MDG. 375 MDG network is maintained by a separate entity.

(13) Building 1530 Main Pharmacy

At Main Pharmacy, provide and install one (1) new fixed Mini Dome camera. One (1) mini dome camera mounted on the ceiling to view customer service/pick-up windows.

Contractor shall install all fiber optic and copper cabling through existing conduit where available and installing new cable trays/conduit where needed. This installation shall be coordinated between the 375 SFS and 375 MDG. 375 MDG network is maintained by a separate entity.

(14) Building P-10 Finance Vault

At Finance, provide and install one (1) new fixed Mini Dome camera. One (1) mini dome camera mounted on the ceiling to view vault door.

Contractor shall run LAN drop from camera to Comm room 10-101, connect to switch currently 10-101-B. Contractor shall install all fiber optic and copper cabling through existing conduit where available and installing new cable trays/conduit where needed.

(15) Building 1981 Base Exchange/Weapons Storage

At Base Exchange Weapons Vault, provide and install one (1) new fixed Mini Dome camera. One (1) mini dome camera mounted on the ceiling to view vault door.

Contractor shall install all fiber optic and copper cabling through existing conduit where available and installing new cable trays/conduit where needed to facilitate links between existing base network switch (located in the server room in the administrative area in rear of facility) and camera.

Services shall Include:

Scheduled Service Interruptions

1. The Video Management operating server and cameras will be operational 24-hours-per-day, 7-days-per-week. When the contractor must schedule a service interruption for installation, the work will be done at a time that causes the least inconvenience to the system users. The contractor will notify and obtain approval from the on-site 375 SFS/S5E or designated representative in advance of any scheduled service interruption. The contractor will specify the starting time and duration of the interruption, along with what areas will be affected. The contractor will provide verbal notification to the on-site 375 SFS/S5E or designated representative immediately after service has been restored.

2. The contractor will also provide an updated spreadsheet for the Video Management (or equal) operating server with the following information: MAC address, Internet Protocol (IP) address, network switch/port information, subnet mask, all equipment part numbers and any additional information regarding Bosch (or equal) Server System. Contractor shall provide MAC address on provided template. The description shall include serial number and location.

3. The contractor will provide Vindicator as well as BOSCH Camera Operators Certification for all installers and programmers.

4. The Video Management camera system comes with a one (1) year full warranty that includes all parts and labor.

4. TRAINING: Contractor will provide a training class on new cameras and controls. Training will consist of desktop operations, log-on/log-off procedures, real time playback, recording capability, extracting recording content with associated equipment.

5. ADMINISTRATOR and OPERATOR PASSWORDS: All passwords (i.e. for Administrator and Operator) for the systems of operation will be turned over to SFS/ESS upon completion of project.

6. DATA RIGHTS: The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government.

These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.

7. CONTRACTOR CONSENT to BACKGROUND CHECKS: The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law Enforcement Agency Data System (LEADS) through the National Crime Information Center.

LEADS checks will verify if a person is wanted by local, state, and federal agencies. All contractor and subcontractor personnel must consent to LEADS background checks. Contractor and subcontractor personnel who do not consent to an LEADS check will be denied access to the installation. Information required to conduct an LEADS check includes: full name, driver’s license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The contractor shall provide this information using the Scott AFB Form 21, Contractors Consent for Background Check, and shall submit it in conjunction with the contractor’s request for either base or vehicle passes.

Completion of a successful LEADS check does not invalidate the requirement for an escort when contractor or subcontractor personnel are working within controlled or restricted areas.

Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.

Badges: The contractor is required to provide identification badges for their employees. All contractor personnel shall wear these badges while on duty on the government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be mutually agreed to by contractor and government.

The contractor’s identification badge will not be used as an entry requirement for installation entry or into any government designated controlled or restricted area. All contractors will be issued DBIDS cards three (3) business days prior to start of the project. An EAL (Entry Authorization List) must be provided to the Visitor Control Center no later than ten (10) business days prior for vetting of personnel. Contractors will return all DBIDS cards at the end of the project, prior to final pay out.

Contractor Registration of Vehicles on Scott AFB: All contractor or contractor employees’ vehicles used for the performance of this contract shall comply with all local, state and federal regulations. Additionally any pass shall be surrendered to Security Forces upon demand to positively identify a person’s need to be on Scott AFB.

Access to Installation during Force Protection Conditions (FPCONs): Contractors will be assigned a mission essential designation IAW requirements contained in SAFBI 31- 101/Installation Security Instruction. Only the installation commander or the unit commander requesting contract support will assign the mission essential designation.

Property Protection: Property protection for facility where the contractors’ primary work center is located will be the responsibility of the local facility manager and local Government Security Manager, or their duly authorized representative IAW AFI 31-101, The Air Force Installation Security Program and command/local directives. The contractor shall safeguard all government-owned equipment and materials in his/her possession or use.

Safeguarding Classified or Unclassified Information: The contractor shall meet Air Force standards for storing, processing, and handling classified information and systems. Additionally, all resources (e.g. maps, publication/instructions, photos) provided by the government to assist the contractor in the performance of their contract will be surrendered upon termination of employment or the end of the contract performance period.

Privacy Act: Work on this project requires that personnel have access to Privacy Information.

Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.

Contractors Working in Controlled or Restricted Areas:

The unit requesting contract support will provide escort (s) for contractors’ at all times when within a controlled area. Contractors shall not escort other contractor employees within controlled or restricted areas. In addition, contractors shall fulfill, maintain, and comply with all security requirements IAW AFI 31-101, The Air Force Installation Security Program, and command/local directives.

Access to Government Facilities with Controlled or Restricted Areas:

The contractor shall comply with security regulations imposed by the installation commander and/or the agency responsible for the project location. Due to specific mission requirements inherent in the nature of controlled or restricted areas on Scott AFB, the government may direct the contractor to leave the controlled or restricted areas at any given time.

Contractors Responsibilities while Working within Controlled or Restricted Areas:

Only contractor personnel with proper authority and qualifications shall enter a controlled or restricted area. Certain facilities require the issuance of an AF Form 1199CD. The government, at any time, may revoke the AF Form 1199CD. The procedures for the issuance of an AF Form 1199CD are contained in SAFBI 31-101, Installation Security Instruction. Contractors shall not escort other contractor employees within controlled or restricted areas. In addition, contractors shall fulfill, maintain, and comply with all security requirements contained in SAFBI 31-101, Installation Security Instruction.

Access to Government Facilities with Controlled or Restricted Areas for Replacement Contractors:

The unit requesting contract support will continuously escort replacement contractors, not initially possessing the proper clearances and requiring entry to controlled or restricted areas.

Replacement contractors shall submit paperwork within 30 days of being assigned to obtain an approved security clearance or favorable review. Replacement contractor personnel shall obtain a security clearance prior to working with, or having direct access to, classified material. In addition, replacement contractor personnel shall obtain a “Favorable review” prior to having access to a Controlled Area. The above information shall be submitted to 375 SFS/S5I.

8. PHYSICAL SECURITY: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials will be secured. The contractor shall meet Air Force standards for storing, processing, and handling classified information and systems. Additionally, all resources (e.g. maps, publication/instructions, photos) provided by the government to assist the contractor in the performance of their contract will be surrendered upon termination of employment or the end of the contract performance period.

Work on this project requires that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.

9. KEY CONTROL: The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include all Vindicator Restricted Area Badges. No keys issued to the Contractor by the Government shall be duplicated. The Contractor shall develop procedures covering key control that shall be included in the Quality

Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the Contracting Officer.

In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the payment due the Contractor.

The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.

10. LOCK COMBINATIONS: The Contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The Contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations. These procedures shall be included in the Contractor’s Quality Control Plan. NOTE: All references to lock combinations also include camera system log in/passwords.

11. IDENTIFICATION of CONTRACTOR EMPLOYEES: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.

The contractor will be required to be issued a RAB for the performance of their duties.

12. DATA RIGHTS: The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government.

These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer.
