1 Introduction
1.1 Purpose
This Statement of Work (SOW) defines contractor efforts required to upgrade the ventilation system at Robins Air Force Base, building 38.
1.2 Scope
This product description outlines the requirements for the procurement and installation of (2) dust collectors and (8) axial fans for the purpose of blasting operations in building 38. The components below will be integrated as part of the media blast bay in building 38. The current ventilation system for the blast bay in building 38 is inadequate due to recent change from plastic media to garnet blast media. As a result, the visibility within the booth has drastically been reduced. This garnet blast media requires a greater room air velocity to adequately ventilate the room.
1.3 Coordination with Base Personnel
1) The project site is located on the flightline of Robins Air Force Base. The contractor shall obtain base identification and vehicle passes for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract.
Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation. Contractor is also responsible for obtaining flightline driving passes.
2) Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.
1.4 Contractor Personnel
1) Environmental Management System (EMS): Any contractor employee working on Robins Air Force Base will require EMS training. The prime contractor is responsible for ensuring that all subcontractors comply with this requirement. Computer-based training is provided by the Base Civil Engineering Group Environmental Management Office. https://geobase.robins.af.mil/emstraining/EMSTrainingOptions.aspx. 2) Contractor Manpower Reporting Requirements: Per the memo referenced herein, this requirement only applies to service acquisitions at or above the Simplified Acq Threshold, currently $150,000.00 which use appropriated funds. Per reference SAF/AQ Memo, 13 Nov 12, “The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the USAF via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil (select Dept of the Air Force option if you you’re working an AF requirement). Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year.
Contractors may direct questions to the CMRA help desk.”
3) Reporting Period: Contractors are required to input data by 31 October of each year.
4) Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
5) User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the CMRA link at http://www.ecmra.mil (select Dept of the Air Force option if you you’re working an AF requirement).
2 Project Specifications
2.1 General
1) The project shall be turnkey
2) Government shall provide electrical disconnects within 20’ of new equipment.
Contractor is responsible for final connection between electrical disconnect and new equipment. Contractor is also responsible for all other utility connections.
3) Contractor shall be responsible for all cranes, forklifts, manlifts, and scaffolding required for installation.
4) Contractor shall be responsible for removal from the base all removed equipment, residual material, packaging, and debris generated as a result of the installation.
2.2 Equipment
The contractor shall provide and install all equipment listed below including controls:
1) Replacement Fan Specifications (Quantity of 8):
Aerovent 42W7/VW Fans shall be tube axial or vane axial type fan Each fan shall provide a min flow of 38,750CFM. The estimated required static pressure is 3.75”SP Fans shall be direct drive Each fan shall have a Variable Frequency Drive (VFD) that’s easily accessible.
For reference: The existing fans to be replaced are Aerovent 42L422-TA-1163-
71/2. These provide approximately 20,000 CFM @ 1”SP. Overall length with mounting adaptor is 50”. New fans with mounting adaptor shall be no longer than 50” due to space constraints.
The original ventilation system design intent was to act as crossdraft ventilation system. We are intending to keep this concept but increase the crossdraft velocity to approximately 100 feet per minute to accommodate the heavier blast media. Due to the size of the room this velocity is not feasible across the whole cross section of the room (50’x60’ room cross section), so a zone type system was originally derived to achieve the required velocity. This is described in the next bullet.
Fans should operate in a similar fashion to existing setup. The existing setup is designed to have 4 of the 8 fans operating at any time. The original concept was that the operator was at a level of 0-10 feet from ground level and would have the ventilation needed. The other fans were cycled with a PLC program thus allowing floating dust above 10 feet to move in the direction of the dust collector. The PLC system shall give the government the ability to stray from this concept and run any 4 of the 8 fans they deem feasible.
2) Dust Collector Specifications (Quantity of 2):
Camfil Farr GS32 dust collectors Dust collectors shall provide at a minimal 37,500 CFM capacity each Dust collectors shall be compatible with garnet blast media Filters shall be supplied with new dust collectors Dust collectors shall be suitable for all weather conditions Dust collectors overall dimension requirements:
o Maximum length of 15 feet o Maximum width of 8 feet
Each new dust collector shall be installed behind the existing Farr GS56 (~45,000 CFM each) dust collectors and tied together with properly sized ductwork.
These two dust collectors will in essence create one larger dust collector.
Modification of existing ductwork shall be done in order to accommodate new dust collectors. System shall be balanced by design.
Top mount fans shall be supplied for (2) existing Farr GS56 dust collectors as well as the (2) new dust collectors. Existing dust collector fans are currently on the ground and need to be replaced with top mounted fans due to space constraints.
All fans shall have Variable Frequency Drives and be controlled by an integrated control panels
Fall protection (handrails, ladders, etc.) on new and existing dust collectors shall be provided for blower maintenance activities. Government will fabricate maintenance stands for filter access.
3) Free standing three sided louvered penthouse shall be supplied and installed on the exterior of the building for the 8 new supply fans to prevent rain water penetration into the existing ductwork. Penthouse shall be completely free standing with no additional structural load on building structure.
The size of the penthouse shall be approximately 90” wide x 48” deep x 480” high.
Penthouse shall have louvers properly sized for a minimal total air flow capacity of 155,000 CFM. System intent is for only 4 fans to run at the same time.
Color shall match building exterior color Fabricate and install flashing to the perimeter of the penthouse to existing exterior building siding
4) Dust collector inlets inside building shall be modified in order to improve air distribution within the blast bay of building 38. Suggest adding plenum on inside wall where possible. System shall be balanced by design. Ref. Dust Collector Layout drawing for existing equipment layout and clearances.
5) In addition to the supply fans, the room has an existing 7,500 CFM direct gas fired make-up air unit which adds to the CFM total of the supply fans. The blast room shall be at 2,500 CFM air negative including the existing 7,500 CFM make-up air unit. The specified minimal CFM requirements reflect the 2,500 CFM negative requirement. It is critical for the blast bay to remain in negative pressure and this must be maintained in any operating condition.
6) Contractor shall provide approval drawings for all work. (Developmental Design Drawings and Associated Lists CDRL A003 –DI-SESS-81002E)
7) Contractor shall provide all manuals for all equipment. (Commercial Off-The-Shelf (COTS) Equipment Manual Requirements CDRL A004-DI-TMSS-80527C/T)
2.3 Safety
1) The contractor shall establish and maintain a safety and health program in accordance with the elements listed in the Appendix C (Safety Requirements). The contractor shall submit a Safety and Health Plan 10 days after award for review and acceptance by the WR-ALC/SE (Safety Office). The contractor shall ensure their Safety and Health Plan addresses, in detail, the items listed in the Appendix C. If task specific procedures are incorporated into a company local document, ensure those procedures are included/attached to the company’s Safety and Health Plan. Referencing the company’s local procedure/ document in the safety plan is not adequate. If the company’s local procedure/document is not attached; Safety Plan will be returned “Not acceptable”.

2) The contractor Safety Plan shall address in detail the items listed in the Contract Appendix C, Part II through Part IV as applicable. For task specific procedures identified in the Contract Appendix C, the contractor’s internal procedures for those tasks must be identifiable within the submitted Safety Plan or shall be provided in an amendment or addendum to the company’s Safety Plan. If task specific procedures identified in the Contract Appendix C, are not submitted with the contractor’s Safety Plan, the submitted Safety Plan will be returned as NOT ACCEPTED. The contractor will have 5 working days to resubmit the Safety Plan, amendment or addendum to address or correct issues identified for non-acceptance. The WR-ALC Safety Office will provide acceptance or non-acceptance of the resubmission within 5 workings days of receipt to the COR who will notify the CO.
3) Mishap/Incident Reporting. The contractor shall report all mishaps/incidents in accordance with the contract Appendix C. The contractor shall immediately secure the mishap scene and damaged property and impound pertinent maintenance and training records until released by the Government’s Safety Office (WR-ALC/SE). Such release shall be accomplished through the CO. The contractor shall cooperate and assist Government personnel in the investigation of the incident and submit an
Accident/Incident Report within 24 hours of the accident/incident. The Contractor shall require all subcontractors to comply with required safety, health and fire standards.

2.4 Quality Assurance
The contractor shall perform all work in compliance with commercial, government (host nation, federal, state, local and base), industry standards, and IAW manufacturers’ recommendations.
3 System Acceptance The contractor shall:
1) Support a walkthrough with the Government technical POC listed within this document once all installation activities are complete.
2) Immediately remedy any deficiencies discovered by Government walkthrough.
