PART 1-GENERAL

1.01 SCOPE: The work shall include providing all labor, equipment, transportation and materials to install carpet and resilient floor covering, base molding and related accessories. Work includes removal of old flooring including base molding and surface preparation prior to installation of new floor covering. The specification covers general requirements for broadloom carpet, modular tile carpet and entrance carpet, and cove base. In addition, floor coverings for landings and stairs and the repair or the replacement of deteriorated underlayment are also included in this specification. Furniture moving and raising, but not dismantling of systems furniture may be required. Removal of asbestos containing material may be required. Removal and reinstallation of chapel pews and theatre seating may be required. Moving large quantities of books and bookshelves such as in the Base Library will not be required. Overlaying over existing conditions may be required. Particular requirements and materials are covered by the applicable detailed specification sections. The work shall include availability for emergency services within 4 hours of notification for removing and/or addressing emergency issues that arise affecting the carpeting and flooring services.

1.02 ABBREVIATIONS: The following abbreviations are hereby defined:

SY = Square Yard SF = Square Foot LF = Linear Foot EA = Each WH = Working Hours (7:30 am to 4:30 pm weekdays - Mon - Fri) NWH = Non-Working Hours (4:30 pm through 7:30 am and weekends)

1.03 LOCATION: The work shall be accomplished in various facilities on Robins AFB, Georgia.

Facilities range in type from administrative, industrial, hospitality, health and child care. Each type of facility may have special requirements such as security or hours of work. Such requirements, work areas, and extent of work will be identified in each Delivery Order.

1.05 PERFORMANCE REQUIREMENTS

1.06 SUBMITTALS

A. Manufacturer’s Data

Submit two (2) copies of manufacturer’s specifications and installation instructions for carpet and related items specified per delivery order. Manufacturer shall also submit a plan for recycling the specified carpet and related items at the end of the carpet’s useful life. Included will be carpet subcontractor’s plan on staging, accepting and storage (off-base) of carpet to be recycled. No staging shall occur on base.

B. Fiber Verification

Submit certification from the fiber producer verifying use of the branded fiber in the submitted carpet product. Certification should include the % recycled content by weight for fibers, describing the source of this recycled content. If virgin nylon is used, the manufacturer shall include, as part of the fiber certification, the precise method that will be used to recapture the nylon at the end of the useful life of the carpet. State whether it will be returned to nylon carpet yarn production, down-cycled to an end use other then carpet yarn, used for waste-to-energy conversion, or disposed of in a specified manner.

C. Shop Drawings For carpeted areas submit shop drawings showing installation of carpeting, seam diagram, pattern direction, necessary installation accessories, and provisions for work of other trades. Show location of different patterns or styles of carpet. Also, show locations of any threshold conditions.

If mixed fiber types are used on the areas shown, the fiber type must be clearly identified to facilitate future recycling.

1. The contractor(s) will supply reproducible prints on request, to facilitate shop drawing preparation.

D. Samples

Submit standard-size carpet samples of each type of carpet, in each specified pattern, color, and construction.

1. Any alternates to specified products must be submitted for approval by a representative of the Contracting Officer at least ten (10) working days prior to bid or proposal.

2. Final Sample Submittal Submit two (2) sets of samples for each carpet type.

3. No carpet shipments are permitted until acceptance of final samples is given by representative of the Contracting Officer, certifying that samples are the approved color, pattern, and texture.

4. Samples submitted are assumed to the manufacturer’s best obtainable match to the carpet described under Materials Section.

E. Indoor Air Quality Test Reports:

Submit for specified products, indicating that the test results do not exceed the stated emission criteria of the CRI Indoor Air Quality Testing Program.

F. Recycling Instructions

Submit written certification of environmental compliance describing all aspects of recycling programs for carpet uplifted for replacement and for carpet to be installed, including compliance by the carpet manufacturer and carpet trade contractor. ASTM 2129 provides for detailed documentation of the sustainability of products used in the project.

Sustainability will be assessed based on how product will be recycled. (i.e. will it be Cradle to Cradle, down-cycled, burned or land-filled.)

1.07 CLOSEOUT SUBMITTALS

A. Maintenance Data: Include maintenance procedures, recommended cleaning and stain-removal materials, and recommended cleaning schedule. Include product data and Material Safety Data Sheets (MSDS) for cleaning and stain-removal materials.

B. When the installation is complete, the manufacturer shall deliver

(1) A certificate of recycling, which describes the method by which the uplifted carpet was recycled; and (2) a warranty of recycling, which specifies the method by which the new carpet tile will be recycled at the end of its useful life.

(2) Preferred method of recycling is Cradle to Cradle vs. down-cycling or waste to energy.

1.08 QUALITY ASSURANCE

A. Single Source Responsibility: Provide products from a single manufacturer for each recyclable carpet type specified for each delivery order.

B. Sustainability Commitment: Carpet manufacturer must practice environmental responsibility through programs of raw material reduction, recycling, reuse, and energy and natural resource conservation for each delivery order.

1.09 QUALIFICATIONS

A. Manufacturer: A company specializing in manufacturing specified recyclable carpet with minimum three (3) years documented experience.

B. Installer: Company specializing in installing carpet with minimum five (5) years documented experience, approved by the manufacturer and participation in manufacturer’s environmental program including responsible carpet removal. The Installation company shall be responsible for staging carpet off base to be recycled.

C. The installation company shall be responsible for providing qualified certified workers able to provide proper credentials that will allow entrance on to base.

D. Contractor(s) shall have insurance covering damage to property and injury to his employees.

E. Contractor(s) shall be available for emergency services within 4 hours of notification for removing and/or addressing emergency issues that arise affecting the carpeting and flooring services.

1.10 DELIVERY, STORAGE AND HANDLING

A. Deliver carpet in sealed protective rolls and accessories in sealed containers. Bind carpet materials with secure protective wrapping. Mark each carpet roll according to style, color, pattern, dye lot, run number, and quantity.

B. Waste Reduction: Collect polyethylene roll wrap at site and recycle into more roll wrap.

Redirect small pieces of waste carpet to be appropriately recycled.

C. Store products in an enclosed and dry area protected from damage and soiling.

1.11 ENVIRONMENTAL REQUIREMENTS

A. Comply with Base Civil Engineer’s Environmental Requirements for Disposal.

B. Comply with Base Civil Engineer’s Environmental Requirements for Asbestos Abatement.

C. Do not install carpet until areas have been fully enclosed and environmental conditions have reached the levels indicated during occupancy.

B. Maintain ambient temperature and humidity conditions during and after installation of broadloom carpet at levels indicated during occupancy.

C. Allow carpet to reach room temperature or minimum temperature recommended by manufacturer before beginning installation.

1.12 FIELD MEASUREMENTS

A. Verify that field measurements are as indicated on Drawings.

1.13 SEQUENCING

A. Sequence installation so as to minimize possibility of damage and soiling of carpet.

B. Do not commence installation until painting and finishing work are complete and ceiling and overhead work have been tested, approved, and completed.

C. Remove and replace existing carpet in accordance with a pre-approved reuse and/or recycling plan.

1.14 WARRANTY

A. Provide carpet manufacturer’s Lifetime Warranty against defects in materials.

B. Warranty: Include coverage for:

1. Surface Wear: Not more than 10 percent by weight throughout life of product.

2. Static: Maintain static generation at less than 3.5 kV at 70 degrees F., and 20 percent R.H. throughout life of product.

3. No delamination throughout life of product.

4. No edge ravel throughout life of product.

5. Provide tuft bind consistent with industry standards.

6. Recycling: Used carpet tiles will not go to the landfill at end of their useful life.

7. For High Performance broadloom: Ten year commercial. Warranty that Contracting

Officer will be completely satisfied with performance of carpet when installed in accordance with manufacturer’s installation instructions and when maintained in accordance with current carpet care recommendations, and when such maintenance continues throughout duration of warranty period when owned and operated by original Owner. Also, warrant that Base Civil Engineer will be satisfied with recycling of carpet at end of its useful life as outlined in manufacturer’s environmental warranty.

8. Provide carpet installer’s 2 years warranty against defects in installation.

1.15 EXTRA MATERIALS

A. Provide 3 percent overage of calculated yardage for each type of carpet (include carpet needed for complete installation plus waste and usable scraps in calculated yardage).

Recycle waste, unusable scrap, and tile carpet damaged during installation through manufacturer’s environmental program. Facility Manager to provide an area for storage.

B. Elevator Carpet: Provide extra stock for two (2) complete carpet changes for each elevator cab. Facility Manager to provide an area for storage.

C. Deliver specified overrun and usable pieces of carpet to Contracting Officer’s designated storage space properly packaged and identified. Redirect small pieces of waste carpet to be appropriately recycled.

1.16 SECURITY: The contractor(s) shall comply with security procedures imposed by the Installation Commander. Contractor(s) shall obtain all necessary badges/passes for contract employees and vehicles through the Contracting Officer and Robins AFB Security Forces prior to commencement of work at the site. In secure areas a Government escort will be required.

1.17 SAFETY AND ACCIDENT PREVENTION: Comply with Occupational Safety and Health Administration (OSHA), Corps of Engineers Safety Manual (EM 385-1-1), the contract safety provisions, Air Force Occupational Safety and Health (AFOSH) Standards, and National Fire Protection Association (NFPA) standards.

A. MOTOR VEHICLES: The contractor(s) shall comply with AFI 91-207 regarding the use of safety belts and other protective devices during vehicle operations.

No vehicle shall be stopped, parked, or left standing on any road or adjacent thereto or in any area in such a manner as to endanger the vehicle, other vehicles, equipment or personnel using or passing that road or area. To minimize exhaust fumes from contractor(s) vehicles while on Robins AFB, contractor(s) equipment must be equipped with proper emission control devices (IAW applicable state/federal emission control requirements for motor vehicles), and equipment must be shut down when not in use (i.e., no excessive engine idling). Roads shall be swept if spillage occurs during hauling.

Ensure safe operating condition of all contractor-owned vehicles. Unsafe and unserviceable vehicles shall be removed from service immediately. Personnel engaged in vehicle operations on the flightline shall be trained and certified in flightline procedures IAW Robins Air Force Base Instruction 13-206. The contractor is responsible for scheduling this training through the Base Operations office/926-3105 with adequate lead-time so as not to interfere with contract schedules. Certification shall be on AF Form 483 and must be in the possession of the vehicle operator when operating on the flightline.

The contractor is responsible for furnishing a trained and certified vehicle operator/escort for all infrequent vehicle operations such as material deliveries. The certified escort can be a passenger or operate a lead vehicle no further than three (3) vehicle lengths in front of the escorted vehicle. The contractor shall ensure that all subcontractors comply with these requirements.

A. FOREIGN OBJECT DAMAGE (FOD) PREVENTION PROGRAM: The contractor(s) shall establish and maintain and effective FOD prevention program that meets or exceeds the requirements of AFMCI 21-122. The program is designed to eliminate the introduction of any foreign object that could damage an aircraft, aerospace component or aerospace support equipment operated at this depot facility. The FOD program must be integrated into the day-to-day operations to reduce/eliminate FOD incidents. Such program shall include covering waste dumpsters, barriers in place to stop migrating FOD from dirt and gravel piles, and end-of-shift or daily clean-up. The contractor(s) must brief his personnel at least quarterly on any FOD requirement.

1.18 PAYMENT: Contractor(s) shall invoice on a monthly basis for services rendered for that month. Invoices shall include Delivery Order Number, units per line item installed, extra materials provided as described in section 1.17 L (EXTRA MATERIALS) and total cost.

1.19 SITE VISITS: Site visits shall be scheduled by the Contracting Officer with the using activity and Civil Engineering. The Contractor(s) shall be responsible for site investigation to determine conditions and quantity of materials required for each project. If the existing flooring is vinyl tile, the Directorate of Environmental Management shall have tile and adhesive tested to determine presence of asbestos prior to installation of new floor covering. Test results shall be available within 5 working days. If asbestos removal is required, the work shall be performed under this contract and completed prior to installation of the new flooring.

1.20 ADMINISTRATION AND PROJECT INFORMATION: The Contracting Officer in the Base

Contracting Office is responsible for the administration of any resulting contract. The Office of the Civil Engineer is designated as the technical surveillance representative of the Contracting Officer. No change shall be made in the provisions of this contract without written authorization of the Contracting Officer.

A. PRIOR TO THE ISSUANCE OF A DELIVERY ORDER for work to be performed, the

Contracting Officer through the Civil Engineering Representative will contact the contractor(s) to arrange a site visit. The Contractor(s) shall verify measurements and submit a quote showing applicable line items and quantities. After evaluation of the proposal by Civil Engineering and the Contracting Officer, a delivery order will be issued detailing the work to be performed and the work schedule.

B. THE SITE VISIT shall be held within two working days of notification, with quote returned within two additional working days.

C. UPON AWARD OF A DELIVERY ORDER, the contractor(s) shall order the materials, and schedule the exact date and time for the installation with the Contracting Officer through the Civil Engineering Representative. The maximum allowable material ordering time shall be 30 calendar days unless the Contractor(s) submits a request for time extension in writing to the Contracting Officer.

D. AWARD OF A DELIVERY ORDER. The Contracting Officer shall notify the Using Agency and the Civil Engineering representative of the award date and the work schedule. The Contractor shall notify the Contracting Officer of any changes in the schedule or scope of work.

E. THE CONTRACTOR(s) SHALL EXECUTE each delivery order as soon as possible after receipt of materials unless directed otherwise by the Contracting Officer.

F. UPON COMPLETION OF INSTALLATION, the Civil Engineering Representative shall certify that work has been performed before payment is approved.

1.21 REMOVALS:

A. THE CONTRACTOR(s) SHALL HAUL away from Project and legally dispose of all debris to an off base location. If feasible, disposal of carpet and carpet installation waste should be disposed of at a carpet reclamation center.

B. CARPET CONTAINING HAZARDOUS SUBSTANCES must be disposed of in accordance with hazardous waste regulations.

C. SITE CLEAN-UP shall be performed daily.

1.22 INSTALLATION-GENERAL FOR CARPET OR VINYL:

Comply with CRI 104, Section 8, Direct Glue-Down Comply with CRI 104, Section 9, Double Glue-Down Comply with CRI 104, Section 10, Attached Cushion Comply with CRI 104, Section 11, Stretch-in Utilizing Tackless Strip Comply with CRI 104, Section 12, Carpet on Stairs

A. MAJORITY of the carpet shall be installed by the glue-down method.

Stretch-in installation over pad will be used only in special areas approved by Civil Engineering.

B. INSTALLATION of carpet on walls is forbidden in Air Force facilities. A 4” or 6” base of carpet may be used but greater amounts are not authorized. Only wall covering material shall be used on walls.

C. ALL FLOORCOVERING materials are to be of the same dye lot in all adjoining areas. Allow sufficient materials for pattern matching. Follow roll sequence for broadloom carpet installation to insure proper matching.

D. COMPLY WITH manufacturer’s instructions and recommendations. Place seams in the directions indicated, on the approved submittals, if any.

E. EXTEND CARPET or resilient flooring under open-bottomed and raised bottom obstructions. Extend carpet or resilient flooring into alcoves or rooms as indicated. Extend carpet or resilient flooring under all movable furniture and equipment, unless otherwise indicated.

F. PROVIDE cut-outs as indicated for removable access devices in the substrate.

Bind edges as neatly as possible and secure both sides of cuts to the substrate. Use double-faced tape on carpet cut-outs which must be lifted from the substrate to gain access to the devices, unless otherwise indicated. Cut only 3 sides wherever feasible to provide a carpet flap in lieu of a full removable cut-out. Carpet seamed areas shall be a minimum of 6”.

G. CARPETING shall be installed with minimum number of length and cross seams. Carpet seams shall run toward the light where practical and where such layout does not increase number of seams. All breadths shall be installed parallel with pile in same direction. Patterned goods shall be perfectly matched. Carpeting terminating at doorway shall be parallel to, and centered directly under doors unless otherwise requested. Seams shall not be made perpendicular to doors or at pivot points. Corridor layout shall be approved by the contract inspector prior to installation. Maintain straight seams running true with the lines of the building or as otherwise indicated.

H. CARPET or Vinyl Borders shall run straight and true to centerline of hallway or field carpet. Outer edge shall contour to wall and profile of architectural features such as pilasters, door jambs, pipes, or conduit.

I. INSTALL Edge Strip at every location where edge of carpet cannot be covered with a threshold or another device, such as an expansion joint cover system, or as requested unless otherwise specified.

J. CLEANING: Upon completion of installation, the Contractor(s) shall remove all debris, metal-edging scraps and other foreign matter. All soiled spots or excessive adhesive on face of carpet or resilient flooring shall be removed with proper spot remover in accordance with manufacturer’s written instructions. All loose pieces or face yam shall be removed with sharp scissors. The carpet shall be cleaned with a commercial beater-type vacuum cleaner.

K. WALK-OFF MATS: If required, walk off mats shall be installed at entrances and in warehouse and shop areas adjacent to carpeted administrative offices. Foyer and entrance mats shall be polypropylene or equal material; indoor mats may match carpet.

All mats must have bound edges or vinyl reducer strip borders to prevent tripping hazards.

L. EXTRA MATERIALS: If specified in the delivery order, furnish an additional 10 percent of replacement tiles or roll goods that match products installed and that are packaged with protective covering for storage and identified with labels describing contents.

1.23 LEAD PAINT: (Wood Doors & Baseboards): All painted surfaces including painted surfaces covered by other materials such as wallpaper in this project contain varying levels of lead. The contractor(s) shall take precautions to protect his workers and government employees from exposure to lead dust hazards during construction and demolition in accordance with 29CFR 1926 62, OSHA Lead in Construction Standard. The disposal of all debris containing lead paint is to be treated for collection and disposal purposes as a hazardous waste. All waste quantities smaller than 50 pounds shall be collected, DOT approved, and contractor(s) shall place in containers for testing by the government. If non-hazardous the waste will be disposed of by the contractor(s). The contractor(s) shall assume for bidding purposes that the material will be non-hazardous and he will be required to dispose of the material.

1.24 WORK BY THE GOVERNMENT: The Government reserves the right to undertake performance by Government forces or other contractor(s), the same type of similar work as contracted for herein, as the Government deems necessary or desirable, and doing so will not breach or otherwise violate this contract.

PART 2 – PRODUCTS

2.01 MATERIALS: All materials provided shall comply with the following requirements:

A. ALL PRODUCTS shall meet the minimum specifications listed for each type of material.

B. DISCONTINUED PRODUCTS: If products submitted are discontinued by the manufacturer, substitutions may be offered. Equal products, along with all the information requested in Part 1, 1.07 Submittals, must be submitted to the contracting officer for approval prior to use.

2.02 ADHESIVES: Use adhesives containing Low volatile organic compounds (VOC) components.

Follow ventilation, personal protection, and other safety precautions as recommended by the manufacturer of the adhesive. The Contractor(s) is requested to use low-emissive products, especially in occupied work areas.

A. LEVELING COMPOUND: Latex type as recommended by carpet manufacturer;

compatible with carpet adhesive and curing/sealing compound used on concrete.

B. MULTI-PURPOSE ADHESIVE: Low VOC permanent carpet adhesive as recommended by carpet manufacturer for direct glue down of carpet; comply with CRI Green Label Certification Program. Use slow-set permanent adhesive for patterned carpet to facilitate pattern match.

C. MULTI-PURPOSE ADHESIVE: Low VOC permanent carpet adhesive as recommended by carpet manufacturer for direct glue down of carpet on steps; comply with CRI Green Label Certification Program.

D. ADHESIVE FOR CARPET SEAMS: Waterproof, non-staining adhesive furnished or recommended by the carpet manufacturer.

E. ADHESIVE FOR COVE BASE, stair tread, sheet vinyl, rubber tile, and vinyl tiles shall be compatible with surface to which it will be adhered and as recommended by the manufacturer.

F. ADHESIVE FOR SHEET VINYL shall be non-toxic, non-flammable latex based which provides a water and alkali resistant bond and as recommended by manufacturer.

G. SEAM SEALER for sheet vinyl that permanently fuses seams to provide a waterproof and dirt-proof invisible seal.

2.03 CARPET EDGE STRIPPING: Manufacturer’s standard bend-down type of formed or extruded aluminum carpet edge guard. Formed units with concealed teeth to grip the carpet from below, holes for nailing to the substrate, and tapered smooth safety top bar to be bent down over the carpet to secure it in the stripping.

A. TRACK METAL EDGE STRIPPING consists of a single-flange track with any color snap down molding to provide proper transition from one floor type to another.

Color shall be selected from Manufacturer’s standard samples.

B. TACKLESS CARPET STRIPPING: Manufacturer’s standard water resistant plywood stripping, with angular pins protruding from the top, designed to grip and hold stretched carpet from below at the edges. Provide stripping with 2 rows of pins wherever the carpet width is less than 20 ft., and with 3 rows of pins wherever carpet width is 20 ft.

or more.

C. REDUCER STRIPE made of heavy duty vinyl or rubber shall provide a smooth transition between surfaces of varying heights such as carpet-to-tile. Color to be selected from manufacturer’s standard samples.

2.04 SEAM TAPE AND OTHER ACCESSORIES:

A. CUSHION TAPE: Single face cloth, 2 in. wide.

B. CARPET TAPE: Paperback, for latex sewing, 4 in. wide.

C. SEAM TAPE: Paperback, for latex sewing, 4 in. wide.

D. SEAM TAPE: Heat bonding, 4 in. wide.

E. NAILS: All nails and screws used must meet Fed. SPEC FF-N-105B or be of adequate size to provide proper securing of accessories. When screws or nails will be visible on completion of work, they shall have polished heads.

F. LATEX UNDERLAYMENT: One or two component factory mixed product containing powdered or liquid latex, cement and other powders.

G. CRACK FILLER: One part non-shrinking cement to three part sand grout with a latex or epoxy additive.

2.05 SOLID UNDERLAYMENT

A. OSB: Oriented Strand Board for carpet only, installed according to manufacturer’s instructions.

D. PLYWOOD: Designated as “APA Underlayment, APA C-C Plugged EXT, APA rated Sturdi-Floor” thickness as required per job.

2.06 COVE BASE:

A. RUBBER COVE BASE: Shall consist of extruded rubber. It shall be constructed of first-quality materials properly vulcanized, and shall be smooth and free from imperfections which detract from its appearance. The base shall conform fully to the requirements of Federal Specification SS-W-40A, Type 1. Sizes shall be 4” or 6” high, 1/8” thickness, with or without toe. Shall have pre-molded corners.

B. VINYL COVE BASE: It shall be constructed of first-quality materials and shall be smooth and free from any imperfections which detract from its appearance. The base shall conform fully to the requirements of Federal Specification SS-W-40a, Type II, Vinyl Plastic Class I (vinyl chloride). Sizes shall be 4” or 6” high, 1/8” thick, with or without toe. Shall have pre-molded corners.

2.07 STAIR COVERING

A. STAIR TREADS: Molded rubber treads shall be made of top quality rubber compound, homogeneous plain or marbleized colors, heat cured, and free of blemishes.

Diamond design with beveled grooves, meets or exceeds Federal Spec: ZZ-T001237- GSA-FSS and RRT-650 Type A; 3/16” to ¼” uniform thickness, 9” to 12-½” deep, 36”, 42”, 48”, 54”, 60”, or 72” long, with square nose or curved nose. Color shall be selected from manufacturer’s standard samples.

B. RISERS: Molded rubber risers shall be made of top quality rubber compound, plain or marbleized homogeneous colors, heat cured, and free of blemishes to match tread and stingers, with cove edge to fit smoothly to tread, 1/8” thick, 7” high, 36”, 42”, 48”, 54”, 60”, or 72” long. Color shall be selected from manufacturer’s standard samples.

C. STRINGERS: Molded rubber stringers 10” high shall match treads and risers in material, thickness, and quality. Color shall be selected from manufacturer’s standard samples.

2.08 RAISED DISC RUBBER FLOORING

A. RUBBER FLOOR TILE. Raised disc or square pattern with beveled profile, molded of first quality resilient rubber compound with color extending throughout thickness of the tile, meets or exceeds Federal Spec: SS-T-312b Type II; 1/8” thick, Nominal Size 24”x 24”, with raised beveled disc or beveled square pattern. Colors shall be selected from manufacturer’s standard samples.

C. MATCHING STAIR TREADS: Molded of first quality resilient rubber compound, with color extending throughout thickness of tile, meets or exceeds Federal Spec RR-T-650C Composition A, 1/8” thick, 36”, 42”, 48”, 54”, 60”, or 72” long. Colors shall be selected from manufacturer’s standard samples.

2.09 VINYL TILE

A. VINYL COMPOSITION TILE: 12” x 12” tiles, 1/8” nominal overall thickness, square edges, homogeneous color, meets or exceeds Federal Spec: SS-T- 312B(1), Type IV, Comp 1 and ASTM F 1066, Comp 1, Class 2, comparable to Armstrong Excelon Standard or Premium grade. Colors shall be selected from manufacturer’s standard samples.

B. SOLID VINYL TILE: 12” x 12” tiles, 1/8” nominal thickness, solid color throughout, meets or exceeds Federal Spec: SS-T-312B Type III. Colors shall be selected from manufacturer’s standard samples.

C. CONDUCTIVE SOLID VINYL TILE: 12” x 12”, 1/8” thick, neutral colors with random pattern, meets or exceeds Federal Spec: SS-T-312B(1), Type III. Colors shall be selected from manufacturer’s standard samples.

2.10 SHEET VINYL:

A. VINYL COMPOSITION SHEET GOODS: 6’ wide with felt backing .050 inch nominal wear layer, .085 inch overall thickness, random chip design, meets or exceeds Federal Spec: L-F-475A(3) Type II, Grade A, design element shall extend throughout the thickness of the wear layer. Colors shall be selected from manufacturer’s standard samples.

B. SOLID VINYL SHEET GOODS: 6 foot wide, .080 gauge overall, .080 thick solid vinyl wear layer, stain and chemical resistant, meets or exceeds Federal Spec: L-F- 475A(3) Type II, Grade A. Colors shall be selected from manufacturer’s standard

D. RESIDENTIAL VINYL: Printed construction roll goods 6’ or 12’ wide, minimum gauge .065”, minimum 14 mil urethane no-wax wear layer, interflex backing for perimeter glue installation, colors shall be selected from manufacturer’s standard

2.11 CARPET

a. Preference will be given to manufacturers using yarn with recycled content.

c. Carpet must be capable of recycling by down-cycling, waste-to-energy-conversion or another disposal strategy that keeps the carpet out of a landfill.

d. Preference will be given to products that DO NOT incorporate PVC or Urethane as backing. ( non- pvc)

e. Carpet must comply with guidelines of Presidential Executive Order 13101 and meet the intent of Section 6002 of the resource and Recovery Act (RCRA)

f. Prior approval of samples is mandatory. Substitutions will be evaluated on aesthetics and performance 10 days prior to bid. No exceptions.

B. CONSTRUCTION

1. All yarn and carpet shall be manufacturer’s first quality and 100% recyclable or down-cyclable. No carpet should end its useful life in a landfill.

2. Carpet shall comply with Carpet and Rug Institute’s Green Label Indoor Air Quality.

3. For optimum performance, carpet density will be a minimum of 8000 oz./cubic yard.

4. Certificate of compliance from a laboratory accredited by the NIST or NVLAP. Test reports for each type of carpet shall be accompanied by Certificate of Compliance that has been notarized. Test reports to include:

a. Dimensional Stability (Aachen Test).

b. Tuft Bind (ASTM D 1335),.

c. Electrostatic Propensity of Carpets (AATCC 134-1991)

d. Critical Radiant Flux NFPA 253 and FTM Standard 372

e. Smoke Density ASTM E662-97 or NFPA

f. Surface Flammability of Carpet CPSC FF 1-70

g. Colorfastness to Light and Crocking AATCC 165 & AATCC 16 E

PART 3-INSTALLATION

3.01 PRE-INSTALLATION REQUIREMENTS: Before repair or installation services begin, the contractor(s) shall inspect the work site and obtain all information needed for the diligent performance of the service(s). The contractor(s) shall promptly notify the Contracting Officer of any conditions that prevent the suitable completion of these services, such as floor conditions preventing proper installation. If the Contractor(s) discovers such problems associated with work after starting, he or she shall immediately notify the Contracting Officer and obtain their approval if work is to continue.

3.02 CARPET PRE-INSTALLATION MEETINGS

A. Convene one (1) week prior to commencing work of this section.

B. Require attendance of manufacturer, installer, contractor(s) and other parties directly affecting the work of this section.

C. Review carpet recycling procedures outlined in manufacturer’s environmental program and installation procedures and coordination with work of other sections. The installation company shall be responsible for providing an off base staging area for carpet to be recycled/sustained.

3.03 REMOVAL OR VINYL ASBESTOS FLOOR TILE: Presence of asbestos in floor tile shall be determined by Government testing of existing flooring materials prior to issuing of delivery order.

Asbestos removal shall be accomplished under this contract.

3.04 SYSTEMS FURNITURE MOVING: Areas that have existing carpet tile under systems furniture are to be recarpeted by raising or lifting the workstations 2 to 4 inches above the floor.

Workstations shall be raised without dismantling components or disconnecting panels to allow removal of old carpet tiles and installation of new carpet tiles. If dismantling or reconfiguration is required the work shall be accomplished under this contract. Systems furniture still under warranty shall be moved only by manufacturer’s trained and approved personnel and is included in this contract.

3.05 NON-SYSTEMS FURNITURE MOVING: Contractor(s) may be required to move non-systems furniture including small file cabinets and bookcases. Moving large quantities of files, large file cabinets, books and bookshelves, such as located in the Base Library, will not be required.

3.06 REMOVAL AND REINSTALLATION OF BOLTED-DOWN SEATING: Contractor(s) may be required to remove and reinstall existing bolted-down seating (i.e.chapel pews, theatre seating, etc.) to allow for removal of old carpet and installation of new carpet. Contractor(s) will be required to store the existing bolted-down seating during carpet removal and installation.

3.07 ELECTRICAL AND COMMUNICATION EQUIPMENT: Removal and replacement of outlet covers, switch plates, tombstones, or wire mold shall be done by the contractor(s). Disconnecting and reconnecting of electrical or communication cables shall not be part of this contract.

3.08 EXAMINATION:

A. FILL, level, and make smooth cracks 1/16 inch or more, holes, unevenness, and roughness with compatible latex floor patching compound. Feather floor filling or leveling compound a minimum of four (4) ft. Sweep floor of loose granular debris prior to filling.

After filling, allow filler to dry. Damp mop floor with warm water and allow drying. Vacuum after mopping to ensure that loose granular debris is removed and to provide a proper substrate to install broadloom carpet. Prohibit traffic until filler is cured.

B. Vacuum floors again immediately before installation of carpeting.

C. Confirm compatibility of adhesive with curing compounds on concrete floors.

3.09 FLOOR PREPARATION: Commencement of flooring work shall constitute validation by the Contractor(s) that the substrate and conditions in the area meet all requirements for satisfactory installation.

A. TEST FOR dryness of concrete floor prior to installation. Test with chemical or mechanical means to verify that concrete floors comply with the moisture content recommended by the adhesive or carpet manufacturer’s instructions. Allow new concrete to cure for 90 days before carpet installation starts. Perform moisture content testing as required by manufacturer’s instructions to ensure pH readings of no more than nine (9).

Moisture transmission of 5.5 lbs/sq ft per 24 hours is acceptable. If values exceed this level, follow manufacturer’s recommendations for moisture transmission mitigation. Do not proceed until unsatisfactory conditions have been corrected.

E. FILL ALL minor or local low spots, cracks wider than 1/8 inch, joints, holes larger than ¼ inch diameter, and other defects with sub-floor filler. Remove sub-floor ridges and bumps by floating and grinding ridges smooth with commercial grinder, and remove any latex underlayment, nails, or other foreign matter, including paint that is not compatible with adhesives, which will not provide suitable surface for the installation of the new floor surfaces. Set protruding nails or remove. Secure loose underlayment sheets. Replace floor tile as required, replacement floor tile need not be new for patching. Remove old edge stripping.

C. FILL LARGE cracks and holes, not to exceed one percent (1%) of total floor area, in concrete structural floor slabs with a one part non-shrinking cement to three part sand grout with a latex or epoxy additive. Float ridges with a commercial latex or epoxy floor patching compound. Chalky or dusty surfaces shall be primed as requested.

Extremely rough concrete shall be ground smooth.

D. EXERCISE caution to avoid damaging walls when removing wood or resilient base. If existing wall covering is to remain, cut or score at top edge of base before removing base. Install new resilient base at least ½” higher to cover cut edge of wall covering. Installation of new wood base shall be accomplished by separate contract.

3.10 UNDERLAYMENT INSTALLATION

A. MIX LATEX underlayment with latex liquid (two component) and immediately scratch-in with trowel and smooth over with trowel. Thickness not over 1/8” in one coat and not over ¾” total.

B. ROTTED, BROKEN or otherwise unsatisfactory wood underlayment shall be removed and replaced with new exterior grade plywood or OSB of equivalent thickness.

Deteriorated sub flooring shall be replaced by separate contract. The extent to which repairs will delay installation of new flooring shall be determined at site visit.

C. PLYWOOD shall span at least three floor joists and shall be nailed at not over six inch centers to each edge joist and ten inch centers to each intermediate joist using 8d annular or ring type nails. Space panel edges and ends 1/32” apart and 1/8” from walls at room perimeter. Stagger panel end joints.

D. CLEAN THOROUGHLY all surfaces to receive carpet or vinyl to remove all oil, dirt, dust, and debris.

E. UNDERCUT wood door bottoms to allow clear door swing over new floor covered areas, recap bottom of door if rail is removed on solid core door; refill bottom of hollow core door if rail is removed. Do not cut metal doors.

F. REMOVE and reinstall doors as required for installation.

3.11 CARPET INSTALLATION

A. Install carpet in accordance with the Technical Bulletins provided by the manufacturer.

These technical bulletins will offer the proper instruction of how to install the carpet including: (1) Conducting Site Testing and conditioning, (2) Floor Preparation, (3) Installation of the carpet (including seaming, carpet layout and cutting, power stretching, approved adhesives systems and seam sealers, etc.). As a supplement, the CRI 104, section 8 will supply additional installation support guidance for your installation.

B. Install broadloom carpet (direct glue down) and smooth uniform and secure with minimum of seams. Shop drawings required approval from Contracting Officer may apply. Run side seams parallel with light, where practical, and where such layout does not increase the number of seams. Install breadths parallel, with carpet pile in the same direction. Do not make seams perpendicular to doors or at pivot points.

C. Install carpet tiles in accordance with manufacturer’s directions. Full spread releasable adhesives are required. No grid installations will be accepted.

D. Install carpet under open-bottom obstructions and under removable flanges and furnishings, and into alcoves and closets in each space.

E. Provide cutouts where required. Conceal cut edges with protective edge guards or flanges.

F. Run carpet under open-bottom items and install tight against walls, columns, and cabinets so that the entire floor area is covered with carpet. Cover over floor-type door closers.

G. Install edging guard at openings and doors wherever carpet terminates, unless indicated otherwise.

H. Perform cutting in accordance with manufacturer’s recommendation using tools designed for carpet being installed. Verify carpet match before cutting to ensure minimal variation between dye lots. Retain or dispose of scraps in accordance with manufacturer’s environmental program.

G. Removal of carpet to be replaced (if applicable) should be handled according to pre-approved plan for recycling.

H. Install carpet from same dye lot and run within each continuous carpet area.

I. Seal seams with manufacturer recommended seam sealer, if applicable.

J. Install carpet with pile-lay in same direction except when indicated otherwise on Drawings.

K. Use leveling compound where necessary. Feather floor leveling compound minimum of 4 ft.

L. Do not bridge building expansion joints with continuous carpeting. Provide for movement.

M. Apply environmentally approved adhesive in accordance with manufacturer’s instructions in area to be carpeted first.
