About this file
This document is a Questions and Answers clarification file issued by the City of Columbus, Ohio, in response to inquiries regarding a Best Value Procurement for Sewer Combination Trucks under a Universal Term Contract. The City is soliciting proposals for sewer combination trucks to be used for cleaning and maintaining underground sewer lines. The RFQ, designated RFQ032216, requires specification questions to be submitted by 11:00 am on Monday, March 30, 2026, with responses posted no later than Thursday, April 2, 2026, at 11:00 am. The resulting contract will be awarded to a selected vendor for an initial three-year term beginning at contract execution, with one additional one-year extension option available. The City is requesting proposals on a range of vehicle sizes and will negotiate pricing with finalists after the initial proposal phase; pricing is not to be submitted with initial proposals unless specifically requested by the City.
The procurement is structured as a Best Value Procurement rather than a traditional low-bid model, with award criteria including total cost of ownership (encompassing maintenance and operation costs and expected equipment life), quality of goods and alignment with operational needs, past performance and customer satisfaction, and acquisition cost as defined in Columbus City Code 329.18. Key specifications clarified in the Q&A include toolbox requirements (requiring separate toolboxes on both street side and curb side for smaller items and PPE), hose reel specifications (600 feet of 1-inch high pressure hose with preference for Parker brand hose and fittings), and confirmation that the City will consider multiple vehicle models with chassis and body size variations. The procurement document is available on the City of Columbus Bonfire portal at https://columbus.bonfirehub.com/opportunities/227294.

Question Answer
3.3.2.61 -If a large cross-body toolbox is supplied, with accessibility from both the street side and curb side, would this meet the criteria for the toolbox requirement, or count as just one?
No. A second toolbox is needed on each side for smaller item storage such as PPE, nozzles and other small tools.
3.3.2.45 -States the City prefers the hose reel with 800ft capacity, 1” high pressure hose. What size jetting hose (diameter) and length of hose is desired?
The reel should be supplied with 600 feet of 1" high pressure hose. The City does prefer Parker hose with Parker fittings. The City will add the remaining length after delivery.
1.5 / 3.2 -When calculating the “acquisition cost” for this BVP, multiple models are called out in section 3.3.2.23 & 3.3.2.24 for the body. How should the figure be calculated for arriving at this number? (Chassis will also vary depending upon the model, debris body size). One number and note which model?
Please reference 3.2.2 and 3.3.4. The City is requesting proposals on a range of vehicle sizes, and will negotiate pricing on selected vehicle builds with the finalists. Pricing is NOT to be submitted with initial proposal and should not be provided unless/until the City requests it.
