Scope of Work Building 1614 Area X Fiber Upgrade

1. Furnish all labor, materials, and equipment for a fiber optic network upgrade to Building 1614 Area X. The upgrade will consist of the following:

2. Install and connect 59, 12 strand/6 pair, un-keyed 50 micron OM4 duplex fiber runs from Hanscom AFB HNJ Area X Main Area to the main area distribution rack. The rack is labeled MA/R2. Estimated length of a fiber run will be Approximately 75 feet/22.86 meter. Fiber will traverse over the false ceiling and J-hooks can be used to suspend the fiber.

3. Install and connect 4, 12 strand/6 pair, un-keyed 50 micron OM4 duplex fiber runs from Hanscom AFB HNJ Area X War Room area to the War Room rack. The rack is labeled WR/R1. Estimated length of a fiber run will be Approximately 22 feet/6.70 meter. Fiber will traverse over the false ceiling and J-hooks can be used to suspend the fiber.

4. Install and connect fiber and patch panels to support 72 duplex ports from Main Area Rack 1 (MA/R1) to Main Area distribution rack (MA/R2).

5. Install and connect fiber and patch panels to support 72 duplex ports from Main Area Rack 3 (MA/R3) to Main Area distribution rack (MA/R2).

6. Install and connect 1 fiber trunk going from Main Area Distribution rack (MA/R2) to the Phase 0 data room. Approximately 100 feet/30 meter length.

· Trunk will be 50 micron OM4 duplex fiber with 12 ports/24 strands with LC connectors on both ends.

7. Install and connect 1 fiber trunk going from Main Area Distribution rack (MA/R2) to War Room Rack (WR/R1). Approximately 22 feet/6.70 meter length.

· Trunk will be 50 micron OM4 duplex fiber with 12 ports/24 strands with LC connectors on both ends.

8. Contractor shall preform measurements to confirm length of all cabling before install.

9. Install and connect new boxes, molding, faceplates, and patch panels for paragraphs 2 - 7.

· Color should be egg shell/white.

10. Cubicles will have fiber installed through dual channel power poles and boxes will be installed above the tables at each station. There are 33 workstations. Cubicle power poles will be provided by system furniture install. **See attachment named: HBSA Area X Fiber Locations.pptx.

11. Offices will have 3 drops/fiber boxes each with surface molding and fiber panels. Please see PowerPoint slide named HBSA Area X Fiber Locations.pptx for visual of fiber box locations. **See attachment named: HBSA Area X Fiber Locations.pptx.

12. The standard configuration will be 6 duplex fibers at each faceplate. Fiber connectors will be Lucent Connectors (LC) type on both sides of fiber runs.

13. Fiber on wall locations will be mounted exterior to wall in surface molding with fiber boxes that will keep stress to a minimum. Wall installation will be placed 18” below the false ceiling. **See attachment named: HBSA Area X Fiber Locations.pptx.

14. Provide 400 new un-keyed LC/LC 50 micron duplex fiber patch cords. Patch cords will be (100) 1 meter, (200) 3 meter and (100) 6 meter length.

15. Fiber will be installed and tested in accordance with NECA/FOA 301 Standard.

16. Furnish 2 copies of a detailed (user level) as built drawing of all cabling within the complex.

LOCATION: The project site is located at Hanscom Air Force Base, Massachusetts.

Provide and install the following:

17. Provide as built drawings/configuration management of all equipment installed.

18. Provide all fiber optics material, to install equipment and follow standards stated above in Paragraph 2 - 7

19. Provide all patch panels to complete the installation of fiber between network racks and distribution rack in the Main Area.

20. Provide drawings/configuration of all infrastructure within the complex. Visio drawings are preferred.

PERFORMANCE PERIOD: The period of performance will be 120 days after award. If contractor needs to file for an extension, the extension must be in writing and must be submitted to the Contracting Officer one week before the original period of performance ends. Final inspection will be accomplished with the Contractor and HNJC to verify all work stated above has been completed.

CERTIFICATIONS/EXPIRENCE: Contractor must have inside/outside fiber installation certification and a minimum of 5 years’ experience indoor fiber installation.

FACILITIES DAMAGE: The Contractor shall be responsible for any and all damage to buildings, facilities, grounds, and used by his/her work forces or equipment, and shall repair said damages to the satisfaction of Contracting Officer Representative, at no expense to the Government.

SCHEDULE: The Contractor shall prepare a written schedule of operation for all stages of work to be performed, and shall submit it to the Contracting Officer and MSgt Edwardo Juarez at edwardo.juarez@us.af.mil for approval a week before start up.

ACCESS TO WORK SITE: . Contractor will provide proof of citizenship by bringing a valid passport or birth certificate, for all workers before entering the work area and must maintain the same personnel throughout the project. If worker needs to be replaced, the contractor must provide in writing the replacement name a week in advance. Government will allow storage of all equipment and supplies at no extra cost to contractor. **Note: REAL IDs issues by states are not acceptable for proof of citizenship.

WORKING HOURS: Working hours for the Contractor shall normally be between the hours of 8:00 A.M. and 4:30 P.M., Monday through Friday, excluding Federal holidays. If the Contractor desires to work during periods other than the above, he/she must identify by letter to Cybersecurity office at least five working days in advance the dates desired, and identify the work that will be accomplished if approval is given. In addition to the above, close coordination with the Government must be maintained.

FINAL INSPECTION: The Contractor shall notify the HNJC office for the final inspection and certification. Final clean up shall be made prior to any inspection. All installed fiber/labor must have a minimum of 5 year warranty.
