Section B: Description of the Supplies/Services Required

LINX Predator Elite Hardware Upgrade, to include hardware, shipping, training, and labor/travel.

CLIN 0001: LINX Technical Refresh/Upgrade of the LINX Defense, LLC Predator Elite System advanced security control system/ intrusion detection platform. Provide a turn-key solution to sustain legacy and modernize capabilities, to include providing WSD-E and VIP-E hardware required to upgrade Site C3 configuration to the most up-to-date secure capable system; provide on-site hardware configuration to configure IP Addresses, Default Gateways, etc. for new VIPS-Es, Hardware Map changes to support new WSD-E operating in native mode vs older WSD mode, in order to maintain the approved DOD system accreditation.

System must be certified compliant to the DOD Information Assurance (IA) Risk Management Framework (RMF), FIPS 201-2 Certified, Compliance: UL 294 Standard for Access Control System Units Edition 7, dated 2018-01-31 (ANSI approved), ULUL 1076 Standard for Proprietary Burglar Alarm Units and Systems Edition 6 , dated 2018-04-06 (DOD Approved 1992-04-09, ANSI Approved 2018-04-06).

Section C: Justification for Soliciting from a Single Source or Brand Name

Only one vendor, LINX Defense, LLC, is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique and highly specialized. LINX Defense, LLC is solely responsible for the research and development cost of the software and system configuration, and maintains proprietary rights to the system configuration and integration.

The requested configuration will be utilized to support ongoing defense security and will support a critical Government need to sustain technical excellence/vitality for core operational missions to include cyberspace threat missions. The LINX product solution and configuration availability/capability supports timely milestones and allows for leading technology. The existing system configuration in use at C3 (TAC-3) includes the following components: Local Display/ Remote Display Annunciator (LDA/RDA), Approach Zone Operator (AZO) subsystem and the Video Management (VMS) Video Image Control and Display System (VICADS); Flight line Enhancement, VIP-E and WSD-E readers with estimated current configuration valued at over . Procuring from a different source is estimated to duplicate the aforementioned costs and delay the Government mission by at least 6 months to allow time for accreditation of a new system.

Section D: Efforts to Obtain Competition

Market research was conducted. However, due to the proprietary nature of the existing system, it was limited to Internet searches, publications, and trade journals to validate system history and availability. Market Research confirmed that

LINX Defense, LLC is the sole provider and it does not authorize any third parties/value added resellers to provide a technical refresh or upgrade the Government's LINX. Other vendors would be required to obtain Government certification and are therefore currently unsuitable to support core security requirements to technical refresh and provide efficient, secure function. Only one vendor, LINX Defense, LLC, meets technical requirements and offers a solutions for a "drop-in" fit to enhance the current configuration to meet Government requirements. The vendor completed Initial Operational Test and Evaluation (IOT&E), and is Test compliant to the DOD Information Assurance (IA) Risk Management Framework (RMF), IA certification and accreditation (C&A) process that supports and complements the net-centric, Global Information Grid (GIG)-based environment. LINX has an official Authorization to Operate (ATO).

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The requiring activity will continue to review the marketplace to determine if alternative products may be used in the future.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
