DEPARTMENT OF THE AIR FORCE
HEADQUARTERS 46TH TEST WING (AFMC)
EGLIN AIR FORCE BASE, FLORIDA
MEMORANDUM FOR: AAC/PKOB 4 April 2012
FROM: 46 MXG/MXQCB
SUBJECT: Brand Name Justification for A.J. Dralle Filters
Justification:
a. Non Technical Description:
Remove existing filters, purchase and install new A.J. Dralle filters in the Paint Booth Insert located inside of Building 72: 1 st stage 44 each part number CPA-77x125, 2 nd stage 612 each part number ME2424ME/PT and 3 rd stage 612 each part number
XFP24x24x12XFP-60006P
b. Statement of Facts: The Paint Booth Insert located inside of Building 72 requires A. J. Dralle Filters to meet original manufactures specifications. A. J. Dralle filters were originally installed when the Paint Booth Insert was designed and installed. A. J. Dralle filters have proven to be superior to other filters used. A.J. Dralle filters are required to bring the Paint
Booth Insert back to the original configuration so it will operate as originally designed. It is in the best interest of the government to purchase this brand name product to ensure consistency in the mission and minimizing maintenance and repair costs. Current installed filters (not A.J. Dralle brand) have reduced air intake, increased booth down time and increased some minor repairs. Motor Sheaves, Bushing, Pulley Belts and Belt housing have been repaired or replaced more often. Maintenance personnel has determined this is due to the motors working harder to move air though the system. A. J. Dralle filters are comparable in cost to other filters that claim to meet the same specifications. When comparing the overall price of lower cost filters that increase required repairs due to lack of filter quality, against the suggested brand name filters, the A.J. Dralle filters has proven to be more cost efficient and effective to the government.
b.1. Time Constraint: In order to maintain the equipment within the manufacturers recommendations all first, second and third stage filters are required to be changed consecutively during the month of July 2012. If the filters are not replaced in July, current filters will reach the end of their service life rendering the paint booth inoperative until filters are changed. The 46 Test
Wing will not be able to maintain the Corrosion Preventative Program on assigned aircraft. Aircraft Full paints, aircraft touch-ups and F-16 intake repairs cannot be accomplished while the Paint booth is out of service. This will also affect all Mission support equipment too large to fit inside the small paint area.
b.2. Unique Capabilities: The Paint Booth Insert located inside of Building 72 provides essential tools to meet mission demands. Current operational environment configuration foundation is based on these products. No other brand product has proven to meet or exceed the standard of the required A.J. Dralle brand filters. The functions these filters provide are unique to the in design and manufacture.
Procurement of these specific filters is in the best interest of the government. It would not be cost effective for the government to continue replacing the filters with inferior quality products which has proven to increase down time and number of repairs required to keep the equipment fully operational. No other known product provides the quality these products provide in the operational environment and meets mission demands. The best value to the government is provided by the use of this product line with total cost as a consideration for procurement.
