STATEMENT OF NEED

FOR

LED Marquees to the 14TH flying training wing Columbus Air Force Base, Mississippi 25 August 2015

1. DESCRIPTION OF SERVICES. This is a statement of need for the delivery and installation of four LED marquees to the 14th Flying Training Wing.

1.1 LED Marquees. Columbus Air Force Base intends to upgrade four of its marquees and install one additional double sided marquee to full color, high resolution displays. The four current marquees were installed in 2007, are single color with 110V power and use a dial-up connection.

1.2 Contractor Requirements. The contractor shall provide four LED marquee signs. The specific requirements for each sign are listed below.

1.2.1 Team BLAZE Marquees (Located on Simler Blvd).

1.2.1.1 Two marquees to be installed by contractor

1.2.1.2 The two signs will be mounted on four (4) separate poles. The poles will be constructed by the Government.

1.2.1.3 Cabinet: approximately 5’ tall by 10.5’ wide mounted to a 3/8 inch thick steel column from the back.

1.2.1.4 The screen resolution for the signs shall be near 16mm resolution.

1.2.1.5 The signs shall have full color text, picture and video capabilities.

1.2.1.6 Electrical power connection will be provided IAW contractor recommended specifications.

1.2.1.7 Contractor shall provide the ability for the sign updates to be made using wireless devices.

1.2.1.8 Contractor shall furnish compatible hardware (laptops, etc) for updating information on sign. Additionally contractor shall provide software updates for a three (3) year period with initial install and provide training to base personnel (10 personnel) on how to design and place information onto marquees.

1.2.1.9 Contractor shall provide five year parts warranty.

1.2.2 Back Gate Marquees (Independence Drive)

1.2.2.1 Two marquees to be installed by contractor

1.2.2.2 The two marquees will be mounted on the existing infrastructure in place of the current marquees. The contractor will remove old existing marquees and replace new on existing metal framed structure. Old signs will remain on location and remain property of the United States Government.

1.2.2.3 Cabinet: approximately 3’8’’ tall by 9’2’’ wide mounted on 1/8 inch angle iron.

1.2.2.4 The screen resolution for the signs shall be near 20mm resolution.

1.2.2.5 The signs shall have full color text, picture, and video capabilities.

1.2.2.6 Electrical power connection will be provided IAW with contractor recommended specifications

1.2.2.7 Contractor shall provide the ability for the sign updates to be made using wireless devices.

1.2.2.8 Contractor shall furnish compatible hardware (laptops, etc) for updating information on sign. Additionally contractor shall provide software updates for a three (3) year period with initial install and provide training to base personnel (10 personnel) on how to design and place information onto marquees.

1.2.3 Community Center Marquee (Independence Drive).

1.2.3.1 One double-sided sign to be installed by contractor

1.2.3.2 The marquee will be mounted on two (2) separate poles. The poles will be constructed by the Government.

1.2.3.3 Cabinet: approximately 3’8’’ tall by 9’2’’ wide mounted from the back to a 3/8 inch thick steel column.

1.2.3.4 The screen resolution shall be near 16mm resolution.

1.2.3.5 The sign shall have full color text, picture, and video capabilities.

1.2.3.6 Electrical power connection will be provided IAW with contractor recommended specifications

1.2.3.7 Contractor shall provide the ability for the sign updates to be made using wireless devices.

1.2.3.8 Contractor shall furnish compatible hardware (laptops, etc) for updating information on sign. Additionally contractor shall provide software updates for a three (3) year period with initial install and provide training to base personnel (10 personnel) on how to design and place information onto marquees.

1.2.3.9 Contractor shall provide five year parts warranty.

2. GENERAL MAINTENANCE.

2.1 Labor. The equipment shall be maintained as intended by the Original Equipment Manufacturer (OEM). After diagnosing problem contractor shall obtain Government approval prior to commencing repair/work. This will include a base year and four option years. Maintenance calls will be made during standard duty Mon - Fri, 0730 - 1630 hours, excluding Government observed holidays.

2.2 Responsibility of the Government.

2.2.1 The Government will provide access to the equipment to perform maintenance service.

2.2.2 The Government shall have the right to modify, add to, and upgrade equipment while such equipment is under the purview of this contract. The Government will notify the contractor and gain concurrence of said changes prior to modifications taking place. If persons other than Contractor representatives perform unauthorized changes to the equipment, and as a result damage the equipment, the repair cost will be borne by the Government.

2.2.3 For marquee equipment, Government personnel, trained by the contractor, shall perform basic troubleshooting and problem isolation so as to minimize contractor on site time and cost to the Government. When Government personnel are capable, they will isolate malfunction of terminal plug-in replaceable units.

2.2.4 The Government will notify the Contractor of the number of machines requiring maintenance when a service call is made.

2.2.5 The Government representative accepting the vendors completed maintenance shall provide signature of acceptance as well as printed name below signature for verification purposes on service ticket.

2.3 Responsibility of the Contractor.

2.3.1 The Contractor shall provide the Government with a designated point(s) of contact and make arrangements to enable his/her maintenance representative to receive such notification during standard duty hours. Access to the point of contact shall be local or toll-free dialing.

2.3.2 They will arrive at the Government facility within two (2) business days, to accomplish repairs. Example: Initial call is made at 0830 on Tuesday, contractor will arrive before close of business on Thursday. Initial call is made at 1500 on Friday and the following Monday is a holiday, the contractor will arrive before close of business on Wednesday.

2.3.3 Upon receiving a service request from the Government, vendor will contact the POC within 2 hours (via phone), to discuss the problem and give an estimated time of arrival as to when he will arrive to service the equipment.

2.3.4 The Contractor shall provide a proposed set of procedures and documentation to track maintenance service calls. This system must include as minimum a way of tracking the following information:

2.3.4.1 Date and Time notified by Government of equipment malfunction. Include name of Government personnel who placed call.

2.3.4.2 Date and time of arrival on site.

2.3.4.3 Time spent for actual repair (time repair started, completed, and elapsed time).

2.3.4.4 Complete description of malfunction in layman's terms.

2.3.4.5 Complete description of remedy in layman's terms.

2.3.4.6 Type/model of down equipment.

2.3.4.7 Serial number of down equipment. (System # is acceptable)

2.3.4.8 List of parts replaced (type/model and serial number).

2.3.4.9 Date and time down machine was returned to a serviceable condition.

2.3.4.10 Legible signature with name printed below signature of the Contractor representative perfom1ing the maintenance.

2.3.5 The Contractor shall use only new standard parts or parts of equal quality in effecting repairs. Parts which have been replaced shall become the property of the Contractor.

2.3.6 The Contractor shall provide original plus 3 copies of each invoice.

3. GENERAL INFORMATION.

3.1. About Marquees. Delivery and installation of the marquees will take place during standard duty Mon - Fri, 0730 - 1630 hours, excluding Government observed holidays. Delivery and installation of the marquees will be coordinated through the Government POC.

3.2. SECURITY Requirements. For Official Use Only (FOUO). The contractor shall comply with AFI 37-131 “Freedom of Information Act Program” and AFI 37-132 “Air Force Privacy Act Program”, requirements. The regulations set policy and procedures of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
