The following is a list of questions provided by interested parties for the solicitation of Visual Information Services on Columbus AFB, MS, solicitation number F1N0A22128A001. The answers (in bold) are provided by the 14th Contracting Squadron, Columbus AFB, MS.

1. Question: The solicitation says the following on the FBO website. However, there is nothing in the PWS about key personnel certifications. "Copies of all certifications of key personnel as required in the Performance Work Statement shall be submitted along with your proposal and manning matrix." Can you clarify this requirement?

Answer: Statement in question has been removed. The required experience is listed in Para 2.15 - 2.15.2 of the PWS.

2. Question: Is there any IT Service requirement for the computer network? Or is this performed by a different company?

Answer: No, all requirements to be provided by the VI contractor are stated in the PWS.

3. Question: This is going to be a firm fixed price, correct?

Answer: Yes.

4. Question: Do you think it preferable to add a sentence to the combined solicitation to indicate that offers may be submitted to Worth or Moseley? Doesn’t specify which emails to use to submit offers in the current format.

Answer: The solicitation states that four copies of the proposal package must be submitted by mail to the attention of Betty Gill (address provided in the solicitation). Oral, email or fax quotes will not be accepted.

5. Question: Do you think you should consider moving back the Solicitation due date?

Answer: To allow time for mail processing and delivery, an amendment will be issued to change the due date for receipt of proposals from 26 July 2012 to 2 August 2012.

6. Question: Did you consider adding clauses: 52-216-24 and 52-216-25?

Answer: No, FAR clause 52-216-24 and FAR 52-216-25 prescribed in FAR 16.603-4 are applicable only to Letter contracts.

7. Question: Who is the incumbent contractor?

Answer: Rohmann Services, Inc.

8. What was the incumbent's contract value?

Answer: Value of the current contract is approximately $2.2 million.

9. Is this a FFP contract where the invoice amount will remain constant regardless of actual hours worked?

Answer: Yes, except for NTE CLINS for Overtime and for Equipment and Materials as indicated on the Vendor Quotation template.

10. Question: Please confirm that bidders claiming No Past Performance will result in an acceptable past performance ratings under this LPTA acquisition.

Answer: IAW the solicitation, an offeror who is determined to have unknown past performance will be considered “acceptable”.

11. Question: How many FTEs does the Govt anticipate?

Answer: The contractor is required to provide as many FTEs as necessary to fulfill the requirement. Workload estimates are at Appendix A.

12. Question: How many FTE's were utilized under the incumbent contract?

Answer: Not releasable

13. Question: Was the incumbent contract also covered by the SCA?

Answer. Yes.

14. Question: Will interim Secret clearances suffice to start?

Answer: Per PWS para 2.20.1, ALL personnel must possess a SECRET security clearance before contract start date.
