Attachment 3 Performance Work Statement (PWS) For
ADVANCED INTEGRATED WEAPONS SHOOTING AND TACTICAL COMBAT SKILLS TRAINING
In Support of 1st Combat Camera Squadron (1CTCS)
1. BACKGROUND: The contractor shall provide all labor, tools, transportation, lodging, and supervision to perform develop and provide a training plan that provides Advanced Weapons Firing, Close Quarters Battle, Tactical Combat Casualty Care, Army Patrolling Tactics to 80 COMCAM personnel (in accordance with SH 21-76, AFM 31-28, AFM 7-8 and ATTP 3-06.11). Contractor personnel must be former active duty members, of the US Special Operations Command. The contractor shall provide sufficient instructors to maintain a minimum of one (1) instructor to a maximum of 12 COMCAM personnel.
2. LOCATION: McCrady Army National Guard Training Center, Eastover SC
3. DATES: 22-26 February 2016 and 29 February – 10 March 2016
3.1 The contractor shall have one instructor at JB Charleston week prior to work with COMCAM SMEs and cadre 22 - 26 Feb 16. The purpose is to brief the contractor’s training plan for Government acceptance. Contractor may be required to revise the initial training plan to meet COMCAM requirements. During this week a site survey of the McCrady Training Center will also be conducted. The training plan schedule/duty day will be structured to meet each days training evolutions. Daily shifts are not expected to exceed 12 hours.
4. Training Plan: The contractor shall develop and provide a training plan that provides Advanced Weapons Firing, Close Quarters Battle, Tactical Combat Casualty Care, Army Patrolling Tactics (in accordance with SH 21-76, AFM 31-28, AFM 7-8, and ATTP 3-06.11). The Training Plan shall include morning, afternoon, and evening plan. The Government will provide a Subject Matter Expert (SME) for the still-and-motion photography portion of training. Contractor shall collaborate with the Government to ensure both combat skills and photography skills training requirements are met. The training plan shall address the following:
5. LIVE-FIRE FIREARMS TRAINING
5.1 The contractor shall provide training on M9 and M4 service weapon progressing from basic handling and marksmanship skills to advanced shooting drills and mastering the art of integrated weapons shooting in a battle focused environment. As an example, training shall include over barricade, side barricade, offensive and defensive shooting postures, and multi-target ingagement.
5.2 The contractor shall provide advanced live night fire training with M9 and M4 service weapons that incorporates AN/PVS-14 Monocular Night Vision Device (MNVD), AN/PEQ-2 Infrared Target Pointer/ Illuminator/ Aiming Laser (ITPIAL), and handheld/weapon mounted flashlights with advanced firearms skills.
5.3 The contractor shall provide night and day Close Quarters Battle (CQB) training course with TWO-Man and FOUR-man room clearing, multi-team multi-structure CQB to include: Hallways and stairwells. No EXPLOSIVE breaching will be conducted. Training shall include force on force with Ultimate Training Munitions Man Marker Rounds.
6. HAND HELD RADIO OPERATIONS
6.1 The contractor shall provide a minimum of 20, programmable hand held Radios for operations, with the minimal characteristics of a motorola 5000 model.
6.2 The contractor shall provide Communications Operations training for inter-team tactical movements.
6.3 The contractor shall provide 9-Line training for UXO/TCC/MEDIVAC/TIC (Troops in Contact)
7. TACTICAL COMBAT CASUALTY CARE (TCC)
7.1 The contractor shall provide critical life saving techniques to each individual. Techniques are to include:
7.1.1 Care Under Fire: Care rendered at the scene of the injury while both the medic and the casualty are under hostile fire. Available medical equipment is limited to that carried by each operator and the medic.
7.1.2 Tactical Field Care: Rendered once the casualty is no longer under hostile fire. Medical equipment is still limited to that carried into the field by mission personnel. Time prior to evacuation may range from a few minutes to many hours.
7.1.3 Tactical Evacuation Care (TACEVAC): Rendered while the casualty is evacuated to a higher echelon of care. Any additional personnel and medical equipment will be pre-staged in designated areas and available during this time.
8. SKILLS INTEGRATION AND ASSESSMENT (END PHASE)
8.1 The contractor shall observe, critique, and provide feedback to COMCAM cadres for training personnel participating in military unit developed mission-based scenarios.
8.2 Written Examination: The contractor shall create and administer a required knowledge written examination to evaluate student’s understanding of concepts learned throughout the training. Students will be graded pass/fail. Pass/Fail determinations will be the responsibility of COMCAM cadre.
9. SAFETY REQUIREMENTS
9.1 The Contractor shall incorporate continual safety instruction during training evolutions, especially high risk evolutions. High risk evolutions must have a safety briefing before starting the evolution.
9.2 In the event of an accident or mishap the Contractor will be required to provide an Incident Report for incidents resulting in harm or injury to personnel, or caused damage or destruction to property. The Incident Report shall address result, cause (if known), and recommended plan of action to continue training.
10. TRAINING SCHEDULE
10.1 COMCAM cadre will provide range availability and time frames, the Contractor must incorporate into the Training Plan/Schedule. Contractors must be flexible to accommodate changes with minimal notice.
10.2 The Contractor may experience firing range down time due to scheduling changes. Contractor shall be expected to adjust and conduct non-firing range required training with minimal notice during down time.
11. REPORTS: The contractor shall provide After Action Report – Daily (AARD) and After Action Report – Final (AARF) to Lead Cadre member. AARD shall be submitted daily addressing (but not limited to) the following items: training performed, date and duration, list of students, incident (if any; state none of none), lesson learned, miscellaneous. AARF shall summarize the whole completed training addressing the same items to include written examination and mission-based scenario event.
12. PROVISIONS
12.1 The Government will provide all weapons and equipment to COMCAM students.
12.2 The Contractor will be responsible for contractor personnel night vision and tactical equipment.
12.3 Prior to combat training, the contractor will be advised if contractor personnel are allowed to possess any small arms weaponry.
