JB Washer/Dryer Lease – Solicitation Questions and Answers
Question 1: Paragraph 1.1 states “clothes washers and dryers shall meet the ENERGY STAR specifications”. Does this requirement include Dorm461?
Answer 1: Per paragraph 1.1, this includes all washers and dryers located on Joint Base Charleston, to include Air Base and Weapons Station S.C. Dorm 461 is located on the Air Base.
Question 2: Paragraph 1.4 states “that flexible hot air vent hoses must be fire retardant, metal aluminum”. Do you require solid metal vent hose or will you accept the same type of vent hoses presently being used?
Answer 2: Per paragraph 1.4 states “the contractor shall provide pigtail, flexible hot air vent hoses, (fire retardant, metal aluminum), flexible water input and outlet hoses, connectors, and all electrical supplies, flexible gas supply lines, equipment required for proper connection of the machines, and all parts required to restore machines to proper working order. Work and materials associated with connection to gas supply lines must comply with current codes and regulations.” Contractor shall use materials as specified.
Question 3. Paragraph 1.5 states “contractor shall provide, at each machine, the necessary signs or decals to provide the operator with the proper operating instructions.” If each washer and dryer has instructions printed on the unit by the manufacturer will that be acceptable?
Answer 3: If each machine has a decal with the proper operating instructions listed on each machine, Yes. However, “signs and decals shall be replaced when they become faded, soiled, defaced, or show peeling. The use of handmade or improvised signs is prohibited. Signs shall be affixed to the machines and shall not be mounted on the building. The contractor shall provide an identification tag on each machine that identifies each machine and shows proof of ownership to the contractor, (i.e., name and location of the company), that is affixed to each machine in a location visible from the front or top of each unit.
Question 4. Paragraph 3.2, 3.4, What is the government’s position on damage and vandalism of contractor’s equipment by Air Force/ Navy personnel?
Answer 4. Contractor shall make a written list of suspected abuse or misuse of the machines and immediately report it to the Contracting Officer Representative, (COR). The government will investigate any signs of abuse or misuse.
Question 5. Paragraph 6.1. Please provide additional information about the wastewater lint traps which are required to be maintained by the contractor.
Answer 5. The lint traps are in laundry rooms of facilities 2403 – 2408 (NNPTC Dormitories). The traps are located in a central drain basin, with an access hatch. “The contractor shall clean wastewater lint traps weekly to maintain proper discharge of wastewater and prevent blockage and overflow of the drainage system.”
Question 6. Appendix A Estimated Total Workload Data- Please explain Basic Washing Machine Maintenance 195 each per year, Basic Dryer Maintenance 192 each per year, and Basic stackable or combination machines maintenance 192 each per year.
Answer 6. Appendix A is the estimated number of Repair Service Calls based off historical data to give the contractor an ideal of what to expect.
Question 7. Request For Quotation Sheet- 5001 states period is 6 months but the dates provided are 1 Oct 21 – 30 Sep 22 or 12 months.
Answer 7: A modification to the RFQ sheet has been posted and date February 7, 2017 to correct the dates on CLINS 5001 – 6003.
Question 8: Due to the extreme use of the washers and dryers located at the Weapons Station NNPTC Bachelor Quarters and Weapons Station NNPTC Directorate of Transitional Personnel, may The weekly inspections and maintenance of all machines be performed on weekends?
Answer 8: Answer: Per paragraph 6.1 The contractor shall perform all maintenance and repair requirements during normal working hours, (0730-1600), Monday-Friday, excluding all Government holidays. The observed government holidays are: New Year’s Day, President’s Day, Martin Luther King’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans’ Day Thanksgiving Day, and Christmas Day.) The contractor must notify and schedule with the COR prior to any maintenance or repair being conducted.
The contractor shall maintain washers and dryers in accordance with the manufacturer’s recommendations.
Question 9: Does the government require all dryers be energy star compliant?
Answer: Per paragraph 1.1. The contractor shall furnish products clothes washers and dryers that earn the ENERGY STAR and meet the ENERGY STAR specifications for energy efficiency, transportation, (including fuel), delivery, installation, rental, maintenance and repair of electrical clothes washers and electric and gas dryers located on Joint Base Charleston, to include Air Base and Weapons Station S.C., according to the terms and conditions of this contract. (The vendor is encouraged to visit energystar.gov/products for complete product specifications and updated lists of qualifying products).
Question 10: Are all gas dryers vented to the outdoors? (The installation manual for Speed Queen -and other brands - of gas dryers state, for safety reasons, all gas dryers MUST be vented to the outdoors.).
Answer 10: Yes, all dryers are vented outside.
Question11: I was reviewing the solicitation for the lease of washers and dryers for JB Charleston. I noticed that the NAICS code you have used is 532490 why would it not be NAICS code 532210 Appliance Rental as it has been in the past?
Answer 11: A modification was posted that changed the NAICS code to 532210 on 24 Jan 2017.
Question 12: What type of demonstration does the government require as proof that the units are Energy Star Rated?
Answer 12: The vendor is encouraged to visit energystar.gov/products for complete product specifications and updated lists of qualifying products. Delivery of other than products listed the energy star product will not be accepted.
Question 13: Why is the government limiting the number of past performance references to only 3.
Answer 13: The government has the right to limit the number of references when reviewing past performances.
Question 14: Why is the government limiting the time of past performance to the last 3 years?
Answer 14: Three years is sufficient time to establish past performance.
Question 15: Dorm 461 has 27 Stacked WD (Air Base) What are the measurements, what are height, depth and width restrictions? Can they support full sized units/ Located in closets or other limitations?
Answer 15: The current stacked WD measurements are: 72”H x 32” D x 27” W. The closet where they are located is: doorway 82”H x ¾” W/ The closet is 38” deep.
Question 16: Clarification: in Appendix B Air Base, the government owned machines are included in the total Washer and Dryer Numbers?
Answer 16: Yes, the government owned machines are included in the total.
Question 17: Clarification On Air Base 1 stacked dryer is equal to 2 pockets? If no please explain Dorm 479.
Answer 17: Yes, On Air Base, 1 stacked dryer is equal to 2 pockets.
Question 18: Clarification: On Weapons Station Dryers is each pocket counted? The result is 82 stack units 2 pockets each 76 stacked units gas and 6 stacked units electrical.
Answer 18: Yes, on Weapons Station Dyers each pocket is counted as listed.
