PERFORMANCE WORK STATEMENT

FOR

WASHERS AND DRYERS

MAINTENANCE SERVICES

Joint Base Charleston, South Carolina 1 June 2016

PERFORMANCE WORK STATEMENT

FOR

WASHER AND DRYER MAINTENANCE SERVICE CONTRACT

At Joint Base Charleston, SC

1. Description of Contractor Furnished Equipment, Supplies and Services

1.1. The contractor shall furnish products clothes washers and dryers that earn the ENERGY STAR and meet the ENERGY STAR specifications for energy efficiency, transportation, (including fuel), delivery, installation, rental, maintenance and repair of electrical clothes washers and electric and gas dryers located on Joint Base Charleston, to include Air Base and Weapons Station S.C., according to the terms and conditions of this contract. (The vendor is encouraged to visit energystar.gov/products for complete product specifications and updated lists of qualifying products).

1.2 The contractor shall provide service as stated in this Performance Work Statement, (PWS), to identified Government owned washers and dryers listed in Appendix B. Government owned washers and dryers shall be used until their serviceability expires or it is determined that the cost of maintaining the equipment exceeds the purchase cost of the equipment. The contractor shall replace unserviceable Government washers and dryers with new leased units of the same type and style required by this contract when directed by the Contracting Officer, (CO). Removal and disposal of the unserviceable machines shall be accomplished by the contractor.

1.3 The Government has determined that due to the age of 26 Government owned stacked washer dryers located in Air Base Dorm 461, as identified in Appendix B of this contract, the contractor shall be responsible for replacing these with new leased machines. The contractor shall be required to remove and reinstall the laundry room doors in order to get the Government owned machines out and the new leased machines installed. The Contractor shall be responsible for lifting, jacking, or moving all existing government owned stackable washer dryers from the rooms in building 461. Machines installed or removed from rooms shall not be placed in a manner that obstructs fire lanes. The machines removed by the contractor shall be loaded, packed and placed in trucks provided by the government under the direction of a Government Representative. A Government driver will deliver them to a location designated by our DLA Disposition Services.

1.4. The contractor shall provide pigtail, flexible hot air vent hoses, (fire retardant, metal aluminum), flexible water input and outlet hoses, connectors, and all electrical supplies, flexible gas supply lines, equipment required for proper connection of the machines, and all machine parts required to restore machines to proper working order. Work and materials associated with connection to gas supply lines must comply with current codes and regulations.

1.5. The contractor shall provide, at each machine, the necessary signs or decals to provide the operator with the proper operating instructions. Signs and decals shall be replaced when they become faded, soiled, defaced, or show peeling. The use of handmade or improvised signs is prohibited. Signs shall be affixed to the machines and shall not be mounted on the building. The contractor shall provide an identification tag on each machine that identifies each machine and shows proof of ownership to the contractor, (i.e., name and location of the company), that is affixed to each machine in a location visible from the front or top of each unit.

1.6. Title to the washers, dryers, and other contractor furnished items shall remain with the contractor. Upon completion of the contract the contractor shall remove all machines and hardware at no additional cost to the Government within two working days of the contract completion date.

2. Government Furnished Facilities, Equipment and Services:

2.1. For the duration of the contract the Government shall furnish and maintain, all buildings, building utility systems, water, electricity, and gas without cost to the contractor.

2.2. The Government shall provide cleaning services to locations housing the washers and dryers, (including building utility ducts), before delivery and after removal of the machines.

2.3. The Government shall provide washers and dryers in the facilities listed in Appendix B and in accordance with Paragraph 1.2 above.

3. Property Responsibility and Liability:

3.1. Except for reasonable wear and tear, the Government agrees to return the rental property in good condition to the contractor upon completion of the contract. All property that sustains damage while being operated or maintained by a contractor employee, shall be repaired by and the responsibility of the contractor at no additional cost to the Government. Reasonable wear and tear includes, but is not limited to, machine surface scratches and dents. Washers and dryers will be heavily used by Government personnel in an environment similar to that of a commercial laundromat.

3.2. The contractor shall be liable for all damages to Government property, and shall not hold the Government responsible for damage claims arising from the contractor providing defective rental property, the contractor’s defective maintenance of rented property, or the negligent operation, repair, or maintenance of the rented property by the contractor or contractor employee.

3.3. With the exception of replacement items as individually priced in the Schedule of Supplies/Services of this contract, the contractor shall not make repairs or replacements, which would require reimbursement from the Government, without prior CO approval.

3.4. Contractor shall make a written list of suspected abuse or misuse of the machines and immediately report it to the Contracting Officer Representative, (COR).

4. Condition, Color, Quantity and Locations of Rented Property:

4.1. The contractor shall deliver and install rented property in quantities and at locations as listed in Appendix B. The washers and dryers delivered and installed shall be in new condition, (never used). Delivery and installation shall be completed within 15 days of contract performance beginning. The contractor shall coordinate and cooperate with the incumbent contractor during the transition period as the incumbent removes his equipment to ensure no facility is without service for more than 1 working day. The contractor shall continue to furnish equipment originally installed as long it is in serviceable operating condition as required by this PWS. The contractor shall replace any machine which the Government identifies as having a, “history”, of repeated calls for repair, at no cost to the Government.

4.2. Quality Control- The contractor shall employ his commercial quality control program/procedures to identify, prevent and ensure non-recurrence of defective services.

Through implementation of the contractor’s quality control program/procedures, the government (Joint Base Charleston) will receive quality services meeting the requirements of the Performance Work Statement.

5. Detailed Equipment Requirements:

5.1. WASHERS - The contractor shall furnish sixteen to eighteen pound capacity, (dry weight);

top loading, heavy and continuous duty, commercial grade, and automatic self-service laundry type clothes washers. Each washer shall be equipped with connections for two water supplies, one hot and one cold. Each washer shall be equipped with a push to start mechanism or blank slide box for automatic operation. If washers are equipped with automatic slide boxes or similar devices for coins, the coin slots shall be plugged before machine installation. Each washer shall be equipped with a safety-interlocking device, which shall shut the machine off when the door is opened during the spin cycle. Washers shall operate on nominal 120 volt, 60 hertz single-phase power supply. The machines shall be equipped with anti-vibration devices. Each machine must be capable of full cycle operations without movement of the washer’s feet. All wiring, cords, plugs, and grounding shall be in accordance with UL-560, UL-1206, or ANSI 221.5.1. Cords shall have an attachment plug and minimum free length of five feet measuring from the point of entry into the cabinet. The color of the washers shall be white.

5.2. DRYERS – The contractor shall furnish sixteen to eighteen pound capacity, (dry weight), front loading, heavy duty, commercial grade single and double stacked clothes dryers. Each dryer shall be equipped with a push to start mechanism or blank slide box for automatic operation. If dryers are equipped with blank slide boxes or similar devices for coins, the coin slots shall be plugged before machine installation. Each dryer shall be equipped with a lint trap easily accessible. Each dryer shall be equipped with at least two temperature settings, one temperature setting for regular fabrics and one for permanent press fabrics, and shall be capable of being turned off at any time during the drying cycle. Dryers shall have cross vane tumbler action, a 220-volt 5000 to 6000 watt heating element, and a 110-volt fan. Bolting to the floor is not required, but machines must complete full cycle operation without moving on the floor.

Cords shall have a free length of five feet measuring from the point of entry into the cabinet. The color of the dryers shall be white.

5.3. GAS DRYERS - The contractor shall furnish sixteen to eighteen pound capacity, (dry weight), front loading, heavy duty, commercial grade, and double stacked clothes dryers. Each dryer shall be equipped with a push to start mechanism or blank slide box for automatic operation. If dryers are equipped with blank slide boxes or similar services for coins, the coin slots shall be plugged before machine installation. Each dryer shall be equipped with an easily accessible lint trap. Each dryer shall be equipped with at least two temperature settings, one temperature setting for regular fabrics, one for permanent press fabrics, and shall be capable of being turned off at any time during the drying cycle. Dryers shall have cross vane tumbler action, a gas rating of 24,000 BTU/hr for each dryer, and a 110 volt fan. Dryer exhaust airflow rating shall not exceed 230 CFM. The color of the dryers shall be white.

5.4. STACKABLE DRYERS OR COMBINATION WASHER AND DRYER MACHINES -

The contractor shall furnish heavy duty, 120-240 volt, UL-Approved, stackable dryers or combination washer and dryers. The washer portion shall have two cycles, one preset water level, and two water temperature selections. The dryer portion shall have one normal and one permanent press drying cycle. The machines shall be uni-body construction or securely bolted together to prevent movement.

6. Maintenance and Repair Requirements:

6.1. The contractor shall perform all maintenance and repair requirements during normal working hours, (0730-1600), Monday-Friday, excluding all Government holidays. The observed government holidays are: New Year’s Day, President’s Day, Martin Luther King’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans’ Day Thanksgiving Day, and Christmas Day.) The contractor must notify and schedule with the COR prior to any maintenance or repair being conducted. The contractor shall maintain washers and dryers in accordance with the manufacturer’s recommendations. The contractor shall clean wastewater lint traps weekly to maintain proper discharge of wastewater and prevent blockage and overflow of the drainage system. Twice a year, the Contractor is required to remove the front of each dryer and clean the inside around the drum to remove accumulated lint and ensure safe operation.

This maintenance must be scheduled by the COR to coincide with mission requirements. Dryer exhaust vents shall be maintained clear of excessive lint, dust, and dirt on a weekly basis to ensure safe and efficient operation of dryers.

6.2. The contractor shall service each unit within one working day after the COR reports a problem. If the Contractor does not repair the problem unit within three working days after the unit is reported in need of repair, the contractor shall immediately replace the machine with one in good operating condition, at no additional cost to the Government, immediately following the three day down time.

6.3. The Contractor shall notify the COR after completion of service.

6.4. Performance Objective and Threshold

Washers and dryers are in proper working order and maintained according to manufacturer recommendations.

CRITICAL

95% of all washers and dryers must be operational and in good working condition each month. Preventive Maintenance is performed on time as required by the manufacturer recommendation.

Service Call Repairs.

Service is received within specified time.

CRITICAL

Repairs are made within the repair ticket specified repair time and COR is notified by contractor for function test 98% of the time.

Washer and Dryer Replacement Replacement washers and dryers are provided when required

Para 1.3, 6.2 CRITICAL 100% of all washers and dryers are replaced when required and COR is notified by contractor.

7. Machine Inspection:

7.1. The contractor shall conduct weekly inspections and maintenance of all machines located at the Air Base Dorms, Weapons Station NNPTC Bachelor Quarters, and Weapons Station NNPTC Directorate of Transitional Personnel to determine their condition. All other facilities shall be done monthly. The contractor shall notify the COR of the date and time of inspection. Written results of the inspections requiring maintenance or repairs shall be forwarded electronically to the COR in a weekly and monthly report identifying the machine number, facility location, problem found, corrective action taken, deficiency date, and repair date.

8. Cleaning Requirements:

8.1. The contractor shall keep the washers and dryers clean at all times, interior and exterior, including but not limited to, removal of loose and built-up detergent, lint and dust, stains and foreign matter, rear walls, floor areas below equipment, and surfaces between equipment. Chase areas located at the rear of dryers shall be cleaned to include the lint traps.

9. Inspection and Acceptance:

9.1. All contractor-furnished washers and dryers shall be inspected by the COR prior to installation. Units that do not meet the specifications of this contract shall be rejected and must be replaced by the Contractor within 24 hours following the notification of rejection.

The contractor shall correct immediately after notification all deficiencies which would jeopardize the health or safety of personnel.
