1. Will GFE equipment (including parachutes and radios) be available to contractor personnel Answer: we cannot allow them to use our parachutes. We cannot accept the liability of a civilian jumping a military parachute if there is a malfunction. A tentative yes ref the radios. I’d prefer the instructors have their own radios, but we are willing to allow them to borrow some of ours.

2. How many riggers are requested for the duration of the contract?

Answer: Two (2) contracted riggers will suffice.

3. Under USAF regulation, certified FAA Senior Riggers may be utilized to pack military rigs/canopies. May FAA Senior Riggers be substituted for military certified riggers.

Answer: Yes.

4. What certifications and from what agency are required for the DZCO?

Answer: Ignore this requirement. We will provide our own DZCOs/DZSOs.

5. JSOC Operator experience and/or being an NCOIC of a troop size element for two combat rotations has little relevance when it comes to instructing military airborne operations, as not all JSOC operators are Free Fall subject matter experts (SMEs) or have the necessary expertise to conduct or direct Military Free Fall Operations or training. In addition, JSOC selection experience does not necessarily make for a good instructor or provide the ability to provide feedback and critical advice. May Military Free Fall Instructor and/or Military ATIC Instructor qualifications be substituted. Both of these certifications demonstrate an ability to instruct military personnel, and provide feedback and critical advice during course debriefings.

Answer: AFFI or ATIC Instructor qualifications may be substituted.

6. 7.6 Course Director (CD) must have been prior JSOC Operator with at least 10 years of experience in the current theater of conflict. CD must have been NCO IC of at least a troop size element for a minimum of 2 combat rotations. The requirements listed above have no bearing on teaching tactical military freefall parachuting.

Answer: Though we believe this requirement evidences the level of experience we are looking for, we are willing to waive this requirement.
