STATEMENT OF WORK I OBJECTIVES

1. SCOPE: Contractor shall furnish all instructors with instructor parachute equipment, qualified parachute packers, classrooms, packing space, drop zones and contract aircraft necessary to perform all operations in connection with successfully completing this training, except for team parachutes and individual issue equipment. When complete, the training shall be documented in CFETPs and paper certificates. The Contractor shall ensure that all products and services provided are accomplished using the highest professional standards and at the best value to the US Government; additionally, all contracted services will be performed within the ethical guidelines of the Federal Contracting process.

2. LOCATION: The training site is to be located less than 16 driving hours from Cannon AFB, NM.

3. TRAINING STANDARDS: The training provided shall comply with the requirements statedinthefollowingdocuments: AFI 11-409,AFI 11-410, AFMAN 11-411, andAFI 13-217. Any conflicts between standards must be brought to the Contracting Officer's attention and will be resolved through the appropriate 27 Special Operations Contracting Squadron.

4. PERSONNEL SAFETY AND ENVIRONMENTAL PROTECTION: All training shall comply with the requirements imposed by all applicable Federal, State and local laws, regulations, codes and permits concerning personnel and environmental protection.

5. WORKING HOURS: Requested working/training hours are: 4 weeks, 08 August – 01 September 2016. Hours as required to maximize training without interfering with crew rest requirements (max of 12 hours per day).

6. DESCRIPTION OF OBJECTIVES: Train all members through a course of instruction culminating in the ability to perform freefall operations up to 17,999 ft Mean Sea Level (MSL) while wearing a full combat load (rucksack, weapon, Oxygen (02), and Night Vision Devices (NVD)) at night onto a drop zone (DZ).

6.1. 4 week course (08 August - 01 September 2016) for up to 24 personnel or two 2 week courses with 12 personnel each.

6.2. Course will include approximately 25-30 jumps per person.

6.3. Focus on high altitude high opening operations in mountainous environments.

6.4. All jumpers will be trained to fly their canopies in a stack to achieve 25m horizontal and vertical separation throughout all phases of the canopy flight.

6.5. All jumpers will be trained to land their canopies on an unmarked DZ during day and if time and risk mitigation allow, at night as well.

6.6. All jumpers will be trained to land their canopies within a 25m radius of the Point of Impact (PI) and all jumpers will touchdown within 10 seconds of each other.

6.7. Upon landing, all team members will be able to de-rig their equipment, have their weapons operational, and be ready to move-out within 10 minutes.

7. DESCRIPTION OF REQUIREMENTS/FACILITIES/RESOURCES: The contractor must provide the following facilities/resources for the course:

7.1. All training and operations will be conducted in accordance with AFI 11-410 Personnel Parachute Operations outlining military freefall operation rules, regulations, and procedures.

7.2. Packing area with designated military certified packers who will repack the team's MC- 4 parachutes in order to allow for a maximum number of jumps during the course.

7.3. Climate-controlled, secure, team room space for all members' personal gear.

7.4. Classroom/mission planning space for 12 personnel at the various training areas.

7.5. Lift capability to a maximum altitude of 17,999 ft MSL.

7.6. Course Director (CD) must have been prior JSOC Operator with at least 10 years of experience in the current theater of conflict. CD must have been NCO IC of at least a troop size element for a minimum of 2 combat rotations.

7.7. Certified Drop Zone Control Officer (DZCO) to run the drop zone in accordance with

AFI 13-217 DZCO.

7 .8. Video/debriefing of exits, canopy flight, and landing.

7.9. Prime vendor must have verified past performance instructing JSOC, ACC or AFSOC SOF Operators in weapons handling, military freefall operations and MDMP in the prior 12 months of contract start date. This must be verifiable by either satisfactory AARs or completed vendor qualification survey with POCs listed to ensure accuracy of information.

7.10. Vender must submit CV and/or instructor bios with the contract proposal. Ability to verify above instructor operational history must be included with contract proposal documents. Resumes given for vender qualification must match resumes submitted.

7.11. Prime vendor must have access to various drop zones within l-2hrs drive time from each other. Drop zones must vary including flat, valley, hill top, hill sides, mountainous, rural and urban. ·At least one drop zone must be no bigger than a soccer field in a rural/urban area and include 2+ "outs" (alternate drop zones) from missed approaches and risk mitigation.

7 .12. Prime vendor must supply instructors with JSOC selection experience who can professionally provide feedback and critical advice.
