SECTION 011100 - SUMMARY OF WORK
PART 1 GENERAL
1.01 DESCRIPTION OF WORK
A. The work consists of the demolition and removal of an existing metal building and all foundation walls, under slab items and partial demolition of utilities servicing the building. The existing building is to be completely demolished and the site and subgrade prepared for the construction of a new pre-engineered metal building. Site work also includes utility work to reconnect the existing site buildings and relocation of the electrical transformer servicing the site.
B. After the demolition of the existing and the site preparation, there is to be construction of a new, pre-engineered metal shop building, to include interior office, restroom with shower, mechanical room, enclosed metal shop, equipment bay work spaces and exterior site grading, paving, and utilities.
C. The work includes, but is not limited to, earthwork, site utilities, exterior concrete flatwork, concrete foundations and floor slabs, pre-engineered structural steel frame, metal roofing and siding, doors and windows, interior partitions and finishes, plumbing, HVAC system, and electrical power and lighting systems.
D. Contractor shall hire a geotechnical engineering firm to perform a Geotechnical Investigation of the project site and produce a Geotechnical Investigation Report.
That report shall then be used to verify design assumptions and complete structural design and calculations as needed for the design of the metal building, foundations, concrete slabs, related site work, etc. The Geotechnical Investigation shall be one of the initial duties to be performed by the Contractor and submitted to the Government.
1.02 LOCATION
A. The site of the work is at the Sand Creek Wilderness Station on the west end of the Charles M. Russell National Wildlife Refuge. The Sand Creek Wilderness Station is near Roy, Montana in Fergus County.
B. Contractors are urged to visit the site and become familiar with existing conditions. Failure of the Contractor to ascertain the nature, location, and conditions which affect the work will not relieve them from the responsibility for successfully performing the work without additional expense to the Government.

1.03 JOB CONDITIONS
A. The adjacent site buildings, vehicle storage and storage buildings will be occupied during construction. Maintain access to these buildings and electrical power during construction as much as possible. A portion of this project includes routing new power to several buildings on the site and that work is to be coordinated with the Facility Director to minimize the impact of outages.
1.04 SURVEY DATA
A. The Contractor shall be responsible for all construction surveys and staking required for performance of all work to the dimensions, elevations, lines, and grades shown on the drawings.
1.05 PERMITS AND FEES
A. The Contractor shall be responsible for obtaining all necessary local, state, and federal permits and licenses, and payment of related fees, per the Contract Clauses.
1.06 APPLICABLE CODES, STANDARDS AND SPECIFICATIONS
A. All work shall comply with codes and standards applicable to each type of work as listed in individual Sections of these specifications.
1. Materials, applications, and tests specified by reference to published standards of a society, association, code, or other published standards are included in the specifications as if written in their entirety.
2. If there is a conflict between the different design documents, the Contractor is to document that conflict and alert the Government as soon as possible so that a determination of intent can be established. Unless determined differently upon discussion, conflict assumptions are as follows.
3. Where a conflict occurs between referenced documents and the Project Specifications, the Project Specifications govern.
4. Where a conflict occurs between referenced documents, the document containing the most stringent requirements governs.
5. Where referenced documents are not specified by date, the applicable

version of the document shall be the version current as of the date established for receipt of bids.
6. Conform to all regulations and statutes of the State of Montana and to all Federal regulations which apply.

1.08 MANUFACTURER'S SPECIFICATIONS
A. Where manufacturer's products and processes are included in the specifications by reference, they shall be included in these specifications as if written in their entirety.
B. Products and processes included in the specifications shall conform to the manufacturer's latest published specifications.
C. At the request of the Contracting Officer, the Contractor shall provide a sworn affidavit from the manufacturer certifying that material, products, and processes delivered and used on the project meet the specified requirements. This affidavit shall not relieve the Contractor from his responsibility for full compliance with the requirements of the specifications.
1.09 SUBSTITUTIONS
A. The contractor shall provide all equipment, materials, and services as specified or noted on the drawings, unless an approved substitution is obtained.

B. All proposals for substitutions must be submitted in writing to the Contracting Officer for approval. Products and materials proposed for substitution shall meet or exceed the salient characteristics of the specified items. Substitution proposals shall include all data necessary for thorough comparison with specified item and reason for the proposed substitution. The Contracting Officer’s determination as to whether substitution will be permitted and as to what substitute materials may be used, shall be final and conclusive.
C. For proposed substitutions, the Contractor shall:
1. Provide all additional drawings and data for approval as considered necessary by the Contracting Officer.
2. Indicate if the proposed substitution will result in a credit to the Government. If the substitution results in additional costs, pay for the additional labor and materials required as a result of the substitution.
3. Substitutions shall not be submitted at as a regular submittal.
Substitutions shall be presented separately and prior to the regular submittal process.
1.10 MEANS AND METHODS
A. Means and methods of construction shall be such as the Contractor may choose;
subject, however, to the Contracting Officer's right to reject means and methods proposed which:
1. Constitute a hazard to the work, persons, or property.
2. Will not produce finished work in accordance with terms of the contract.
3. Are contrary to specified means or methods included in the contract.
B. The right to reject means and methods of the Contractor or subcontractor shall not be construed or interpreted as acceptance of control of means and methods by the Contracting Officer.
C. The Contracting Officer's approval of means and methods or failure to exercise right to reject means and methods shall not relieve the Contractor of the obligation to complete the work required by the contract.
D. Total responsibility for control of all means and methods lies with the Contractor for all work.

1.11 COORDINATION
A. Provide minimum (24) hour advance notice to the Government of electrical outages. For outages in excess of one hour, make arrangements with Government for temporary or alternate means of service.
B. Coordinate work so that station operations will not be restricted and utilities will not be disrupted beyond the end of each workday.
C. Coordinate all work of the project to facilitate orderly progress and proper sequence of work at all times.
D. In the event that other contracts are in progress concurrently with this contract, the Contractor shall coordinate his work so as not to disrupt progress of other work, and shall cooperate to facilitate orderly progress of all work.
1.12 ENVIRONMENTAL PROTECTION
A. Pollution Control
1. The Contractor shall abate and control all environmental pollution arising from construction activities by complying with all applicable Federal, State, and local laws and regulations concerning environmental pollution control and abatement, as well as the specified requirements in this contract.
a. Compliance with this requirement by subcontractors will be the responsibility of the Contractor.
B. Prevention of Water Pollution
1. The Contractor is responsible for implementing the terms and requirements of the Montana storm water discharge permit, as issued to the State under the National Pollution Discharge Elimination System (NPDES) by the Environmental Protection Agency (EPA). The Contractor shall apply for and execute all permits as required by the State of Montana regarding storm water discharge from the construction site.
The Contractor shall submit to the Contracting Officer all permit applications and all approvals from the State. Allow the Government 10 days for review of the application package prior to submission.

2. During construction the Contractor shall comply with all applicable Federal, State, and local laws and regulations concerning the control and abatement of water pollution.
3. The Contractor's construction activities shall be performed by methods that will prevent entrance or accidental spillage of solid matter, contaminants, debris, and other objectionable pollutants and wastes into streams, flowing or dry water-courses, lakes, ponds, and underground water sources. The Contractor shall dispose of all pollutants such as petroleum products, rubbish, cement, concrete, etc., and objectionable material at a jurisdictionally accepted waste management facility.
C. Abatement of Air Pollution
1. The Contractor shall comply with applicable Federal, State, and local laws and regulations concerning the prevention and control of air pollution.
2. Construction activities shall be performed in such a manner that air pollution is held to a minimum.
3. Burning of materials, trees and brush, combustible construction materials, and rubbish will not be permitted. Construction debris shall be hauled off the Refuge to an approved landfill area.
D. Fossils and Cultural Materials
1. Should the Contractor discover any fossils or cultural materials during construction operations, such objects shall become the property of the Government. The Contractor shall cease construction operations in the area of the "find," and immediately notify the Facility Director and the Contracting Officer of such discovery. Construction operations may proceed in other areas not affected by this clause. Care shall be exercised by the Contractor so as not to damage or collect fossils or cultural materials uncovered during excavation operations.
2. Failure to comply with this requirement may be considered a violation of the Archeological Resources Protection Act of 1979 as amended.
Destruction of historic and prehistoric sites and/or unauthorized collection of cultural materials can result in criminal and/or civil penalties. Penalties can include fines, prison sentences, and/or confiscation of equipment.
3. If the Contractor obtains borrow materials from a nongovernment source to perform work required under this project, and an existing borrow site is

expanded or a new site is opened in order to obtain such materials, the Contractor shall assure that such borrow area disturbance complies with Section 106 of the National Historic Preservation Act.
E. Environmental Litigation
1. Time lost due to work stoppage because of failure of the Contractor to comply with these requirements shall not be the subject of a claim for extension of time or for costs or damages.

SECTION 012900 – PAYMENT PROCEDURES
PART 1 - GENERAL
1.1 SUMMARY
A. Section includes administrative and procedural requirements necessary to prepare and process Applications for Payment.
1.2 SCHEDULE OF VALUES
A. Coordination: Coordinate preparation of the schedule of values with preparation of Contractor's construction schedule.
1. Submit the schedule of values to Contracting Officer at earliest possible date but no later than seven days before the date scheduled for submittal of initial Applications for Payment.
1.3 APPLICATIONS FOR PAYMENT
A. Each Application for Payment shall be consistent with previous applications and payments as certified by Contracting Officer.
B. Payment Application Times: The date for each progress payment is indicated in the Agreement between Government and Contractor.
C. Initial Application for Payment: Administrative actions and submittals that must precede or coincide with submittal of first Application for Payment include the following:
1. Schedule of values.
2. Contractor's construction schedule (preliminary if not final).
3. Submittal schedule (preliminary if not final).
D. Final Payment Application: After completing Project closeout requirements, submit final Application for Payment with releases and supporting documentation not previously submitted and accepted, including, but not limited, to the following:
1. Evidence of completion of Project closeout requirements.
2. Written guarantees, warranties, and certificates.
3. Record (As-Built) Drawings
4. All test reports.

SECTION 013100 - PROJECT MANAGEMENT AND COORDINATION
PART 1 - GENERAL
1.1 SUMMARY
A. Section includes administrative provisions for coordinating construction operations on Project including, but not limited to, the following:
1. Coordination drawings.
2. Requests for Information (RFIs).
3. Project meetings.
1.2 DEFINITIONS
A. RFI: Request from Government, Owner, Construction Manager, Architect, or Contractor seeking information required by or clarifications of the Contract Documents.
1.3 INFORMATIONAL SUBMITTALS
A. Subcontract List: Prepare a written summary identifying individuals or firms proposed for each portion of the Work, including those who are to furnish products or equipment fabricated to a special design. Include the following information in tabular form:
1. Name, address, and telephone number of entity performing subcontract or supplying products.
2. Number and title of related Specification Section(s) covered by subcontract.
3. Drawing number and detail references, as appropriate, covered by subcontract.
1.4 GENERAL COORDINATION PROCEDURES
A. Coordination: Coordinate construction operations included in different Sections of the Specifications to ensure efficient and orderly installation of each part of the Work. Coordinate construction operations, included in different Sections, which depend on each other for proper installation, connection, and operation.
1. Provide a construction schedule noting demolition activities, construction activities, deliveries, payments, etc., as needed to convey coordination information to the Contacting Officer, Contacting Officer’s Representative (COR), Government Inspector as well as local staff.
2. Schedule construction operations in sequence required to obtain the best results where installation of one part of the Work depends on installation of other components, before or after its own installation.

3. Coordinate installation of different components to ensure maximum performance and accessibility for required maintenance, service, and repair.
4. Make adequate provisions to accommodate items scheduled for later installation.
B. Prepare memoranda for distribution to each party involved, outlining special procedures required for coordination. Include such items as required notices, reports, and list of attendees at meetings.
1. Prepare similar memoranda for Owner and separate contractors if coordination of their Work is required.
C. Administrative Procedures: Coordinate scheduling and timing of required administrative procedures with other construction activities as well as any activities of other contractors to avoid conflicts and to ensure orderly progress of the Work. Such administrative activities include, but are not limited to, the following:
1. Preparation of Contractor's construction schedule.
2. Preparation of the Schedule Of Values.
3. Installation and removal of temporary facilities and controls.
4. Delivery and processing of submittals.
5. Progress meetings.
6. Pre-installation conferences.
7. Project closeout activities.
8. Startup and adjustment of systems.
1.5 COORDINATION DRAWINGS
A. Coordination Drawings, General: Prepare coordination drawings according to requirements in individual Sections, where installation is not completely shown on Shop Drawings, where limited space availability necessitates coordination, or if coordination is required to facilitate integration of products and materials fabricated or installed by more than one entity.
1. Content: Project-specific information, drawn accurately to a scale large enough to indicate and resolve conflicts. Do not base coordination drawings on standard printed data. Include the following information, as applicable:
a. Indicate functional and spatial relationships of components of architectural, structural, civil, mechanical, and electrical systems.
b. Indicate dimensions shown on the Drawings. Specifically note dimensions that appear to be in conflict with submitted equipment and minimum clearance requirements. Provide alternate sketches to Architect indicating proposed resolution of such conflicts. Minor dimension changes and difficult installations will not be considered changes to the Contract.
B. Coordination Drawing Organization: Organize coordination drawings as follows:
1. Floor Plans and Reflected Ceiling Plans: Show architectural and structural elements, and mechanical, plumbing, fire-protection, fire-alarm, and electrical Work. Show locations of visible ceiling-mounted devices relative to an acoustical ceiling grid.

2. Plenum Space: Indicate subframing for support of ceiling and wall systems, mechanical and electrical equipment, and related Work. Locate components within ceiling plenum to accommodate layout of light fixtures indicated on Drawings.
3. Mechanical Rooms: Provide coordination drawings for mechanical rooms showing plans and elevations of mechanical, plumbing, fire-protection, fire-alarm, and electrical equipment, etc.
4. Structural Penetrations: Indicate penetrations and openings required for all disciplines.
5. Slab Edge and Embedded Items: Indicate slab edge locations and sizes and locations of embedded items for metal fabrications, sleeves, anchor bolts, bearing plates, angles, door floor closers, slab depressions for floor finishes, curbs and housekeeping pads, and similar items.
6. Review: The Government will review coordination drawings to confirm that the Work is being coordinated, but not for the details of the coordination, which are Contractor's responsibility.
1.6 REQUESTS FOR INFORMATION (RFIs)
A. General: Immediately on discovery of the need for additional information or interpretation of the Contract Documents, Contractor shall prepare and submit an RFI in the form specified.
1. The Government will return RFIs as submitted to the Government by other entities controlled by Contractor with no response. RFI’s must come directly from the Contractor.
2. Coordinate and submit RFIs in a prompt manner so as to avoid delays in Contractor's work or work of subcontractors.
B. Content of the RFI: Include a detailed, legible description of item needing information or interpretation and the following:
1. Project name.
2. Project number.
3. Date.
4. Name of Contractor.
5. RFI number, numbered sequentially.
6. RFI subject.
7. Specification Section number and title and related paragraphs, as appropriate.
8. Drawing number and detail references, as appropriate.
9. Field dimensions and conditions, as appropriate.
10. Contractor's suggested resolution. If Contractor's solution(s) impacts the Contract Time or the Contract Sum, Contractor shall state impact in the RFI.
11. Contractor's signature.
12. Attachments: Include sketches, descriptions, measurements, photos, Product Data, Shop
Drawings, coordination drawings, and other information necessary to fully describe items needing interpretation.

C. RFI Forms: AIA Document G716, or Software-generated form with substantially the same content as indicated above, acceptable to the Government.
D. The Governments Action: The Government will review each RFI, determine action required, and respond. Allow seven working days for the Government’s response for each RFI. RFIs received after 1:00 p.m. will be considered as received the following working day.
1. The following RFIs will be returned without action:
a. Requests for approval of submittals.
b. Requests for approval of substitutions.
c. Requests for coordination information already indicated in the Contract
Documents.
d. Requests for adjustments in the Contract Time or the Contract Sum.
e. Requests for interpretation of Architect's actions on submittals.
f. Incomplete RFIs or inaccurately prepared RFIs.
g. Request For Information submitted by a sub-contractor to the Contractor.
2. The Government’s action may include a request for additional information, in which case the time for response will date from time of receipt of additional information.
3. The Government’s action on RFIs that may result in a change to the Contract Time or the Contract Sum may be eligible for Contractor to submit Change Proposal.
a. If Contractor believes the RFI response warrants change in the Contract Time or the Contract Sum, notify Contacting Officer and COR in writing within 10 days of receipt of the RFI response.
E. RFI Log: Prepare, maintain, and submit a tabular log of RFIs organized by the RFI number.
Submit log weekly with not less than the following information:
1. Project name.
2. Name and address of Contractor.
3. Name and address of Contacting Officer and COR.
4. RFI number including RFIs that were dropped and not submitted.
5. RFI description.
6. Date the RFI was submitted.
7. Date the Contacting Officer’s response was received.
F. On receipt of the Government’s action, update the RFI log and immediately distribute the RFI response to affected parties. Review response and notify the Government within seven days if Contractor disagrees with response.

1.7 PROJECT MEETINGS
A. General: Schedule and conduct meetings and conferences at Project site unless otherwise indicated.
1. Attendees: Inform participants and others involved, and individuals whose presence is required, of date and time of each meeting. Notify the Facility Director, the Contracting officer and the COR of scheduled meeting dates and times.
2. Agenda: Prepare the meeting agenda. Distribute the agenda to all invited attendees.
3. Minutes: Entity responsible for conducting meeting will record significant discussions and agreements achieved. Distribute the meeting minutes to everyone concerned, including the Contracting Officer and the COR, Construction Manager, and Architect, within three days of the meeting.
B. Preconstruction Conference: The Contracting Officer will schedule a preconstruction conference before starting construction, at a time convenient to the Contracting Officer, COR, Facility Director, On-Site Government Inspector and Contractor.

PART 3 - EXECUTION
3.1 CONSTRUCTION PHOTOGRAPHS
A. Photographer: Engage a qualified photographer to take construction photographs. Photographer need not be a professional photographer, but an individual familiar with and able to produce clear, focused photographs of the subject area with good reference points.
B. General: Take photographs using the maximum range of depth of field, and that are in focus, to clearly show the Work. Photographs with blurry or out-of-focus areas will not be accepted.
1. Maintain key plan with each set of construction photographs that identifies each photographic location.
C. Digital Images: Submit digital images exactly as originally recorded in the digital camera, without alteration, manipulation, editing, or modifications using image-editing software.
1. Date and Time: Include date and time in file name for each image.
2. Field Office Images: Maintain one set of images accessible in the field office at Project site, available at all times for reference. Identify images in the same manner as those submitted to the Government.
D. Preconstruction Photographs: Before commencement of excavation, commencement of demolition and starting construction, take photographs of Project site and surrounding properties, including existing items to remain during construction, from different vantage points, as directed by Government.
1. Flag excavation areas before taking construction photographs.
2. Take minimum of 10 photographs, or as needed, to show existing conditions adjacent to property before starting the Work.
3. Take minimum of 10 photographs, or as needed, of existing buildings either on or adjoining property to accurately record physical conditions at start of construction.
E. Periodic Construction Photographs: Take photographs as needed to fully document the construction progress. Select vantage points to show status of construction and progress since last photographs were taken. Try to retake progress photos from the same vantage points when possible so as to show relative construction progress.
F. Final Completion Construction Photographs: Take color photographs after date of Substantial Completion for submission as Project Record Documents. The Government will inform photographer of desired vantage points.

a. Special events planned at Project site.

PART 1 - GENERAL
1.1 SUMMARY
A. Section includes requirements for the submittal schedule and administrative and procedural requirements for submitting Shop Drawings, Product Data, Samples, and other submittals.
1.2 DEFINITIONS
A. Action Submittals: Written and graphic information and physical samples that require Architect's Contracting Officer responsive action.
B. Informational Submittals: Written and graphic information and physical samples that do not require Architect's Contracting Officer responsive action. Submittals may be rejected for not complying with requirements.
1.3 ACTION SUBMITTALS
A. Submittal Schedule: Submit a schedule of submittals, arranged in chronological order by dates required by construction schedule. Include time required for review, ordering, manufacturing, fabrication, and delivery when establishing dates. Include additional time required for making corrections or revisions to submittals noted by the Contracting Officer and additional time for handling and reviewing submittals required by those corrections.
1.4 SUBMITTAL ADMINISTRATIVE REQUIREMENTS
A. Coordination: Coordinate preparation and processing of submittals with performance of construction activities.
1. Coordinate each submittal with fabrication, purchasing, testing, delivery, other submittals, and related activities that require sequential activity.
2. Coordinate transmittal of different types of submittals for related parts of the Work so processing will not be delayed because of need to review submittals concurrently for coordination.
a. Contracting Officer reserves the right to withhold action on a submittal requiring coordination with other submittals until related submittals are received.
B. Processing Time: Allow time for submittal review, including time for resubmittals, as follows.
Time for review shall commence on Contracting Officer receipt of submittal. No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing, including resubmittals.

1. Initial Review: Allow 10 days for initial review of each submittal. Allow additional time if coordination with subsequent submittals is required. Contracting Officer will advise Contractor when a submittal being processed must be delayed for coordination.

3. Resubmittal Review: Allow 10 days for review of each resubmittal.
C. Electronic Submittals: Identify and incorporate information in each electronic submittal file as follows:
1. Name file with submittal number or other unique identifier, including revision identifier.
a. File name shall use station initials (CMR) and a sequential submittal number followed by the Specification Section number (CMR-005-061000). Resubmittals shall include an alphabetic suffix after the sequential submittal number (e.g., CMR-005A-061000).
2. Transmittal Form for Electronic Submittals: Use electronic form provided by Contracting Officer.
D. Paper Submittals: Place a permanent label or title block on each submittal item for identification.

1. Submit electronic submittals via email as PDF electronic files. PDF files shall use a cover sheet as provided by the Government (refer to attached sample). This standard cover sheet is to be used for each submittal and includes general submittal information, dates, submittal number, brief description of the submitted information, etc., as well as placed for signatures and review and acceptance designations.
2. Contracting Officer’s Representative, through the Contracting Officer, will return annotated file by e-mail and/or standard mail. Annotate and retain one copy of file as an electronic Project record document file.
B. General Paper Submittal Procedure Requirements:
1. Action Submittals: Submit four (4) paper copies of each submittal unless otherwise indicated. Contracting Officer’s Representative through the Contracting Officer will return three (3) copies.
2. Informational Submittals: Submit three (3) paper copies of each submittal unless otherwise indicated. Contracting Officer will not return copies.
3. Certificates and Certifications Submittals: Provide a statement that includes signature of entity responsible for preparing certification. Certificates and certifications shall be signed by an officer or other individual authorized to sign documents on behalf of that entity.
a. Provide a digital signature with digital certificate on electronically-submitted certificates and certifications where indicated.
b. Provide a notarized statement on original paper copy certificates and certifications where indicated.
C. Product Data: Collect information into a single submittal for each element of construction and type of product or equipment.
1. If information must be specially prepared for submittal because standard published data are not suitable for use, submit as Shop Drawings, not as Product Data.
2. Mark each copy of each submittal to show which products and options are applicable.
