Notice to Offerors - RFP

Solicitation Number: F17PS00601

Description: Resilient Hawaiian Communities Project Management

Location: FWS Pacific Island Climate Change Cooperative 677 Ala Moana Blvd, Ste 320 Honolulu, HI 96813

Site Visit: N/A

Date for receipt of questions: Contractors should submit any questions on this project directly to Karl Lautzenheiser at Karl_Lautzenheiser@fws.gov later than close of business on June 6, 2017. Questions will be consolidated and answers provided by issuance of an amendment directly thereafter.

Instructions to Offeror:

1. Before submitting an offer, read the entire solicitation package carefully. Return the following items with your response:

a) Standard Form 1449 (complete blocks 17a and blocks 30a through 30c on page 1 of 3)

b) Pricing – Provide a firm fixed price for services on line 00010 (page 2 of 2 of Standard Form 1449)

c) Complete and submit information under provision 52.212.03 or if already in SAM (see below), just complete fill-in on for this provision 52.212-3 (b)(2) on page 9.

d) Refer to “Evaluation Factors for Award” (Page 29) as to what items to return with your quote in order to be considered technically acceptable.

e) If amendment(s) should be issued, sign and return the cover page of Standard Form 30 with proposal or acknowledge receipt on cover letter with proposal submission.

2. The former Central Contractor Registration (CCR) database and On-Line Representations and Certifications (ORCA) have migrated to the System for Award Management (SAM). Prior to award, contractor must be active in the SAM database now. Instruction to register with SAM as follows:

Basis for Award: Lowest-Priced, Technically Acceptable (see page 29) for items to return with quote to be considered technically acceptable)

Date for receipt of Quotes: By 3 PM PST on June 15, 2017.

Two (2) methods to return quotes as follows:

1) Mail Quote for receipt no later than date above to:

US Fish and Wildlife Service CGS-MS 10181 Attn: Karl Lautzenheiser 911 NE 11th Ave Portland, OR 97232-4181

(quotes by mail channels must be received by no later that date/time)

2) Email response to karl_lautzenheiser@fws.gov (preferred method)
