STATEMENT OF WORK

Strategic Organizational Development Support for BPHC

Background:

The U.S. Fish and Wildlife Service, Office of Budget, Planning and Human Capital (BPHC) requires expert consultation on and facilitation for multiple strategic employees initiatives. These initiatives include partnership development (Federal, State, private); internship programs; executive coaching, recruitment, professional development; and, emerging conservation career initiatives.

Requirements:

BPHC has an immediate requirement for an expert consultant in the following fields: leadership development, workforce planning, organizational development, change management, mentoring and coaching, academic program advisor, wildlife conservation practices, program development, and professional coalition building. This consultant will be provided to BPHC on a labor hour’s basis, and will work closely with the BPHC staff. One consultant is desired, and will be considered key personnel.

Minimum Required Qualifications:

The contractor must provide a resume that includes the following minimum qualifications:

• Advanced college degree (preferably Doctorate) in conservation management, biology, fisheries biology, or other conservation sciences from an accredited college or university

• 5+ years of experience working in executive management in a conservation-related Federal agency

• 5+ years of experience as executive coach to Federal executives

• Experience developing intern programs for foster care and disaffected youth

• Experience facilitating programs to groups of all sizes, including large groups of 75+ attendees, regarding a variety of topics impacting the Federal workforce

The following are desired qualifications, but are not required to be considered for selection:

• Experience working for the Department of the Interior and/or FWS

• Experience working in headquarters and field offices of FWS

• Knowledge of FWS HR policies/processes

Scope of Work:

The contractor will need to be flexible and adjust their services delivered to the changing needs of BPHC and FWS throughout performance. Specific tasks will be negotiated as needed. Currently, the following tasks are expected to require support:

1. Serve as executive coach to the Assistant Director, Budget, Planning and Human Capital (BPHC) and other program leaders regarding Fish and Wildlife Service planning strategies, conservation program budget development and accomplishments, innovative recruitment approaches, professional development, and emerging conservation career initiatives.

2. Provide professional advice to senior executives, regional managers and project leaders, when requested, on FWS programs and projects.

3. Facilitate meetings and teambuilding exercises for a variety of strategic employee programs, including but not limited to the Conservation4Youth Program, Conservation Leadership Certificate Program, BPHC Professional Development and Recognition Program, and Bring Your Children to Work Day Program,

4. Provide management consulting support to BPHC and other program planning teams including program design, development and implementation.

5. Provide support to BPHC and other program staff to identify new conservation practices and processes and build coalitions with FWS executives, regional managers and project leaders to enhance human capital efforts and employee relations.

6. Serve as an Academic Program Advisor to include assisting with curriculum development, program development, and coordination at the field, regional and headquarter level for conservation partnerships with higher academic institutions.

7. Serve as the Program Mentor for the Conservation4Youth Program and other programs as requested.

8. Facilitate sessions for All Employee Meetings and other FWS programs, as requested.

9. Conduct workshops for youth and adults in underserved communities on the impacts of human actions on Climate Change, conservation career opportunities, internships and training programs in the government.

10. Provide consultation and presentations to the ALDP, Refuge Academy, ES Basic Academy and other training programs at the National Conservation Training Center on the historical perspective of the FWS historical leadership culture, budget, career enhancement, etc.

Period of Performance:

The period of performance will be for 12 months, with 4 option periods of 12 months each.

Travel and Travel-Related Expenses:

The FWS will reimburse all travel and expenses to complete work assignments in accordance with Federal Travel Regulations.
