DIVISION 01 SECTION 01 11 00

GENERAL REQUIREMENTS SUMMARY OF WORK

PART 1 GENERAL

1.01 WORK INCLUDED

A. Provide all labor, material, and equipment necessary to construct the following work at Kirwin National Wildlife Refuge:

1. Base Bid: Construct ten (10) new stock/domestic wells at the approximate locations shown on the drawings. Ten (10) existing wells shall be abandoned in accordance with the requirements of the State of Kansas, Department of Health and Environment. Five (5) of the new wells will be solar powered. Of the five (5) new solar powered wells, three (3) wells will require new solar panels and a new solar controller switch. The two

(2) remaining new solar powered wells will utilize existing solar panels and an existing solar controller switch. Electric power for the five (5) remaining new wells shall be obtained from Prairie Land Electric located in Norton, Kansas.

2. Additive Item: Furnish and install eight (8) precast concrete stock tanks at the locations shown on the drawings.

B. The Contractor shall locate wlls with cooperation of the Project Leader. Any proposed changes to the scope of the project must be approved by the Contracting Officer prior to implementation.

C. The Contractor shall have all permits, certificates and licenses required by law for the execution of the work and shall comply with all Federal, State, or local laws, ordinances or rules and regulations relating to performance of the work.

1.02 LOCATION OF SITE

A. The work site is located at the Kirwin National Wildlife Refuge, located approximately 4 miles west of Kirwin, Kansas.

B. Prospective bidders are encouraged to visit the work area in order to examine the existing site conditions. Make arrangements with the Refuge Project Leader, at

(785) 543-6673. Failure to ascertain the nature, location, and conditions which affect the work will not relieve the Contractor from the responsibility for successfully performing the work.

1.03 APPLICABLE CODES, STANDARDS, AND SPECIFICATIONS

A. All work shall comply with codes and standards applicable to each type of work and as listed in individual Sections of these specifications.

1. Where a conflict occurs between referenced document and the Project

Specifications, the Project Specifications govern.

2. Where a conflict occurs between referenced documents, the document containing the most stringent requirements governs.

3. Where referenced documents are not specified by date, the document current at the bid opening applies.

4. Materials, applications, and tests specified by reference to published standards of a society, association, code, or other published standards are included in the specifications as if written in their entirety.

1.05 MANUFACTURERS' SPECIFICATIONS

A. Where manufacturers' products and processes are included in the specifications by reference, they shall be included in these specifications as if written in their entirety.

B. Products and processes included in the specifications shall conform to the manufacturer's latest published specifications.

C. At the request of the Contracting Officer the Contractor shall provide a sworn affidavit from the manufacturer certifying that material, products, and processes delivered and used on the project meet the specified requirements. This affidavit shall not relieve the Contractor from his responsibility for full compliance with the requirements of the specifications.

1.06 SUBSTITUTIONS

A. The contractor shall provide all equipment, materials, and services as specified or noted on the drawings, unless an approved substitution is obtained.

B. All proposals for substitutions must be submitted to the Contracting Officer in writing for approval. Submittals shall include all data necessary for thorough comparison with specified item and reason for the proposed substitution. The Contracting Officer’s determination as to whether substitution will be permitted and as to what substitute materials may be used shall be final and conclusive.

C. For proposed substitutions, the Contractor shall:

1. Provide all additional drawings and data for approval as considered necessary by the Contracting Officer.

2. Pay for all labor and materials required as a result of the substitutions.

1.07 MEANS AND METHODS

A. Means and methods of construction shall be such as the Contractor or subcontractors may choose; subject, however, to the Contracting Officer's right to reject means and methods proposed which:

1. Constitute a hazard to the work, persons, or property.

2. Will not produce finished work in accordance with terms of the contract.

3. Are contrary to specified means or methods included in the contract.

B. The right to reject means and methods of the Contractor or subcontractor shall not be construed or interpreted as acceptance of control of means and methods by the Contracting Officer.

C. The Contracting Officer's approval of means and methods or failure to exercise right to reject means and methods shall not relieve the Contractor of the obligation to complete the work required by the contract.

D. Total responsibility for control of all means and methods lies with the Contractor for all work.

1.08 SAFETY

A. Provide at least one nonfreezing-type fire extinguisher in each workshop and shed used for storage of materials at the work site. Place in location readily accessible to workers.

B. Provide and maintain a basic first aid kit for use of workers.

1. Provide first aid supply commensurate with size of project with items necessary for first aid treatment of all injuries.

2. Advise all workers of the location of first aid supplies.

3. Post telephone numbers of nearest hospital or ambulance service and fire station in conspicuous location. Advise all workers of location of telephone numbers.

C. The Contractor shall assume full responsibility and liability for compliance with all applicable Federal, State, and local regulations pertaining to the protection of workers, visitors to the site, and persons occupying areas adjacent to the site, including the provisions of 29CFR1910 and 29CFR1926 of the Code of Federal Regulations. The Contractor shall hold harmless the Government for failure to comply with any applicable safety or health regulation on the part of himself, his employees, or his subcontractors.

D. The Contractor shall be responsible for providing medical examinations and maintaining medical records of personnel as required by the regulations.

1.09 ENVIRONMENTAL PROTECTION

A. Pollution Control

1. The Contractor shall abate and control all environmental pollution arising from construction activities by complying with all applicable Federal, State, and local laws and regulations concerning environmental pollution control and abatement, as well as the specified requirements in this contract.

a. Compliance with this requirement by subcontractors will be the responsibility of the Contractor.

B. Fossils and Cultural Materials

1. Should the Contractor discover any fossils or cultural materials during construction operations, such objects shall become the property of the Government. The Contractor shall cease construction operations in the area of the "find," and immediately notify the Contracting Officer of such discovery. Construction operations may proceed in other areas not affected by this clause. Care shall be exercised by the Contractor so as not to damage or collect fossils or cultural materials uncovered during excavation operations.

2. If the Contractor uses soil materials obtained from a non-government source to perform work that is required under this project, and a new borrow site is opened, or an existing borrow area is expanded in order to obtain such materials, the Contractor shall be required to comply with Section 106 of the National Historic Preservation Act.

3. Failure to comply with this requirement may be considered a violation of the Archeological Resources Protection Act of 1979 as amended.

Destruction of historic and prehistoric sites and/or unauthorized collection of cultural materials can result in criminal and/or civil penalties. Penalties can include fines, prison sentences, and/or confiscation of equipment.

C. Prevention of Water Pollution

1. During construction the Contractor shall comply with all applicable

Federal, State, and local laws and regulations concerning the control and abatement of water pollution.

2. The Contractor's construction activities shall be performed by methods that will prevent entrance or accidental spillage of solid matter, contaminants, debris, and other objectionable pollutants and wastes into streams, flowing or dry water-courses, lakes, ponds, and underground water sources. The Contractor shall properly dispose of all pollutants such as petroleum products, rubbish, cement, concrete, etc., and objectionable material shall be hauled away in tanks or barrels or buried in an approved landfill.

3. Sanitary facilities, such as chemical toilets shall be located far enough from wells, live streams, or ponds to prevent pollution of the water.

D. Abatement of Air Pollution

1. The Contractor shall comply with applicable Federal, State, and local laws and regulations concerning the prevention and control of air pollution.

2. Construction activities shall be performed in such a manner that air pollution is held to a minimum.

3. Burning of materials, trees and brush, combustible construction materials, and rubbish will not be permitted. Construction debris shall be hauled off the Refuge to an approved landfill area.

E. Environmental Litigation

1. Time lost due to work stoppage because of failure of the Contractor to comply with these requirements may not be the subject of a claim for extension of time or for costs or damages.

1.10 COORDINATION

A. In the event that other contracts are in progress concurrently with this contract, the Contractor shall coordinate his work so as not to disrupt progress of other work, and shall cooperate to facilitate orderly progress of all work.

B. Coordinate work so that station operations will not be restricted, and water supply, drains, and power will not be disrupted during critical periods in station operations. Arrangements shall be made with the station manager to schedule tying into existing utilities or performing any work which interferes with Government operations. During the contract performance, the domestic water system shall remain operational at all times except for short periods to disconnect/connect equipment.

C. Care shall be taken to minimize the disturbance to the Station during the excavation for the pipelines.

D. The Contractor is responsible for locating all existing buried utilities in the vicinity of the work. The Contractor shall repair any damaged utilities resulting from construction activities.

E. The Contractor shall notify the Refuge Manager at least 48 hours prior to putting any utility out of service.

GENERAL REQUIREMENTS SUBMITTAL PROCEDURES

1.01 SUBMITTALS

A. Refer to the technical specifications for all product submittals required.

B. All submittals shall be accompanied by a Government-furnished submittal form for each specification section, which shall be used as the document for approving or disapproving the material. All submittals shall be in electronic format.

C. Make all submittals of data, items, materials, and samples after receipt of the

Notice to Proceed. Submittals shall be provided in sufficient detail to ensure conformity with contract requirements and specifications. Submittals on component parts forming a system, or that are interrelated, shall be submitted at one time as a single submittal.

D. Where more than one product, option, or feature is described in the submittal, clearly mark the specific item proposed for use. Selection of unmarked items or options will be made by Government.

E. The Contractor shall not perform work for which submittals are required prior to receipt of the submittals or samples, approved by the Fish and Wildlife Service.

1.02 CONSTRUCTION PROGRESS SCHEDULES

A. Submit construction schedule for approval within ten (10) calendar days after Notice to Proceed, including the following:

1. Breakdown of work activities by construction phase and in categories, as necessary, to allow monitoring of work progress during construction.

2. Sequence of construction by activity with start dates, duration, and finish dates.

B. Submit updated schedules monthly or sooner, if necessary.

1.03 SHOP DRAWINGS AND MANUFACTURERS' LITERATURE

A. Prior to the use or installation of any item specified as requiring submittal, the Contractor shall submit manufacturers' literature containing detailed specifications and performance data, or shop drawings, fully describing the items.

B. The Contractor shall not perform work related to shop drawings or samples prior

to obtaining the required shop drawings or samples approved by the Government.

Shop drawings shall be in sufficient detail compatible with the complexity of the project to adequately illustrate the relationship of major components.

C. Shop drawings used at the site must bear approval stamp of the Contracting

Officer Technical Representative. The Contractor shall check shop drawings for conformity to the contract documents and mark them to this effect before submitting to the Contracting Officer.

1.04 TECHNICAL SUBMITTALS

A. Prior to the use or installation of any material or item specified as requiring submittal, the Contractor shall submit the types of data required by each section of the technical specifications. This data may include manufacturer’s product data, shop drawings, schedules, performance data, samples, color selections, test reports, certifications, and instructions.

B. The Contractor shall not perform work for which submittals are required prior to receipt of the submittals or samples, approved by the Fish and Wildlife Service.

C. The Contractor shall allow time in his schedule for submittal review by the

Government of a minimum 10 days from time of receipt by the Contracting Officer to time of return posting.

1.05 GUARANTEES, WARRANTIES, AND CERTIFICATES

A. Submit all guarantees, warranties, and certificates prior to application for final payment.

GENERAL REQUIREMENTS TEMPORARY FACILITIES & CONTROLS

1.01 CONTRACTOR USE OF PREMISES

A. All operations of the Contractor (including storage of materials) upon Government premises shall be confined to areas authorized or approved by the

B. Other contractors and employees or agents of the Government may for all necessary purposes enter upon the work and premises used by the Contractor, and the Contractor shall conduct his work so as not to impede unnecessarily any work being done by others on or adjacent to the site.

C. Access to the site shall be Monday through Friday, except for Federal Holidays, unless special arrangements have been made with the Station Manager and the

D. Contractor’s Field Office.

1. The Contractor may install in a location on the site acceptable to the Contracting Officer, a mobile or prefabricated structure for use as a field office. Remove field office and restore location no later than time of final completion. At a minimum, the Contractor shall have a set of the project plans and specifications available on the job site at all times, to be used for As-Built drawings to mark-up and for project review and discussions.

E. Site Maintenance and Waste Disposal.

1. Maintain the site in a clean condition. Provide a dumpster or other approved container on the site, for waste materials. Trades shall pick up and dispose of waste materials, scrap, and packaging on a daily basis.

When waste containers become filled, the Contractor shall have full containers emptied into a waste transport vehicle and removed from the job site to an approved landfill location. Retrieve and dispose of waste materials that blow into adjacent areas of the Station.

F. The Contractor shall be permitted to utilize Government resources and utilities as described in succeeding paragraphs during execution of the work. Such use shall be conditional upon availability and responsible use, and shall not interfere with Government operations. The Contractor shall be responsible for repair of damages resulting from such use, and shall clean the areas and facilities used when the work is complete.

1.02 WEATHER PROTECTION

A. General

1. Provide necessary protection against weather to keep all materials, equipment, and completed work free from damage during shipment, in storage, or in place.

2. Do not perform wet work when temperature is below 40 degrees F, or is forecast to be below 40 degrees F within the ensuing 48 hours, except when work is properly protected and sufficient heat is provided, as approved by the Contracting Officer.

3. Provide temporary heating as required by specific Sections in Divisions 2 through 49. Provide equipment in quantity or of capacity to maintain specified temperature, and maintain for reliable operation. Provide adequate ventilation for liquid fuel or gas fired units.

1.03 WATER CONTROL

A. Perform construction work in a manner that will direct surface water away from work area. Coordinate any water diversion onto adjacent property in advance with the Contracting Officer's Representative.

B. Provide own means of pumping or otherwise maintaining excavations free from ground water encountered. Coordinate any water diversion onto adjacent property in advance with the Contracting Officer.

1.04 TEMPORARY UTILITIES

A. Electricity and Lighting

1. There is no available electrical power on the site. The contractor shall be responsible for providing temporary electrical service for equipment required to perform the work.

2. Provide and maintain temporary lighting as may be required for all construction lighting, lighting at all barricades, and safety purposes as required.

B. Telephone

1. Telephone service will not be available at the site. The Contractor shall make arrangements for cellular phone, CB, short wave radio, or similar reliable means of communication for the conduct of business and in the event of an emergency.

C. Water

1. The Contractor shall provide, protect, and maintain an adequate water supply for use on the project for construction purposes. Also, the Contractor shall be responsible for providing potable water for the workers.

D. Toilets

1. Provide and maintain suitable, weather tight, painted, sanitary toilet facilities for all Contractor personnel during construction period. When toilet facilities are no longer required, promptly remove them from the site.

Disinfect and clean or treat the area as necessary.

2. Provide and maintain facilities in accordance with the requirements of applicable local and state health authorities and OSHA.

3. Keep all toilet facilities clean and supplied with toilet paper at all times.

1.05 OPERATION AND STORAGE AREAS

A. All operations of the Contractor (including storage of materials) upon Government premises will be confined to areas authorized or approved by the

B. Government premises adjacent to the construction will be made available for use by the Contractor without cost whenever such use will not interfere with other Government uses or purposes.

C. The Contractor will not enter or occupy with personnel, tools, equipment, or material, any ground outside the Government's property without the written consent of the owner of such ground.

D. Other contractors and employees or agents of the Government may, for all necessary purposes, enter upon the work and premises used by the Contractor, and the Contractor will conduct his work so as not to impede unnecessarily any work being done by others on or adjacent to the site.

E. Materials which are stored by the Contractor shall be protected from the weather.

Provide weather tight coverings or storage sheds as necessary.

1.06 PROTECTION AND RESTORATION

A. The Contractor shall protect all structures and vegetation during the progress of the work; shall remove from the site all debris and unused materials; and shall, upon completion of the work, restore the site as nearly as possible to its original condition, including the replacement, at the Contractor's expense, of any facility or landscaping which has been damaged. The Contractor shall limit removal of any vegetation to those which interfere with the construction.

1.07 ACCESS ROUTES AND STORAGE AREAS

A. The Government will designate all access routes to the work site prior to initiation of the contract work. The designated routes must be strictly adhered to unless specific deviations are authorized by the Government.

B. Observe all laws and regulations imposed by the local county and the state authorities in the use of all public roads and highways for the transportation of materials and equipment in connection with work on the project. Observe all overhead construction, bridges, cables, and the like. Repair damage to roads, highways, overhead construction, and similar off-site items, resulting from operations in connection with this project.

C. At completion of work all access routes must be restored to original condition.

D. Contractor parking shall be limited to those areas approved by the Contracting

Officer.

1.08 TRAFFIC REGULATION

A. The Contractor will provide, erect and maintain all necessary barricades, suitable and sufficient flasher lights, flagmen, danger signals and signs, and will take all necessary precautions for the protection of the work and the safety of the public.

Roads closed to traffic will be protected by effective barricades on which will be placed acceptable warning signs. All barricades and obstructions will be illuminated at night and all lights will be kept burning from sunset until sunrise.

Install appropriate traffic signs at crossroads and approaches to site as needed to direct affected public traffic. Specific sign and barricade requirements are detailed in "Manual on Uniform Traffic Control Devices."

GENERAL REQUIREMENTS PRODUCT STORAGE & HANDLING

1.01 STORAGE AND PROTECTION

A. Protect all materials, work, and equipment against damage at all times.

B. Refer to Section 01 50 00 for requirements for storage of materials. Store all materials that might be damaged in storage sheds, or under weather tight coverings.

C. Prefabricated components, and other manufactured items, shall be delivered and stored in such a manner that they will not be damaged or deformed. Material shall be stacked on platforms or pallets and covered with tarpaulins or other suitable weather tight, ventilated covering.

GENERAL REQUIREMENTS CLOSEOUT REQUIREMENTS

1.01 FINAL INSPECTION

A. The Contractor shall request a final inspection, in writing, at least ten (10) days prior to the anticipated date of completion.

B. Work will not be considered ready for final inspection until all the work has been completed and the Contractor has certified that all items are properly installed and in strict compliance with all contract terms and conditions.

C. The Contractor or his project supervisor shall be at the job site during the final inspection.

1.02 SUBMITTALS

A. Submit all written guarantees, warranties, and certificates required under Section 01 33 00 to the Contracting Officer prior to final payment.

1. Guarantee or warranty periods shall extend the full period of the required guarantee period after work has been found to be defective during the guarantee or warranty period and therefore the work is replaced.

2. The new guarantee or warranty period shall commence when the work or item has been properly repaired or replaced, as appropriate, and has been accepted by the Contracting Officer. The new guarantee or warranty period shall be equal to the original guarantee or warranty period provided for the work or item under the basic contract.

B. Submit reports of all tests to the Contracting Officer prior to final payment. Refer to Section 01 45 00.

1.03 CLEANUP

A. All work and storage areas shall be kept clean and free from paper, garbage, and trash. Such materials shall be removed by the Contractor and disposed of off site at dumping facilities equipped to handle said materials.

B. Fuels, lubricants, petroleum products, chemicals or other waste materials shall be disposed of in properly designated areas off Government premises.

C. No burning of rubbish on Government premises will be allowed.

D. Tools, equipment, and temporary facilities shall be removed when no longer required for execution of the work.

E. After all work is completed according to the specifications of this contract; the

Contractor shall clean the work site areas and perform all other work incidental to site restoration.

CONCRETE PRECAST CONCRETE TANKS

1.01 DESCRIPTION OF WORK

A. Provide precast reinforced concrete stock tank at eight (8) of the new stock/domestic well locations.

B. Quality assurance as referenced to ASTM and manufacturer’s printed recommendations.

C. Exercise care during delivery of tanks to prevent breakage or damage. Damaged or defective tanks will be rejected.

1.02 RELATED SECTIONS

A. Temporary Facilities – Section 01 50 00.

1.03 SUBMITTALS

A. Submit in accordance with provisions of Section 01 33 00.

B. Submit shop drawings indicating layout, fabrication details, reinforcement, dimensions, and openings.

PART 2 PRODUCTS

2.01 MATERIALS

A. Precast Concrete Stock Tanks:

1. Stock tanks shall be constructed of precast, reinforced concrete. Tanks shall be approximately 8’ x 5’ x 2’ in size.

2. The tanks shall be the design and fabrication of a manufacturer who is regularly engaged in the manufacture of pre-engineered, precast stock tank structures.

3. Precast concrete shall comply with the requirements of ACI 318 and the PCI

Manual for Quality Control (MNL-116).

4. The tank shall be constructed to be durable in order to resist environmental factors such as freeze-thaw action and sulfates in the water. The manufacturer shall utilize a low water cement ratio, shall place the concrete within 1-1/2 hours after adding water to the cement, and shall utilize air entrained concrete.

A. The Contractor shall excavate for and install the new precast concrete stock tank adjacent to each designated new stock/domestic well. The tank locations shall be approved by the Refuge Project Leader. The soil base for the tank shall be leveled and compacted. The tanks shall be installed level. Provide for good drainage away from the tank and provide a well-drained base material under the tank.

PLUMBING STOCK/DOMESTIC WATER PUMPS

A. Contractor shall provide labor, materials, tools, and equipment necessary to furnish and install a complete and operating submersible pump system for ten (10) new stock/domestic wells. Five (5) of the new wells will be solar powered. Of the five (5) new solar powered wells, three (3) wells will require new solar panels and a new solar controller switch. The two (2) remaining new solar powered wells will utilize existing solar panels and an existing solar controller switch. Electric power for the five (5) remaining new wells shall be obtained from Prairie Land Electric located in Norton, Kansas.

B. All work shall comply with the latest edition of the International Plumbing Code, the

National Electric Code, and requirements of the State of Kansas.

1.02 SUBMITTALS

A. Submit shop drawings and manufacturer’s literature under provisions of Section 01 33 00.

B. Submit for approval, pump specifications, valve data, drop pipe data, certified pump curves showing pump performance characteristics with pump and system operating point plotted, and operation, installation and maintenance manuals. In addition, submit product data for solar panels, motor, controller, control box, and related electrical components.

1.03 PRODUCT HANDLING

A. Contractor shall be responsible to protect all materials and equipment from damage until project is completed.

1.04 GUARANTEES AND WARRANTIES

1.05 MANUALS FOR EQUIPMENT

A. For each item of equipment, furnish description of the unit and component parts.

Identify function, normal operating characteristics, and limiting conditions. Include performance curves, with engineering data and tests, and a complete list of replacement parts, illustrations, and diagrams required for maintenance.

B. Furnish maintenance requirements including routine procedures and trouble-shooting guide, repair, adjusting, balancing, and checking instructions.

C. Provide servicing and lubrication schedule, and a list of lubricants required.

2.01 SOLAR ENERGY BASED WATER SUPPLY SYSTEMS

A. After the Contractor has determined the depth of the static water level, test pumped the new wells and submitted the data on these, as well as other required and necessary tests; he shall submit pertinent data on a proposed pump for each well for the Contracting Officer's approval. Should a different size pump than that specified in Paragraph 2.01.A.3, below be required, an appropriate adjustment to the contract price shall be made. All components of the solar energy based system shall be designed as part of an integrated system to ensure that all the equipment is compatible and that the system operates as intended.

1. The pump shall be a helical rotor type pump. The positive displacement helical pump ends shall be 3” in diameter and shall be designed for higher head and lower flow requirements. The pump rotor shall be a single-twisted helix (spiral) made of hard-chromium plated stainless steel. During operation, the rotor shall rotate eccentrically in a double helical elastic stator. Valve casing, valve cup, valve guide, and sand shield shall be constructed of polyamide. Discharge chamber, upper flange, circlip, pump stator, pump rotor, torsion shaft, valve spring, outer sleeve, cable guard, and cable guard screws shall be stainless steel.

Valve seat and O-ring shall be NBR. There shall be no limitation to the number of starts/stops per hour. The enclosure class shall be IP 68. Motor protection shall be built into the pump and shall provide protection against dry running by means of a water level electrode, over-voltage and under-voltage, overload, and over-temperature.

2. Well Pump Electric Motor shall be a 30-300 VDC or 90-240 VAC, 50/60 Hz permanent-magnet (PM) motor. Motor speed range is 500 to 3600 rpm, depending on power input and load. Motor shall be designed according to the permanent-magnet principal with built-in electronic unit. Motor type shall be MSF 3, with a maximum power input of 1400 W, a maximum current of 8.4 A, and a maximum speed of 3600 rpm. The MSF 3 motor shall be characterized by a high locked-rotor torque even at low power supply. The MSF 3 motor shall be

22 11 23 – 2 protected against transients from the power supply according to IEC 60664-1 “over-voltage category III”. Motor shall be constructed of stainless steel.

3. Manufacturer: Submersible pump shall be Grundfos, Model 11 SQF 2, or approved equal.

B. The controller switch shall be designed specifically for solar-powered systems. The controller switch shall enable manual starting and stopping of the pump and functions as a connection box joining all necessary cables. Controller switch shall be Grundfos IO 50 SQFlex, or approved equal meeting the following requirements:

1. Voltage: Maximum 300 VDC, 8.4 A. or 265 VAC, 8.4 A.

2. Enclosure class: IP 66.

3. Ambient temperature: During operation -22 degrees F to +122 degrees F.

During storage -22 degrees F to +140 degrees F.

C. Solar Panel

1. 110 Watt minimum, microcrystalline and amorphous silicon solar photovoltaic (PV) panel to power the submersible pump. The PV panel shall have a minimum Standard Test Condition (STC) rating of 110 watts, a minimum PTC rating of

99.1 watt, a minimum power tolerance of -5% plus or minus 10%, minimum temperature coefficient of power of -0.35%/K. PV panels shall be Kaneka U-SA 110, or approved equal.

2. A double axis tracking mechanism shall be provided to allow for the rotation of the PV panel about its vertical and horizontal axis.

3. To withstand stresses from the environment such as wind, snow, ice or hail loading, the PV panel shall meet or exceed all current industry standards.

4. The structural supports used to attach the PV panel to the mounting posts shall be provided by the PV panel manufacturer. The supports and mounting posts shall be installed per the manufacturer’s specifications. All post holes shall be backfilled with concrete.

2.02 ELECTRIC POWERED WATER SUPPLY SYSTEMS

A. The Contractor shall arrange for and obtain the necessary electrical power to power the water systems from Prairie Land Electric, 1101 US Highway 36, Norton, KS 67654.

B. After the Contractor has determined the depth of the static water level, test pumped the new wells and submitted the data on these, as well as other required and necessary

22 11 23 – 3 tests; he shall submit pertinent data on a proposed pump for each well for the Contracting Officer's approval. Should a different size pump than that specified in Paragraph 2.02.B.3, below be required, an appropriate adjustment to the contract price shall be made.

1. Pump assembly: The pump shall be of a vertical multi-stage submersible design with the motor mounted directly below the pump section. The pump shall be capable of operating continuously. Impeller, diffuser and bearing spiders shall be constructed of glass filled engineered composites that are corrosion resistant and non-toxic. Discharge head, casing and motor adaptor shall be constructed of stainless steel. Check valve shall be constructed of stainless steel and FDA compliant BUNA rubber.

2. Well Pump Electric Motor shall be a squirrel-cage induction motor designed for submersible operation in conformance with NEMA standards. The motor shall be corrosion resistant stainless steel construction with built-in surge arrestor and hermetically sealed windings. Motor shall be water lubricated. The motor shall be 230V, 1 phase, 0.50 or 0.75 horsepower, of proper size to drive the pump continuously under the total pumping head specified.

3. Manufacturer: Pump shall be model 5GS or 7GS manufactured by Goulds, or approved equal.

2.03 Drop pipe shall be Schedule 40 PVC pipe, threaded at both ends, and connected with threaded brass couplings. Brass couplings shall be of sufficient strength to counter loadings associated with pump operation and maintenance. The pipe size shall be 1-inch diameter nominal. Pipe and coupling shall be suitable for potable water service.

2.04. Submersible pumps shall operate by use of a mechanical float switch and 6-inch copper float to be located in the stock tank. Float switch shall be designed for use in open tank or sump pump applications. The float switch shall be 2 pole, with NEMA 1 enclosure.

Float switch shall be Square D 9036DG2R, or approved equal.

2.05. Electric pump cable shall be as recommended by the pump manufacturer, shall conform to NEC requirements, and shall be sized for a maximum voltage drop from existing electric panel to pump motor of 3 percent.

2.06 Ball valves shall conform to Federal Specifications WW-V-35C, bronze, type II, III, or

IV; style 1 or 2, class 125, screwed. Ball valves shall be rated at a minimum of 125 psig.

3.01 INSTALLATION

A. The Contractor shall install new pump and motor assemblies including all modifications and materials required to install the pump, pump control, and all appurtenances to make the pumps operable as detailed above. Install all equipment in accordance with the manufacturer's installation instructions.

3.02 DISINFECTION

A. The Contractor shall disinfect the wells upon completion of the pump installation. See Section 33 21 00 for disinfection requirements.

3.03 STARTING THE SYSTEM

A. Coordinate startup of the system with the Contracting Officer. Notify the Contracting Officer at least 48 hours prior to startup.

B. Testing and adjusting shall be performed in the presence of the Contracting Officer's

Technical Representative. Record and submit values of voltage, amperage at startup, and operating conditions.

DIVISION 33 SECTION 33 21 00

UTILITIES WATER SUPPLY WELLS

A. The work of this section encompasses all labor, material, transportation, tools, supplies, equipment, and appurtenances required for:

1. Drilling, casing, developing, and testing ten (10) stock/domestic wells of the type, size, and depth specified at the locations indicated.

2. Abandon ten (10) existing stock/domestic wells in accordance with the requirements of the State of Kansas, Department of Health and Environment.

B. The Contractor shall complete the permit forms and procure all permits at his own expense. He shall have all certificates and licenses required of him by law for the execution of his work. He shall comply with all Federal, State or local laws, ordinances or rules and regulations relating to the performance of the work. The Contractor shall employ construction methods that meet the requirements of the State of Kansas, Department of Health and Environment and will provide the greatest probability for successful wells. The water well contractor shall be licensed by the State of Kansas, Department of Health and Environment.

1.02 DESCRIPTION

A. Well Type: Well shall be a single casing type with 5-1/2 inch diameter casing extending to the bottom of the usable drill hole.

B. Depth: Estimated depth of borehole is 40 - 60 feet.

C. Yield: The minimum target water yield is 7 – 17 gallons per minute (gpm).

D. Drilling: Choice of method of drilling shall be made by the Contractor.

E. Bore: Well shall be drilled large enough to receive the size of casing specified and shall be straight and plumb.

F. Location: Well locations shall be as indicated on the drawing or another location approved by the Contracting Officer.

1.03 SUBMITTAL

A. Submit in accordance with provisions of Section 01 33 00.

2.01 MATERIALS

A. All materials specified shall be new and free from objectionable defects. No used or old material will be accepted. However, if the Contractor deems it necessary or desirable to use temporary casing, the casing may be used or new, subject to the approval of the Contracting Officer.

B. Well Casing:

1. Polyvinyl chloride (PVC) casing shall conform to ASTM F480, SDR 21.

Material shall be homogenous throughout and free of visible cracks, holes, foreign inclusions or other injurious defects. Casing and couplings shall be as uniform as commercially practicable in color, density, and other physical properties.

2. The well casing pipe shall be supplied in standard lengths. Casing shall be joined by solvent welding or may be mechanically joined. The solvent cement used shall be approved for potable water and meet the requirements of ASTM D2564. Well casing shall meet the requirements of the State of Kansas, Department of Health and Environment.

C. Perforated casing shall be minimum 5-1/2 inch diameter with factory slotted perforations. Size of gravel packing shall be determined in accordance with the effective size and uniformity coefficient of the sands found in the water-bearing strata. Size of screen opening will be controlled by size of gravel used and type of openings. Design the openings to prevent clogging and to be free of jagged edges, irregularities, and other defects. Determination of the length of perforated casing will depend upon thickness and uniformity of water-bearing strata. The entrance velocity shall not exceed 0.1 feet per second.

D. The Contractor shall furnish, install, and operate all necessary pumping equipment for development and testing purposes. The Contractor shall recommend the depth the pump shall be set; however, the setting must be approved by the Contracting Officer. The Contractor shall furnish all necessary discharge conduit for the pumping unit, which shall be sufficient size and length to convey the water being pumped to the point of final discharge as directed.

E. Contractor shall furnish, install, and operate equipment of approved size and type for measuring the flow of water; such equipment shall be a weir box, orifice, or water meter. To measure the elevation of the water level in the well, an air line, complete with gage, hand pump, and check valve shall be provided. Unless otherwise directed, the air line shall be securely fastened to the pumping unit, and shall terminate approximately at the maximum desired level, but in no case shall it be within 2 feet of the end of the suction pipe.

3.01 DRILLING

A. The type of drilling equipment used shall be determined by the Contractor.

B. A well hole of adequate diameter to receive a 5-1/2 inch diameter casing shall be drilled to approximately 40 to 60 feet depth at a locations approved by the Contracting Officer. Extreme care shall be exercised not to seal off or bypass any aquifers in the drilling process. When any water of a measurable amount is encountered, the well shall be bailed or test pumped to determine the amount of water available. The Contractor shall develop the water-bearing formation giving the desired amount of water unless otherwise instructed by the Contracting Officer.

C. Each well shall be drilled to conform, as nearly as practicable, to a true vertical alignment. In the event that the well is found unacceptable by the Government, due to crookedness or lost tools, the Contractor shall either correct the situation or abandon the well and drill a new well at no additional cost to the Government. The abandoned hole shall be adequately backfilled with compacted impervious material at no additional cost to the Government.

D. Daily log and record, for each well, all materials passed through and the depths at which the changes in the formations occur, together with such other information as may be called for by the Contracting Officer. The log of the well shall show all material penetrated and full descriptive notes made of everything found by the drill and of all difficulties or unusual conditions met in drilling. All water-bearing strata shall be described in special details as to whether the material is loose, compact, its color and, if gravel, whether it is water worn or angular. Upon completion of the well, the log shall be prepared in quadruplicate, signed by the Contractor, and

33 21 00 – 3 submitted for approval.

E. In the event of a dry hole, the Government reserves the right to have the Contractor drill another well at a negotiated price. The location will be in the proximity of the dry hole.

F. The abandoned well bore shall be plugged with impervious material as required by the State of Kansas, Department of Health and Environment. All salvageable materials recovered by the Contractor shall remain his property unless specifically purchased by the Government.

G. If, for any reason, the Contractor should abandon drilling at one location in favor of another or should fail to complete a satisfactory well bore as specified or required, he shall plug the abandoned bore as specified above at no cost to the Government and without compensation for drilling operations performed at the abandoned site.

Salvaged materials shall remain the Contractor's property.

3.02 PROTECTING WATER SUPPLY

A. The Contractor shall take precautions to prevent contaminated water, or water having undesirable physical or chemical characteristics, from entering the bore holes made by the Contractor in drilling the well. He shall also take all necessary precautions during the construction period to prevent contaminated water,gasoline, etc., from entering a well by seepage through the ground surface.

3.03 CORRECTIVE WORK:

A. In the event that a well becomes contaminated, or that water having undesirable physical or chemical characteristics does enter a well due to the neglect of the Contractor, he shall, at his own expense, perform such work or supply such casings, seals, sterilizing agents, or other materials as may be necessary to eliminate the contamination or shut off the undesirable water.

3.04 TEMPORARY CAPPING

A. At all times during the progress of the work, the Contractor shall protect the well in such a manner as to effectively prevent either tampering with the well or entrance of foreign matter into the well, and, upon completion, provide and weld a steel plate or cap to the casing head.

3.05 CASING

A. Placement: Perforated casing shall be placed opposite water bearing strata. The exact lengths and locations of the perforated sections shall be recommended by the

Contractor to produce the greatest quantity of water from the well. Watertight PVC casing shall be installed from a minimum of two (2) foot above the ground surface to the top of the production zone. The blank casing shall be installed in the well in lengths and locations as recommended by the Contractor and approved by the Contracting Officer. The Contractor shall use some mechanical centering device on casing at 20 feet intervals to keep the casing centered in the well hole. Casing installation and joint connections shall be installed in conformance with the manufacturer's recommendations, industry standards, and the State of Kansas Water Well Handbook/Application.

3.06 GRAVEL PACKING

A. Gravel pack: The space between the perforated casing and walls of the well hole throughout all aquifer zones shall be filled with Contractor-furnished, hard, select, water worn, washed gravel. The Contractor shall recommend the gravel size to the Contracting Officer after the hole is drilled and analyzed. The gravel shall be washed clean of all silt, dirt, and foreign material before placement in the well hole. The use of crushed rock will not be permitted. The well shall be swabbed and cleaned concurrently with the gravel packing operation. Gravel shall be disinfected immediately prior to or during placement. The gravel pack shall be installed in accordance with State regulations.

3.07 WELL DEVELOPMENT

A. After installation of casing and gravel pack, but before any final pumping tests have been started, the Contractor shall develop the gravel pack and adjacent aquifer by using one of the following methods:

1. Water-Jetting - Forcing water through the well screen into the aquifer with high-pressure nozzles to clean away foreign or fine material.

2. Surge Block - Using a wood or rubber block with flapper valve to surge the aquifer. Surging should start gently and gradually increase in force.

3. Surging with Compressed Air - May be used as alternate to surge block method.

4. Backwashing - Pumping water to the surface and then letting it fall back into the casing to produce a surging effect in the casing.

B. Development shall be conducted to give the maximum practical yield of water per foot of drawdown and to extract from the water-bearing formation the practical maximum quantity of such fine materials as may, during the life of the well, be drawn into the casing when the well is pumped under maximum conditions of

C. Additional gravel must be added as necessary to compensate for settling of the gravel material during the cleaning process.

D. At the conclusion of the development, the well shall be cleared of all accumulations of sediment to the full depth of the well.
