Section 01100 – Summary of Work
1. GENERAL
1.1 PROJECT TITLE
Genoa National Fish Hatchery
Isolation Building Addition
1.2 WORK UNDER THESE SPECIFICATIONS
A. Contractor shall furnish materials, labor, and equipment for the work described below.
1. The proposed Isolation Building Addition shall utilize construction features and materials identical to the original building. The proposed
Isolation Building Addition shall be constructed on the south side of the existing isolation building and will house new incubation jars, rearing tanks and water treatment system components. The addition shall be constructed immediately adjacent to the south side of the existing building.
Electrical service, well water supply and HVAC systems shall be extended to the new building addition to provide service whenever possible.
2. This work will not be measured for payment and shall be performed on a lump sum basis as described in the project drawings and specifications.
3. Description of Bidding Schedule
a. Item 1 – Isolation Building Addition. This item includes, but is not limited to: demolition, site preparation, excavation and removal of unsuitable material, engineered fill and compaction, temporary erosion control, concrete work, construction of building, doors and frames, hardware, exterior siding, roof, insulation, HVAC, power, lighting, all piping, all electrical work, and all appurtenant work specified and shown on the Contract Documents.
b. Item 2 – RAS Treatment Equipment. This item includes, but is not limited to: microscreen equipment and installation, RAS pump system installation, Ultraviolet (UV) equipment and installation, aeration/degassing headtank installation, new supply piping, new drain piping, pump, trench drains, all associated electrical work, and all appurtenant work specified and shown on the Contract
Documents.

C. All prospective bidders/quoters, contractors, subcontractors, and related persons are encouraged to visit the site(s) of the proposed Work and to assess the location(s) and extent of the Work prior to submitting bids/quotes.
1.4 SPECIFICATIONS AND DRAWINGS FOR CONSTRUCTION
A. The successful bidder will be provided, upon request, up to five sets of additional full size prints of the contract drawings as necessary for execution of this contract.
These drawings will be provided at no additional cost to the successful bidder/quoter.
B. Exact location of all affected utilities will be the responsibility of the contractor.
Drawings may not completely show all utilities. Site verification is required in addition to contacting any local authorities and utility companies to determine exact locations of utilities.
C. In case of difference between drawings and specifications, the specifications shall govern.
1.5 WORK NOT INCLUDED IN THIS CONTRACT
A. All items indicated "NIC" on drawings or in specifications are items not included in this contract.
B. Work in place is generally shown as "Existing" on the Contract Drawings.
C. Work to be performed under other contracts and not included as part of this contract is generally shown as "By Others" on the Contract Drawings.
1.6 ITEMS PROVIDED BY THE GOVERNMENT
A. Work to be accomplished by the GOVERNMENT or manufactured items to be provided by the GOVERNMENT are generally shown as "By GOVERNMENT" on the Contract Drawings.
1. Unless specifically provided herein, no materials or equipment shall be furnished by the GOVERNMENT under this Contract.
1.7 ENGINEERING SERVICES
A. The GOVERNMENT has established a baseline and a benchmark for this project.
The drawings relate the project to the baseline and benchmark. From this baseline and benchmark the Contractor shall furnish and place all stakes, marks, and templates required for the performance and completion of the work. Any baseline monuments or benchmarks disturbed or removed during construction shall be reset by the Contractor at their expense.

1.8 TEMPORARY FACILITIES
A. Maintain and restore all GOVERNMENT roads, service areas, and utilities used to pre-construction condition.
B. Temporary toilet facilities must be provided.
C. Contractor shall not be allowed to use GOVERNMENT utilities.
1.9 SITE ACCESS AND RIGHT OF WAY
A. The construction access limits on GOVERNMENT property will be established by the GOVERNMENT and the Contractor shall be responsible for complying with these limits and governing all work accordingly. All temporary access roads shall be removed following work completion unless directed otherwise by the
CONTRACTING OFFICER (CO).
B. All bidders are reminded that they are responsible for contacting the local entity such as township, county, or state having jurisdiction in the project vicinity to insure bidders/quoters are aware of any requirements of the local entity. These requirements are between the entity and the bidder. Load limits and other restrictions shall be obeyed. If the Contractor proposes to cross private property, permission must be obtained from the owner to use private property or roads in the conduct of the Work.
C. Work scheduled on Saturdays, Sundays, Federal Holidays, or other than normal working hours shall be approved in advance by the GOVERNMENT.
1.10 SAFETY - IN ADDITION TO FAR 52.236-13 ACCIDENT PREVENTION
A. Contractor shall fill out and submit the “Preconstruction Safety Checklist” to the
CO prior to beginning construction.
B. The contractor shall designate a safety officer to ensure a safe work site. The safety officer shall perform daily work site inspections to assure compliance with all safety regulations and standards.
C. The Contractor’s Safety Plan shall be available on-site. The Contractor shall provide Material Safety Data Sheets (MSDS) for all hazardous materials brought on-site. MSDS shall be made available in a conspicuous location.
D. All equipment and work activities shall comply with OSHA Regulations and all accidents incidental to work performed under this contract shall be reported in accordance with OSHA reporting requirements. Additionally a copy of the accident report shall be provided to the CO.
E. The contractor shall provide and install barricades, signs, or other warning devices to delineate the construction area and restrict public access to the construction site. Follow Manual of Uniform Traffic Control Devices (MUTCD).
F. Provide at least one non-freezing-type fire extinguisher in each workshop and shed used for storage of materials on the premises. Place in location readily accessible to workers.

G. Provide at least one non-freezing-type fire extinguisher of the appropriate class for each group of workers performing flammable procedures.
H. Provide and maintain a basic first aid kit for use of workers.
1. Provide first aid supply commensurate with size of project with items necessary for first aid treatment of all injuries. The first aid supply shall include items identified on MSDS (see paragraph B of this section) in applicable locations.
2. Advise all workers of the location of first aid supplies.
3. Post telephone numbers of nearest hospital or ambulance service and fire station in conspicuous location. Advise all workers of location of telephone numbers.
I. Provide necessary Personnel Protective Equipment (PPE) as identified by MSDS and OSHA regulations. Provide documentation, workers have been trained in use of PPE prior to individual use.

Section 01300 – Project Coordination
1. GENERAL
1.1 JOBSITE ADMINISTRATION
A. Superintendence, Subcontract administration, and Quality Control, is the responsibility of the Contractor.
B. Final decisions relative to items in conflict shall be made by the CONTRACTING
OFFICER (CO).
C. The CO may suspend the work by written order for such period or periods as are necessary because of extended unsuitable weather and/or for such other conditions as may be unfavorable for the prosecution of work. Upon suspension, the work shall be put in satisfactory condition and properly protected, as directed by the Engineer. In all cases of suspension of construction operations the work shall not be resumed until permitted by written order of the CO.
D. The GOVERNMENT shall have the authority to temporarily suspend the Work for such time as necessary because of the failure on the part of the Contractor to perform any of the provisions of the Contract. No extension of contract performance time will be permitted until the GOVERNMENT determines that the deficiencies in performance, which caused the temporary suspension, have been corrected.
E. The Contractor shall have responsible superintendence on site during all project operations. Contractor shall notify GOVERNMENT of any changes of superintendents.
F. The Contractor shall notify the CONTRACTING OFFICER’S
REPRESENTATIVE (COR) at least ten (10) days prior to the anticipated date of completion of all Work specified herein. Upon completion of the Work, the COR shall proceed with the final inspection which shall be completed as promptly as practicable. The time required for such inspection and for performing any corrective Work shall be included in the contract performance time.
1.2 MODIFICATION/CHANGE ORDER PROCEDURES
A. In the event of the need for a Change Order, the Contractor will receive a letter requesting a price quote for proposed changes to the Contract.
B. For evaluation purposes, the Contractor's quote shall be broken down to show the costs of labor and materials for each proposed category of Work included with the change, along with the total cost for Contractor's overhead, profit, and bond for the proposed changes.
C. All Contract time extensions required as a result of a proposed change must be justified and supported in detail at the time of the proposal.

1.3 PRECONSTRUCTION CONFERENCE
A. Soon after award of the Contract and prior to commencing construction, the
Contractor and any subcontractors shall attend a preconstruction conference with representatives of the GOVERNMENT. Timely notification of the meeting will be given to the Contractor. Time, date, and place of the conference will be determined by the CO. Requirements pertaining to Contract administration, construction operations and the project schedule will be discussed. The project schedule shall be in accordance with Section 01330. The Preconstruction Safety
Checklist shall be submitted for review during this conference.
1.4 PROGRESS MEETINGS
A. Periodic general project meetings will be conducted with a representative of the
Contractor at the project site or by telephone by the GOVERNMENT'S representative for the purpose of coordinating, expediting, and assessing the work progress.
B. The Contractor shall provide reports of progress on the project, discuss the work schedule for the coming period, and present all conflicts, discrepancies or other difficulties for resolution. A record of discussions and decisions will be prepared by the GOVERNMENT and distributed to those attending and others affected.

Section 01330 – Submittals
1. GENERAL
1.1 GENERAL
A. Refer to submittal register or technical specifications for all submittals required.
B. When specifically requested by the CONTRACTING OFFICER (CO), CONTRACTOR’S OFFICER’S REPRESENTATIVE (COR) or the
GOVERNMENT’s Construction Inspector, the Contractor shall provide copies of manufacturer's written installation instructions and/or recommendations for review and approval prior to accomplishing equipment installation.
1.2 SUBMITTAL REGISTER
A. A submittal register, listing all items requiring submittals under this solicitation, is provided as an attachment to this document. The Contractor shall provide all required submittals to the COR within 30 days of award except for items noted otherwise on the submittal register.
B. Furnish a minimum of four copies of all required submittals. Three copies will be retained by the GOVERNMENT. The remaining copies will be returned to the
Contractor.
C. The approval of submittals shall not relieve the Contractor to comply with the terms and conditions of the Contract Drawings and Specifications. The
Contractor shall be responsible to determine correct dimension, design, connection, detail, and satisfactory construction of all Work.
1.3 PROJECT SCHEDULE
A. Contractor shall provide as required by Federal Acquisition Regulation (FAR) clauses. *

1.9 DELIVERY TICKETS
A. The Contractor shall submit to the GOVERNMENT's on site representative, one legible copy of each delivery ticket for all material delivered to the construction site.
B. The delivery ticket shall show brand name, catalog number, and number of items received.
1.10 WASTE MANIFESTS
A. The Contractor shall submit copies of all waste manifests.
B. Manifests shall state type of waste (i.e., construction debris, hazardous asbestos, etc.), location of disposal, landfill designation, EPA registration of landfill, and
EPA registration for transportation of any hazardous wastes.

Section 01420 – Definitions and Standards
1. GENERAL
1.1 REGULATORY REQUIREMENTS
A. All work shall be accomplished in strict accordance with OSHA and all other regulations, codes, and laws in effect at the time the work is performed for the location where it is to be performed.
1.2 MEANS AND METHODS
A. Means and methods used in the performance of this Contract must be in accordance with all applicable Federal Acquisition Regulations in addition to
OSHA regulations, 29 Code of Federal Regulations, acceptable industry practices as recognized by societies, associations, building codes, manufacturers’ specifications and any applicable state safety and health requirements.
1.3 PERMITS
A. All permits required supporting construction activities such as road permits for oversize, overweight vehicles and equipment, bridge permits, and utility hookup permits, shall be obtained and paid for by the Contractor.
1.4 DEFINITIONS
A. General: Basic Contract definitions are included in the Conditions of the
Contract.
B. "Approved," when used in conjunction with CONTRACTING OFFICER’S
REPRESENTATIVE’S (COR's) action on Contractor's submittals, applications, and requests, is limited to COR's duties and responsibilities as stated in the
Conditions of the Contract.
C. "Directed," "requested," "authorized," "selected," "approved," "required," and
"permitted" mean directed by COR, requested by COR, and similar phrases.
D. "Indicated" refers to graphic representations, notes, or schedules on Drawings; or to other paragraphs or schedules in Specifications and similar requirements in the
Contract Documents. Terms such as "shown," "noted," "scheduled," and
"specified" are used to help the user locate the reference.
E. "Regulations" include laws, ordinances, statutes, and lawful orders issued by authorities having jurisdiction, as well as rules, conventions, and agreements within the industry that control performance of the Work.
F. "Furnish" means to supply and deliver to Project site, ready for unloading, unpacking, assembly, installation, and similar operations.
G. "Install" describes operations at Project site including unloading, temporary storage, unpacking, assembling, erecting, placing, anchoring, applying, working to dimension, finishing, curing, protecting, cleaning, and similar operations.

H. "Provide" means to furnish and install, complete and ready for the intended use.
I. "Installer" is Contractor or another entity engaged by Contractor, as an employee, subcontractor, or contractor of lower tier, to perform a particular construction operation, including installation, erection, application, and similar operations.
1. The term "experienced," when used with the term "installer," means having successfully completed a minimum of five previous projects similar in size and scope to this Project; and being familiar with the special requirements indicated.
2. Using a term such as "carpentry" does not imply that certain construction activities must be performed by accredited or unionized individuals of a corresponding generic name, such as "carpenter." It also does not imply that requirements specified apply exclusively to tradespeople of the corresponding generic name.
J. "Project site" is the space available for performing construction activities, either exclusively or in conjunction with others performing other Work as part of
Project. The extent of Project site is shown on the Drawings and may or may not be identical with the description of the land on which Project is to be built.
K. Industry Standards: Unless the Contract Documents include more stringent requirements, applicable construction industry standards have the same force and effect as if bound or copied directly into the Contract Documents to the extent referenced. Such standards are made a part of the Contract Documents by reference.
L. Publication Dates: Comply with standards in effect as of the date of the Contract
Documents.
M. Conflicting Requirements: Where compliance with two or more standards is specified and the standards establish different or conflicting requirements for minimum quantities or quality levels, comply with the most stringent requirement.
Refer uncertainties and requirements that are different, but apparently equal, to
COR for a decision before proceeding.
N. Minimum Quantity or Quality Levels: The quantity or quality level shown or specified shall be the minimum provided or performed. The actual installation may comply exactly with the minimum quantity or quality specified, or it may exceed the minimum within reasonable limits. To comply with these requirements, indicated numeric values are minimum or maximum, as appropriate, for the context of the requirements. Refer uncertainties to COR for a decision before proceeding.
O. Copies of Standards: Copies of applicable standards are not bound with the
Contract Documents. Where copies of standards are needed to perform a required construction activity, obtain copies directly from the publication source and make them available on request.

DIVISION 1 – GENERAL CONDITIONS
Section 01430 - Environmental Protection
1. GENERAL
1.1 SUMMARY
A. The Contractor shall comply with all Federal, State, and local laws, regulations and permits concerning environmental protection and pollution control and abatement that are applicable to the Contractor’s proposed operations and the requirements imposed by those laws, regulations and permits.
B. The Contractor shall determine methods for the protection of features to be preserved within the Contractor's work area and any area of the project site impacted by the Contractor's operation.
C. Resources which require protection under this specification section include trees, shrubs, plants, grass, and ground cover, landscape features, fish and wildlife, facilities, property, and air and water quality.
1.2 CONTRACTOR QUALITY CONTROL
A. The Contractor shall establish and maintain a quality control program for the protection of environmental resources as specified herein.
B. The Contractor shall implement environmental protection measures as necessary and as required to insure compliance with all Federal, State, and local regulations.
1.3 NOTIFICATION OF NONCOMPLIANCE
A. The CONTRACTING OFFICER (CO) shall notify the Contractor in writing of any observed noncompliance with the Contractor's environmental protection methods and effectiveness of the Contractor's environmental protection program.
B. The Contractor shall, after receipt of such notice, take immediate corrective actions as approved by the CO.
C. If the Contractor fails to comply promptly, the CO may issue an order stopping, all or part of, the work until satisfactory corrective action has been taken.
D. No time extensions will be granted nor will costs or damages be allowed to the
Contractor for any such suspension.

3. EXECUTION
3.1 PROTECTION OF ENVIRONMENTAL RESOURCES
A. The environmental resources within the project boundaries and those that could be impacted outside the limits of the permanent work under this contract shall be protected during the entire period of this contract.

B. The Contractor shall confine work activities to those areas defined by the contract drawings and/or the specifications.
3.2 PROTECTION OF LAND RESOURCES
A. The Contractor shall not remove, cut, deface, injure, or destroy land resources including trees, shrubs, vines, grasses, top soil, and land forms without the expressed approval of the CO.
B. Ropes, cables, or guys shall not be fastened to or attached to any trees for anchorage unless specifically authorized.
C. Where such special emergency use is authorized, the Contractor shall take effective protective measures for land and vegetation resources at all times as defined within this specification section.
D. Work Area Limits
1. Prior to start of construction, the Contractor shall isolate areas within the general work area which are to be saved and protected.
2. Areas to be saved or protected shall be marked or fenced.
3. The Contractor shall convey to all personnel the purpose of marking and/or the protecting all features designated to be protected.
E. Protection of the Landscape
1. Trees, shrubs, vines, grasses, land forms, and other landscape features to be preserved shall be clearly identified in the field.
3.3 PROTECTION OF AIR RESOURCES
A. The Contractor shall monitor and manage all construction activities to control and minimize the pollution of air resources.
B. All activities, equipment, processes, and work performed by the Contractor shall be in strict accordance with the rules and regulations of the State for which the work is being constructed and in accordance with all Federal emission and performance laws and regulations.
C. Particulates
1. Dust particles, aerosols, and gaseous by-products from all construction activities, processing, and preparation of materials shall be controlled by the Contractor at all times.
2. The Contractor shall maintain all haul roads, permanent access roads, plant sites, and all other work areas within or outside the project boundaries free from particulates or dust which would cause a hazard or nuisance.
3. Water or chemical treatment, approved by the CO, shall be utilized to control air borne particulates in the work area.
4. Particulate control shall be performed as the work proceeds and whenever dust becomes a nuisance or hazard.

DIVISION 01 – GENERAL REQUIREMENTS
Section 01440 – Component Startup and System Testing
1. GENERAL
1.1 PREPARATION FOR COMPONENT STARTUP
A. Draft copies of O&M Manuals shall be submitted to the COR for review weeks prior to the Component Startup.
B. Requirements for factory authorized initial startup and Contractor training before
Component Startup and requirements for factory authorized training of hatchery personnel are identified in individual specification sections.
C. Component Startup is not to be a substitute for whatever startup, calibration, troubleshooting, testing, etc. that the Contractor needs to perform to have working components or working systems before demonstration of Component Startup.
Component Startup is not to be the first time that equipment or systems are started and operated. All water delivery components shall be cleaned and flushed clear with water prior to the scheduling of the Component Startup.
1.2 COMPONENT STARTUP
A. Duration: 1.5-days
B. After written notification from the Contractor that all subsystem components have been installed and initially factory/field calibrated and the Contractor has been trained how to demonstrate the operation of components, the Contractor shall spend 1.5 consecutive days starting up and demonstrating component operation to the CONTRACTING OFFICER’S REPRESENTATIVE (COR). The Contractor shall make adjustments where required and operate components within their normal anticipated range of operation.
C. The Component Startup Test shall be conducted before the “Substantial
Completion” stage of the project and prior to the System Test. All operational deficiencies discovered during the Component Startup shall be corrected before the System Test occurs.
D. The following components shall be operated during the Component Startup:
1. Drumfilters and all related components and piping
2. UV treatment system and all related components
3. Filtered Water Pumps
4. Aeration Column
5. Tempered Water Pumps
6. Aquatic Heat Pumps
7. Float Valve
8. Unit Heaters

E. The COR will furnish a more detailed Component Startup written agenda after the
Contractor gives written notice of when the Contractor will be ready to perform the Component Startup.
F. Contractor Personnel Required:
1. The Contractor shall have qualified technicians on site at all times during the Component Startup to demonstrate operation of individual components.
2. The COR and hatchery staff will observe component startup and calibration that the Contractor shall complete and document.
3. During Component Startup the Contractor will develop a written list of operational deficiencies and corrective adjustments needed. The
Contractor shall add to the list any deficiencies that the COR detects.
1.3 HATCHERY STAFF TRAINING
A. After Component Startup and after all O&M Manuals have been accepted by the
COR and before System Testing, the Contractor shall have factory authorized persons gives hands-on training to the hatchery personnel regarding operation and maintenance of equipment and systems. The Contractor shall coordinate the scheduling of this training with the hatchery manager and shall coordinate it among the various factory authorized trainers so that training of one component does not overlap with another unless specified otherwise or requested otherwise by the COR.
B. Copies of the O&M Manuals shall be available for use during the training.
1.4 SYSTEM TESTING
A. Duration: 2.0-days
B. Before the “Substantial Completion” stage of the project, the entire system shall be operated continuously through as broad a range as the hatchery will allow but not outside the ranges indicated in the Drawings and technical Specifications
Sections for the entire System Test duration. The System Test will be held several weeks after the Component Startup to ensure that any issues discovered during the
Component Startup have been rectified.
C. Purpose of System Test is to operate all facility systems through their normal, anticipated range of operation, to make adjustments where required, confirm that the hatchery staff is familiar with the operation of the system and for the
Contractor to demonstrate continuous automatic operation of the whole system, attended and unattended.
D. A similar agenda to the Component Startups shall be followed except the major components shall be operated simultaneously and shall be kept that way overnight without human intervention.

E. Contractor Personnel Required: The Contractor shall have qualified technicians on site at all times during the system test who are completely familiar with the installed project components and are capable of starting/stopping equipment components and making corrective adjustments where required. The COR will provide staff specialists who will observe and verify system operation. During the test the COR will identify operational deficiencies and corrective adjustments needed.
F. System Test Results and Approval of Systems:
1. The above System Test is intended to reveal system characteristics when operating in a series of different design conditions as well as to reveal operational deficiencies. It is not intended as a substitute for the individual requirements for items defined in the detailed sections of these specifications and all items will be accepted in accordance with those individual requirements.
2. Deficiencies of specified items during the System Test will be remedied during the System Test and that operational phase may be repeated (with the Owner) as necessary to assure compliance with the specifications.
Deficiencies not corrected during the System Test shall be documented by the Contractor for corrective action. The Contractor shall add to the list any un-corrected deficiencies detected by the COR.
3. If during the System Test, components or subsystems are found by the
COR to be inoperable or not substantially complete (due to the
Contractor’s failure to properly install them per the Drawings, Specifications and manufacturer’s instruction or failure to complete the
Component Startups) such that in the opinion of the COR typical system-wide operation cannot be demonstrated, the Contractor shall pay for the
COR’s time and travel expenses for all subsequent system test(s).
4. All automatic and manual modes of operation shall be demonstrated by the
Contractor. Modes and ranges are identified in the Drawings and technical
Specification Sections; for example, per the note regarding flow range on
Sheet P-8, various filtered water pumps shall be operated to achieve filtered water flow from 25 to 150 gpm.
5. If it is determined that permanent system or detail changes are required other than the normal adjustments and good practice, such changes might be done by change order.

Section 01770 – Project Closeout
1. GENERAL
1.1 MANUFACTURER'S SPECIFICATIONS
A. The installation of manufactured products and equipment, together with all associated parts, shall be in conformance with the manufacturer's recommendations, and code requirements. All installations shall be complete and ready for immediate use, and every part required for proper operation of the manufacturer's equipment shall be provided. Following the completion of the
Work under this Contract, all installed equipment shall be tested for proper operation and compliance with the Contract.
1.2 FINAL INSPECTION
A. The Contractor shall request a final inspection in writing at least ten (10) days prior to the anticipated date of completion.
B. Work will not be considered ready for final inspection until all the Work has been completed and the Contractor has certified that all items are properly operating and in strict compliance with all Contract terms and conditions.
C. The Contractor or the project supervisor shall be at the job site during the final inspection.
1.3 TESTS
A. Complete all tests required to prove actual operating performance of equipment and systems incorporated into the project.
B. Submit reports of all tests to the CONTRACTING OFFICER (CO) prior to final payment.
C. Provide any regulatory acceptance documents in cases of cleanup.
1.4 MAINTENANCE AND OPERATING INSTRUCTIONS
A. Submit three (3) final copies of all operating, maintenance instructions and parts lists for all equipment and systems that require adjustment, servicing, and attention for proper operation. Include all information necessary for proper operation of equipment. Use simple, non-technical language where possible.
Provide all necessary diagrams and schematics required by repairmen. Any hazards likely to occur in operation of equipment shall be pointed out to avoid improper operation of any equipment that might result in damage or danger to equipment, building, or personnel.
B. Final copies of all maintenance and operating information shall be submitted in bound form as a "Manual of Operating Instructions" with items grouped by sections of Work. Append each manual with name, address, telephone number of
Contractor, subcontractor and companies or individuals providing service for equipment used.

C. Provide competent personnel to meet with the GOVERNMENT representative to fully explain and familiarize the GOVERNMENT personnel with all equipment and its operation and maintenance.
1.5 RECORD DRAWINGS:
A. The Contractor shall provide and maintain in proper order and in good, clean condition, at the Research Center office or at the project site, one (1) complete set of full size prints of all Drawings. On this set, with red pencil or ink, the
Contractor will neatly inscribe all changes in Work. At time of final acceptance, and prior to final payment, these corrected prints will be presented to the
CONTRACTING OFFICER’S REPRESENTATIVE (COR). The Contractor will note all data and changes on these record drawings in sufficient detail and clarity to provide information necessary for preparation of "as built" drawings by the
GOVERNMENT.
1.6 GUARANTEES, WARRANTIES, AND CERTIFICATES
A. The Contractor will submit all guarantees, warranties, and certificates to the
GOVERNMENT prior to final payment.
B. The GOVERNMENT requires a 100% warranty for a period of one full year after final acceptance. Items of Work found defective during the warranty period will be replaced at no cost to the GOVERNMENT and the warranty for that particular part of the Work shall automatically extend for one full year beyond the completion date of repairs.
C. If a manufacturer or supplier offers a guarantee in excess of the one year requirement outlined herein, then the longer guarantee period will apply for those particular items.

Standard Specifications, and all supplemental and interim supplemental specifications, as they may pertain, except that this contract shall be a lump sum contract and the items, method of measurement and basis of payment shall not apply.
1.4 QUALITY ASSURANCE
A. Where equipment, accessories, or materials are used which differ in arrangement, configuration, dimensions, ratings, or engineering parameters from those indicated in the contract documents, the contractor is responsible for all costs involved in integrating the equipment or accessories into the system and for obtaining the intended performance from the system into which these items are placed.
1.5 CONTINUITY OF EXISTING TRAFFIC, PARKING, OPERATIONS AND UTILITIES
A. The Genoa National Fish Hatchery will continue operation during this construction to the extent possible. Business traffic will continue to utilize the existing entrance roads and parking lots. Exceptions will have to be made relating to work to be done within the existing hatchery. These work efforts / schedules shall be coordinated with the hatchery staff and the GOVERNMENT.
B. Do not interrupt or change existing traffic, delivery, parking, or utility services without prior written approval from the GOVERNMENT. When interruption is required, coordinate schedule with the GOVERNMENT to minimize disruptions.
Unless specifically stated, all work involved in interrupting or changing existing services is to be done during normal working hours.
C. Verify the locations of any water, drainage, gas, sewer, electric, drainage, gas, sewer, electric, telephone, fuel, steam lines or other utilities and site features which may be encountered in any excavations or other sitework. All lines shall be properly underpinned and supported to avoid disruption of service. Any service connections encountered which are to be removed shall be cut off at the limits of the excavation and capped in accordance with the requirements of permits governing such removals. Any permits required for this work shall be obtained by the Contractor.

1.6 PROTECTION OF EXISTING WORK AND FACILITIES
A. Verify the locations of, and protect, any signs, paved surfaces, buildings, structures, landscaping, streetlights, utilities, and all other such facilities that may be encountered or interfered with during the progress of the work. Take all measures necessary to safeguard all existing work and facilities which are outside the limits of the work or items which are within the construction limits but are intended to remain.
B. Protect all paved, turf, and landscaped surfaces to remain. Protect all areas outside of the construction limits from the effects of erosion in accordance with the State of Wisconsin GOVERNMENT of Natural Resources Construction
Erosion and Sediment Control guidelines and /or Section 01430 – Environmental
Protection.
1.7 CONSTRUCTION LIMITS
A. Construction Limits are indicated on the Drawings. In the absence of such a designation on the Drawings, confine work to the minimum area reasonably necessary to undertake the work as determined by the Hatchery Manager. All area disturbed by excavation and grading, plus such additional areas as are disturbed by construction related activities including construction access and storage and installation of materials shall be considered the "Construction Area."
The Contractor shall coordinate his proposed “Laydown Area” with the Hatchery
Manager and secure their approval on this proposed location.
1.8 GOVERNMENT SALVAGED OR REMOVED MATERIALS
A. None.
1.9 PROVISIONS FOR FUTURE WORK

1.12 SUBMITTALS

1.13 OFF SITE STORAGE
A. In general, the payments for materials stored off site will only be considered in instances where there is limited space available for storage on the site. Prior approval by GOVERNMENT will be required.

1.14 CERTIFICATIONS AND INSPECTIONS
A. Contractor shall obtain and pay for all required sampling, testing, inspections, and certifications. Deliver originals of certificates and documents to the
GOVERNMENT. Include copies of the certifications and documents in the
Operating and Maintenance Instructions, Section 01770.
1.15 OPERATING AND MAINTENANCE INSTRUCTIONS
A. Assemble material in an operating and maintenance manual composed of three-ring or post binders, using an index at the front of each volume and tabs for each system or type of equipment installed. In addition to the data indicated in the
General Requirements, include the following information:
1. Copies of all approved shop drawings.
2. Manufacturer's wiring diagrams for electrically powered equipment.
3. Records of tests performed to certify compliance with system requirements.
4. Certificates of inspection by regulatory agencies.
5. Parts lists for manufactured equipment.
6. Lubrication instructions, including lists of frequency of lubrication during construction.
7. Warranties and/or guarantees.
8. Additional information as indicated in the technical specification sections.
1.16 TRAINING OF GOVERNMENT PERSONNEL
A. Instruct GOVERNMENT personnel in the proper operation and maintenance of systems and equipment provided as part of this project. All training to be done during normal work hours.
1.17 RECORD DRAWINGS
A. Maintain Record Drawings of all water system installations and points of connection made as part of this project and for future connection on original
Drawings prepared by the installing contractor/subcontractor. Include copies of
Record Drawings with the Operating and Maintenance instructions.
2. MATERIALS
2.1 BARRICADES, SIGNS, AND WARNING DEVICES
A. Provide traffic barricades, traffic signs, and warning devices in accordance with governing codes and regulations and the Manual of Uniform Traffic Control
Devices (MUTCD).
B. Provide protective barrier fencing in plastic, blaze orange color OR chain link fence sections OR plywood barriers together with all supports and braces necessary to provide an adequate safety barrier to unattended excavations.

2.2 WARNING SIGNS
A. Provide all necessary warning signing as required by OSHA, these specifications, or as shown on the Drawings.

3.1 GENERAL

D. Maintain site housekeeping to provide for a safe and orderly project site. Collect and dispose of debris as they accumulate.
E. Provide shoring, bracing, sheet piling, planking and forming required by the work.
D. Locate and protect overhead and underground utilities, sidewalks, drains, curbs, trees (including roots) shrubs, ground cover, bench marks, monuments, other reference points, adjacent building, materials, and property owned by others that are to remain.
E. Protect items if disturbed or destroyed, and replace as directed, bearing responsibility for and replacement cost of damage arising from all operations connected with work.
F. Fence and/or box in all trees and plant material which are to remain at the drip line before work is started. Do not permit heavy equipment or stockpiles within branch spread. Remove interfering branches without injury to trunks, cover scars with tree paint.
G. Control grading around structures, pitch ground to prevent water running into excavated areas.
H. Pits, trenches within building lines and other excavations shall be maintained free of water.

I. Provide trenching, pumping, other facilities required.
J. Notify COR if springs or running water are encountered in excavation; provide discharge by trenches, drains, pumping to point outside of excavation. Provide information to COR of points and areas that water will be discharged. At the

K. Be responsible for control measures to prevent damage from flooding, erosion, sedimentation to on-site and off-site areas.
