SECTION 01009 - GENERAL REQUIREMENTS

PART I - GENERAL

1.1 SUMMARY

A. Description of Work: Furnishing labor, equipment, supplies, tools, heavy equipment, and materials, to demolish one existing water control structure and culvert and install a new structure and overflow spillway, as described in the drawings and specifications.

B. Location: Work under this Contract is located in Washington County, Maine. The work site is at the Moosehorn National Wildlife Refuge. The work locations are shown on the drawings.

1.2 DEFINITIONS

A. Approvals: Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing.

1.3 SUBMITTALS

A. Scope: Submittals include product information, material certifications and warranties.

B. Requirements: Refer to specifications for submittals required. Allow at least ten (10) working days for review, plus transmittal time back and forth. Submittals shall be delivered to Contracting Officer, Chris Murphy, at U.S. Fish and Wildlife Service, Region 5, Division ofEngineering, 300 Westgate Center Drive, Hadley, Massachusetts 01035-9589, Phone 413-253-8235.

C. Identification of Submittals: Completely identify each submittal by showing at least the following information:

I. Name and address of submitter, plus name and telephone number of the individual to contact for further information.

2. Name ofproject as it appears in these specifications.

3. Contract number, drawing number, and specification section number to which the submittal applies.

4.Whether this is an original submittal or resubmittal.
5.Each item shall clearly note the manufacturer's name and address, trade name,

product, lot, style, color, catalog designation or model number, and locations of use.

1.4 QUALITY ASSURANCE

A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.

B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.

1.5 DELIVERY, STORAGE, AND HANDLING

A. Delivery: Protect products incorporated into the work from damage while in transit to the site.

B. Storage: Provide temporary storage facilities for products if necessary. The storage area shall permit access for inspection and handling.

C. Handling: Load and unload products protecting them from damage.

1.6 PROJECT/SITE CONDITIONS

A. Access to the Work: Construction access to the Refuge will be allowed through the main entrance.

1.7 SEQUENCING AND SCHEDULING

A. Work Schedule: The schedule shall be submitted at the pre-work conference. When requested, submit an updated schedule within 3 calendar days. As a minimum, the estimated start and completion dates shall be shown in the estimate.

B. The Contractor's normal work schedule shall be 8:00 a.m. to 4:30 p.m., Monday through

Friday. No work shall be perfonned on Saturdays, Sundays, or federal holidays, unless authorized in writing in advance by the Contracting Officer.

1.8 PROJECT/SITE CONDITIONS:

A. The project site is the Moosehorn National Wildlife Refuge.

B. Existing property not indicated for demolition, shall be protected. All damage by

Contractor's activities shall be repaired by the Contractor at no additional cost to the

Government.

C. Safety is paramount. Contractor is responsible for safety on the project site and shall take measures to maintain a safe area around the project site which is used by Government employees and the public. Cones, barriers and traffic control shall be the responsibility ofthe Contractor. Applicable OSHA regulations shall be adhered to by the Contractor.

Contractor shall submit a safety plan prior to starting work.

D. Landscape Protection: Protect all vegetation inside and outside work limits. All rutting caused by Contractor activities shall be filled and contoured to match adjacent areas.

Areas damaged by Contractor activities shall be repaired.

E. Unforeseen Conditions: Should unforeseen conditions be encountered that affect design or function of the project, investigate fully and submit an accurate, detailed, written report to the CO. Follow procedures in contract FAR clauses 52.236-2, 52.236-3, and 52.243-5. While awaiting the Contracting Officer's response, reschedule operations if necessary to avoid delay ofoverall project.

1.9 COMMENCEMENT, PROSECUTION AND COMPLETION OF THE WORK

A. The Contractor shall be required to:

1. Commence work under this contract within ten (l0) calendar days after the date the Contractor receives the Notice to Proceed.

2. Prosecute the work diligently.

3. Complete the entire work ready for use no later than one hundred eighty (90) calendar days after the date the Contractor receives the Notice to Proceed.

PART 2 - PRODUCTS

2.1 TEMPORARY FACILITIES:

A. The Contractor shall provide portable toilet facilities at the construction sites.

B. Ponded water is available at the site for Contractor's reasonable use depending on season and water levels. Contractor shall make arrangements with the CO for acceptable times and locations. Ifponded water is not available it is Contractor's responsibility to provide water from off-Refuge sources, as needed for compaction or other uses. Potable water is not available at the construction sites.

C. Electric power is not available at the site for Contractor's use.

PART 3 -EXECUTION

3.1 PROJECT MEETINGS

A. Pre-Work Conference:

1. Will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract.

2. The Contractor, subcontractors and the persons responsible for coordination of the work shall be present at the meeting.

3. Be prepared to summarize and explain procedures planned for the project and present the submittals requested in the specifications.

B. Progress Meetings:

1.To be held at the project site, or as determined by the Contracting Officer.
2.May be called by either the Contracting Officer or the Contractor. Request

shall state who should attend and include an agenda.

C. Final Inspection:

1.To be held at the project site, or as detennined by the Contracting Officer.
2.Notify the Contracting Officer in writing at least ten (10) working days before

the completion date so the Government can schedule final inspection.

3. The superintendent shall be present during this inspection.

3.2 DISPOSAL OF DEBRIS

A. Requirements: Items or debris not designated as salvage for the Government shall become the property of the Contractor. Disposal of materials in a legal manner and payment of fees required is the Contractor's responsibility.

3.3 WARRANTY

A. Requirements: Materials and equipment furnished under this Contract shall be covered by the most favorable commercial warranties given to customers for such materials or equipment. The rights or remedies provided herein are in addition to and do not limit rights afforded to the Government by other clauses of this Contract. With respect to warranties, expressed or implied, from manufacturers or suppliers for materials or equipment furnished under the Contract the Contractor shall:

1.Obtain warranties that would be given in nonnal commercial practices.
2.Require warranties to be executed, in writing, for the benefit of the Government.
3.Submit warranties to the Contracting Officer prior to the final inspection.

SECTION 01410 - TESTING LABORATORY SERVICES

PART 1: GENERAL

1.1 SUMMARY - Section includes requirements for the Contractor to engage and pay for a certified, independent testing laboratory to conduct specific tests on concrete, fill, fill density and compaction, and as called for by individual sections of the specifications.

1.2 SUBMITTALS

A. The Testing Laboratory shall provide 3 copies oftest reports to the CO within 24 hours ofperforming the test. Reports shall include testing facility name, address, telephone number, and names of full-time responsible officers.

B. Submit qualifications of the Testing Laboratory to demonstrate that they meet the standards in this specifications.

1.3 QUALITY ASSURANCE - The Testing Laboratory must have authority or be licensed to operate in the State of Maine as a materials testing laboratory.

PART 2: PRODUCTS

2.1 REPORTS

A. Reports shall include:

1. Date issued.

2. Project title and number.

3. Name of inspector.

4. Date and time of sampling or inspection.

5. Identification ofproduct and specification sections.

6. Location in the project.

7. Type of inspection or test.

8. Date oftest.

9. Results oftests.

10. Conformance with contract documents.

2.2 INTERPRETATION - When requested by the CO, provide interpretation of test results.

TESTING LABORATORY SERVICES 01410- 1

'SECTION 01500 - TEMPORARY EROSION AND SEDIMENT CONTROL

PART I-GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including Geneml and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section.

1.2 SUMMARY

A. Section includes requirements for temporary erosion and sediment control and re-vegetation.

1.3 SUBMITTALS

A. Site Plan: Based on agreements with Contract Inspector, provide a site plan showing tempomry facilities, staging areas, and parking areas for construction personnel.

B. Erosion and Sedimentation-Control Plan: Provide a site plan and documents verifying compliance with requirements of the Dmwings and authorities having jurisdiction, whichever is more stringent. EPA notification will be performed by the Government.

C. Re-vegetation Plan: Provide a plan for re-vegetation of disturbed areas, to include re-seeding with Winter Rye.

PART 2 - PRODUCTS

2.1 MATERIALS

A. In accordance with Drawings and Specifications.

PART 3 - EXECUTION

3.1 INSTALLATION, GENERAL

A. Locate facilities where they will serve Project adequately and result in minimum interference with performance of the Work. Relocate and modify facilities as required by progress of the Work.

1. Locate facilities to limit site disturbance.

B. Provide each facility ready for use when needed to avoid delay. Do not remove until facilities are no longer needed or are replaced by authorized use of completed permanent facilities.

3.2 SUPPORT FACILITIES INSTALLATION

A. Temporary Use of Permanent Roads: Locate temporary roads in same location as permanent roads. Construct and maintain temporary roads adequate for construction operations. Extend temporary roads and paved areas, within construction limits indicated, as necessary for construction operations.

1.Coordinate elevations of temporary roads and paved areas with permanent roads.
2.Recondition base after temporary use, including removing contaminated material,

regrading, proofrolling, and compacting, as necessary to reestablish conditions prior to construction activities.

B. Traffic Controls: Comply with requirements of authorities having jurisdiction.

1. Protect existing site improvements to remain including curbs, pavement, and utilities.

C. Parking: Provide temporary parking areas for construction personnel.

D. Dewatering Facilities and Drains: Comply with requirements of the specifications and authorities having jurisdiction. Maintain Project site, excavations, and construction free of water.

1. Dispose of rainwater in a lawful manner that will not result in flooding Project or adjoining properties or endanger permanent Work or temporary facilities.

2. Remove snow and ice as required to minimize accumulations.

E.Project Signs: Provide Project signs as indicated. Unauthorized signs are not permitted.
1.Temporary Signs: Provide signs as required to inform public and individuals seeking

entrance to Project.

a. Provide temporary, directional signs for construction personnel and visitors.

2. Maintain and touchup signs so they are legible at all times.

3.3 SECURITY AND PROTECTION FACILITIES INSTALLATION

A. Protection of Existing Facilities: Protect existing vegetation, equipment, structures, utilities, and other improvements at Project site and on adjacent properties, except those indicated to be removed or altered. Repair damage to existing facilities.

B. Environmental Protection: Provide protection, operate temporary facilities, and conduct construction as required to comply with environmental regulations and that minimize possible air, waterway, and subsoil contamination or pollution or other undesirable effects.

C. Temporary Erosion and Sedimentation Control: Provide measures to prevent soil erosion and discharge of soil-bearing water runoff and airborne dust to undisturbed areas and to adjacent properties according to the requirements of the Drawings and authorities having jurisdiction, whichever is more stringent.

1. Verity that flows of water redirected from construction areas or generated by construction activity do not enter or cross tree- or plant- protection zones.

2. Inspect, repair, and maintain erosion- and sedimentation-control measures during construction until permanent vegetation has been established.

3. Clean, repair, and restore adjoining properties and roads affected by erosion and sedimentation from Project site during the course of Project.

4. Remove erosion and sedimentation controls and restore and stabilize areas disturbed during removal.

D. Stormwater Control: Comply with requirements of authorities having jurisdiction. Provide barriers in and around excavations and subgrade construction to prevent flooding by runoff of stormwater from heavy rains.

E. Tree and Plant Protection: Protect vegetation from damage from construction operations.

Protect tree root systems from damage, flooding, and erosion.

F. Barricades, Warning Signs, and Lights: Comply with requirements of authorities having jurisdiction for erecting structurally adequate barricades, including warning signs and lighting.

OPERATION, TERM INATION; AND REMOVAL

A. Termination and Removal: Remove each temporary facility when need for its service has ended, or no later than Substantial Completion. Complete or, if necessary, restore permanent construction that may have been delayed because of interference with temporary facility.

Repair damaged Work, clean exposed surfaces, and replace construction that cannot be satisfactorily repaired.

1.Materials and facilities that constitute temporary facilities are property of Contractor.
2.Remove temporary roads not intended for or acceptable for integration into permanent

construction.

B. Perform re-seeding of disturbed areas according to the approved plan.

SECTION 01505 - MOBILIZATION

PART 1 - GENERAL

1.1 SUMMARY: Section includes preparatory work and operations, including those necessary to the movement ofpersonnel, equipment, supplies and incidentals to the project site; and for other work and operations which must be performed or costs incurred prior to beginning work on the various items on the project site.

1.2 MEASUREMENT AND PAYMENT:

Units: Progress payments will be made as follows:

1. When 5% of the original contract amount is earned from other bid items, 50% of the amount bid for mobilization or 5% ofthe original contract amount, whichever is lesser, will be paid.

2. When 10% of the original contract amount is earned from other bid items, 100% ofthe amount bid for mobilization or 10% of the original contract amount, whichever is lesser, will be paid.

3. Upon completion of work for the project, payment ofthe amount bid for mobilization in excess of 10% of the original contract amount, will be paid.

4. The total sum of all payments shall not exceed the original contract amount bid for mobilization, regardless ofthe fact that the Contractor may have shut down the work on the project or moved equipment away from the project and then back again.

SECTION 02211 - EARTHWORK

PART 1 - GENERAL

1.1 WORK DESCRIPTION

A. The work specified in this section includes furnishing all the labor, equipment and materials required to provide the earthwork as shown on the drawings.

1.2 SUBMITTALS FOR REVIEW

A. As required, for each subgrade, sand bedding and backfill material, submit gradation analysis, laboratory test results for moisture density relations, and field test results for density and moisture content. Field test results shall be submitted to the CO within 24 hours of testing.

B. Submit product information on the geogrid material.

C. Submit product information on the geotextile fabric.

C. Submit the name and qualifications of an Independent Testing Agency which meets the requirements of ASTM E 329 "Standard Specification for Agencies Engaged in the Testing and/or Inspection of Materials Used in Construction," to perform earthwork testing required by these specifications.

PART 2 - PRODUCTS

2.1 MATERIALS

A. Definitions:

1. Culvert bedding material shall be sand or select sandy soil free oforganic material, frozen lumps, or excess moisture. Gradation shall be 100 percent passing 3/8 inch sieve, and 0-10 percent passing No. 200 seive.

2. Backfill is permitted to be native excavated materials, provided the material is free of rocks greater than 6 inches within 4 feet of the culvert crown, and no rock larger than one-inch be placed in the trench adjacent to the culverts.

AASHTO M 288 and the following, measured per test methods referenced:

A. Survivability: Class 2; AASHTO M 288.

B. Grab Tensile Strength: 2471bf(1100 N); ASTM D 4632.

C. Sewn Seam Strength: 222lbf (990 N); ASTM D 4632.

D. Tear Strength: 90 lbf (400 N); ASTM D 4533.

E. Puncture Strength: 90 Ibf(400 N); ASTM D 4833.

F. Apparent Opening Size: No. 60 (0.250-mm) sieve, maximum; ASTM D 4751.

G. Permittivity: 0.02 per second, minimum; ASTM D 4491.

H. UV Stability: 50 percent after 500 hours' exposure; ASTM D 4355.

5. Aggregate Base Course, for use as part ofArticulated Concrete Block system, shall be crushed rock, 1-112 inch minus, well graded, angular, with no more than 5% passing #200 sieve. Aggregate Base Course is not available from the project site and must be obtained and paid for by the Contractor from a borrow source.

PART 3 - EXECUTION

3.1 EXAMINATION

A. Verify site conditions.

3.2 PREPARATION

A. Identify required lines, levels, contours, and datum.

B. State and flag locations of known utilities.

C. Locate, identify, and protect from damage utilities that remain.

D. Protect plant life, lawns, and other features remaining as a portion offinal landscaping.

E. Protect bench marks, survey control points, existing structures, fences, sidewalks, paving, and curbs from excavating equipment and vehicular traffic.

F. Locate roadway areas to be repaired with the assistance of the Contracting Officer.

3.3 SUBSOIL EXCAVATION

A. Excavate subsoil from areas to be further excavated, re~graded, or areas requiring repair.

3.4 COMPACTION OF BACKFILL

A. Backfill at aluminum CMPs shall be compacted in no greater than 8" lifts to 90% of ASTM D 698 Standard Proctor. Aluminum culverts shall be installed per this section and section 02609 and ASTM B 788 Standard Practice for Installing Factory~Made Corrugated Aluminum Culverts and Storm Sewer Pipe.

B. Aggregate base course under Articulated Concrete Block Mat surfaces shall be compacted to 95% at embankment driving surface, and 90% at sloping spillway sections, ofASTM D 698 Standard Proctor.

3.5 PREPARATION OF SUB GRADE FOR ARTICULATED CONCRETE BLOCK

A. Vegetation, roots, stones, holes, and other deformities shall be removed, and the slope graded to a level of smoothness as required by the Articulated Concrete Block manufacturer to ensure intimate contact between the slope face and the geotextile fabric.

B. Finished slope shall be proofroUed and compacted to 95% Standard Proctor density of

02211-3 the native subgrade soils, as tested by the approved testing laboratory.

3.6 DEWATERING

A. Depending on time of year, rainfall, and depth of excavation, dewatering of excavations may be necessary to perform required work.

B. Contractor shall be responsible to perform dewatering operations necessary to perform the work according to the specifications and drawings.

C. Dewatering shall be considered incidental to the work being performed, and no additional payment will be made.

D. Comply with detailed dewatering requirements in specification section "Dewatering."

3.7 FIELD QUALITY CONTROL

A. Testing: Contractor's Independent Testing Agency shall provide compaction testing in accordance with AASHTO-T99, AASHTO-T238, and AASHTO-T239.

B. Iftests indicate Work does not meet specified requirements, remove Work, replace and retest, at no additional cost to the government.

C. Frequency of Tests: Contractor's Independent Testing Agency shall provide four compaction tests for each lift of fill at separated and representative locations, and one compaction test for each 200 square feet of subgrade for the Articulated Concrete Block system.

SECTION 02221 - WATER CONTROL STRUCTURE DEMOLITION

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

A. Drawings, specifications and general provisions of the Contract, apply to this Section.

1.2 SUMMARY

A. Section Includes:

1. Demolition and removal of concrete and metal culverts, pipes, water control structures, headwalls and tailwall structures, and all other items where indicated for demolition on the drawings and these specifications.

1.3 DEFINITIONS

A. Remove: Detach items and legally dispose ofthem off-site.

1.4 MATERIALS OWNERSHIP

A. Unless otherwise indicated, demolition waste becomes property of Contractor.

B. Contractor shall recycle metal materials. Contractor shall recycle concrete materials where practical. Payment for recycled materials is the property of the Contractor, and shall be considered by Contractor when submitting their bid.

1.5 SUBMITTALS

A. Schedule of Demolition Activities: Indicate the following:

1.Sequence of demolition work, with starting and ending dates for each activity.
2.Temporary interruption of roadways.

B. Recycling Records: Indicate receipt and acceptance of steel and other metals by a certified recycler. Provide manifests.

1.6 QUALITY ASSURANCE

A. Pre demolition Items for Contractor to consider:

1.Inspect and discuss condition of construction to be demolished.
2.Review structural load limitations of existing structures.

3. Review and finalize demolition schedule and verify availability of demolition personnel, equipment, and facilities needed to make progress and avoid delays.

4.Review and finalize protection requirements.
5.Review procedures for noise control and dust control.
6.Review procedures for protection of adjacent land and water.
7.Review items to be removed for recycling.

1.7 PROJECT CONDITIONS

A. Roadway at Snare Meadow work site may be closed to traffic for the duration of the construction contract. .

B. Owner assumes no responsibility for structures to be demolished.

1. Conditions existing at time of inspection for bidding purpose will be maintained by Owner as far as practical.

C. On-site storage or sale of removed items or materials is not permitted.

1.8 COORDINATION

A. Arrange demolition schedule so as not to interfere with Owner's on-site operations.

PART 2 - PRODUCTS[ (Not Used)]

PART 3 - EXECUTION

3.1 EXAMINATION & TESTING

A. Review Contract Documents of existing construction provided by Owner. Owner does not guarantee that existing conditions are same as those indicated in Project Record Documents.

B. Inventory and record the condition of items to be removed. Contractor may provide photographs of conditions that might be misconstrued as damage caused by removal operations.

3.2 PROTECTION

A. Existing Utilities: Maintain utility services to remain and protect from damage during demolition operations.

B. Temporary Protection: Erect temporary protection, such as barriers to demolition activity.

1.Protect adjacent facilities from damage due to demolition activities.
2.Protect existing site improvements, appurtenances, and landscaping to remain.
3.Erect a plainly visible barrier or flagging around drip line of individual trees or around

perimeter drip line of groups of trees to remain.

4. Provide temporary barricades and other protection required to prevent injury to people and damage to adjacent facilities to remain.

C. Remove temporary barriers and protections where hazards no longer exist.

3.3 DEMOLITION, GENERAL

A. General: Demolish indicated above-ground structures completely. Use methods required to complete the Work within limitations of governing regulations and as follows:

l. Do not use cutting torches until work area is cleared of flammable materials. Maintain portable fire-suppression devices during flame-cutting operations.

2.Maintain fire watch during and for at least I hour after flame cutting operations.
3.Cutting torches shall not be used during "Red Flag" (high wind and low humidity) days.

B. Site Access and Temporary Controls: Conduct demolition and debris-removal operations to ensure minimum interference with roads, streets, walks, walkways, and other adjacent occupied and used facilities.

I. Do not close or obstruct streets, walks, walkways, or other adjacent occupied or used facilities without permission from Owner and authorities having jurisdiction. Provide alternate routes around closed or obstructed traffic ways if required by authorities having jurisdiction.

2. Use water mist and other suitable methods to limit spread of dust and dirt. Comply with governing environmental-protection regulations. Do not use water when it may damage adjacent construction or create hazardous or objectionable conditions, such as ice, flooding, and pollution.

C. Explosives: Use of explosives is not permitted.

3.4 DEMOLITION BY MECHANICAL MEANS

A. Below-Grade Construction: Concrete below construction areas may be left intact if not interfering with new construction.

3.5 SITE RESTORATION

A. Site Grading: Uniformly rough grade area of demolished construction to a smooth surface, free from irregular surface changes. Provide a smooth transition between adjacent existing grades and new grades.

3.6 REPAIRS

A. Promptly repair damage to adjacent areas caused by demolition operations.

2.1 PERFORMANCE REQUIREMENTS

A. Dewatering Performance: Design, furnish, install, test, operate, monitor, and maintain dewatering system of sufficient scope, size, and capacity to control hydrostatic pressures and to lower, control, remove, and dispose of ground water and permit excavation and construction to proceed on dry, stable subgrades.

B. The Government will de-water Snare Meadow Pond to the extent possible through the existing Water Control Structure once the ice melts in the Spring, and prior to work this Contract.

PART 3 - EXECUTION

3.1 PREPARATION

A. Provide temporary grading to facilitate dewatering and control of surface water.

B. Protect and maintain temporary erosion and sedimentation controls, which are specified in Section 01500 "Temporary Erosion and Sediment Control," during dewatering operations.

3.2 INSTALLATION

A. Install dewatering system utilizing wells, well points, or similar methods complete with pump equipment, standby power and pumps, filter material gradation, valves, appurtenances, water disposal, and surface-water controls.

1.Space well points or wells at intervals required to provide sufficient dewatering.
2.Use filters or other means to prevent pumping of fine sands or silts from the subsurface.

B. Place dewatering system into operation to lower water to specified levels before excavating below ground-water level.

C. Provide standby equipment on-site, installed and available for immediate operation, to maintain dewatering on continuous basis if any part of system becomes inadequate or fails.

A. Remove large stones or other hard matter which could damage piping or impede consistent backfilling or compaction.

3.3 BEDDING, BACKFILL, AND INSTALLATION

A. Excavate culvert trench as shown on the drawings and in accordance with Section 02211 for work of this section. Hand trim excavation for accurate placement of pipe to elevations indicated.

B. Join and install CMP and WCS in accordance with ASTM B 788, Specification Section 02211, drawings, and manufacturer's instructions.

C. Backfill shall be placed in non-compacted layers of 8 inch maximum, and then compacted to a minimum of90% of ASTM D698 Standard Proctor. Place material under the pipe haunches and compact firmly. Backfill on each side shall be kept in balance with no more than one layer difference accepted.

C. Use leak resistant joints meeting ASTM DI056 on CMP.

3.4 ERECTION TOLERANCES

A. Lay pipe to alignment and slope gradients noted on layout drawings; with maximum variation from true slope of 1 inch.

3.5 FIELD QUALITY CONTROL

PART 3 - EXECUTION

3.1 EXAMINATION AND PREPARATION

A. Proof-roll prepared subbase surface below concrete to identify soft pockets and areas of excess yielding.

B. Soils observed to rut, "pump," or deflect excessively, shall be undercut and replaced with compacted gravel base. Remove loose material from compacted subbase surface immediately before placing concrete.

3.2 EDGE FORMS AND SCREED CONSTRUCTION

A. Set, brace, and secure edge forms, bulkheads, and intermediate screed guides to required lines, grades, and elevations. Install forms to allow continuous progress of work and so forms can remain in place at least 24 hours after concrete placement.

B. Clean forms after each use and coat with form-release agent to ensure separation from concrete without damage.

3.3 STEEL REINFORCEMENT

A. General: Comply with CRSI's "Manual of Standard Practice" for fabricating, placing, and supporting reinforcement.

3.4 JOINTS (lfused)

A. General: Form construction and contraction joints and tool edges true to line, with faces perpendicular to surface plane of concrete. Construct transverse joints at right angles to centerline unless otherwise indicated.

B. Construction Joints: Set construction joints at side and end terminations of paving and at locations where paving operations are stopped for more than one-half hour unless paving terminates at isolation joints.

C. Contraction Joints: Form weakened-plane contraction joints, sectioning concrete into areas as indicated and if not indicated at spacing of no more than 20 feet in either direction. Construct contraction joints for a depth equal to at least one-fourth of the concrete thickness and a width of 114 inch.

D. Edging: After initial floating, tool edges of paving in concrete with an edging tool to a 3/8-inch radius. Repeat tooling of edges after applying surface finishes. Eliminate edging-tool marks on concrete surfaces.

3.5 CONCRETE PLACEMENT

A. Moisten subbase to provide a uniform dampened condition at time concrete is placed.

B. Comply with ACI301 requirements for measuring, mixing, transporting, placing, and consolidating concrete.

C. Deposit and spread concrete in a continuous operation between transverse joints. Do not push or drag concrete into place or use vibrators to move concrete into place.

D. Screed paving surface with a straightedge and strike off.

E. Commence initial floating using bull floats or darbies to impart an open-textured and uniform surface plane before excess moisture or bleed water appears on the surface. Do not further disturb concrete surfaces before beginning finishing operations or spreading surface treatments.

3.6 FLOAT FINISHING

A. General: Do not add water to concrete surfaces during finishing operations.

B. Float Finish: Begin the second floating operation when bleed-water sheen has disappeared and concrete surface has stiffened sufficiently to permit operations. Float surface with power-driven floats or by hand floating if area is small or inaccessible to power units. Finish surfaces to true planes. Cut down high spots and fill low spots. Refloat surface immediately to uniform granular texture.

3.7 CONCRETE PROTECTION AND CURING

A. General: Protect freshly placed concrete from premature drying and excessive cold or hot temperatures.

B. Comply with ACI 306.1 for cold-weather protection.

C. Evaporation Retarder: Apply evaporation retarder to concrete surfaces if hot, dry, or windy conditions cause moisture loss approaching 0.21b/sq. ft. x h (1 kg/sq. m x h) before and during

finishing operations. Apply according to manufacturer's written instructions after placing, screeding, and bull floating or darbying concrete but before float finishing.

D. Begin curing after finishing concrete but not before free water has disappeared from concrete surface.

E. Curing Methods: Cure concrete by moisture curing, moisture-retaining-cover curing, curing compound, or a combination of these.

REPAIRS AND PROTECTION

A. Remove and replace concrete that is broken, damaged, or defective or that does not comply with requirements in this Section. Remove work in complete sections from joint to joint unless otherwise approved by CO.

B. Protect concrete from damage. Exclude traffic from paving for at least 14 days after placement.

When construction traffic is permitted, maintain paving as clean as possible by removing surface stains and spillage of materials as they occur.

C. Maintain concrete free of stains, discoloration, dirt, and other foreign materiaL Sweep paving not more than two days before date scheduled for Substantial Completion inspections.

PART 2 - PRODUCTS

2.1 ACBMATS

A. ACB Mats: Basis of design is SHOREBLOCK SD-475-0CT, or approved equal.

B. The ACB mat blocks, cables and fittings shall be fabricated at the manufacturer or another approved location into mats with a width ofup to eight feet and a length as shown on the drawings.

C. Blocks shall have the nominal characteristics as follows:

1. Type: Open.

2. Weight: 62-67 pounds.

3. Density: 35-38 pounds per square foot.

4. Length: 17.4 inches.

5. Width: 15.5 inches.

6. Height: 4.75 inches.

7. Open Area: 20%.

D. At the time of delivery to the work site, the units shall conform to the physical requirements prescribed below:

1. Compressive Strength, 4,000 psi minimum.

2. Water Absorption, 7% maximum.

E. Visual Inspection:

1. All units shall be sound and free of defects that would interfere with the proper placing of the unit or impair the strength or permanence of the construction. Minor surface cracks incidental to the usual methods of manufacture, or surface chipping, resulting from customary methods of handling in shipment and delivery, shall not be deemed grounds for rejection.

2. Cracks exceeding 0.25 inches in width and/or 1.0 inch in depth shall be deemed grounds for rejection.

3. Chipping resulting in a weight loss exceeding 10% of the average weight of the blocks shall be deemed grounds for rejection.

4. Blocks rejected prior to delivery from the manufacture shall be replaced at the manufacturer's expense. Blocks rejected after receipt at the job site shall be repaired with structural grout at the expense of the Contractor.

F. Polyester Revetment Cable and Fittings: Revetment cable shall be constructed of high tenacity, low elongating, continuous filament polyester fibers. Cable shall consist of a core construction comprised ofparallel fibers contained within an outer jacket or cover. The weight of the parallel core shall be between 65% to 70% of the total weight of the cable. The revetment cable shall have the following physical characteristics:

G. Elongation Requirements: Elongation requirements specified below are based upon stabilized new, dry cable. Stabilization refers to a process in which the cable is cycled fifty times between a load corresponding to a load in pounds of 200 x the square of the Diameter, and a load equal to 10%,20% or 30% of the cable's approximate average breaking strength. Relevant elongation values are as shown in the table below. The tolerance on these values is +5%.

H. The revetment cable shall exhibit good to excellent resistance to most concentrated acids, alkalis and solvents. The materials used in the construction of the cable shall not be affected by continuous immersion in water.

I. Selection of cable and fittings shall be made in a manner that insures a safe design factor for mats being lifted from both ends, thereby forming a catenary.

Consideration shall be taken for the bending of the cables around hooks or pins during lifting. Revetment cable splicing fittings shall be selected so that the resultant splice shall provide a minimum of 60% of the minimum rated cable strength. Fittings such as sleeves and stops shall be aluminum and washers shall be galvanized steel unless otherwise shown on the drawings.

J. The ACB mats shall be pre-manufactured as an assembly of concrete blocks, with specific hydraulic capacities, bound into mats by the use of revetment cables.

K. Individual blocks in the ACB mats shall be staggered and interlocked for enhanced stability. The open cell version of the blocks shall have two vertical openings of rectangular cross section with sufficient wall thickness to resist breakage during shipping and installation. The mats shall be constructed of open cell blocks as shown on the drawings. Parallel strands of cable shaH extend through two ducts in each block in a manner which provides for longitudinal binding of the blocks within the mats.

L. The gross area of each individual block in direct contact with the protected sub grade shall be no less than one square foot. Each block shall incorporate interlocking surfaces that prevent lateral displacement ofthe blocks within the mats when they are lifted by the longitudinal revetment cables. The interlocking surfaces must not protrude beyond the perimeter of the blocks to such an extent that they reduce the flexibility or articulation capability of the mats or become damaged or broken when the mats are lifted during shipment or placement. Once the mats are in place, the interlocking surfaces shall prevent the lateral displacement of the blocks even if the cables should become damaged or removed.
