Pages shall be numbered consecutively; a page printed on both sides shall be counted as two pages. Pages submitted in excess of the page limitations stated above will be removed and not evaluated.

1. COSTS INCURRED IN SUBMISSION OF PROPOSAL

This solicitation does not commit the Government to pay any cost incurred in the submission of the proposal or in making necessary studies of designs for the preparation thereof, nor to contract for services or supplies.

1. TECHNICAL PROPOSAL INSTRUCTIONS (VOLUME 1)

The technical proposal will be evaluated to determine whether the quote meets the Government’s requirements outlined in the PWS. The technical proposal must reflect a thorough understanding of the requirements; as well as a detailed description of the techniques and procedures for achieving the objectives of the PWS.

At a minimum, the proposal must clearly provide the following:

1. Mark each section with the correct section letter and contain the information cited below for that section.

1. Include with the proposal any documentation that is referenced in the proposal with page and paragraph numbers included with the reference.

1. Vendors are required to submit, as part of their proposals, a table of contents referencing the page and paragraph numbers that contain their response/methodology/narrative, on an item-by-item basis to all of the requirements and evaluation criteria listed in the following paragraphs and sub-paragraphs.

Section A –Executive Summary and Table of Contents A summary of the technical proposal shall be provided, highlighting the salient features of the proposal and the work to be achieved. A description of the approach and plans for satisfying the requirement shall be included. A clear Table of Contents with cross-reference page number references must be included.

Section B - Technical Approach The vendor shall provide a technical approach that demonstrates how the contractor intends to successfully perform the requirements listed in the PWS and shall include an overall deliverable timeline/schedule based upon the proposed methods for the PWS.

Section C – Staffing and Management The vendor shall provide a staffing plan that identifies the staff mix and the amount of resources required to accomplish the requirements outlined in the PWS. The vendor shall indicate whether the proposed personnel are:

•Currently employed by the vendor;
•A planned hire;
•Subcontractor; or

The vendor shall include resumes for each individual (including their labor category) proposed for the PWS, as well as a description of their work to be performed on the project. Resumes shall include the following information:

· Name, proposed position, current position

· Experience (Provide for each relevant position): Professional experience summary to include company, location: start date, end date, description of relevant work performed

Additionally, the vendor shall include a management plan, which documents the relationship between the staff proposed, the contractor and the government and how that relationship will be managed in order to ensure the greatest chance of success.

The Contractor shall provide a Transition Plan for transitioning the technical work in an efficient and expeditious manner to the Bank and/or other follow-on contractors upon completion or termination of the task order. This plan shall describe the Contractor’s management approach to all transition activities and discuss how continuity of operations will be maintained throughout the transition period. The Contractor’s Transition Plan shall discuss the following transition activities:

a) Strategy for transitioning the technical work, as applicable

b) Strategy to address key issues and milestones associated with the transition

c) Identification of potential barriers to a smooth transition and proposed solutions to such barriers

d) Potential impacts on continuity of operations, and plans for their elimination or mitigation.

Finally, the vendor shall include a quality control plan with established procedures to identify, prevent, and ensure non-recurrence of defective services.

Section D –Past Performance The vendor shall provide a description of past performance which contains no more than two (2) relevant experiences within the past three years to include contracts or task orders for work of the same or similar to the requirements specified in the PWS. The vendor shall only consider projects that are relevant in terms of size, scope and complexity to the requirement at hand. Projects deemed not relevant will not be considered for evaluation.

Past performance references must include the contract number, value, description, and technical/contracting points of contact (POC’s). The POC’s names, telephone numbers, agency and e-mail addresses must also be included. The vendor shall send a copy of the Past Performance Questionnaire (see Attachment II) to one contact person from no more than two (2) references described above for them to complete and include the performance questionnaires in the technical proposal. The Government is not responsible if one or more references fail to provide a completed Performance Questionnaire. Vendors are also advised that the Government reserves the right to obtain information for use in the evaluation of past performance from any sources, including Government sources within and outside of Ex-Im Bank and sources outside of the Government.

The evaluation of past performance on completed projects will be a subjective assessment considering all relevant facts and circumstances, including ratings and references from past and/or current customers. Past performance will be evaluated as a measure of the Government’s confidence in the Vendor’s ability to meet technical requirements, deliver quality products, and meet the cost and schedule requirements of this project.

1. PRICE PROPOSAL INSTRUTIONS (VOLUME II)

Pricing will be competitively evaluated by adding the total price for the service over the five years of the contract.
