Exhibit B - Scope of Work On-Call Plumbing Services

Solicitation No. RFP-PWU-25-574

The project consists of providing the City of Westminster with plumbing services on an as-needed basis. The following minimum scope of services are provided to help define the City’s expectations and goals for this project.

It is not the intent of the City to define a rigid scope of tasks as part of this RFP. The specific scope of services will be described and agreed upon in subsequent Task Orders. Task Orders shall be executed in the form attached hereto and incorporated herein as Exhibit C, shall become part of the Agreement after execution, and shall be subject to all terms and conditions herein. The minimum scope of services includes, but are not limited to, the following:

• Domestic and sanitary piping

• Sewer line cleaning

• Scoping

• Backflow testing and service

• Pipe tracing\locating

• Drain line service

• Drinking fountain install

• Detention facility plumbing service

1. General Requirements:

1.1. The contractor shall provide all labor, materials, equipment, tools, and supervision necessary to perform plumbing services as requested by the City of Westminster.

1.2. All work shall be performed in accordance with local, state, and federal plumbing codes and regulations.

1.3. The contractor shall maintain all required licenses, permits, and certifications throughout the contract period.

1.4. The contractor shall respond to service calls within 24-48 hours for non-emergency requests and within 2-4 hours for emergency requests.

2. Scope of Services:

2.1. Emergency Repairs:

2.1.1. Respond to and repair plumbing emergencies, including but not limited to:

a) Water main breaks

b) Sewer line blockages

c) Gas leaks

d) Burst pipes

e) Overflowing toilets or sinks

2.1.2. Provide 24/7 emergency response services.

2.1.3. Assess and mitigate potential water damage caused by plumbing emergencies.

2.2. Routine Maintenance and Repairs:

2.2.1. Inspect, maintain, and repair various plumbing systems and fixtures, including:

a) Toilets, urinals, and bidets

b) Sinks, faucets, and drains

c) Showers and bathtubs

d) Water heaters (tank and tankless)

e) Garbage disposals

f) Sump pumps and ejector pumps

g) Backflow prevention devices

h) Grease traps

i) Water softeners and filtration systems

2.2.2. Perform preventive maintenance on plumbing systems as scheduled by the City of Westminster.

2.2.3. Conduct water pressure tests and adjust pressure regulators as needed.

2.2.4. Clean and unclog drains, pipes, and sewer lines using appropriate methods (e.g., snaking, hydro-jetting).

2.3. Installation and Upgrades:

2.3.1. Install new plumbing fixtures, appliances, and systems as requested.

2.3.2. Upgrade existing plumbing systems to improve efficiency and comply with current codes.

2.3.3. Install and repair water supply lines, waste lines, and vent pipes.

2.3.4. Perform pipe fitting, soldering, and welding as required for installations and repairs.

2.4. Inspection and Diagnostics:

2.4.1. Conduct thorough inspections of plumbing systems to identify issues and recommend solutions.

2.4.2. Use advanced diagnostic tools such as video camera inspections for pipe and sewer line assessments.

2.4.3. Perform leak detection services using appropriate methods and equipment.

2.4.4. Provide detailed reports of inspections, including recommendations for repairs or upgrades.

2.5. Water Conservation and Efficiency:

2.5.1. Recommend and implement water-saving measures and fixtures.

2.5.2. Repair or replace fixtures to reduce water waste and improve efficiency.

2.5.3. Assist in developing water conservation strategies for the City of Westminster’s facilities.

3. Quality Assurance:

3.1. The contractor shall guarantee all work performed for a minimum of 365 days from the date of completion.

3.2. The contractor shall use only new, high-quality materials and parts unless otherwise specified by the City of Westminster.

3.3. The contractor shall clean work areas after each service call, removing all debris and leaving the site in a neat and orderly condition.

3.4. The contractor shall provide detailed invoices for all work performed, including itemized lists of materials used and labor hours.

4. Safety and Compliance:

4.1. The contractor shall comply with all applicable OSHA regulations and safety standards.

4.2. The contractor shall provide and use appropriate personal protective equipment (PPE) for all work performed.

4.3. The contractor shall properly dispose of all hazardous materials in accordance with local, state, and federal regulations.

4.4. The contractor shall maintain comprehensive liability insurance and workers' compensation coverage as required by the City of Westminster.

5. Reporting and Communication:

5.1. The contractor shall provide monthly reports summarizing all work performed, including emergency calls, routine maintenance, and installations.

5.2. The contractor shall maintain accurate records of all service calls, repairs, and maintenance activities.

5.3. The contractor shall communicate promptly with City of Westminster’s representatives regarding any issues, delays, or concerns related to the services provided.

6. Equipment and Technology:

6.1. The contractor shall utilize modern plumbing equipment and technology to ensure efficient and effective service delivery.

6.2. The contractor shall maintain a fleet of service vehicles equipped with necessary tools and commonly used parts to minimize response times.

6.3. The contractor shall implement a work order management system compatible with City of Westminster’s requirements for tracking and reporting purposes.
