DIVISION 1 GENERAL REQUIREMENTS
01010 – SUMMARY OF WORK
PART 1 GENERAL
1.1 Location
The Chino District/Forest Supervisor’s Office where the work shall be performed is located at 735 N.
Highway 89, Chino Valley, AZ 86323 on the Prescott National Forest. The scope of work described here applies to replacing the existing windows in this administrative building and to build and install solar screens on the southernly facing windows.
1.2 Objective
The intent of this project is to completely replace all existing windows in this administrative building with the exceptions of the front lobby, and two offices.
All work shall be completed in accordance with project specifications and current building codes.
The work includes all labor, material, supervision, and equipment necessary to perform all the operations for the work specified herein.
The Contractor shall be responsible for any necessary site investigations for detailed and accurate material lists, and all field measurements necessary to complete the construction.
Reconstruct the window framing as necessary to install the new windows. Provide and install all new wood framing, crib walls, anchor supports, blocking, insulation, window framing, headers, and sills. Provide and install all components of the new interior / exterior wall finishes per all applicable manufacturer’s instructions.
1.3 Complete Window Replacements:
Provide and install all new windows per manufacturer’s instructions. All windows shall be energy efficient, double paned, and vinal framing. Prepare and paint any new surfaces of any adjacent interior/exterior components to match existing finishes.
A. Upper Windows: There are 24 upper windows that currently open inward, these will be replaced with energy efficient, double pane, non-opening black vinal framed windows.

B. Lower Windows:
There are thirteen (13) openings each consisting of a total of four (4) windows at each opening;
top windows that measure approximately 35” wide X 43” high that currently do not open and bottom windows that measure approximately 35” wide X 24.25” high that currently open inward.
These will be replaced with windows matching the existing windows that are currently in office 101 and 105. The four windows are complete replaced with two, single hung, vertical slide, bottom vent, windows that look similar to the new existing.
1.4 Background Information Building:
This building was constructed in 1963 and was remodeled in 2020. It is a wood framed with wood and gypsum interior finishes and vinal exterior finished.
This building is currently occupied by Forest Service employee. The work will need to be coordinated with the employees to reduce impacts and to ensure all furniture or exterior objects are moved away from the windows to allow clear access.

There is electricity available at this site. Contractor is responsible for providing their own connection to source of power.
There is water and sanitary services available at the site.
The Contractor shall always ensure the safety of everyone and shall provide adequate warnings of environmental and safety hazards. Contractor shall coordinate all work activities thoroughly with the
COR.
1.6 Examination of Sites
The Contractor acknowledges he/she has taken the necessary steps to ascertain the nature and location of work and has investigated and satisfied himself/herself as to the general and local conditions that can affect the work or its cost.
Window measurements listed are approximations and shall be verified by the contractor prior to ordering windows.
Any failure of the contractor to take the actions described and acknowledged in the paragraph will not relieve the Contractor from the responsibility of estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional cost to the Government.
1.7 Timing of Work
Work shall be limited to normal business hours of 7:30 a.m. till 5:00 p.m. Monday – Friday and shall be completed within thirty (30) days of the notice to proceed is issued by the Contracting Officer.
1.8 Government – Furnished Facilities
The administrative site has limited space for the Contractor for staging and storage during the project and will be designated by the Contracting Officer’s Representative at the beginning of the project. Any damage resulting from the Contractor’s use of the site will be repaired and/or replaced at the Contractor’s expense at the direction of the Contracting Officer’s Representative.
Transportation to and from the work site for the Contractor's personnel and materials will be provided at the Contractor's expense.
1.9 Material Sources
All materials shall be obtained from commercial sources unless noted otherwise. Materials referred to by trade name, make, or catalog number shall be regarded as establishing a standard of quality;
substitutions of equal quality can be made by submitting a data sheet of the proposed substituted item to the Contracting Officer’s Representative, for approval.
1.10 Clean up and Disposal – Non-Hazardous Waste
Waste accumulation in approved containers and material staging is allowed at the site. Disposal of
Specifications P a g e | 5 existing windows will be off National Forest Land and in compliance with local, state, and federal laws regarding disposal of construction waste. Before final acceptance of the project by the Government, the Contractor shall remove from Government land all waste materials and rubbish resulting from this work.
1.11 Precautionary Measures
A. Protection of Work: The Contractor shall take precautions to protect all work during the construction period. The Contractor shall provide and maintain adequate protection during severe weather conditions to prevent damage to the work, materials, and equipment. The existing elements of the buildings shall remain undamaged and structurally sound during all phases of this contract. Any damage to the buildings or their functional elements resulting from the Contractor’s work at the sites shall be immediately repaired at no additional cost to the Government.
B. Safety: The Contractor is responsible for safeguarding employees, public, existing facilities, and forest resources from his/her operations. All operations shall comply with the requirements and restrictions of OSHA, the Arizona Occupational Safety and Health Code, and the Workman’s Compensation Board. The Contractor shall erect signs and barricades to make unguarded operations safe as required. Signs and barricades shall be maintained at night and on weekends.
Precautions such as safely storing materials shall be practiced to prevent injury to others in the area.
C. Security: Security is not provided by the Government. The Contractor shall take all precautions deemed necessary to secure the worksites, improvements and equipment. This may include security fencing at the Contractor’s discretion. It is therefore recommended the Contractor make every attempt to bar public access to storage during periods of construction inactivity such as nights and weekends.
1.12 Applicable Codes and Standards
All work shall conform to the latest editions of the International Building Code, American Welding Society Code, American Water Works Association, National Electrical Code, and the American Institute of Steel Construction. All environmental codes, including RCRA and NESHAP, shall be adhered by the Contractor.
1.13 Subsurface Soils and Investigations
No auger boring tests were made in the area. Under supervision of the Engineer, the Contractor shall undertake any site investigations necessary to ascertain subsurface conditions.

01103 – MEASUREMENT AND PAYMENT
PART 1 GENERAL
1.1 Requirements:
Measurement and payment for contract work will be made only for and under those pay items included in the SCHEDULE OF ITEMS. All other work and materials will be considered incidental to and included in the payment of the pay items in the SCHEDULE OF ITEMS.
1.2 Measurement Terms and Definitions:
Unless otherwise specified, the following terms are defined as follows:
Each. One entire unit. The quantity is the actual number of units completed and accepted.
Linear foot. As applicable, measure the work along its length from end-to-end; parallel to the base or foundation; along the top; along the front face; or along the invert. Do not measure overlaps.
Lump sum. Do not measure directly. The bid amount is complete payment for all work described in the contract and necessary to complete the work for that item. The quantity is designated as "1."
Estimated quantities of lump sum work shown in the contract are approximate.
Square yard. 9 square feet. Longitudinal and transverse measurements for area computations will be made horizontally. No deductions from the area computation will be made for individual fixtures having area of 9 square feet or less.
1.3 Units of Measurement
Payment will be by units defined and determined according to U.S. Standard measure
1.4 Payment
One of the following methods of measurement for determining final payment is DESIGNATED on the SCHEDULE OF ITEMS for each pay item.
A. Designed Quantities (DQ): These quantities denote the final number of units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units of the originally contemplated work will not be made unless authorized under one or more of the following conditions:
1. As a result of changes authorized by the Contracting Officer in the originally contemplated work. Minor changes to adjust balance points, etc., will not be considered changes in quantities.
2. As a result of the Contracting Officer determining that errors exist in the original design data used to determine designed quantities, that cause a pay item to change by 15 percent.

3. As a result of the Contractor submitting to the Contracting Officer a written request showing evidence of errors in the original design data used to determine design quantities that cause a pay item total to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.
B. Actual Quantities (AQ): These quantities are determined from measurements of completed work.
Final payment will be made for the actual quantities at the unit price shown in the SCHEDULE OF ITEMS, subject to the Variation in Quantities Provision.
C. Lump Sum Quantities (LSQ): These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They will not be measured.

SUBMITTALS 01300
DIVISION 1 GENERAL REQUIREMENTS
01300 – SUBMITTALS
PART 1 GENERAL
1.1 Requirements
It will be the Contractor's responsibility to submit all items with such promptness as to cause no delay in the work. Approvals must be obtained before starting work which involves the item.
Contractor shall allow ten (10) days for processing of submittals by the Government.
Submittals may also be referred to as SHOP DRAWINGS.
1.2 Manufacturer's Literature and Shop Drawings
Submit two (2) copies to the Engineer for approval on the items required herein.
Submittal specifications are to be submitted in the following format:
A. The specifications and salient qualities of the item specified in the contract.
B. The specifications and salient qualities of the submittal item.
C. A listing of the differences and a comparison between the two, including but not limited to the structural qualities, operational qualities, any modifications necessary to accomplish installation of unit, and guarantee and warranty.
D. A cost comparison between the specified and submitted item(s) with the cost reduction benefit to the government or adequate justification for a cost increase to the government.
E. Shop drawings of submitted item(s) including wiring or layout diagrams.
If there are any modifications necessary to facilitate installation, a set of drawings showing installation of specified item and a set showing how the submittal item will be installed shall be submitted to the C.O.R.
If the specified item is to be accessible, the submittal item needs to meet current Americans with Disabilities Act Accessibility Guidelines (ADAAG) or Forest Service Accessibility Guidelines and show to be installed for accessibility on submitted drawings, not just state it is available as accessible.
Submittals will be waived if Contractor furnishes exact item used for design when manufacturer's model, size, etc. are shown in the contract.

MOBILIZATION 01601
DIVISION 1-GENERAL REQUIREMENTS
01601 – MOBILIZATION
PART 1 GENERAL
1.1 Description
This work shall consist of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.
Mobilization shall include all activities and associated costs for transportation of contractor's personnel, equipment, and operating supplies to the site, establishment of mobile offices, trailers, portable toilets and other necessary general facilities for the contractor's operations at the site.
Demobilization shall include all activities and costs for transportation of personnel, equipment, and supplies not required or included in the contract from the site; including the disassembly, removal, and site cleanup or any other facilities assembled on the site specifically for this contract.

4.1 Method of Measurement
Progress payments will be made as follows:
The Contractor can request payment for performance and payment bonds. The amount of the premium, including coinsurance and reinsurance agreements, will be paid upon receipt of evidence of full payment to the surety. When separate payment for bonding cost is made, the bonding cost will be subtracted from the total contract amount for this pay item and the balance paid in accordance with the progress payment schedule outlined below.
A. When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.
B. When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid.

C. Upon completion of all work on the project, any unpaid amount for mobilization will be paid.
Any bonding costs in excess of the total contract amount of this pay item will be paid under one or more other pay items under this contract as determined by the Contracting Officer. In no circumstance will the total amount of this contract be increased as a result of bonding costs exceeding the total contract amount of this pay item.
The total of all payments shall not exceed the original contract amount for this item.

3.1 Manufacturer’s Recommendations
Except as otherwise approved by the COR, determine and comply with manufacturer’s instructions on product handling, storage and protection.
3.2 Packing
Deliver products to the job site in the manufacturer’s original container, with the labels intact and legible.
A. Maintain packaged materials with seals unbroken and labels intact until time of use.
B. Promptly remove damaged material and unsuitable items from the job site, and promptly replace with material meeting the specified requirements at no additional cost to the Forest Service.
The COR may reject as non-complying such material and products that do not bear identification satisfactorily to the Forest Service as to the manufacturer, grade, quality and other pertinent information.
All product literature, warranties and operating instructions must be intact and placed in a binder and transmitted to the Forest Service.
3.3 Protection
Protect finished surfaces, including jambs and soffits of openings used as passageways, through which equipment and materials are handled.
Provide protection for finished floor surfaces in traffic areas prior to allowing equipment and materials

to be moved over such surfaces.
Maintain finished surfaces clean, unmarred and suitably protected until accepted by the Forest Service.
3.4 Repairs and Replacements
In event of damage, promptly make replacements and repairs to the approval of the Forest Service and at no additional cost to the Forest Service.

4.1 Measurement
There will be no separate measurement for this section.
4.2 Payment
This work is incidental to other items in the contract and direct separate item payment will not be made.

01710 – CLEANING
PART 1 GENERAL
1.1 Description
Throughout the construction period, maintain the construction site and facilities in an orderly and clean manner as described in this Section.
PART 2 PRODUCTS
2.1 Cleaning Materials and Equipment
Provide required personnel, equipment and materials as needed to maintain the specified standard.
2.2 Compatibility
Use only the cleaning materials and equipment, which are compatible with the surface being cleaned, as recommended by the manufacturer of the cleaning material.
PART 3 EXECUTION
3.1 Progress Cleaning
Retain stored items in an orderly arrangement allowing maximum access, not impeding traffic or drainage, and providing required protection of materials.
Do not allow accumulation of scrap, debris, waste material and other items not required for construction of this work.
At least twice each month, and more often if necessary, completely remove all scrap, debris and waste material from the job site.
Provide adequate storage for all items awaiting removal from the job site, observing requirements for fire protection and protection of the ecology.
3.2 Site
Daily, and more often if necessary, inspect the site and pick up all scrap, debris and waste material.
Remove such items to the place designated for their storage.
At all times, maintain the site in a neat, orderly condition.
Clean mud and debris from roadways or highways adjacent to the project site daily.
3.3 Structure
CLEANING 01710
At least weekly, inspect the structures and pick up all scrap, debris and waste material and remove them to the place designated for their storage.
“Clean” for the purpose of this paragraph shall be interpreted as meaning free from material capable of being removed by reasonable effort with a handheld broom.
3.4 Final Cleaning
Prior to completion of the work, remove from the job site all tools, surplus materials, equipment, scrap, debris and waste.
Structures:
A. Exterior:
1. Visually inspect exterior surfaces and remove all traces of soil, waste materials, smudges and other foreign matter.
2. Remove all traces of splashed materials from adjacent surfaces.
3. In the event of stubborn stains not removable with water, the Forest Service may require light sandblasting or other cleaning at no additional cost to the Forest Service.
4. Pick up all nails and fasteners using several passes with a magnetic roller sweeper.
B. Interior:
1. Visually inspect interior surfaces and remove all traces of soil, waste materials, smudges and other foreign matter.
2. Remove all traces of splashed material from adjacent surfaces.
3. Remove paint drippings, spots, stains and dirt from finished surfaces.
Final cleaning of the project site shall be approved by the Forest Service prior to final acceptance of the work.

Compile product data and related information appropriate for Government's maintenance and operation of products furnished under the contract. The Contractor will warranty all parts and labor associated with the project for one year at the minimum per FAR 52.246-21.

Preparation of data shall be done by personnel:
1. Trained and experienced in maintenance and operation of described products.

Prepare data in form of an instructional manual for use by Government's personnel.
1. Format:
Size: 8-1/2" x 11".
Paper: Manufacturer's original printed data, or neatly typewritten no fax paper or copies thereof.
2. Drawings:
a. Provide reinforced punched binder tab, bind in with text.
b. Fold larger drawings to size of text pages.
3. Operating Equipment:
a. Provide flyleaf for each separate product, or each piece of operating equipment.
b. Provide indexed tabs.
c. Provide typed description of product and major component parts of equipment.
4. Cover:
Identify each volume with typed or printed title "OPERATING AND MAINTENANCE
INSTRUCTIONS".
5. List:
a. Title of Project, Year.
b. Identity of separate structure as applicable.
c. Identity of general subject matter covered in the manual.
6. Binders:
a. Commercial quality, three-ring binders with durable and cleanable plastic covers.
b. Maximum ring size: 1”.
c. When multiple binders are used, correlate the data into related, consistent groupings.
7. Content of Manual(s)
a. Neatly typewritten table of contents for each volume, arranged in systematic order.
b. Contractor, name of responsible principal, address and telephone number.
c. List of each product required to be included, indexed to content of the volume.
List, with each product, name, address and telephone number of: Subcontractor or installer.

Written Text: As required to supplement product data for the particular installation:
Organize in consistent format under separate headings for different procedures. Provide logical sequence of instructions for each procedure.
Copy of each warranty, bond and service contract issued. Provide information sheet for Government personnel to provide the following:
Proper warranty procedures to follow in the event of failure. Instances which might affect validity of warranties or bonds.
8. Manual for Materials and Finishes
Submit two (2) copies of each manual in final form, one (1) hard copy and one (1) electronic on a flash drive.
Content for architectural products applied materials and finishes:
Manufacturer's data, giving full information on product: Catalog number, size, and composition. Color and texture designations.
Information required for re-ordering special manufactured products.
Instructions for care and maintenance:
Manufacturer's recommendations for types of cleaning agents and methods. Cautions against cleaning agents and methods which are detrimental to product. Recommended schedule for cleaning and maintenance.
Content for moisture protection and weather exposed products:
Manufacturer's data giving full information on products.
Applicable standards. Chemical composition. Details of installation.
Instructions for inspection, maintenance and repair.
Additional requirements for maintenance data: Respective Sections of the Specifications.
9. Submittal Schedule
Submit two (2) copies of preliminary draft of proposed formats and outlines of contents prior to start of work.
Engineer will review draft and return one copy with comments.
Submit one (1) copy of completed data in final form at Substantial Completion of the Work for Engineer’s review.
Copy will be returned after final inspection or acceptance with comments.
Submit specified number of copies of approved data in final form at Final Inspection or acceptance.

1.1 Scope
Work Included: Perform all work necessary and required for the construction of the project as indicated. Such work includes, but is not necessarily limited to, furnishing and installing all rough carpentry work, as specified herein.

1.3 Miscellaneous Items and the Intent of these Specifications
Carpentry work and miscellaneous items and their related components which are to be furnished and/or installed under this Section are not necessarily individually described. Rough carpentry work and miscellaneous items not mentioned or described shall be furnished and/or installed in accordance with the intent of specifications and as required to complete the work.
The intent of these specifications and the attached photos as related to carpentry work is to describe a project to accomplish the following, where applicable:
A. Reconstruct, if necessary, the entirety of each window frame, including furring to receive new windows, headers, sill and necessary rough framing for new window.
B. Hardware and fasteners shall be factory installed or provided to be installed during window installation per manufacturer’s recommendations. Fastening shall comply to the International Building Code and International Residential Code.
PART 2 PRODUCTS
2.1. Materials
All lumber shall be new, which may be seasoned, surfaced four sides (S4S). The lumber shall not exceed a moisture content of 19 percent for (A), (B), (C) and (D) below and 15 percent for all others, and shall not be less than the following grades:
A. Sill Plates Sill plates and any other framing shall be Redwood, construction heart or better as graded by the Redwood Inspection Service or Fir, foundation grade (Pressure Treated) lumber.
B. Joists and Planks, Beams and Stringers, Posts and Timbers Douglas Fir No. 1 and better grade, as graded by the Western Wood Products Association or West Coast Lumber Inspection Bureau, or equal.
C. Light Framing – Douglas Fir, Standard and better grade, as graded by Western Wood Products Association or West Coast Lumber Inspection Bureau, or equal.
D. Pressure Treated Framing – AWPA C2 for lumber and AWPA C9 for plywood; waterborne pressure treatment, preservative retention of 0.40 pcf.
E. Roof Sheathing, and Wall Sheathing – APA Rated sheathing of the span rating or panel thickness as graded by The Engineered Wood Association (formerly American Plywood Association). Use of the term "plywood" on the drawings does not exclude the use of other panels with equivalent span ratings. Roof and wall sheathing shall be selected based on manufacturer’s recommendations.
1. Oriented-Strand-Board Exterior Wall Sheathing: Exposure 1 sheathing.
2. Plywood – interior use only, APA A-D, Interior, Exposure 1, 5/8”.
3. Underlayment – APA C-C Plugged, Exterior, Group 2, 19/32”.
4. CDX plywood panels, 19/32 inches thick, shall be used for roof sheathing.
F. Trim Boards Exterior – Douglas Fir No. 1 and better grade, as graded by the Western Wood
Products Association or West Coast Lumber Inspection Bureau, or equal. Where wood trim is covered by metal fascia, wood shall be douglas fir No. 2 or better as graded by Western Wood Products Association.
G. Fiber Cement Siding – Horizontal and Vertical fiber cement siding with a wood grain texture and self aligning shiplap design, " Hardiplank", as manufactured by James Hardie Building Products, Inc. or an approved equal.
H. Hardware, Anchors, and Fasteners – Furnish all items of hardware, anchors, and fasteners required to complete the work. All hardware, anchor, and fasteners shall be corrosion resistant, galvanized, or stainless steel. Bolts, nuts, and washers shall be hot-dipped galvanized, conforming to ASTM-A153. All exposed hardware shall be vandal-resistant.
I. Framing Supports – Provide all new framing supports within the ceiling/rafter and/or wall system for new appliances, fixtures, and all new finished wall/ceiling installations.
PART 3 EXECUTION
3.1 Installation
Installation of carpentry and millwork shall conform to the applicable requirements of the A.W.I.
"Architectural Woodwork Institute".
Windows Replacement – Provide all required framing including headers, beams, sills, and any applicable flashing, weatherstripping for new windows. Windows shall be energy efficient, double-paned windows.
All nailing and fastening shall conform to the requirements of the International Building Code.
Secure all siding and trim with corrosion resistant fasteners per the manufacturer’s instructions.
No members shall be spliced unless approved by Engineer.
All work shall be installed per manufacturer’s recommendations and to details, plumb, level, true to line, and securely anchored. Nails shall be neatly set and all wood raised in the driving of nails removed. Exterior corner joints shall be mitered.
Prepare all woodwork installed hereunder by cleaning and sanding as required to receive finishes specified in Specification 09900 Painting & Graffiti Protection.
Hammer or toolmarks or marred surfaces and edges will not be acceptable on exposed finished surfaces and shall be the basis for rejection of such work.
PART 4 MEASUREMENT AND PAYMENT

PART I GENERAL
1.01 Scope Perform all work necessary or required to insulate all wood framed buildings as recommended by product manufacturer’s recommendations and specified herein.
1.02 Product Handling Materials shall be packaged and properly protected during delivery to the site. Delivered materials shall be kept in safe, dry storage. Materials shall be labeled for ready identification. Labels shall include name of manufacturer, name of material, "R" value and "K" value of the product.
1.03 Measurement and Payment No separate payment will be made for work included under this section. Payment for this work will be included in the contract unit price for the windows and heaters.
PART II MATERIALS
2.01 Batts and Blankets All wall insulation shall be fiberglass batt and blanket faced insulation. Thermal resistance (R) values are to follow county code specific to the location.
2.02 Building Wrap – Moisture Barrier wrap shall be installed on all exterior surfaces over the exterior APA-rated sheathing. DuPont Tyvek Commercial wrap, or an approved equal. The moisture barrier will meet ASTM E- 1677 Type 1 standards.
PART III EXECUTION
3.01 Installation
A. Installation shall not start until the construction has progressed to the point that weather conditions and remaining construction operation will not damage or wet the insulation material.
B. Exercise extreme care where an integral vapor barrier is specified to maintain the vapor barrier continuous over the entire surfaces. Repair and patch all tears in the vapor barrier.
C. Fully insulate all small areas between closely spaced framing members.
3.02 Batts and Blankets
A. Where pipes, conduits, etc., are located in spaces to receive insulation, place insulation between outer surface and the pipes, compressing the insulation slightly if necessary.
B. Cut, fit, and overlap insulation and vapor barrier materials, around boxes, cabinets, and projections.

C. End match neatly so that all ends fit snugly or overlap, so that no voids occur.
D. At wood framing members, securely fasten flanges of insulation to sides of members, so that flanges are continuously tight against the members, with staples or nails approximately 6 inches on center.
E. Do not fasten flanges of insulation to exposed face of framing members.
F. Install aluminum foil facing toward the heated side of the wall.
There will be no separate measurement for this section.

PART I GENERAL
1.01 SCOPE Perform all work necessary or required for the finishing and installation of new siding matching the existing. Siding shall match existing as best possible.
1.02 Submit – Exterior Architectural Surfaces product data to the Contracting Officer’s Representative for approval prior to ordering the material.
PART II PRODUCTS
2.01 Moisture-Resistant Barrier – A moisture barrier will be applied to the surfaces under the exterior siding and trim. The moisture barrier will meet ASTM E-1677 Type 1 standards, DuPont Tyvek Commercial Wrap, or equal.
2.02 Composite Siding – Vertical exterior-rated panels complying with county building code.
2.03 Fiber Cement Siding / Wood Siding – Horizontal siding and trim planking. For the lap siding select Hardiplank Select Cedarmill pattern, width and exposure matching existing.
2.04 Auxiliary Materials Nails, Screws and Anchors: Non-corrosive types suitable for materials applied, load and exposure.
PART III EXECUTION
3.01 Flashing – PrimerPlus Flashing is required behind sills or at the lap termination at the stemwall level.
3.02 Siding – Strictly follow the manufacturer’s instructions for cutting, fastening, caulking, and flashing these products.

PART I – GENERAL
1.01 Scope – Perform all work necessary or required to install new windows. All windows shall be set with operable hardware, weatherstripping, and insect screens.
1.02 Product Handling – Materials shall be packaged and properly protected during delivery to the site.
Delivered materials shall be kept in safe, dry storage. Materials shall be labeled for ready identification. Labels shall include name of manufacturer, name of material, "R" value and "K" value of the product.
1.03 Delivery, Storage and Handling
A. Deliver windows and screens to project site in undamaged condition; handle windows and screens to prevent damage to components and to finishes.
B. Store windows and screens out of contact with ground, protect windows from weather and construction traffic in a well-ventilated area.
1.04 Warranty – Furnish manufacturer’s standard warranty against deficiencies in materials and fabrication.
PART II PRODUCTS
2.01 Window
Windows shall have the following salient characteristics:

1. The Contractor must submit a window replacement proposal prior to the start of window replacement work for the buildings. This submittal must specify the proposed pane characteristics, the proposed frame material, and must show the detailed cross-sections of the proposed frames. The window rough opening size must remain close to the existing openings.
The following exceptions will be allowed:
a. The new windows shall be double paned.
b. The new windows shall be current industry commercial type product and installed per manufacturer’s recommendations.
2. Window Schedule – All windows shall be fully replaced with fixed or operable type windows as indicated in window schedule. Please field verify all measurements as these are only approximations.

PART III EXECUTION
3.01 Installation
A. Install products specified in this section, square, plumb and level, in accordance with approved shop drawings and manufacturer’s installation instructions.
B. Install all fasteners, hardware, caulking, weatherstripping, and sealant as specified.
3.02 Adjusting – Adjust operating hardware for correct operation in accordance with manufacturer’s installation instructions.
3.03 Cleaning – Clean interior and exterior surfaces free of labels, glazing compound, joint sealers and other foreign matter to prevent damage to weatherstrip and to prevent interference with operation of hardware.
3.04 Protection
A. Protect all new components of the windows and its operating parts from dirt and damage caused by subsequent construction activities.
B. Replace units damaged by subsequent construction activities.
PART IV MEASUREMENT AND PAYMENT
All new window replacement work, included in this line item shall include all labor materials, equipment, including, but not limited to, framing work, windows assembly, blinds, screens, and fasteners, hardware, and necessary trim, will be measured for payment as one Lump Sum Quantity (LSQ). Additional work required in order for the windows to be complete and operational, including any weatherstripping, shim, proper sealing, caulking, silicone, and any other accessories, will be considered incidental to the items herein and will not be measured separately for payment.
4.2 – Payment
Payment will be made at the contract lump sum unit price as listed in the “Contract Schedule of Items” for quantities measured and accepted as follows:

09900 – PAINTING AND GRAFFITI PROTECTION
1.1 Description
This section covers furnishing all labor, materials and equipment necessary to apply specified paints.
The term "paint" shall include linings, enamels, paints, stains, sealers, catalysts, thinners, cold galvanizing compound, and other organic or inorganic paint products. Provide painting and surface preparation for interior and exterior surfaces.
1.2 Related Work Specified Elsewhere

1.3 Quality Assurance
Use finish coat materials compatible with the prime coats actually used.
Provide barrier coats over non-compatible primers or remove the primer and reprime as necessary.
1.4 Submittals
Submit off-white, and beige color charts or samples to the C.O.R. for color selection and approval prior to ordering the material.
Prepare 8" x 8" samples of topcoat finish when requested by the COR. When possible apply finishes on identical materials to which they will be applied on project.
Identify each sample for finish, formula, color name and number and sheen name and gloss units.
PART 2 PRODUCTS
2.1 Product Delivery, Storage and Handling
Storage location and method shall be approved by the Engineer. Remove cloths and waste material which may constitute a fire hazard from the project site daily.
2.2 Paint Schedule
A. All new interior wooden components (IF APPLICABLE): Semi-gloss with smooth texture. One
(1) coat wall and primer and two (2) coats latex finish, Interior Latex Semi-gloss, Sherwin- Williams, or an approved equal. Color shall be approved by the C.O.R. from color chart submittals prior to ordering. Interior wall panels shall match the existing colors for main and any trim.
B. All new exterior wooden components (IF APPLICABLE): Flat finish. Two (2) coats of exterior acrylic latex paint, Sherwin-Williams, or an approved equal. Color shall be selected and approved by the C.O.R. from color chart submittals prior to ordering. Exterior siding shall match the existing colors for body and trim.

PART 3 EXECUTION
3.1 Preparation of Surfaces
Surfaces to be painted shall be free of dirt, dust, scale, or any other substance which may interfere with the adhesion of the specified coating.
3.2 Application
Samples: Contractor shall submit samples as requested. Colored finishes shall not be applied until colors are approved by the Engineer.
Apply materials in strict accordance with manufacturer's recommendations.
Finished surfaces shall be free from runs, drops, ridges, waves, laps, brush marks and other blemishes. Apply additional coatings when undercoats, primers and other conditions show through final coat of paint, until paint film is of uniform finish, color and appearance. Special care shall be taken not to injure or splatter adjacent work. Should adjacent work be injured or splattered, it shall be cleaned, and the original finish restored. Furnish and lay drop cloths in all areas where painting is being done over concrete slabs.
Cloth, cotton wastes, or other materials which constitute a fire hazard shall be placed in closed metal containers or be destroyed at the end of each day's work.
Environmental Conditions: Surfaces shall be painted only when they are free from moisture. No painting on exterior surfaces shall be done with less than 72 hours of actual drying weather after a rain, nor during periods of dew or fog. Receiving surfaces shall be properly dried out before proceeding with the work. No painting shall be done when temperature is below 45 degrees F., except when specifically directed otherwise in writing by the Engineer.
The work specified herein will not be measured for payment. All work includes the complete paint application of all unfinished wood installations, all exterior unfinished wood applications, and all coatings described on various areas mentioned in specification and or shown on photographs.
4.2 Payment
This work is incidental to other items in this contract and direct separate item payment will not be made.

DIVISION 12 – FUNISHINGS
1224002 – Window Solar Screens
1.1 Summary
Solar screens are either roller shade or fixed panels, which can be installed on either the exterior or interior of a window. Solar screens reduce solar heat gain, UV damage, and glare while permitting significant view and light transmission. The solar screen shades will be installed as fixed panels on all southernly facing windows of the building that consist of twenty-four (24) upper window and seven
(7) lower openings (set of window that require a single screen that measure approximately 72.5” wide by 69” high).
1.2 Definitions
Solar Screen Shade is a designed frame that houses a densely woven solar screen fabric to provide protection from the harsh sun. They are installed over the windows using either casement clips, leaf springs or 3M Dual Lock Heavy Duty Velcro. The solar screen shade is supported by protective a lightweight, rigid housing with which it is attached.
1.2 Objective
The intent of this project is to reduce the heat transferred through the window and to diffuse the light of the sun that comes through the south windows in this administrative building.
All work shall be completed in accordance with the manufacture’s specifications and current building codes. The work includes all labor, material, supervision, and equipment necessary to perform all the operations for the work specified herein.
The Contractor shall be responsible for any necessary site investigations for detailed and accurate material lists, and all field measurements necessary to complete the construction.
1.3 Performance Requirements
The solar screen shade is to be designed and fabricated to withstand loads from gravity, wind, pounding, drift, and structural movement, including thermally induced movement; and to resist, without failure, other conditions of in-service use, including exposure to weather.
The primary thermal performance of solar screens is reducing solar heat gain, as reflected in shading coefficient (SC) numbers. The screen industry has historically used shading coefficient rather than solar heat gain coefficient—SHGC; the mathematical relationship between the two is: 0.87 X SC =
SHGC).
Shading coefficient numbers for solar screens range from 0.50 – 0.70 for interior installations; 0.14 –
0.33 for exterior installations (based on openness factor and color as discussed above). The impact of solar screens on cooling costs and thermal comfort can range from substantial to modest, depending on the climate, performance properties of the screen, geographic location, and the cardinal orientation of the solar screen.
