About this file

This is an attachment establishing minimum qualifications for sign language interpreting services under a contract with the Kansas Department for Children and Families. Per Kansas Statutes Annotated 75-4355b and amendments 75-5393a and 75-5393b, all interpreters for the deaf, hard of hearing, and speech impaired must be certified by or registered with the Kansas Commission for the Deaf and Hard of Hearing (KCDHH). Acceptable certifications include KQAS, RID, NIC, and BEI certificates at specified levels (Level 5, Level 4, and advanced designations such as CSC, OIC, CDI, IC, TC, and CLIP). Alternatively, interpreters may hold Provisional Registration if teamed with a KCDHH-registered interpreter, or possess an EIPA score of 3.5 or higher with Community-level credentials (Skilled, Advanced, or Master classifications).

All interpreters must comply with the National Registry of Interpreters for the Deaf (RID) Code of Professional Conduct, which requires adherence to standards of confidential communication, maintenance of professional skills and knowledge, appropriate conduct in interpreting situations, respect for consumers and colleagues, ethical business practices, and ongoing professional development. Referral agencies seeking contracts with the State of Kansas must register with KCDHH and may only refer interpreters who hold current, valid certification and registration with the Kansas Sign Language Interpreter Registry. Vendors are required to sign an attestation affirming compliance with these requirements. Additional information and registration forms are available through KCDHH at DCF.RegistrationKCDHH@ks.gov, 785-368-8034, or VP 785-246-5077, with further details at https://www.kcdhh.ks.gov/communication-services/registration-regulations.
