About this file

This is Amendment One to a Request for Proposal (RFP) issued by the Kansas Department of Insurance, Office of Procurement and Contracts, for Licensing Examination Services. The amendment provides clarification and additional data in response to twelve vendor questions submitted during the procurement process. The RFP seeks a single qualified vendor to develop, administer, and maintain insurance producer examinations across multiple lines including Life/Health, Property/Casualty, Crop, Title, Public Adjuster, and Bail Bond Rules & Regulations. Based on 2025 data, the Department anticipates approximately 6,445 annual candidate exam volumes distributed across thirteen test centers statewide, with 1,572 candidates taking online remote proctored exams and 1,028 fingerprint services required. The proposal closing date is April 2, 2026, with the contract commencing November 1, 2027, and running through October 31, 2030, with two optional one-year renewal periods. Full-time testing sites must maintain Monday through Friday, 8:00 AM to 5:00 PM (Central Time) availability, excluding state holidays.

Key clarifications provided in the amendment include confirmation that the Department will not transfer current item banks to the vendor, with all state-specific examination questions and answers becoming the property of the Department regardless of source. The Department offers no specific requirements regarding fingerprint vendors, though the incumbent provider currently offers services at Topeka, Wichita, and Overland Park locations. Spanish language examination demand remains minimal, with only 25 Life/Health and 19 Property/Casualty exams administered in Spanish during 2025. The vendor's own developed items remain vendor-owned intellectual property. The previous contract documents are available through eSupplier's Contract Search function or via Kansas Open Records Act requests, with the prior contract number provided in the bid documents.
