About this file
This document is an Amendment to a Request for Proposal (RFP) issued by the Kansas Department of Administration's Office of Procurement and Contracts for the Kansas Neurological Institute (KNI), seeking Physician Services. The amendment, identified as Amendment One for Event Number EVT0010494, was released on October 7, 2025, with a closing date of October 23, 2025, at 2:00 PM CST. The RFP seeks a physician to provide 24/7 on-call coverage, with specific requirements including being available via telephone, pager, e-mail, or on-site for both emergency and non-emergency medical consultations.
The contract has a historical and anticipated annual spend of $105,000, with the current vendor being Cotton O-Neal / Stormont Vail (contracted since 2010). The current coverage model includes on-call services Monday-Friday from 5:00 PM to 8:00 AM and full weekend and holiday coverage. KNI requires a physician-level provider, explicitly stating that mid-level providers like Physician Assistants or Nurse Practitioners cannot cover this role. The facility has 124 residents, and the contractor will be responsible for scheduling and ensuring continuous coverage. Specific requirements include the ability to respond on-site within 90 minutes, no remote work, and providers must be general practitioners, DOs, or MDs.

Question
Answer
1. Section 4 of the RFP indicates a requirement for 24/7 staffing coverage, I was unable to locate a clearly defined list of position titles. I did note references to the Director of Medical Services, Medical Director/Physician, KNI Nurse Practitioner, and Physician Assistant, can you please confirm if these are the specific roles required for staffing under this contract and if there are any other specific roles?
We are needing a physician for coverage of after hour, holiday and weekend emergent calls.
2. What has been Kansas Neurological Institute’s historical usage and yearly spend for this contract over the past three years?
$105,000.00
3. What is the anticipated annual and total spending for this contract?
$105,000.00
4. Are there any challenges fulfilling the needs with the existing contract for related services, or any specific improvements you are seeking?
We have not had challenges to date.
5. How many vendors will be awarded this contract?
One preferable
6. Are we able to provide a range of prices?
Yes
7. 4.2. The designated physician must be available via telephone, pager, e-mail, or on-site 24/7 for consultation regarding both emergency and non-emergency medical issues. Would Kansas Neurological Institute consider a fully remote physician for this role?
No. There are times when the physician will be required to assess residents in person so remote roles are not appropriate.
8.
Confirm whether the Physician will provide direct patient care to any residents? If so, is the Contractor allowed to bill patients’ insurance plans, including Medicare, Medicaid and commercial insurance plans, for the professional services rendered by Physician?
Very rarely will the physician provide direct care to the residents. No the contractor will not be able to bill the resident’s insurance since KNI is an all-inclusive facticity.
9. The Physician will be provided time off work according to Contractor’s employment policies and employee benefits. This may include vacation time, funeral leave, absence due to illness, and professional education. For coverage periods, is an Advanced Practice Provider allowed to be on-call and provide services during the coverage period or is another Physician required?
No the APRNs will not be allowed to be on-call and the physician group will be required to provide coverage when they are not available.
10. Please identify if there are any changes in the duties and responsibilities of the Physician during the next contract period as compared to the current contract period.
No changes have been identified.
11. Please identify if there are any changes in the roles and responsibilities of the on-site nurse practitioner and physician assistant during the next contract period, as compared to the current contract period, that may affect the duties and responsibilities of the Physician.
No changes have been made affecting the duties and responsibilities of the Physician
12. Are onsite advanced practice providers allowed to sign Death Certificates or is this a responsibility of the Physician?
Currently the on-site ARNPs do not sign death certificates. State regulations allow it, but the current physician prefers to sign them.
