Each offeror's proposal must contain the documents listed below. FAR 52.212-2-Evaluation -- Commercial Items (Oct 2014)

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

FACTOR 1: TECHNICAL APPROACH – 40%

The proposal shall depict/demonstrate a true understanding of the requirement from attachment #1-Statement of Work completed for a Federal agency. Sufficient information shall be provided to demonstrate how all aspects of the work as stated in the SOW will be accomplished. Proposals should present a thorough understanding of the project requirements applicability to the Federal space.

i. Demonstrated understanding of the work to be performed, and the ability to perform the work under the contract.

ii. Technical approach that adequately addresses all aspects of the work.

iii. Provides resumes of key personnel that has the specified experience and training.

FACTOR 2: PAST PERFORMANCE – 30%

The past performance history of successfully providing like or similar services to Federal agencies, with preference given to past performance with USDA. Please submit a minimum of 1 past completed Government contract that is recent and demonstrates the vendors capability and capacity to deliver the like or similar services similar to those described in Statement of Work. The Contractor Performance Assessment Reporting System (CPARS) will also be utilized to obtain additional past performance information on offerors. “Recent” is defined as a federally awarded contract with performance within the past 5 years.

FACTOR 3: PRICE – 20%

The Government will evaluate the Offeror’s price for all items/services quoted. The Government shall evaluate the quoted price to determine that they are fair and reasonable.

FACTOR 4: TIME TO COMPLETE – 10%

The Government estimates completion up to 10 months from notice to proceed.

All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. Factors are prioritized in the following order of importance (i.e. most important first, least important last) for award evaluation 1, 2, 3, 4. However, as non-price factors become closer in perceived value, price consideration will become more important.

The Government will evaluate quotes for award purposes, considering the evaluation factors above, and will award to that offeror whose proposal represents the best value to the Government.
