USDA ELEVATOR MODERNIZATION
RFP #1232SA21R0013
QUESTIONS AND ANSWERS #1
June 2, 2021
Question 1) Please clarify when the site visit will be held for this RFP.
There will not be a site visit for this project.
Question 2) Page 40 of the Solicitation/RFP document states the NAICS code as 238290. Would USDA consider a bid submission from a small business concern under the NAICS code 236220 like previous elevator projects completed within the facility?
Yes Question 3) Approximately when will be the anticipated NTP?
Approximately 7/15 but negotiable Question 4) Please confirm that a proposed project schedule is to be submitted with the bid.
Please submit a proposed schedule with the bid.
Question 5) Please confirm that the new HVAC and elevator pit sump pump are to be tied into the existing building automation systems (BAS).
It should be tied into the existing BAS Question 6) Please confirm that sanding and painting of the elevator hoistway entrances frames, door panels, and cab interior is to be included.
This work is to be included.
Question 7) Is full time on-site supervision required from the prime contractor or will it be acceptable for the elevator contractor’s foreman to act as the supervisor when only elevator-specific work is taking place?
A full-time on-site supervision is required.
Question 8) Is there a requirement for an on-site quality control supervisor? If so, can this person also be the project superintendent?
There should be an on-site quality control supervisor on-site. This person can also act as the Safety Officer for the contractor.
Question 9) Please clarify what the commissioning and testing requirements will be for this project. Are there special fire alarm testing requirements?
Will work on obtaining the commissioning documents
Question 10) Please clarify what the security requirements will be for the elevators. Will the contractor be responsible for the low voltage device installation (CCTV, card readers, etc.) or will USDA provide security provisions under a separate contract?
This work should be included per the scope of work.
Question 11) Is builder’s risk insurance required?
Company must be licensed and bonded and insured.
Question 12) Will the contractor be required to obtain permits for this project?
The contractor will pull all permits.
Question 13) Is this project tax exempt?
No Question 14) Please confirm that relocation of the existing sprinkler piping within the machine room to meet code is to be completed as a part of this contract.
Please follow all codes and compliances when modernizing the elevator.
Question 15) Please confirm that the lower “secondary” machine room is to receive new lighting, doors, partitions, as needed to meet code.

Question 16) Please confirm the elevator pit is to receive a new sump pump.

Question 17) Will stamped engineered design drawings be required for this project?
Stamped design drawings will be required for this project.
Question 18) Is painting of the elevator hoistway interior walls a requirement for this project?
The IBC states that interior finishes for the closed spaces must be of Class B or C materials, depending on whether the space is sprinkled or not. Please follow all codes and regulations when determining the finish requirements for the space.
Question 19) Is new lighting required within the hoistway interior all the way up the shaft walls for the elevator?
Yes Question 20) Will damp-proofing of the elevator pit floor and walls be required for this project?
Please follow all codes and compliances in regard to damp-proofing of the elevator pit floor and wall.
Question 21) Is painting of the machine room floor, ceiling, and walls a requirement for this project?
The IBC states that interior finishes for the closed spaces must be of Class B or C materials, depending on whether the space is sprinkled or not. Please follow all codes and regulations when determining the finish requirements for the space.
Question 22) Will new sprinkler coverage be required within any of the elevator related areas?
No new areas will need to be sprinkled.
Question 23) There are references to Elevators #1 & #2 throughout the SOW. Please confirm this RFP is confined to Elevator #4 only.
Elevator 4 is the only elevator to be modernized.
Question 24) Please confirm that the AHJ is the USDA.
The USDA will use a surrogate AHJ Question 25) Will the contractor be provided a staging area onsite?
Yes. The 14th floor will be used for staging.
Question 26) Will the contractor be allowed to use the bathrooms on site?
The contractor will be allowed to use onsite restrooms.
