About this file

This document outlines evaluation factors for a federal solicitation to remove and replace theater seating at New River Gorge National Park and Preserve in West Virginia. The solicitation will evaluate offers based on two factors: price and past performance. For price, offers will be assessed for price reasonableness and realism by comparing prices to the independent government estimate and each other. For past performance, offerors must demonstrate at least five years of relevant experience performing similar work, and provide three references for evaluation. Adequate past performance information is required for an offer to be considered responsive. The solicitation is issued by the National Park Service's Northeast Region for project Canyon R under number 140P4223Q0070.

Evaluation Factors

Factor 1 - Price

1.Price shall be evaluated for price realism and price reasonableness.
2.Price reasonableness and price realism will be determined considering other competitive prices received and comparison to the Independent Government Estimate.

Factor 2 - Past Performance (Technical) Past performance is a measure of the degree to which a contractor has satisfied its customers in the past. The NPS will evaluate past performance based on contacting references provided by the contractor, the Government’s knowledge of Offeror’s past performance, and /or references obtained from any other source.

1. Quoter must furnish a history demonstrating the contractor who shall perform the proposed work has at least five (5) years of successful past performance of similar work, with a minimum of three (3) references listed with contact information including name, address, phone number, and email address. Quoters who do not provide past performance information will be considered non-responsive.
