EVALUATION CRITERIA FOR AWARD

1. SOURCE SELECTION APPROACH

The Government intends to award a single Firm Fixed Price Task Order resulting from this RFQ. The task order resulting from this RFQ will be to the responsible Offeror whose proposal represents the “lowest price technically acceptable” after evaluation.

2. DESCRIPTION OF TECHNICAL EVALUATION CRITERIA

CMS and the Technical Evaluation Panel (TEP) will evaluate quotations considering the following criteria. The following descriptions are the basis for which these criteria will be evaluated:

FACTOR 1 – TECHNICAL/MANAGEMENT APPROACH

- Certifications

- Customer Service

- Quality Assurance

FACTOR 2 – CORPORATE EXPERIENCE

- Recurring Shredding Services

FACTOR 3 – PRICE

DESCRIPTION OF EVALUATION CRITERIA

FACTOR 1 –TECHNICAL APPROACH

The Government will evaluate the offeror’s understanding of the prospective contract requirements based on the offeror’s submission of information in the written technical proposal. The Government will evaluate the offeror’s description of the policies, procedures and operational methodology it will use to accomplish the requirements in the Statement of Work.

The Government will evaluate the offeror’s knowledge of the content of the work and appropriate work activities in terms of its constituent activities, inputs and outputs, and their interrelationships and interdependencies. The Government will evaluate the offeror’s technical approach to the contracted work, and familiarity with the difficulties, uncertainties, and risks associated with the work and their ability to overcome each.

The offeror will be evaluated on the adequacy of its plan to address and implement a thorough quality assurance program, which is oriented toward continuous quality improvement and covers every component of operations.

FACTOR 2 – CORPORATE EXPERIENCE

The Government will assess the offeror’s proposal to determine whether, during the past three years, the offeror has experience significantly similar to the work described in the Statement of Work including the nature, difficulties, uncertainties and risks associated with performing that work.

The government will evaluate the offeror’s corporate experience in the areas defined in the statement of work on the basis of the written technical proposal. The government will evaluate the quality of the offeror’s corporate experience in directly related work of similar scope and complexity to the work described in the statement of work.

FACTOR 3 – PRICE

The lowest price that is technically acceptable.
