Evaluation Criteria Farmington Field Office Fire Suppression Systems Inspection

The Government is seeking offers that provide the best combination of quality and price in order to select the greatest overall benefit or “best value” offer. Therefore, award may be made to other than the lowest price offered. Technical factors other than cost or price, when combined, are considered significantly more important than cost or price.

A Technical Evaluation Panel consisting of no less than three members will conduct the initial evaluation. The panel will include the government project manager who is technically qualified to evaluate all proposals. Upon completion of the evaluation period, the panel will review each proposal and make their final award recommendation to the Contracting Officer. Provide your bid in two separate volumes:

Volume 1 – Pricing.

Volume 2 – Non-pricing, which includes information of evaluation factors

Evaluation Factors:

Technical Merit & Appropriateness: The offeror’s planned techniques, processes, and test to accomplish the work.

Past Performance: The extent of the offeror’s past experience carrying out similar work as stated in the Statement of Work.

Quality Control Plan: The degree to which the offeror’s quality control plan has been established well-defined lines of authority, responsibility, and communication.

Qualification of Key Personnel: The availability, competency, pertinent education, and related experience of the firm’s technical personnel.
