EASTERN SERVICE AREA
ASR (Airport Surveillance Radar) HVAC Replacement
ERI – Erie, PA
May 2023
STATEMENT OF WORK
1.0 GENERAL
Furnish all labor, equipment and materials to remove the existing 12.5 ton packaged rooftop units and replace them with two new 12.5-ton rooftop units (RTUs) on the buildings South end. The HVAC system shall use one unit as a primary with the second unit to be a backup with automatic change over controls. Installation of the new units will require new exterior ductwork, connection to the existing interior ductwork, lightning protection conductors, condensation lines, disconnects and SPDS for each new unit, new breakers and new power conductors for each unit. A new Direct Digital Control (DDC) system will be utilized to control both HVAC units. Each new system shall be complete, functional, and operational in all respects.
Provide all low & high voltage wiring and conduit necessary. Provide equipment that is similar type, size, fit and, function to the unit described in the basis of design mentioned in the construction drawings. Remove and dispose of old equipment. Remove and dispose of old economizer system and all of its associated components. However, the existing relief damper shall remain in place. Radar equipment must remain operational throughout demolition and construction. Contractor shall provide
12.5 tons of temporary air conditioning and maintain a temperature of 70 degrees inside building for the duration of project. Additionally, there must always be HVAC redundancy.
2.0 SCOPE OF WORK
The following items are a summary of the project and are provided solely for the purpose of describing the general nature of the work. The Contractor is responsible for accomplishing all items of work identified in the applicable drawings, specifications, and provisions of the contract:
2.1. Furnish Temporary Cooling. Provide (1) 12.5-ton, 208v, 3ph portable air conditioning unit.
Remove the rear entrance door & block off door frame with a sheet of ½” plywood fastened with j-hooks or other fasteners. Make openings in plywood for flexible duct. Connect flex duct to openings. Test run portable air conditioning unit for 72 hours before disabling the first existing HVAC unit. Provide temporary cooling for the scheduled duration of project.
2.2. Demo and remove the old existing (2) 12.5 ton ACUs, (1) set of wall thermostats and, (1) HVAC control unit, (2) ACU disconnects and associated conductors. Take all demo material to nearest facility licensed to recycle metal waste in accordance with EPA regulations.
2.3. Provide FAA with a new fully operational air conditioning system. New equipment shall include but not be limited to the following items:
A. (2) 12.5-ton three-stage package units. With copper coils, hinged access doors, factory corrosion guard, hail guards, low ambient temperature control to 0° F, and BACnet diagnostic boards
B. (2) sets of RGS conduit from outdoor disconnects to ACU, with Seal Tite Flex section between conduit termination and ACU
C. New exterior supply and return air ductwork
D. Provide three spare thermostats, two sets of filters, belts, and disconnect fuses.
E. New breakers, conductors, and disconnects for each ACU.
F. New Surge Protective Devices on ACU disconnects G. Phenolic labels for each ACU unit with unit number and month/year of startup
2.4. A direct digital control (DDC) system should be provided to monitor and operate the HVAC units.
The DDC system will control operations such as startup, shutdown, switchover, etc. The system will control the replacement air conditioning units and follow the controls matrix listed on drawing M004. Provide a control wire diagram drawing signed by a qualified NICET 3 level Technician or Licensed Engineer. Include the terminal numbers/letters inside each hardware device. Include point to point wiring from terminal to terminal for HVAC cooling system.
2.5. Provide FAA with an electrical lock out tag out plan. Plan will describe steps & equipment required to safely provide power to temporary cooling, power connection of (2) new HVAC systems and, start up and testing procedures.
2.6. Megger test all new wires and conductors. Provide FAA with megger report.
2.7. Ground new ACUs to existing below-grade counterpoise.
2.8. Start-up & test run equipment. Provide FAA with factory start-up checklist.
2.9. Provide operation & maintenance training to FAA technicians.
2.10. Clean and restore site. Remove and discard all packing materials and construction debris.
Broom clean exterior work areas. Broom & vacuum clean interior work areas.
3.0 WARRANTIES
The Contractor shall warrant all materials, equipment and labor for all work performed under this contract.
This warranty, including factory start-up, shall be for a period of one calendar year beginning upon the date of Contract Acceptance Inspection (CAI). The warranty shall be unconditional and the Contractor shall furnish all labor and materials required to repair or replace defective or failed portions of the contract work. Any warranty repairs shall be mobilized and on-site within a maximum of 24 hours after notification by the Government for any failure that causes the mechanical system to be inoperative. Other failures or defects that have no operational impact to the facility shall be corrected within a maximum of 15 calendar days after notification by the Government. Years 2-5 shall carry a parts and labor warranty (including but not limited to Compressors) with the same response times required for the first year. The Contractor shall furnish to the Resident Engineer (R.E.) the manufacturer's certificate of this warranty stating the beginning and ending dates of the period of coverage. Also, guarantee that each piece of apparatus shall have a capacity or performance of not less than that specified when the apparatus is operating under specified design conditions.
4.0 GENERAL REQUIREMENTS
Contractor shall be authorized to install Carrier, Trane or equal equipment and provide a factory authorized warranty on all equipment. Contractor must hold a State License to install HVAC equipment and provide FAA with current copies of HVAC Skill & Qualifications Certifications, NICET Certifications, and, Engineering Licenses. Contractor shall coordinate construction start with a minimum 30 day advanced notice to FAA before work begins. Contractor will be subject to all rules and regulations that apply to persons working in Erie County PA & FAA property. Personnel working on site must have valid I.D.
issued by their State of Residence. Contractor’s Superintendent shall be present on the job site at all times work is being done. Superintendent shall carry a cell phone, and be prepared to immediately send and receive calls from the FAA & others at all times. Contractor shall repair any damage done by him to any entity, at his cost. Contractor shall be covered by minimum locally required liability. Contractor will provide any corrections or repairs necessary for a period of one year after installation at no charge to the Government.
5.0 WORK HOURS AND CONDITIONS
Contractor will be subject to continuous FAA escort. All work will be done during daylight hours between 7:00AM to 4:00PM. Mon thru Fri. 40 hours per week. An alternate work schedule is possible with coordination with COR. Overtime work will not be approved unless absolutely necessary.
Contractor will request permission from FAA at least one week in advance of working nights or overtime. No work shall be scheduled or performed on Saturdays, Sundays or federal holidays, or during holiday maintenance moratorium periods, unless approved in advance. Maintenance moratorium periods usually occur for approximately 10 days around Thanksgiving and for approximately two weeks around Christmas. Other local moratoriums may be observed by this location. Exact dates will be provided during the pre-construction meeting.
Contractor will provide portable toilet, drinking water and, emergency first aid supply kit. Emergency medical action plan shall contain a map of directions and phone number to the nearest facility that accepts accident victims. Copies of plan shall be posted in plain view on work site.
Radar equipment must operate continuously during work. Contractor will maintain equipment room temperature at 70 degrees or less at all times. Contractor will report & coordinate facility shutdowns with a minimum 14-day advance notice with a FAA technician.
Trash removal shall be the Contractor’s responsibility. Furnish appropriate waste receptacles and service to pick up and transport all waste material to an approved commercial dump or waste processing facility.
6.0 SUBMITTALS
Notice to Proceed (NTP) will be issued after FAA approves the following items:

7.0 PRE-BID SITE VISIT
The Contractor is expected to carefully examine the areas of the proposed work, to see first-hand the extent of work involved. The submission of a proposal will be considered evidence that the bidder has made such examination and is satisfied as to the conditions to be encountered in performing the work.
The FAA Contracting Officer will provide a date for one official site visit with the Project Engineer. If additional visits are needed, Contractor must make arrangements with FAA at least five days in advance.
All visitors must be escorted by an FAA employee, or other authorized personnel.
