Foley AC-1 Replacement Project: Design Build Scope of Work
VOLUME 1 - PART 1 - PROJECT OVERVIEW
1. NOTICES
1.1 Project Information
Project Title: Foley AC-1 Replacement Building: James T. Foley Courthouse Location: 445 Broadway, Albany, NY 12207

1.2 Delivery Location and Quantity
Proposal shall be received at the following location with two (2) copies of the documents with one going to each individual listed below):

1.3 Pre-Proposal Site Visit
A Pre-Proposal site visit will be arranged by the GSA Contracting Officer. The site visit provides an opportunity to discuss and clarify this Request for Proposals (RFP). Nothing said or represented during the site visit shall be deemed to modify RFP requirements unless followed by a written amendment. The Offeror is requested to submit questions relative to the RFP after the site visit. Building survey for asbestos containing materials (ACM) found no ACM to be present. Testing for lead paint has not been done. Based on type of work to be done and age of equipment the presence of lead paint is unlikely.
1.4 Site Access
See Volume 1 - Part 3 – Section 5 “Security Regulations”.
Note that due to the expected duration of the work it may be advisable for the contractor to obtain a full clearance (long term) for the on –site project supv. with short term clearances for one or two key workers with the majority of the other workers working under the 10 day exception rule (whereby a cleared person can escort short duration workers) especially since work is to be concentrated on roof (exterior of building).
1.5 References
Government issuances (handbooks, guidelines, regulations, etc.) private sector issuances (codes, standards, guidelines, etc.) referenced in this RFP shall be obtained by the Offeror at no cost to the Government.
2. INTRODUCTION
2.1 Organization of RFP
This RFP is composed of two (2) volumes and attachments. Volume 1 includes this “Project Overview,” “Statement of Work,” and “Contract Administration”. Volume 2 provides provisions for proposal requirements, and detailed instructions for GSA/Standard Forms required as part of the Offeror’s proposal.
2.2 Involved Parties
This RFP is issued by the Northeast & Caribbean Region of the United States General Services Administration (GSA), hereinafter referred to as the “Government,” to obtain the services of a Contractor (also referred to as the “Offeror” or “Design/Builder”) who shall be singularly responsible to satisfy the terms of the resulting contract.

2.3 Code Compliance
This project shall comply with the latest edition of all applicable codes.
2.4 Maximum Available Funds
Total project design and construction costs, including all designated Government allowances, have been requested as such award is subject to the funding approval.
2.5 Anticipated Award Period
The Government anticipates award of this contract during Fiscal Year 2018 (fiscal year starts October 1st). The Government does not guarantee award within this period nor shall the Government be liable for any additional costs should award occur before or after this period. All awards are subject to funding.
2.6 Completion Date
Offerors will be required to submit a design and construction schedule for the various phases with their proposal that is within this timeframe. See Volume 2 of this scope of work for detailed requirements.
The expectation is for the project is to be completed and ready for operation no later than 60 calendar days from contractor officer’s construction “notice to proceed”. It is expected that the actual disconnect, removal, installation (lift in place) of new equipment and ready for operation (tested and commissioned) shall be completed over a long weekend (four days) as coordinated with GSA Property Management.
The contractor shall commence the design process upon obtaining the contract officer’s notice of award.
The final design documents (“ready for construction” set) shall be completed within 30 calendar days from approval of design intent layout. The time needed to perform the government design review process does not negatively impact the 30 day requirement. For example: if contractor takes 10 days to prepare design submission and government takes 14 days to complete review then contractor has only used 10 days of the 30 days allotted.
While design in being finalized the contractor shall commence security clearance process by submitting project manager/supervisor for clearance. The expectation is for the contractor to have fully submitted its construction workforce for clearance within 30 days from contract award.
The contractor shall initiate the product data submission process once the design has been finalized. All submittals shall have been issued for review and approval within 30 days after design has been completed.
The project is to be completed and ready for operation no later than 90 calendar days from contractor officer’s “notice to proceed”. The expectation is that design will be complete within 30 calendar days, followed by a 60 calendar day construction period followed by a 30 day period in which to complete as-builts & project closeout.
The expectation is that the replacement HVAC unit can be procured and delivered to site within the allocated 60 days. Any potential of a delay in the delivery of the HVAC unit must be immediately communicated to the Contract Officer. Only the Contract Officer can grant relief for unforeseen delays.
Per the clause "Liquidated Damages - Construction" FAR 52.212-5, liquidated damages will be assessed for late delivery beyond the guaranteed substantial completion date in the amount of $500 per calendar day.
2.7 Contract Type
Firm Fixed Price. Subject to GSA’s acceptance of contractor’s fiscal & performance responsibility verification.
2.8 Government Construction Management
The Government shall review design and construction development through Government staff and/or a contract Construction Management (CM) firm for adherence to contract terms.

VOLUME 1 - PART 2 – STATEMENT OF WORK
1. STATEMENT OF WORK
1.1 Scope
Project involves the replacement of HVAC unit AC-1 located on the roof of the Foley Federal Courthouse in Albany, NY. Work shall include but not be limited to procurement of a properly sized HVAC unit to replace existing unit designated as AC-1, disconnect of instrumentation & control, electrical, ductwork, etc. to facilitate removal & disposal of unit from roof, proper disposal of all fluids, replacement of existing equipment support correctly matched to new HVAC unit, installation of new unit and reconnection of associated systems (building automation control system, electrical, ductwork, etc.), installing new roof components (curb, torch down membrane, XPS insulation, cover board and 80 mil TPO membrane) and equipment flashing to exactly match existing roof system. The Foley roof was recently replaced and is under warranty. Contractor shall be required to engage the existing roofing warranty manufacturer and appropriate subcontractors to ensure the government the existing warranty remains fully valid. Work shall include HVAC balancing and interconnection of HVAC to building control system and all necessary materials in addition to a commissioning report. Contractor shall furnish all materials, labor and tools and coordinate with Building Manager to repair a 5th floor office ceiling damaged from the roof leak.
1.2 Level of Design Development
Following the notice to proceed, the Contractor shall fully develop design submissions through the preparation of drawings, specifications, and calculations/analyses as addressed in Part 2. "Design Submissions."
1.3 Contractor Initiated Design Changes
Following award, Contractor initiated design changes from this scope of work are subject to Government approval. All Contractor initiated design changes must be separately documented and not presented as normal design submission material. Government acceptance of normal design submission documents shall not be deemed as approval of a contractor initiated design change. The Contractor must provide all information and materials necessary to satisfy the Government as to need, benefit, and/or comparability.
1.4 Computer Aided Design (CAD)
All drawings, specifications, and estimates shall conform to the GSA PBS CAD Standards. This policy may be obtained at http://www.gsa.gov/graphics/pbs/PBS_CAD_Standards.pdf.
1.5 Building Codes
All design and construction work shall comply at a minimum with the most recent editions of PBS P100 “Facility Standards for the Public Building Service, International Building Code, and the Architectural Barriers Act Accessibility Standard (ABAAS). 2. DESIGN SUBMISSIONS
The contractor shall submit two design submissions for review by the Government prior to submission of a final, stamped set of construction documents.
• 75% Progress Submission (2 full size, 4 half size and pdf electronic set of files)
• 100% Pre-Final Submission (2 full size, 3 half size and pdf electronic set of files)
• 100% Final Construction (2 full size, 2 half size, pdf and ACAD electronic set of files)
2.1 Level of Development
In addition to other submission requirements, specified within this contract, the following is required.
2.1.1 Check Set & Final Documents
Drawings and specifications must depict/describe all construction work and shall be in final form, to fully support the minimum needs of the construction contractor.

Structural Calculations must be provided as applicable to demonstrate that the equipment in the room will not exceed building structural design loads and that new equipment support is capable of actually supporting the new HVAC unit.
HVAC Calculations must be provided showing assumptions made, design inputs, and sequence of operations to maintain an average space temperature of 72°F +/- 3°F when occupied.
Verification of similar performance: Contractor shall provide calculations and or product performance data analysis that clearly demonstrates that replacement unit matches and or exceeds the performance capability of the existing AC-1 unit. Replacement unit shall have improved energy efficiency over the existing unit.
Electrical power and load calculations shall be prepared to ensure proposed equipment is compatible with existing building conditions.
2.1.1.2 Security Coordination Drawing
Security system coordination drawings must be provided at each submission.
2.1.2. Registration Seals
At the Final Document Submission each drawing and submitted specification and calculation document shall be signed by, bear the seal of, and show the State Certificate Number of the Architect and/or Engineer who prepared the document and/or is responsible for its preparation.
2.2 Quality Control Plan
The QCP shall be complete in all respects addressing all types of inspections/tests for work covered by Final Document submissions.
2.2.1 Content
For each performance and installation requirement, the QCP shall identify: item/system to be tested, exact test(s) to be performed, measured parameters, inspection/testing organization, and the stage of construction development when tests are to be performed. Each inspection/test shall be included in the overall construction schedule. The Contractor is not relieved from required performance tests should these not be included in the plan. A verification report shall be prepared for all materials to be used to ensure material is compliant with the approved product submittal.
The QCP is intended to document those inspections/tests necessary to assure the Government that product delivery, quality and performance are as required. It also serves as an inspection coordination tool between the Contractor and the Government.
2.2.2 Submissions
The QCP shall be prepared during final design development and submitted with the Construction Documents. The QCP may be rejected as incomplete and returned for resubmission if there is any performance, condition or operating test that is not covered therein.
2.2.3 Updating
During construction, the Contractor must update the plan if any changes are necessary due to any changes or schedule constraints. The Government's Contracting Officer's Representative (COR) and the CM must be notified immediately of any schedule and/or procedural changes.
2.3 Submission Format
2.3.1 Specifications/Calculations
Calculations shall be titled with each analysis clearly indicating subject/problem being studied, applied references, assumptions, and analysis of answer. All numerical references to length, temperature, pressure, energy, mass, weight, work, power, etc. shall be presented in English units. Project specifications shall be
SOW Foley AC-1 DesignBuild Page 5 of 34 July 27, 2018 sufficiently detailed and edited to direct the construction contractor to execute the scope of work, outlined in this scope of work. The specifications shall be the latest version of the CSI Master Format and shall include the GSA Supplement for Div 00 10 00 and 00 20 00. The A/E shall develop the specifications in accordance with the GSA PBS CAD STANDARDS. The project specifications shall completely encompass the scope of work and reflect the design of the project. Extensive editing and additions to the listed guide specifications will be required to tailor them to this scope of work. The cover page of the project specifications must contain the following text in a minimum of 14-point bold type: ““SENSITIVE
BUT UNCLASSIFIED (SBU) PROPERTY OF THE UNITED STATES GOVERNMENT FOR
OFFICIAL USE ONLY. COPYING, DISSEMINATION, OR DISTRIBUTION OF THESE
DRAWINGS, PLANS, OR SPECIFICATIONS TO UNAUTHORIZED PERSONS IS
PROHIBITED. Do not remove this notice. Properly destroy or return documents when no longer needed.” All other pages of the drawings must contain the following text in a minimum of 14-point bold type: “SENSITIVE BUT UNCLASSIFIED (SBU) PROPERTY OF THE UNITED STATES
GOVERNMENT FOR OFFICIAL USE ONLY.”
2.3.2 Drawings
Drawing levels of detail and quality of representation shall adhere to the AIA guideline "Architectural Graphic Standards." All original drawings shall be at least 24 x 36 inch, with each sheet offering North-arrows, Key Plans and graphic scales. Minimum lettering height shall be 0.4 centimeters (5/32 inch). All numerical references to length, temperature, pressure, energy, mass, weight, work, power, etc. shall be presented in metric units with English units immediately following in brackets. Floor plans and elevations shall be at least 1:100 (1/8" = 1'0") scale. Floor plans and sectional elevations of mechanical/electrical equipment rooms, toilet rooms, food service kitchens and all spaces involving rough-in utilities shall be scaled to not less than 1:50(1/4" = 1'0"). Refer to Section 2.4 of this part for CAD requirements. The cover page of the project drawing set must contain the following text in a minimum of 14 point bold type:

2.4 Quantities
The Contractor shall provide the Government copies of all drawings, specifications, calculations, etc. for each required submission as outlined in the matrix below. These are in addition to those required by Contractor.

2.5 Procedures
Design submissions shall be made directly to designated individuals in section 2.4. Submissions shall be made in accordance with the schedule represented within the Contractor's approved schedule, having an allowance that the Government will take 2 weeks (14 calendar days) to review each submission.
2.6 Construction Start
Construction shall not begin on a segment of work until the associated design has been developed to Final Document stage, complete with designer registration seals/signatures on involved design drawings and specifications, and approved by GSA. GSA has the right to stop any work that has not followed contract procedures and has not been approved for installation.
2.7 Construction Phase Design Submissions
Note that construction phase "Record Drawings" and "As-Builts" are required.
3. DESIGN REVIEWS
3.1 Design Reviews
Reviews will be made by Government staff and/or the CM. As part of its review, the Government may offer submission reviews to local code officials. After each submission the contractor shall allow for 2 weeks (14 calendar days) of Government Review.
3.2 Purpose
The Government will review Contractor design submissions to verify adherence to contract requirements.
Design reviews by the Government are not to be interpreted as resulting in an approval of the Contractor's apparent progress toward meeting contract requirements but are intended to discover any information which can be brought to the Contractor's attention which might prevent costly errors and misdirection. The Contractor shall remain completely responsible for designing, constructing the project in full compliance with the requirements of this contract.
3.3 Resolution of Comments
Contractor shall resolve all design review comments in writing, indicating one of the following: (1) Adoption and action taken, (2) Adoption with Modifications and action taken, (3) Alternative Resolution and action taken, or (4) Rejection. In cases other than unqualified adoption, the Contractor shall provide a statement as to why the reviewer's objection and/or recommendation are inappropriate. Design review comments shall not relieve the Contractor from compliance with terms and conditions of this contract. Contractor's comment resolution shall be transmitted to the Government and the CM within fourteen (14) calendar days of comment receipt.
4. SHOP DRAWINGS/PRODUCT DATA
4.1 Submissions
The Contractor shall submit shop drawings, product data, catalog cuts, etc. as stipulated herein. Shop Drawing/product data submissions to the Government shall be made after review and approval by the Contractor's designer of record. This is in addition to and separate from specification submission material.
Product data shall be delivered to the Government within thirty (30) calendar days following the Government's review of Final Document design. Shop drawing and product data submissions shall be made to the Contracting Officer's Representative and shall contain electronic submissions where applicable, with three (3) hard samples of all finish materials. Two samples shall be retained by the government with the third sample being returned.

4.2 Reviews
Reviews of shop drawings and product data by the Government are not to be interpreted as an approval of the Contractor's selections or progress toward meeting contract requirements but are intended to discover problems / errors which may avoid costly redirection during construction. The Contractor shall remain completely responsible for design and construction in accordance with contract requirements.
4.2.1 Review Period
The Government shall be allowed two (2) business weeks (or 14 calendar days whichever is greater) to review these submission materials from the date of receipt. The government will strive to minimize the turn-around time as much as possible.
4.2.2 Changes
Should shop drawing and/or product changes take place after initial Government review, the Contractor shall resubmit the altered product data material and shop drawings within seven (7) days of the change.
4.3 Products for Submission
The Contractor shall provide shop drawings and product data for all systems, equipment and materials referenced within the Final Document submission.
4.3.1 Product Data
Product Data shall include but not be limited to construction and installation details, material descriptions, maintenance of operating parts and finishes, dimensions of individual components and profiles, and other information necessary to show compliance with requirements.
4.3.2 Product Certifications
Product Certifications signed by manufacturer shall be provided certifying product is approved for use and does not negatively impact other assemblies for example ensuring door hardware is approved for use on type and size labeled fire doors complies with listed fire door assemblies.
4.4 Manuals
Contractor shall combine all product data submission material into hard copy manuals for reference during all phases of construction. Shop drawings shall be bound with product data or separately bound in drawing racks.
Manual shall include a replacement part listing. Contractor shall maintain duplicate copies for the Government.
5. TECHNICAL REQUIREMENTS
5.1 General Scope
Contractor is responsible for contracting the services of the Designer of Record. Designer of Record shall be responsible for developing a complete set of construction documents, based on government provided design intent drawings, suitable for bidding. Construction documents shall contain all information necessary to provide a complete project including, but not limited to, construction drawings, specifications, and calculations.
The Contractor shall furnish all labor, supervision, materials, equipment, planning, incidental design and quality control to provide a completely finished project. This project should be bid as a turnkey order.
5.2 Demolition
The contractor shall be responsible for all demolition and disposal as needed to provide a complete project.
Demolition will include but is not limited to concrete coring, framing, equipment support, existing roof curb, partition, plumbing, mechanical ductwork, electrical and data wiring, and fire protection piping.
5.3 Cutting and Patching
5.3.1 Cut, remove and dispose of mechanical equipment, components, and materials, including but not limited to removal of mechanical piping, heating units, HVAC ductwork and plumbing as needed.

For any mechanical equipment that is removed and is still in functional condition, check with the Building Manager to determine whether it shall be salvaged and stored or disposed of.
5.3.2 Protect the building structure, roof, roofing components, drains, and adjacent equipment not indicated or scheduled to be removed. Provide and maintain temporary protection, partitions or barriers (dust, fall, etc.) adequate to prevent and protect from falling debris, spread of dust and dirt to adjacent areas and into building.
5.3.3 Patch existing finished surfaces and building components using new materials matching existing materials that comply with all existing warranties.
5.3.4 Install fire stopping for all openings and penetrations whether existing or created for project that are directly within the project area.
5.4 Rough Carpentry
5.4.1 Contractor shall supply all labor and materials for all rough carpentry work as applicable.
5.4.2 Contractor shall furnish and install as applicable all wood and metal blocking related to the installation of equipment support platform, mechanical equipment, electrical installations, and accessories, etc.
5.4.3 All wood blocking material shall be fire rated.
5.5 Structural Support Installations
5.5.1 Construction contractor shall design and install a structural support on which the new HVAC unit shall be mounted. This support shall be specifically designed to accommodate the new unit, existing roof penetrations and the loads and physical dimensions of the new HVAC unit.
5.5.2 Where mounting heights are not detailed or dimensioned, install systems, materials, and equipment to provide the maximum possible.
5.5.3 Contractor shall install systems, materials, and equipment level and plumb, parallel and perpendicular to other building systems and components. The HVAC support shall be mounted directly to the concrete deck.
5.5.4 Contractor shall minimize the need for field welding. In the event field welding is needed the contractor shall obtain permission in advance from building property management for all work requiring burn, welding and or open flame. This permission request shall be requested forty-eight (48) hours in advance of the actual need.
5.5.5 Contractor shall install mechanical equipment to facilitate servicing, maintenance, and repair or replacement of equipment components. As much as practical, connect equipment for ease of disconnecting, with minimum of interference with other installations.
5.5.6 Contractor shall install all support systems, inserts, furring, framing, hangers, threaded rod, wires, backing, blocking, seismic bracing, sleeves, fasteners, adhesives, caulking, fire caulking, and sealant, necessary for a complete installation.
5.6 Mechanical Installations
5.6.1 Where mounting heights are not detailed or dimensioned, install systems, materials, and equipment to provide the maximum possible.
5.6.2 Contractor shall install systems, materials, and equipment level and plumb, parallel and perpendicular to other building systems and components.

5.6.3 Contractor shall install mechanical equipment to facilitate servicing, maintenance, and repair or replacement of equipment components. As much as practical, connect equipment for ease of disconnecting, with minimum of interference with other installations.
5.6.4 Contractor shall install all support systems, inserts, furring, framing, hangers, threaded rod, wires, backing, blocking, seismic bracing, sleeves, fasteners, adhesives, caulking, fire caulking, and sealant, necessary for a complete installation.
5.6.5. Contractor shall test for leaks in new ductwork, existing ductwork, new piping, and existing piping where connections have been altered, extended or disturbed.
5.7 HVAC Equipment and Controls
5.7.1 Contractor shall provide a suitable HVAC replacement for AC-1 by verifying operational and functional parameters of the new unit (refer to section 2.1.1 of this scope of work). Information and photos of the existing AC-1 unit is provided as an attachment. Contractor shall submit information on the proposed AC-1 unit for review and approval prior to procurement.
5.7.2 Prior to construction the Contractor shall perform an air and water side balance test to quantify existing conditions. This test report shall be provided to GSA.
5.7.3 Contractor shall perform a post construction air and water balance test to ensure proper commissioning of the HVAC equipment. This test report shall be provided to GSA.
5.7.4 Contractor shall furnish and install one (1) in-line duct variable air volume (VAV) distribution unit that is equipped with direct digital control such as Price SDV5000 or an acceptable equivalent. If necessary additional VAV units shall be furnished and installed supported by the HVAC calculations and in compliance with GSA PBS-100.
5.7.5 Contractor shall furnish and install round insulated flexible ductwork from the metal duct common building supply to variable air volume unit onto air diffuser outlets. Vapor barrier shall be complete by ensuring all holes, rips and seams must be sealed with approved duct tape.
Flexible duct material shall be mechanically fastened to collars by draw bands, clamps, or sheet metal screws.
5.7.6 Flexible duct material shall be used for reconnection to the existing metal duct system.
5.7.7 Replacement AC unit shall be installed with a direct interface with the building control system.
Contractor shall engage GSA’s building control contractor – Building Control Systems, Inc. or Smart Edge to ensure the selected equipment can properly communicate and is compatible with existing building control system.
5.8 Plumbing
5.8.1 All piping shall be properly hung and braced.
5.8.2 All new piping shall be fully compatible to existing system to which the tie-in is being made.
5.8.3 All new piping shall be insulated with one the following material: aluminum wrapped fiberglass or plastic shell wrapped neoprene compatible with existing tubing. Furnish and install all piping labels and directions arrows similar to existing building standard.
5.8.4 Contractor shall provide two (2) sets of shop drawings for applicable connections and equipment for GSA’s review and approval.
5.9 Fire Protection

5.9.1 Contractor shall remove and relocate existing sprinkler main and branch lines in accordance with the design documents. Contractor will coordinate with GSA on new location of sprinkler piping.
5.9.2 Piping and Fitting shall be as follows:
5.9.2.1 Black steel Schedule 40 shall be used for all piping with threaded joints and fittings.
5.9.2.2 Black steel Schedule 40, with grooved ends, may be used for pipe 1-1/4" diameter and larger.
5.9.3 Contractor shall install new sprinkler heads in conjunction with removing and relocating existing sprinkler heads. Contractor shall replace any existing heads identified as being problematic due to being obsolete or recalled or etc.
5.9.4 Any sprinklers installed shall match and align existing layout and or be positioned in accordance with applicable regulation and government authority having jurisdiction (AHJ).
5.10 Electrical
5.10.1 Contractor shall provide the required materials and labor to reconnect/connect the new HVAC unit. Contractor shall ensure all required equipment connections are fully compatible with existing building power and circuitry.
5.10.2 Shall furnish and install all equipment, accessories, connections, electrical equipment, receptacles, conduits, power panels, and incidental items necessary for a fully complete installation.
5.10.3 All electrical circuit outlets shall be marked and coded for wire tracing; outlets shall be circuited separately from lighting and receptacle outlets.
5.10.4 All 120 volt, 20amp electrical circuits shall not contain more than (4) receptacles per circuit.
5.10.5 Wall mounted switches shall be installed and mounted 4’- 0” from finished floor to centerline of the device. Finish Color: Ivory
5.10.6 Receptacles shall be installed and mounted 1’-6” from finished floor to centerline of the device.
Each drywall constructed wall shall have a minimum of two (2) receptacles evenly spaced. Finish Color: Ivory. Existing outlets shall be changed to color match with newly installed devices.
5.10.7 All electrical penetrations assemblies shall be sealed with approved Fire stopping material.
5.10.8 The contractor shall make all connections in the existing “approved for use” electrical panels.
The contractor shall identify each circuit with the breaker number and shall identify the mechanical equipment or device connected to it.
5.10.9 All electrical, IT and security wiring shall be within conduit. Voltage wiring can be in same conduit designated for IT and or low voltage security wiring. All IT, communication, etc. wiring runs outside this space must be housed inside conduit.
5.10.10 Contractor shall be responsible for testing all electrical equipment and shall furnish all test results in writing to GSA.
5.10.11 Electrical equipment and components shall be supported to the building structural elements by the following methods:
• Wood: Lag screws or Through Bolts

• Masonry: Toggle-Bolts / Expansion anchors
• Mounted cabinets, Panel boards, Disconnect switches, Pull & Junction boxes and other devices shall be attached to Uni-strut or slotted channel.
5.10.12 All Electrical materials and workmanship shall comply with all applicable codes, safety and fire law regulations at the location of the work and shall conform to applicable codes and standards of the organizations listed below:
• National Electric Code (NEC)
• National Electrical Manufacturers Association (NEMA)
• American National Standards Institute (ANSI)
• Underwriters Laboratories
5.10.13 Contractor shall provide all CAD drawings and information upon completion of electrical installation and wiring system.
5.10.14 Following building standard contractor shall furnish and install labeling for all equipment (such as AC-1), electrical and utility lines such as “CWS”, “CWR”, electrical circuit number and serving panel.
5.11 Insulation
5.11.1 All applicable piping and ductwork shall be properly insulated to hung and braced.
5.11.2 All new piping shall be insulated with one the following material: fiberglass or foam tubing
5.12 Painting
5.12.1 All surfaces shall be primed with a low VOC primer prior to the application of two (2) finish coats of paint. Paint finish shall be as designated by equipment manufacturer and government via submittal.
5.12.2 Metal supports /equipment shall be painted with one (1) coat primer and two (2) coats of corrosion protective type paint in approved color as recommended by equipment manufacturer and government.
5.13 Roofing Materials
5.13.1 All roof areas impacted by the work required to replace AC-1 shall be replaced with exact roof component materials used to install the new roof system which was recently completed within the last three years to maintain warranty. Below the work involved for impacted roof areas.
5.13.1.1 Remove existing Roofing assembly down to the concrete deck.
5.13.1.2 Prime the concrete deck with ASTM D41 asphalt primer
5.13.1.3 Torch apply GAF Torch Smooth Rubberoid Modified Bitumen vapor retarder
5.13.1.4 Adhere two (2) 2 layers of 2.5" x2' x 8' extruded polystyrene insulation, using FAST
100 insulation adhesive with maximum bead spacing of 4" oc
5.13.1.5 Adhere top layer Carlisle 1/2" x4'x 4' Securock cover board, using FAST 100 insulation adhesive with maximum bead spacing of 4" oc
5.13.1.6 Fully adhere Carlisle Sure-Weld .080 white TPO membrane, with Carlisle low VOC bonding adhesive.
5.13.2 For all roof areas impacted by the work is required to be approved and inspected by Carlisle.
Carlisle shall approve the roof system components and installation method. A Carlisle technical
SOW Foley AC-1 DesignBuild Page 12 of 34 July 27, 2018 representative shall visit the site to inspect the integrity of all roof seams. Contractor shall comply and resolve all items of concern identified and or discussed by the Carlisle representative in order to ensure GSA’s existing warranty is maintained.
5.13.3 Contractor shall hire an independent third party to perform two (2) infared scans of the impacted roof areas with the first scan being within thirty (30) days after the first major rain event and the second scan prior to the expiration of the initial warranty period established by this contract but no later than ten (10) months from the date the installation was completed.
5.13 Submittals
5.21.1 The contractor shall be required to submit the following items for approval:
• Metal Stud and Anchoring Hardware
• HVAC – (HVAC controls, AC unit, ductwork)
• Plumbing (piping, shut off valves, flow control valves)
• Fire Protection – (notification devices, sprinklers, hangers, supports, escutcheons, pipe)
• Electrical – (switches, panel boxes, receptacles, wiring, conduits)
• Lift plan – (equipment removal & delivery to roof and Activity Hazard Analysis AHA plans)
• Construction schedule
• Safety & Health Program
• Schedule of values (SOV) on AIA 702/702a
• Product and Technical Data
• Equipment list with manufacturer, model, serial number with corresponding location where item was installed
• Drawings (shop drawings & as-built drawings)
5.21.2 Actual product samples shall be included as part of the submittals roofing materials.
5.22 Cleaning
5.22.1 Contractor shall remove labels that are not permanently affixed.
5.22.2 Clean exposed exterior and interior hard-surfaced finishes to a dust-free condition, free of stains, films and similar foreign substances.
5.22.3 Wipe surfaces of HVAC, mechanical and electrical equipment. Remove excess lubrication and other substances. Clean to a sanitary condition.
5.23 General Requirements
5.23.1 Workspaces will be cleaned at the end of each shift.
5.23.2 Contractor shall remove and dispose of ALL waste materials, packaging material, skids etc.
from the site and dispose of.
6. INSPECTIONS AND TESTS
6.1 General
The Contractor shall perform inspections and tests throughout the design and construction process, including:
design support (existing conditions/needs assessments), construction installation (placement/qualification measurements), and final inspections/tests (commissioning/performance certification). Periodic "Quantity" inspections shall also be conducted to support progress payments.
6.2 Government Witness
All inspections and tests called for in this RFP and/or required to verify documented contract assumptions, to establish work accomplishment, or to certify performance attainment shall be witnessed by the Government and/or CM and coordinated through the Quality Control Plan (QCP). The contractor shall notify the Contracting Officer’s Representative (COR) in writing at least two weeks prior to conducting.

6.3 Site Investigations
Contractor shall conduct site condition inspections/tests to validate both RFP directions and their own proposal.
6.4 Construction Inspections and Tests
Refer to FAR 52.246-12 "Inspection of Construction".
6.5 Final Inspections and Tests
Unless otherwise identified, manufacturer recommendations shall be followed for all inspection/test procedures.
The new AC unit shall be tested and verified that it performs to manufacturer’s specifications. A test report reflecting confirmation of that each operational specification is achieved by the unit shall be provided to GSA.
Test shall include but not be limited to all the recommendations set forth by the manufacturer plus if not specifically identified by the manufacturer the test shall confirm / verify: proper electrical connect and installation; proper grounding; unit doesn’t overload circuit; piping connections are tight and leak free; ductwork connections are sound and air tight; etc.
Additionally, the contractor shall verify and confirm via test that the installation of the new AC unit on the support and as installed does not leak and or cause a leak into the roofing system. A test to confirm proper seal of roofing membrane seams shall be performed by a technical representative of the roofing material manufacturer to confirm and verify proper installation of the roofing systems. A verification report shall be provided to GSA from the inspector.
Another test the contractor shall be required to perform is two (2) separate “infrared scans” of the roofing area around the new AC unit performed by an independent third party. The first scan shall be done within 30 days but not later than 60 days from the date of the completed installation. The second scan shall be done within 7 months but not later than 9 months from the date of the completed installation. Both scan reports shall be provided to GSA direct from the third party inspector.
6.6 Documentation
The Contractor shall provide electronic copies of documents containing all test reports/findings. Test results shall typically include: item/system tested, location, date of test, test parameters/measured data, state of construction completion, operating mode, Contractor Inspector/Government witness, test equipment description and measurement technique. When complete, the inspections/tests documents shall be turned over to the COR to complete the project's documentation addressed in "Manuals”.
7. PROJECT CLOSEOUT
7.1 Preparation for Final Inspection and Tests
The following steps shall be taken to assure the project is in a condition to receive inspections and tests.
7.1.1 Record Drawings
Finalize Record Drawings/Manuals, indicating all "As-Built" conditions.
7.1.2 Commissioning/Start-up
Contractor shall properly commission this equipment by conducting a full functional testing sequence of the equipment, demonstrate cooling capability to achieve space cooling requirement and verify interface/ communication with the building control system. A complete start-up testing of systems and equipment / components as recommended by manufacturers and to GSA’s satisfaction shall be achieved. Start and testing shall be documented by contractor and witnessed by GSA.
7.2 Instruction/Training
7.2.1 Operating Staff
The Contractor shall provide formal instruction for up to five (5) Government designated personnel, addressing the operation and maintenance of the newly installed equipment and any affected reporting or BMS systems. The Operation and Maintenance manuals developed shall be used as training materials.
The Contractor shall provide a training plan with the Final Design Document submission, addressing all involved equipment.

7.3 As-Built Drawings
The Contractor shall provide "As-Built Drawings" and documents based upon actual site installation, as should be reflected within latest Record Drawings/documents. Should Record Drawings not represent As-Built conditions, the Contractor shall perform field measurements and/or shop drawing takeoffs as required to support accurate As-Built drawings. Should the Government determine that variations exist between finished construction and the As-Built Drawings, the Contractor shall correct drawings to the satisfaction of the Government, at no additional cost. Provide two (2) complete set of full-size as-builts to the COR. Provide completely detailed as-builts of all installed and relocated work.

7.3.1 CAD
In addition to the hard-copy versions referenced above, the Contractor shall provide all As-Built drawings in CAD format, conforming to the GSA PBS CAD STANDARDS.
7.4 Manuals
The Contractor shall provide two (2) hard copies and two (2) electronic sets of the manuals/documentation reflecting "As-Built" constructed building features/systems, including specifications, shop drawings, design calculations, and operation / maintenance requirements. Manuals shall be bound in three ring binders and fitted with tab sheets to identify major text divisions. All content shall be legible, first generation photocopies or prints of published material. Each manual shall be appropriately titled and provided with an introduction and table of contents. Should the Government establish that a submitted manual/document fails to represent installed conditions; the document shall be returned and corrected by the Contractor to the satisfaction of the Government, at no additional cost.
7.4.1 Shop Drawing/Product Data Manual
The Contractor shall provide two (2) hard copies and two (2) electronic sets of shop drawing and product data manual; containing all approved shop drawing and product/catalog data submissions.
7.4.2 Operation and Maintenance Manuals
In addition to those manuals required to support training requirements, the Contractor shall prepare two (2) hard copies and two (2) electronic copies of the detailed Operation and Maintenance Manuals, identifying all procedures, tools, equipment, parts and replacement parts listing necessary to assure satisfactory operations and to provide maintenance per manufacturer's recommendations. Each manual shall also include the manufacturers’ names addresses and telephone numbers along with a copy of the warranty.
The design/ build contractor’s name, address and telephone number shall be permanently affixed to the front cover and to the spine of each manual, along with the project number, contract number and the date of submittal of the manual.
7.4.2.1 Operation
In addition to operating sequences of start-up and shutdown, all modes of operation shall be described, including emergency/safety shut-offs, efficiency or energy conservation adjustments, noise/vibration adjustments, control calibration procedures, interpretation of readings and reports, etc. Where equipment is controlled or monitored by the Building Automation System, the manual shall identify all access procedures and available condition reports.
7.4.2.2 Maintenance
Maintenance shall address cycles of replacement and use of special tools, lubricants, fuels, gages/meters, etc. Also to be discussed shall be potential hazards and emergency procedures.
Include references to record documents, spare parts and material lists, warranties, maintenance agreements and similar continuing commitments.
7.5 Warranties
The design/build contractor shall provide to the COR a current and complete list of all warranted items and equipment responsibilities, specific warranties and guarantees, final certifications, and similar documents at the time of acceptance/substantial completion. A copy of the warranty document shall be included within each operation & maintenance manual. A separate copy of the warranty shall be provided to the contract officer.
Contractor shall obtain a statement from Carlisle that the existing roof warranty is still valid and has not been negatively impacted by this project.

VOLUME 1 - PART 3 – CONTRACT ADMINISTRATION
1. DESIGN - BUILD CONTRACT
1.1 Contract Type
Firm Fixed Price Contract
1.2 Pricing and Payments
All Fixed Price payments shall be made in accordance with the applicable clauses in the base contract.
1.3 Standard Clauses
The design, construction, and management of this project are governed by the regulatory clauses referenced in the base contract.
2. ROLES AND RESPONSIBILITIES
2.1 Contractor
The Contractor is solely responsible for the management (planning, supervision and contract coordination), design (professional) services and construction (including all labor, equipment, materials and inspections) to meet requirements of this contract.
2.1.1 Management
The Contractor shall provide individuals in the capacities of Principal, Project Manager, Construction
Supervisor, and Inspection/Testing Agent(s). The Principal or Project Manager shall have legal authority to represent the Contractor. The Project Manager shall be the single point of contact for coordinating with the Government. The Construction Supervisor shall coordinate construction work and associated contracts.
Inspection and testing agents must certify delivery and functional/operating performance of contract work.
2.1.2 Professional Services
The Contractor shall provide required design and consultant services. Design and specialty consultant principals shall have legal authority to represent associated firms. Chief Designers have design signature authority for involved disciplines. Senior architects and engineers are those who have significant influence over design development.
2.2 Contracting Officer (CO)
The Government's Contracting Officer (CO) has the authority to enter into, administer and/or terminate contracts and make related determinations and findings. The CO will designate to the Contractor in writing the roles and responsibilities of other Government officials as they relate to the execution of this contract. The CO for this project is Matthew Murphy.
2.3 Project Engineer/Contracting Officer's Representative (COR) The Contracting Officer's Technical Representative may act for the CO within delegated authority limits.
Unless otherwise noted, on behalf of the CO, the COR is responsible for the general administration and technical coordination of this project. The COR is the Government's point of contact for post award information exchange, design submission reviews, construction inspection/tests, and all administrative duties associated therewith. The Project Manager/COR is Tom Lucas.
2.4 Project Manager (PM)
A representative from the GSA's Public Buildings Service will monitor contract/project progress, reporting directly to senior GSA management. The Project Manager for this project is Tom Lucas.
2.5 Construction Manager (CM)
In support of the CO and COR, the Government may enter into a separate contract to obtain Construction Quality Management (CQM) services to review design development and monitor construction inspections and tests.
