Section C: Justification for Soliciting from a Single Source or Brand Name

For vehicle 05C00157

The vehicle was manufactured with a GMC engine, it would be impracticable and cost prohibitive to consider purchasing parts of a brand name other than GMC. Per AFI 24-302 5.2.16 purchasers of vehicle parts must query parts dealers to ensure new, rebuilt or after-market parts for all vehicles and equipment meet or exceed original equipment manufacturer specifications before ordering parts. Installing an engine with a brand name other than GMC would require at least an additional 100 man hours of labor. Purchasing a new vehicle at a cost of $24,456.07 far exceeds the $13,000 price of an engine and additional parts that are required to return this vehicle to service.

For vehicles 07C00203 and 12C00086

These vehicles were manufactured with Ford engines, it would be impracticable and cost prohibitive to consider purchasing parts of a brand name other than Ford. Per AFI 24-302 5.2.16 purchasers of vehicle parts must query parts dealers to ensure new, rebuilt or after-market parts for all vehicles and equipment meet or exceed original equipment manufacturer specifications before ordering parts. Installing engines with a brand name other than Ford would require at least an additional 200 man hours of labor. Purchasing new vehicles at a total cost of $182,284 far exceeds the $35,000 price of two engines that are required to return these vehicles to service.

Section D: Efforts to Obtain Competition

Research was performed by the Vehicle Management Flight in VRS. Three third party vehicle parts distributors who specialize in procuring parts for military specific vehicles were contacted and provided quotes for this requirement. An RFQ will be posted to beta.SAM for 3 business days.
