PART 1
Scope of Work
1. GENERAL: This is a non-personal services contract to provide maintenance, repair, and training for the Buckley Garrison main base and RA HVAC control and monitoring systems (Direct Digital Controls (DDC) systems/EMCS). The Government shall not exercise any supervision or control over the Contractor’s technicians providing the services herein. Such technicians shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform EMCS Service as defined in this Performance Work Statement except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this contract.
1.2 Background: The Buckley Garrison’s key role is to deliver global infrared surveillance, tracking, and missile warning for theater and homeland defense and provide combatant commanders with expeditionary warrior Airmen. 460 CES program objective is to provide mission infrastructure support for the global infrared surveillance, tracking, and missile warning. The goal is to ensure the high performance confidence levels required for support of equipment and facilities is maintained in support of Air Force, Space Force, Navy, Army, Marines, the Colorado Air National Guard (COANG), The Air Reserve Personnel Center, allied nations, and governmental agencies. The intent of this solicitation is to obtain facility maintenance management services for the HVAC control and monitoring systems (DDC/EMCS). This services contract is a performance based specification relying on the Contractor’s experience and expertise to determine the best method of service operations. The Contractor is required to have in place a Quality Management System, providing quality control measures for all requirements at all sites.
1.3 Objectives: Buckley Garrison (BGAR) has two separate HVAC control/monitoring systems that are critical for HVAC function and maintaining mission assurance. A comprehensive maintenance function for these systems is beyond the capabilities of Government/military personnel. This contract will provide the required services for maintenance and health monitoring of the 75+ systems located in the main base and RA, as well as providing training to 460 CES personnel that will allow them to perform these services in the future.
1.4 Scope: Maintenance, repair, and training on EMCS located on BGAR. Services include maintenance, repair, and alterations of the EMCS equipment and systems to ensure they are fully functional and operational. It shall also include installation of upgrades to the existing database and server software to ensure software is current with the latest commercial version available.
Correction of communication issues, IP address issues, resolution of Building Automation and Control Networks (BACnet) address problems, as well as general database management to include general maintenance, repair, and backing up of the control system database and server.
The Contractor shall have prior experience and familiarity working at BGAR.
1.5 Period of Performance: The period of performance shall be for one base year, with four one-year option periods.

PART 2
Specific Tasks
2.1. Basic Services. The Contractor shall provide for regularly scheduled service for the Maintenance and Repair of BGAR’s EMCS, system software upgrades, integration, continuous functionality graphics, and communications graphics. The Contractor will also provide training for the Maintenance and Operation of New and Replacement Systems and Equipment to/for the Government.
2.2 TASK 1. The Contractor shall provide training services to Government personnel for the Maintenance and Operation of New and Replacement Systems and Equipment. The training provided shall include but will not be limited to training on BGAR DDC/EMCS which is based on Delta Controls and Alerton systems. The Contractor shall provide training for all system upgrades that affect management of the system. Training shall be provided at no additional cost to the Government.
2.3 TASK 2. Provide a qualified DDC technician to perform maintenance on the base wide EMCS. The Contractor service technician working on EMCS shall be well versed, trained, and certified to work on BACnet systems with experience on Delta Controls and Alerton systems. The Contractor must be able to integrate, trouble shoot, and resolve communication issues between the various controllers and the base wide EMCS. For each on-site visit, the Contractor’s service technician shall check-in with the COR upon arrival. The Contractor’s service technician shall also check-out with the COR/Government Representative prior to leaving. Services shall be provided 30 days a year with a minimum of eight (8) hours on-site maintenance time per each visit at BGAR.
2.4. TASK 3. The Contractor shall provide and install upgrades to the existing database software to ensure software is current with the latest commercial version available. This includes providing upgrades as new versions become available. The Contractor shall notify the COR in writing, a minimum of two weeks prior to upgrading the software. The Contractor shall ensure receipt of the COR approval prior to the install. The Contractor will be expected to provide system information and connection details to third party entities as approved by the Government. The Contractor shall perform integration of various control systems into the existing BGAR system as directed by BGAR staff. The Contractor shall provide graphics corrections and upgrades on the base wide control system. The Contractor shall coordinate all planned outages and /or controls changes which may affect building operations for an extended period of time (2 hours or more). Coordination shall be made with the COR at least two weeks prior to the scheduled outage. Such outages shall be coordinated and take place in accordance with the Public Works outage policy in affect at that time.
2.5. TASK 4. Repair work outside of 30 weekly visit services. The Contractor shall provide quick response ability to keep system operational and/or meet Air Force/ Space Force mission requirements. The Contractor shall be responsible for making repairs on any individual Facility EMCS controller/system up to a repair limit of $2,500 per system per occurrence, without obtaining prior approval of the COR. The CO must, however, concur with the repair work and cost prior to commencing repair work. Any repairs over $2,500 must receive written approval from the CO. The Contractor shall invoice the Government itemizing the cost of parts and labor only using the appropriate CLIN for repairs. No profit/fee or tax shall be added to the costs of parts. The

Government will reimburse the Contractor at actual invoice costs for all parts used plus any related special handling costs, exclusive of profit or fee. When requesting CO or COR approval, the Contractor must submit supporting documentation (i.e. quotes, published price lists, sales catalogs, etc.) for the parts to assist the CO in determining the price fair and reasonable. Once a work order or request for bench stock has been approved by the COR or CO, the Contractor may order parts or materials needed for the service or repairs. Approvals must be in writing (an email constitutes an acceptable form of written approval). In the event approval is required outside normal duty hours, a verbal authorization is acceptable. If verbal approval is received, the COR/CO will provide written authorization to the Contractor on the next business day after verbal authorization is received. The Contractor shall furnish and own all replacement parts until they are installed on Government-owned equipment.
2.6. TASK 5. The Contractor shall perform trouble shooting and maintenance on EMCS and associated equipment to ensure proper operation, minimize breakdowns, and maximize useful life.
Troubleshooting on the control systems and associated equipment shall be performed in accordance with applicable federal, state, and local statutes and regulations; DoD and AF policies, instructions, and guidance; and in accordance with the manufacturers recommended procedures, and OEM standards. Provide controls trouble shooting and maintenance, as well as ancillary HVAC investigation and research in order to resolve building control problems.
Provide optimization and tuning of both new and existing control systems in order to minimize energy usage and maximize occupancy comfort. Perform trending, monitoring, and analysis of the base wide EMCS in order to identify and correct operational problems. Provide sensor calibration and recommendations when existing sensors and devices should be recalibrated or replaced. Provide controls training, programming assistance, and mentoring to BGAR HVAC and controls technicians.
2.7. TASK 6. The COR/Government Representative will provide a tentative priority list to the Contractor one week prior to each visit with an official priority list provided at each weekly visit. The Contractor will prioritize maintenance tasks based on the Government provided priority list. The Contractor may recommend priorities to the COR/Government Representative for inclusion on the official priority list. The Contractor will provide a work order to COR/Government Representative after each visit. The work order shall be an official company provided form listing dates, times work was performed, and a list of tasks performed with notes regarding any actions needed by the Government.
2.8. TASK 7. The Contractor shall develop and maintain a BACnet naming/addressing standard for the installation of new systems. The Contractor shall provide training on the use of this standard. The Contractor shall fix any naming/addressing conflicts discovered during routine maintenance as part of this PWS.
2.9 TASK 8. The Contractor shall update the Campus Network Diagram (CND) for all Delta Control and Alerton Systems. The diagrams shall represent current installed condition for both the RA system and Main Base system. The Contractor shall provide the COR/Government Representative with digital pdf copies and one hard copy of each drawing by the end of each Period of Performance (POP) year.
2.10 Contractor Management Reporting (CMR)
The Contractor shall report ALL Contractor labor hours (including subcontractor labor hours
P a g e | 4 required for performance of services provided under this contract for the US Air Force via a secure data collection site. The Contractor is required to completely fill in all required data fields using
SAM.
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to SAM.

Contractor Furnished Items and Services
3.1. General: Except for items identified as Government Furnished, the Contractor shall provide all equipment, materials, parts, supplies, components to perform the requirements of this contract. The COR may inspect Contractor-furnished items for adequacy and compliance with contract requirements. Inadequate or unsafe items shall be removed and replaced by the Contractor at no cost to the Government. Materials containing asbestos, lead, and polychlorinated biphenyls (PCBs) shall NOT be brought onsite. Energy efficient tools and equipment shall be used when available. The COR may at any time require Samples, Material Safety Data Sheets (MSDS), or Manufacturer’s Data Cut Sheets of Materials used in this contract.
3.2. Facility Clearance: The Contractor shall possess and maintain a facility clearance from the Defense Security Service. The Contractor’s employees, performing work in support of this contract shall have been granted a NACI security clearance from the Defense Industrial Security Clearance Office. The Contractor shall have and maintain a Controlled Access Card (CAC) in order to operate the BUCKLEY and RA EMCS systems.
3.3. Materials and Equipment: The Contractor shall provide all equipment, materials, parts, supplies, components to perform the requirements of this contract.
PART 4
Government Furnished Items
4.1. Facilities: The Government will provide access to the DDC systems centralized computer system and work area. The Government will provide the necessary access to on-site and COMM support.
4.2. Materials: The Government will elect to provide or purchase through Contractor specific DDC replacement parts (i.e. actuators) for either installation by the Contractor, or oversight of Government personnel installation of equipment/parts. The Government will provide the necessary access to on-site and virtual DDC front-end. Access keys to equipment rooms in facilities outside the RA are available for checkout at the 460th CES Customer Service desk by the Contractor. The Contactor will not be provided keys to access equipment rooms inside the RA. The Contractor shall be escorted all the time he/she is in the RA.
4.3. Equipment: One Government Laptop, at most, will be provided to Contractor personnel who have a valid CAC. The Buckley Garrison (BGAR) EMCS operator holds this laptop in his office. The Contractor shall be responsible for returning the laptop to the EMCS operator by the end of the service day at Buckley Garrison.
4.4. Telephone Services: Contractor employees will be allowed reasonable use of a telephone on Buckley Garrison for local contract-related phone calls. No cell phones or any wireless devices are allowed in the RA.
4.5. Insect and Rodent Control: The Government will provide insect and rodent control on Government property. It is highly encouraged that the Contractor notifies 460th CES Customer Service when an insect or rodent problem is detected, so proper action can be taken.
4.6. Security, Fire, and Medical Services. From a Government land line, dial 911 for emergencies; or dial 720-847-9117 from a cell phone. Dial 720-847-9252 for non-emergency Buckley Garrison Security Forces and 720-847-9925 for non-emergency Buckley Garrison Fire Dept. NOTE: Dialing 911 from a cellular phone on Buckley Garrison will connect to off base authorities and response time may be delayed. If calling 911 from a cell phone, report your location at Buckley Garrison.

General Information
7.1. Performance of Services during crisis declared by the National Command Authority: According to Department of Defense Instruction (DODI) 3020.37, it is determined that the Contractor shall be required to provide services during crisis unless otherwise directed by an authorized COR/Government Representative. The Contractor shall develop a contingency plan for tasks identified by the Government as essential to provide reasonable assurance of continuation during crisis conditions.
7.2. Heightened Security and Force Protection Conditions (FPCONs): During periods of heightened security and FPCONs, entry onto and around the base may be significantly restricted. The Contractor shall make concessions for potential delays caused by security measures and will ensure timely and successful completion of service. The Contractor will comply with security measures when a FPCON is declared on the installation.
7.3. Driver Documentation: All drivers shall have in their possession a valid driver’s license, vehicle registration, and proof of vehicle insurance. Any driver who does not have all of these items will be turned away and denied access to the installation.
7.4. Base Access/Passes: The Contractor shall obtain all DBIDS cards, passes, decals or other items required for access to Buckley Garrison at the 460 SFS Visitor’s Control Center, building
41. Building 41 is accessed by the 6th Ave Gate, located on the right prior to entry on Buckley Garrison. All personnel operating a vehicle on Buckley Garrison shall be a licensed driver and all vehicles shall be registered and insured. Entry for Contractor vehicles is required through the South Gate to Buckley Garrison at Mississippi and Alameda.
7.5. Hazardous Materials. All hazardous materials brought on the installation by the Contractor must be reported in writing to the CO at least three (3) days prior to bringing the materials on base. The written notification will include the name of the material, the quantity being transported, a Material Safety Data Sheet (MSDS), and intended use.
7.6. The Contractor shall report all instances of spills, leaks, and inadvertent release of hazardous materials to the COR/Government Representatives as soon as the event occurs. The Contractor shall ensure their employees handle hazardous materials according to any federal, state, or local laws concerning Hazardous Waste Operations and Emergency Response.
7.7. Protection of Real Property: The Contractor shall ensure not to damage Government property, including grounds, during service operations. The Contractor shall immediately report any damage caused to Government property to the COR and CO. The Contractor shall repair or replace all damage caused to real property, including grounds, as approved by the CO or COR at no additional expense to the Government. All damage shall be repaired within five (5) workdays by the Contractor with materials of like type, quality, and finish by skilled craftsmen of the trades involved.
7.8. Quality Control: The Contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. The Contractor shall deliver the Quality Control Plan (QCP) within 30 days after contract award or with the Contractors proposal if it is an
P a g e | 12 evaluation factor. Three copies of a comprehensive written QCP shall be submitted to the Contracting Officer’s (CO) and COR within 5 working days when changes are made thereafter.
After acceptance of the QCP, the Contractor shall receive the CO’s acceptance in writing of any proposed change to his QC system.
7.9. Quality Assurance: The Government shall evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
7.10. Recognized Holidays: The Contractor shall not be required to work on the below mentioned Federal Holidays.

7.11. Hours of Operation: The Contractor is responsible for conducting business between the hours of 6:00 a.m. to 6:00 p.m. Monday through Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
7.12. Place of Performance: The work to be performed under this contract will be performed at Buckley Garrison.
7.13. Security Requirements: The Contractor shall comply with all Federal, state, and local security statutes, regulations, and requirements. The Contractor shall become acquainted with and comply with all Government regulations as posted, or as requested by the CO when required to enter a Government site. The Contractor shall provide individuals capable of obtaining and holding a NACI for each technician. The Government will perform the NACI investigation on the technicians submitted by the Contractor. Access to the RA systems shall be by escort only.
Any work performed by the DDC technician in the RA shall be with the escort by his/her side and within view at all times. The Contractor shall ensure that all security/entrance clearances are obtained. The Contractor shall be required to prepare complete Defense Biometric Identification System Application (DBIDS) forms for all that wish to gain access to Buckley Garrison; DBIDS forms will be provided by the CO, COR or Government Representatives. The DBIDS forms shall contain the following information: Employee's full name, date of birth, driver’s license number and state of issue, social security number, height, weight, gender, home phone number, home address, work phone number, and hair and eye color. Access to the RA will be on an escorted basis only, and will require coordination through a COR (or Government Representative designated in writing) and a BGAR Form 5 access request form. The COR or Government Representative will assist in the facilitation of Form 5 submissions. This information will be handled under the Privacy Act of 1974, as amended and is For Official Use Only (FOUO). This information must be protected IAW DOD5400.11R, & AFI 33-332.
7.14. Anti- Terrorism The Contractor /escortees are required to completed AT Level I
P a g e | 13 training. Please contact the COR for your project to obtain this training.
7.15. Key Control: The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are not lost, misplaced, or used by unauthorized persons. NOTE: All references to keys include key cards. No keys issued to the Contractor by the Government shall be duplicated. The Contractor shall develop procedures covering key control that shall be included in the QCP. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the COR and CO.
7.16. In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the CO, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying performed by 460th Civil Engineer Squadron. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor.
7.17. The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the COR.
7.18. LOCK COMBINATIONS: The Contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The Contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations. These procedures shall be included in the Contractor’s QCP.
7.19. SECURITY, FIRE AND MEDICAL SERVICES. The government will provide police and fire protection. In the event of a medical emergency, base ambulance service for transporting an injured employee to a local hospital is available on a cost reimbursement basis.
7.20. PERFORMANCE OF SERVICE DURING CRISIS OR HEIGHTENED
SECURITY. The services under this contract are not essential for performance during crisis or FPCON DELTA. The CO will determine circumstances which constitute a crisis based on direction from Security Forces and base leadership.
7.21. SECURITY REQUIREMENTS. Contractor employees shall comply with Buckley Garrison security requirements imposed by the Installation Commander at all times while on Buckley Garrison premises. The Contractor shall obtain all necessary passes, decals, badges, or other items required for access to perform contract services at Buckley Garrison. The Contractor is responsible for accountability of all such media, which shall be surrendered to the Security Forces Squadron Pass and Registration Section upon completion or termination of the contract or upon termination of an individual’s employment for the Contractor. The Contractor shall comply with all Buckley Garrison policies regarding entry to the installation, rules of the road, contingency operations compliance, and photography prohibitions. Contractor employees are authorized entry to the installation for the purpose of work under this contract only, and are not authorized in other facilities or areas without prior government authorization. Due to safety/security requirements, Contractor personnel shall be required to fluently speak, P a g e | 14 comprehend, read, and write English.
7.22. BASE ACCESS. The Contractor must be aware that entry requirements are subject to change due to installation and world situations. All employees may be subject to a background check through the FBI for base access. To gain unescorted access on to BGAR, the Contractor will obtain a Defense Biometric Identification System (DBIDS) card. The DBIDS paperwork must be submitted to the CO for Security Forces approval before the card can be issued to the Contractor. The Government will assist the Contractor to coordinate security matters with the 460th Security Forces Squadron (SFS) and other base agencies, as needed.
7.23. MAIN BASE ACCESS. Current security access restrictions at Mississippi Gate require all Contractor vehicles to enter through the Mississippi Gate only. Contractor vehicles may be subject to search prior to gaining base entry. The Contractor should plan and allow for delays as a result of increased and ever- changing security procedures.
7.24. SECURITY AUTHORITY. The Contractor shall brief all employees that they shall immediately leave any area upon notification by the CO, COR, constituted authority, Security Forces, or when directed as occasional operational requirements, real world activities, or emergencies dictate.
7.25. RESTRICTED/CONTROLLED AREAS. Contractor performance within restricted/controlled areas shall require Contractor compliance with various levels of security and established personnel security entry control procedures. The Contractor shall ensure all Contractor employees performing services in secured areas are processed for a controlled area, limited access, or visitor badge by the Entry Controller of the restricted/controlled area.
7.26. ACCESS COORDINATION. The facility manager/user/occupant/requester will be responsible for providing access, escorts, or temporary visitor access badges for Contractor personnel while performing EMCS duties as these badges are for RA and not regular BGAR area. The Contractor shall be responsible for scheduling access/escorts/badges by contacting the facility manager/requester at the Entry Control Point of the restricted/controlled area.
7.27. ESCORTS. At all times while in restricted/controlled areas, Contractor employees shall be under direct surveillance of a person from that facility who is cleared to wear a controlled area badge and perform escort duties. Visitor badges shall be returned to the Entry Controller each time the employee completes the duties and leaves the area. This requirement is waived for Contractor personnel who have unescorted access privileges and display a controlled area badge for the restricted/controlled areas.
7.28. RESTRICTED AREA (RA) BADGES. When inside the RA, Contractor personnel shall, at all times, display restricted/controlled area badges on their outer garments above the waist. Incidents of a person not properly displaying badges or violating escort procedures (e.g.
working out of view of escort) shall be treated as a breach of security and that person shall be susceptible to apprehension, search, and detainment. Any person inside a restricted area without a restricted/controlled area badge will be detained or apprehended, searched, removed, and turned over to appropriate authorities for disposition.
7.29. LOST BADGES. The Contractor shall immediately report the occurrence of lost badge(s) to the COR, who will in turn report to SFS. If the COR is not available, the loss shall be reported directly to 460th SFS within one duty day of loss. Replacement badge(s) will not be issued until reporting procedures are satisfactorily completed.

7.30. ACCESS REVOCATION. The Buckley Garrison Installation Commander reserves the right to deny restricted area entry to any Contractor employee who’s NAC is unfavorable, and the right to terminate the entry of any employee upon disclosure of information indicating the individual’s continued entry to a secure area is not in the best interest of national security.
7.31. BADGE VALIDITY. Controlled area badges will be valid only for the actual period of employment or the term of the contract, whichever occurs first. Contractor employees must display the controlled area badge on their outer garment above waist level, and must, upon request, surrender the badge to any DOD member for identification verification. Violations or deviations from established security procedures by Contractor employees may result in confiscation of controlled area badges and denial of future entry to restricted areas.
7.32. CONTRACT PERSONNEL REQUIREMENTS. The Contractor shall not employ persons for work on this contract who are identified to the Contractor by the CO as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.
7.33. CONTRACTOR VEHICLES. Contractor vehicles must be maintained in a safe and operational condition at all times while on Buckley Garrison. All refuse and recycle trucks must be entirely empty in order to gain access to BGAR. All refuse and recycle trucks will be searched prior to gaining access to BGAR. All vehicles/drivers must process through the Large Vehicle Inspection Point (LVIP) located adjacent to the Mississippi (South) Gate.
7.34. REPORTING REQUIREMENTS. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security or well-being of DOD personnel, Contractor personnel, resources, and classified or unclassified defense information.
7.35. PHYSICAL SECURITY. The Contractor shall be responsible for safeguarding all government property and controlled forms provided for Contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.
7.36. HEIGHTENED SECURITY AND FPCONS. During periods of heightened security and Force Protection Conditions (FPCONs), the Contractor shall be responsible for maintaining the same contractual collection schedule unless notified by the Government that refuse service has been temporarily suspended or restricted. During times of heightened security, entry onto and around the base will be significantly restricted. The Contractor shall make concessions for potential delays caused by security measures and will ensure that timely and successful completion of the collection schedule is accomplished.
7.37. SPECIAL QUALIFICATIONS: Contractor shall clearly identify who each key person reports to. Contractor personnel performing service under this contract shall be well versed in OSHA safety requirements. Safety training certificates shall be included with the key personnel listing.
7.38. POST AWARD CONFERENCE/PERIODIC PROGRESS MEETINGS: The
Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5.
The CO, COR, and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the CO will apprise the Contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be
P a g e | 16 taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.
7.39. Contracting Officer Representative (COR): The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance; maintain written and oral communications with the Contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, specifications; monitors Contractor's performance and notifies both the CO and Contractor of any deficiencies; coordinates availability of Government furnished property; and provide site entry of Contractor personnel.
A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
7.40. Key Personnel: The Contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the Contractor when the manager is absent shall be designated in writing to the CO. The contract manager or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 7:00a.m to 4:00p.m. Monday thru Friday except Federal holidays or when the Government facility is closed for administrative reasons.
7.41. Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression that they are Government officials. They must also ensure that all documents or reports produced by Contractors are suitably marked as Contractor products or that Contractor participation is appropriately disclosed. Contractor personnel will be required to obtain and wear badges in the performance of this service.

PART 8
Definitions
8.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.
8.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.
8.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S.
Government appointed by the Contracting Officer (CO) to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications.
This individual does NOT have authority to change the terms and conditions of the contract.
8.4. DELIVERABLE. Anything that can be physically delivered, but may include non- manufactured things such as meeting minutes or reports.
8.5. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
8.6. QUALITY ASSURANCE. The Government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
8.7. QUALITY ASSURANCE SURVEILLANCE PLAN (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of Contractor performance.
8.8. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
8.9. SUBCONTRACTOR. One that enters into a contract with a prime Contractor.
The Government does not have privity of contract with the subContractor.
8.10. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.
8.11. WORK WEEK. Monday through Friday, unless specified otherwise.
