SBIR FAST-TRACK

CLARIFICATION QUESTIONS

Note: Where needed, information was removed from questions to protect the identity of the potential offeror.

1. The solicitation indicates that R/R&D must be performed in the U.S. Our organization is

American, however, we have two employees who reside in Canada and perform work in collaboration with us in an online workspace. Can these employees participate in an

SBIR project?

Response: Such individuals can be members of the project team, however as noted in the solicitation, all work must be performed in the U.S.

2. May subcontractors who reside in Canada participate in any way in SBIR projects?

Response: Such individuals can be members of the project team, however as noted in the solicitation, all work must be performed in the U.S.

3. For phase I, what exactly is the deliverable? Specifically, are you looking for the development of a product/tool as well as controlled study, with subjects, IRB approval, etc?

Response: Based on the guidance in the RFPs, the offeror must determine the deliverables. No further guidance can be provided on this question.

4. Would the Department of Education be supportive of proposals that included materials licensed from a major non-fiction publisher that would enhance the market appeal and distribution potential?

Response: No guidance can be provided on this question. It will be the reviewer’s responsibility to judge proposals.

5. I am the PI proposed on one of the Phase 1 solicitations and one my prior employers would like for me to consult on their Fast-Track proposal. Both these projects serve different users and have no conflict of interest in their scope of work. I am writing to understand if this will pose a problem with any eligibility criteria to serve on two different proposals in varied capacities.

Response: Given the information in this question, it appears this would not be a problem.

6. For Priority 1, does that include technologies for infants and toddlers in early education centers, or is the focus primarily on K-12 applications?

Response: As is noted in the RFP, Priority 1 proposals may target students beginning in pre-kindergarten.

7. Does "Students or Teachers" in the Priority 1 classification include those preschool and pre-k classrooms?

Response: As is noted in the RFP, Priority 1 proposals may target students and their teacher beginning in pre-kindergarten.

8. Do subcontractors as well as contractors need to give information about previous SBIR grants?

Response: As is noted in the RFP in Appendix D, the small business concern or the principal investigator (when at the small business concern or previously at a different firm) are required to provide information about previous SBIR awards.

9. We submitted an application in the December NSF/SBIR round for a project called

SciForce. Can we resubmit the same application this one, since December we have worked out some details that would mean that this second version may be more competitive

Response: As is noted in the RFP, offerors may submit duplicate or similar proposals to multiple agencies. However, offerors must disclose this information and if funded must not accept an award for duplicative work.

10. If we can resubmit, can we resubmit for FastTrack?

Response: Offerors may submit the same (or improved) proposal that was rejected in previous years. Reviewers will not factor in a previous proposal in judging the merits of a new proposal.

11. Do you share proposals across departments?

Response: Yes.

12. If we submitted for an entirely different project (different PI) would that make us ineligible to submit the same project for additional NSF funds (should it be successful)?

Response: As is noted in the RFP, offerors may submit duplicate or similar proposals to multiple agencies. However, offerors must disclose this information and if funded must not accept an award for duplicative work.

13. Can we include additional program costs that are not mentioned in the budget templates on pgs.50-51? For example, could we add line items for phone, equipment, internet, the cost of doing background checks, and other operational expenses?

14. Looking at the budget templates, we aren’t sure what G&A stands for.

Response: General & Administrative.

15. Can we include pilot costs in the Phase II budget (for example, providing our pilot participants with iPads and providing classrooms with wireless networks)?

16. We were also wondering where there is space in the application and/or budget to include total program costs. Our project idea will come to more than the amount we can request from SBIR and we are working with other funders to secure additional grants. Do you

want to see this in the budget, or do you want us to budget for a project that will cost exactly $150K for Phase I and $900K for Phase II?

Response: The budget for the project supported by IES funds must be included as required by the instructions in the RFP. If an offeror plans to add supplemental costs, the information can be provided in addition to this required information.

17. When submitting a fast track proposal do you submit 25 pages for phase I and an additional 25 pages for Phase II or is it 25 pages for the entire Fast Track proposal?

Response: As is noted in the RFP, the Fast-Track proposal project narrative is a maximum of 25 pages and it includes details on the Phase and Phase II periods.
