Offeror’s Question RFP paragraph and page # that relates to Offeror’s question:
FSA Responses
1 The government states in a note at the bottom of page 15, paragraph 5 of the solicitation, "The current FPDM Microstrategy website functionality is 508 compliant. The desktop client that contains some Microstrategy components that are not available in the web client is not currently 508 compliant but is mitigated through customer support provided by the vendor and approved by the Department of Education Assistive Technology Office"
Does the government intend to maintain 508 compliance of the Microstrategy Desktop client components via continued customer support via the vendor and the Department of Education Assistive Technology Office? Or does the government intend that the current non-compliant components obtain compliance with the proposed new work?
Paragraph 5, Page 15 The government intends to maintain compliance of the Microstrategy Desktop client components via continued customer support via the vendor and the Department of Education Assistive Technology Office. The government DOES NOT INTEND that the current non-compliant components be brought into compliance in the proposed new work. However, the contractor shall monitor 508 compliance in subsequent releases
2. The governments states "As part of this SOO, ED is also expanding current functionality of the FPDM to include reporting of grant data…"
Is the objective to generate new reports on grant data that is presently ingested by ADM? If not, can the government provide an estimate as to the size or amount of data the new grant data? Or perhaps offer a basis of comparison with that of the loan-level data set (e.g., less/equivalent/more than the current loan-level data)?
Paragraph 4, Page 66 The FPDM currently does not store grant data. It is FSA's intention to begin collecting that data from a new source or adjusting an existing data feed. The amount of data collected would be less than what is currently collected for loan level detail.
3. The government states "Provide comprehensive customer support services to ensure that users of the ADM, as well as providers of the data, are able to effectively conduct their business functions"
Can the government provide an estimate as to the average number of customer service requests generated over a given period of time?
Paragraph 1.1.2.1.8, Page 69 Currently there are very few customer service support calls. There may be a total of 10-15 calls per month.
4. The government states "Provide and track customer service issues using a tool that can maintaining at a minimum the following…"
Does the incumbant or Department of Education currently have an on-site customer service representative to address present customer service issues?
Paragraph 1.4.2.X (All), Page 72 Currently customer support is housed at the contractor's facility and there is no on-site support provided.
5. The government states "in Section xx Constraints…." and "and address the constraints identified in Section 8 Constraints in this task order".
Can the government clarify what sections of the document to which it is referring? Do they refer to Section 5?
Paragraph 1, Page 73, Paragraph 8, Page 74 (2nd paragraph of Item "2.")
The correct Contraints Section is Section 5. Delete reference to Section 8 Contraints.
Duplicate of #5
7. Will the government disqualify a vendor that is currently on track to receive CMMI Level II, but has not yet obtained the certification?
Paragraph 7, Page 74 (1st paragraph of Item "2.") The contractor's "formal team" is required to be CMMI Level 2 certified at the time of contract award. The Statement of Objectives for this requirements states, "The Contractor shall have CMMI Level 2 certification or higher and shall produce CMMI Level 2 documentation throughout the life of the contract". Thus the proposal should clearly demostrate how the appropriate "CMMI Level 2" tasks will be managed by qualified staff and or organizations throughout.
8. Does the government provide VPN access to the required ADM systems of development (ClearCase for example) or is it web based over a Trusted Internet Connection?
Paragraphs 5.3, 5.4, Page 84 The government will provide VPN access.
FSA Responses
9. Page 9 states that Proposals shall be sent to:
830 First Street, N.E., Attn: Wayne Fleming (94C4)
ED-FSA-11-R-0023
Washington, D.C. 20202
However, page 57, states that proposals shall be submitted by mail, hand delivery or email. Email submission is preferred.
Please confirm that submission by email, with no physical submission, is acceptable.
Page 5; Page 57, L2 Email submission of your proposal is acceptable.
FSA Responses
10. The Total NTE is equivalent to the sum of the CLIN 105 & 106. Does this indicate that the cost for CLIN 101, 102, 103, and 104 are subsets of CLINS 105? Or, should these CLINS be priced separately without regard to the Total NTE?
Page 7-8, B.2.1-B.2.5 Price the CLINs 101, 102, 103, and 104 separately without regard to the NTE, which as shown is representative of the sum of CLINs 105 and 106.
11. Is the annual price listed for CLIN 105 (e.g. $750,000 for base period) based on an assumed/expected/estimated FTE or LOE? If so, please provide the assumed/expected/estimated FTE and/or LOE.
Page 7-8, B.2.1-B.2.5 All tasks under CLIN 105, 205, 305,405, and 505 will be seperately negotiated fixed priced tasks. The final negotitated labor rates for each performance year (see B.3, Page 9) will be used to determine the actual prices upon mutual agreement of required effort by labor mix.
12. Does the incument currently provide O&M support with an equivalent breakout of CLIN categories 101, 102, 103, 104, & 105?
If yes, can you provide the percentage of effort that has historically been spent on each CLIN category?
If no, has the government estimated the percentage of effort that will be spent on each CLIN category?
Page 7-8, B.2.1-B.2.5 The current contract does not breakout the O&M support as the CLIN structure in the RFP. The government has estimated that the breakdown in CLINS is as follows:
CLIN 101: 15%
CLIN 102: 60%
CLIN 103: 10%
CLIN 104: 14%
CLIN 105: is not considered part of O&M
13. The RFP states that the security classification for work performed under this Contract is Confidential.
The documents and information that will be reviewed and produced are confidential in nature and shall be protected from unauthorized disclosure. Since the core effort will be performed at the Contractor's facility, does this indicate that the contractor requires a Facility Clearance? Does this indicate that the contractor must provide a secure facility
Page 13, F.2; Page 17, H.5.2 A facility security clearance (FCL) is an administrative determination that, from a national security standpoint, a facility is eligible for access to classified information at the same or lower classification category as the clearance being granted. The FCL may be granted at the Confidential, Secret, or Top Secret level. The FCL includes the execution of a Department of Defense Security Agreement (DD Form 441). Under the terms of the agreement, the Government agrees to issue the FCL and inform the contractor as to the security classification of information to which the contractor will have access. The contractor, in turn, agrees to abide by the security requirements set forth in the National Industrial Security Program Operating Manual. We have not required FCLs on other contracts and do not normally require this. The contractor must provide a secure facility.
14. The RFP states that the security classification for work performed under this Contract is Confidential.
The documents and information that will be reviewed and produced are confidential in nature and shall be protected from unauthorized disclosure. Since the core effort will be performed at the Contractor's facility, is there a security accreditation requirement for the contractor's facility?
Page 13, F.2; Page 17, H.5.2 Yes, the facility must meet all applicable NIST 800-53 physical security control requirements and been visited and assessed during the security assessment stage of obtaining the authorization to operate for the system.
15. The RFP states that the Government will formally request the Contractor submit technical and price proposals for each planned enhancement, to be negotiated and separately awarded prior to incurring any obligations on the part of the Government. Please confirm that this does not indicate that there will be no further competition expected on task orders.
Page 18, H.8 There will not be competition during task order award.
16. The government states that there must be a compelling reason for using [non-U.S. citizens] as opposed to a U.S. citizen. Does the government consider a less expensive labor rate to be a compelling reason?
Page 22, H.11 (l) (3) Non-US citizens can not obtain a security clearance; however, they may be granted a Limited Access Authorization (LAA). LAAs are granted in those rare circumstances where the non-US citizen possesses unique or unusual skill or expertise that is urgently needed to support a specific US Government contract involving access to specified classified information (no higher than Secret), and a cleared or clearable US citizen is not readily available.
17. Are non-U.S. citizens permitted to perform confidential work? If not, please delinate which work is not considered to be confidential so that we may understand to what exten a non-U.S. citizen can perform work on this contract.
Page 17, H.5.2; Page 22, H.11 (l) (3); See Response #16.
FSA Responses
18. The government states that by entering into a contract with the Department of Education, the contractor, without regard to proprietary markings, approves the release of the entire contract and all related modifications and task orders including, but not limited to:
(1) Unit prices, including labor rates;
(2) Statements of Work/Performance Work Statements generated by the contractor;
(3) Performance requirements, including incentives, performance standards, quality levels, and service level agreements;
Will the government provide current labor rates by labor unit as defined for the current contract?
Page 42, L.14 No, the Government will not provide labor rates by unit.
19. Has the government designated any labor categories as requiring key personnel? Page 52, I.28 (b) Yes, the government has designated the Project Manager as key personnel.
Contractors may propose others.
20. Please provide a listing of key personnel and labor categories as defined in the current contract. Page 52, I.28 (b) Not sure what current labor catefories and key personnel will help with this effort. This effort is structured differently from the current contract and should be answered according to specifications outlined in RFP. Each offeror's proposed labor categories and key personnel should match its approach for meeting the Government's requirements. Offerors wishing to obtain particular information about existing contracts other than this solicitation may request particular information via a Freedom of Information Act (FOIA) Request.
21. The government references "Federal Student Aid Access Identity Management System (AIMS)". Please provide technical details concerning the underlying technology used for this system. Is ADM currently configured to utilize AIMS to control access?
Page 69, I.1.1.2.1.6 The FPDM currently utilizing the AIMS solution for providing access to the web based application. The purpose of this requirement is to maintain that access mechanism.
22. What type of training has the government deemed necessary to support ADM? What is the current level of effort (LOE) to provide training for ADM? Does the government anticipate that this LOE is sufficient for the ongoing O&M effort, or does the government anticipate this effort to grow or shrink?
Page 69, I.1.1.2.1.11 Currently there is an online training course available to all new users. There is also a hands on training course that allows users to work with a trainer while learning the system. The scope of the original Financial Partner Data Mart has expanded greatly and FSA sees a greater need for more training than is currently provided. We would expect at least 2 hands on sessions in a year with 20-40 participants with the possibility of adding additional sessions (up to 4 total).
23. What is the length of time for In Transition? page 59, Para. L.2.1.1 Vendor should be proposing their plan for transition that mitigates risk to the government and sustains current level of support. The current schedule assumes 45 days maximum (11/15/11 - 12/31/11).
24. Sub contracts are normally signed after award is made. Will the prime be allowed to add a sub to replace one disapproved by the KO?
Page 15, Para. H.3 At the discretion of the Government, the prime may be allowed to add a sub to replace one disapproved by the Contracting Officer. However, the Government reserves the right to: 1. award a contract solely on the basis of written proposals, without further discussions. 2. Reject any proposals that do not meet the requirements outlined in the RFP.
25. Can the requirement for CMMI Level 2, be waived for 8A's in the process and expecting to complete CMMI Level 2 status by 12/30/2011
Page 74, Para# 2 See Response #7.
26. Upon the Prime contractor's recommendation, and if necessary, will the government separately purchase any COTS enhancements, software tools or products, or will responsibility lie with the Prime contractor?
H.8 page 18 of 91 Task Order Issuance
a. Enhancements (CLINs 105, 205, 305, 405, and 505): Task Orders for Enhancements may be issued by e-mail, regular mail or facsimile. All task orders to initiate planned enhancements will be issued as bi-lateral supplemental agreements, with fully definitized technical effort, schedule and prices.
The government is responsible for the purchase of any COTS enhancements, software tools and products provided under the contract as part of government furnished products (i.e. MicroStrategy).
FSA Responses
27. Business Services Operations is a broad statement. Please define what aspect of business services you are referring to.
L.2.1 Volume I – Technical/Management Approach Proposal page 58 of 91. A Factor 1 Technical Approach...discussion should demonstrate the Offeror’s Understanding and Technical and Management Approach towards meeting the performance objectives:
a. Factor 1 Technical Approach Business Services Operations
Business Services Operations is defined in the Statement of Objectives Section
1.1 Business Services Operations Objective and Attributes
28. Please clarify that interaction with other contractors involves collaboration and not management so that we may ascertain that potential OCI issues will not occur with their other potential or existing vendor partnerships.
1.1.2.1.2 page 69 of 91. The contractor shall actively collaborate with FSA and other contractors who will be involved in updating and enhancing the system. The contractor will be responsible for mitigating risks to the operations and maintenance, and enhancements of the ADM.
Interaction with contractors will not include managing contractors, but rather collaborating with contractors in addition to FSA staff.
29 The incumbent contractor will have an unfair advantage in computing the metrics described. How do you propose we offer an innovative, yet innovative quantitative service without the knowledge of stakeholder access and day-to-day operational hands on experience?
3.3 Page 75 of 91. Performance Requirements
Summary The Contractor shall provide services to meet the measurable performance requirements of this contract.
To measure achievement of the functional objectives defined in the SOO, Section 1, the Contractor shall propose performance metrics as part of the Contractor’s proposal.
These proposed performance measures were developed in support of this acquisition and have no correlated relevance to the current contract. Secondly, the incumbent contractor is not an 8(a) firm and is not eligible for award as the prime contractor for this procurement.
30 Would you please define as soon as possible? 5.10 Page 84 of 91. The Contractor shall ensure that all contractor personal complete background screening requirements as soon as possible.
The contractor is responsible for submitting background screening information within 10 days of award and complete background screening of each new resource within 30 days of their start date.
31 What is the deadline to complete moderate and low risk clearance paperwork? 5.12 Page 85 of 91. Preliminary clearances must be completed for high-risk positions prior to working on FSA systems or data (This process can take 2-6 weeks).
Moderate and low risk positions must submit background clearance paperwork prior to working on FSA computer resources.
The contractor shall submit moderate and low risk clearance paperwork no later than 5 days from the time the COR/COTR is notified of person being assigned to the contract.
32 In the spirit of respecting the busy schedules of contracting officers during the closing of the government's fiscal year, we request that the submission of past performance questionaire deadline is extended to 10/10/11 rather than the current 10/3/11.
Attachment 2 Part I, Page 1... return the questionnaire to FSA, by fax or mail, to the address shown below, no later than 2:00 PM, October 3, 2011.
The deadline is extended to 10/10/11.
33 What were the numbers of issues/defects logged over the last year? What was the categorization of those defects? (i.e. Data integrity, Report Performance, etc.)
NA On average there are only 5-10 defect tickets opened a month. Some of the tickets deal with reports not displaying data correctly, while others need the help of both the incumbant and the VDC to correct.
34 What is the historical resource staffing level or plan, government and contractor, for the operations and maintenance (CLINS 101-104) component of this effort?
7 See Response# 20
35 What is the historical level of spending for CLIN’s 101-104, operations and maintenance? 7 The CLIN structure for this effort is different from current contract and is not comparable. The level of work requested in this solicitation is also on a larger scale than the current contract.
36 Provide support for software upgrades, enhancements, and patches to the ADM application. Is this task part of ongoing operations (CLIN’s 101-104)? If so, please provide past experience and future estimates and quantity and level of effort of software upgrades.
7 Software upgrades and patches are implemented by the FSA middleware vendor and the FSA VDC Vendor. Support for software upgrades and patches under this solicitation is limited to testing the application after the updates and patches have been completed.
37 The RFP notes that work is to be performed at Contractor Facilities. Are there any specific facility requirements? What level of telecommunication assets are required by existing contractor to perform this effort (simple VPN access provided by FSA)?
13 See answers for numbers 8 and 14.
FSA Responses
38 The largest variable in operations and maintenance of a data warehouse/mart are data issues. It is noted that ADM uses Quality Stage. Does FSA have a defined data governance/stewardship organization to adjudicate issues with data quality or does this responsibility fall entirely on contractor? Approximately how many data quality cases are adjudicated in a month? What is the general level of effort of the contractor in adjudicating data anomalies? How detailed are automated “Audit, Balance and Control” or data reconciliation process within the current ETL architecture – do these mechanisms typically catch data issues prior to loading of the data mart?
67 There is not a data stewardship team that is responsible for data quality on individual applications. FSA does have a data governance team that works to implement data standards. Data quality monitoring is the responsibility of the contractor and the FSA business unit. The ADM has a number of edits that ensures quality data reporting.
39 Are there any other MicroStrategy tools (Object Manager, Command Manager, Enterprise Manager, Integrity Manager, Health Center) in place?
67 There are no additional MicroStrategy tools currently at the Virtual Data Center (VDC) where the system resides.
40 What is the current level of effort (FTEs or Dollars) that is engaged to sustain the Operations and Maintenance tasks?
SOO 1.2 Operations and Maintenance Objective and Attributes
See Response# 20
41 Could the Government please provide a list of Key and Non-key personnel currently working on this contract? How many in numbers and what positions?
L.1.4 Page Limits 1.5.2.2.1 – Page 73 of 91 See Response# 20
42 Please provide the maximum number of Key Personnel that can be defined. 1.5.2.2.1 – Page 73 of 91 There is no maximum number of Key Personnel that can be identified. The minimum the government is looking for is Project Manager identified as Key Personnel.
43 Would Department of Education (ADM) consider Total Annual Labor Hours as 1880 or 1920? L.2.2.1 Price Criteria (Factor 4)ii This effort does not propose to procure FTE's. Direct labor hours will be negotiated for enhancement tasks, not FTE's.
What is the amount of travel that is anticipated for this contract? B.2 SERVICES AND PRICES/COSTS FSA has estimated travel costs as <1% of the total contract cost and do not believe it is a key factor. We understand there will be some costs for traveling to FSA's facilities for meetings, but we do not anticipate much travel outside of that. All travel must be pre-authorized by the Government and local travel is expressly excluded.
44 What is the expected extent of cooperation an offeror can expect from an incumbent during the transition period?
L.2.1.1 – Page 59 of 91 The government will provide the access to the incumbant contractor as needed and the new vendor should expect full cooperation.
45 Please confirm if there is an incumbent contractor performing customer support services for users? If yes, what is the current level of effort?
1.4.1 – Page 72 of 91 There is currently a contractor supporting customer support services. For volumes, please see answer to question #3.
46 What is the total value of the contract? B.2 SERVICES AND PRICES/COSTS It is estimated to be less than the NAICS code size standard of $25 million
47 Out of the 22 bi-weekly feeds it mentions 10 million records. How many of those feeds are at the 10 million mark and how many columns are being extracted for each feed?
Attachment 1 Page 67 RFP Feeds (or pushes) to ADM of organizational data, aggregated loan data o 22 bi-weekly feeds including the largest of the feeds from NSLDS of loan level data consisting of roughly 10 million loan records.
o 10 monthly feeds and o 3 annual feeds.
• The production database is currently 3.4 TB in size.
• The database contains 531 tables.
• There are 201 DataStage Jobs performing data extraction, transformations and loading (ETL).
• The ETL jobs process 43 million records a month.
One feed has more than 10 million records. That feed currently contains 168 data elements.
FSA Responses
48 Does the 38 hour ETL process include the full process from the source to the landing area or just the aggregation and load into the data mart?
Attachment 1 Page 67 RFP Feeds (or pushes) to ADM of organizational data, aggregated loan data o 22 bi-weekly feeds including the largest of the feeds from NSLDS of loan level data consisting of roughly 10 million loan records.
o 10 monthly feeds and o 3 annual feeds.

• The database contains 531 tables.
• There are 201 DataStage Jobs performing data extraction, transformations and loading (ETL).
• The ETL jobs process 43 million records a month.
• The current ETL processing time is approximately 38 hours
The 38 hour time period for processing begins once the file is in the landing area
49 If the contractor proposes additional deliverables, is there a minimum or a maximum that they can provide?
Attachment 1- 4.2.3- ADM Operation and Maintenance Enhancement Deliverable and Acceptance Criteria
There is no minimum or maximum number of additional deliverables a vendor can propose.
50 This question is in reference to the System Enhancements for each base year. Can you please go into detail of the specific system “enhancements” that will make up the committed dollar amount shown in each base year for ‘System Enhancements’?
Section B: Supplies or Services & Prices or Costs The government is estimating there will be changes to existing data feeds up to 4 a year. We also anticpate new data providers to be added and thus new data feeds up to 2 a year. We also anticipate changes to existing reports and the addition of new reports up to 15 a year.
51 What is the award timeline? Antipicated award mid - November 2011, providing for a transition period and full performance beginning January 1st, 2012.
52 Will you consider modifying the Personnel resume page count from 2 to 3? L.1.4 Page Limits Personnel resumes may be up to 3 pages.
53 Would you consider if the Prime contractor is CMMI level 2 ‘ready’? See Response #7.
54 Are there any key personnel on current contract? Can you identify their titles/roles of each individual? Same as #20 55 How many ‘key personnel’s are currently working on this project at the contractor site? Same as #20 56 What is the total dollar value on a current contract? $3840,089.48, but see Response# 35 57 What are the total end users based using this system? There are approximately 400-500 end users on the system. The majority of users only access canned reports, but a subset of users can create custom reports
58 Who is providing helpdesk functions on a current environment on-site for this system? There is no one providing on site helpdesk functions.
59 Is there a requirement to have any key personnel working on-site? There is not a requirement to having key personnel work on-site 60 If the prime contractor does not obtain CMMI Level 2 status, can this requirement be waived if the sub-contractor has CCMI Level 2 and/or Level 3 See Response #7. Note: "formal team" means more than simply "sub-contractor."
61 Given that email submission is preferred, what is the file size limitation that your email system can receive?
L.2 50MB
62 Is there an approximate contract value for period of performance? B.2 Services and Prices/Costs See Response# 46 63 A project of this size usually requires a transition-in period of 45-90 days. Is there an approximate time-frame that the Department wants to commit to the transition-in period?
L.2.1.1 Transition-in Plan See Response# 51
64 Since the transition this size can be costly for government and contractor; would government consider getting the incumbent contractor to pass the current environment (hardware & Software) to awarded the contractor site for a fixed price? If yes, who is going to be responsible to for this cost?
The solicitation is for operations and maintenance of a government owned system, both hardware and software. No cost to the new contractor
64.a Does government have the cost build into the contract for transition? See Response# 64 65 What is the COR’s name and contact information? I. 10. 3452.201-70 Contracting Officer’s
Representative (COR) The COR will be identified at the time of contract award.
66 Approximately how many SMEs will be working and will they be collaborating with the contractor at their facility or at the Department? What is the level of collaboration that is expected with the Contractor and SMEs?
5.5 The contractor will be expected to structure
interaction with Federal Student Aid SMEs.
There are 2-5 SMEs for FSA that will at intermittant levels be involved with vendor activities. Mtg site to be mutually arranged between vendor and FSA staff for the activity and can be at either vendor or FSA site.
FSA Responses
67 How many current MicroStrategy Projects are currently being maintained and supported? 68 There is only one Microstrategy project and associated enhancements as part of this solicitation.
68 What are the current licensed MicroStrategy products and the quantity of licenses currently owned and used?
68 See worksheet titled: MicroStrategy Products
69 How many users are currently supported by the ADM? What is the estimated growth of the user community?
68 For number of users, see question 57. The number of users has grown approximately 25% in the past 5 years. The government anticipates a growth in users to be approximately 5% per year.
70 Do users access the ADM through applications/tools other than MicroStrategy? 68 No 71 FSA is looking for a contractor to maintain the development, staging, test, and production environments but to what extent? Is the contractor also responsible for hardware support, i.e. patches, software upgrades, backups, etc. for all environments, products, and servers?
68 Contractor IS NOT responsible for any hardware support, i.e. patches, software upgrades, backups, etc. for all environments, products, and servers.
72 Will enhancements be handled via Charge Requests where supplementary funding will be added to the base contract based upon the increase in scope/requirements?
68 Enhancements handeled through Change Requests will be part of CLIN 105.
However, the government recognizes there may be the need to have changes completed that are not part of the identified enhancements of:
Updating existing data feeds Adding new data providers and data feeds Changes in existing reports Adding new reports
73 Is contractor responsible for providing database administration support for the Oracle RAC environment beyond having a data architect responsible for data model design and architecture)?
68 Contractor is not responsible for database administration of the Oracle RAC environment.
74 Review FSA Business Operations or EOCM Change Management Requests to provide accurate assessments for changes to ADM. Is this task part of ongoing operations (CLIN’s 101-104)? If so, please provide past experience and future estimates and quantity and level of effort?
72 These task identified would be considered System Enhancements and would be included as part of CLIN 105. Not all will be separately priced, in that an expected level of change support is included within the baseline operations and maintenance support.
75 Section 5.3 and 5.4 make reference to the FSA IBM Rational tool suite and ClearCase, respectively.
Will these tools be government furnished equipment (GFE)?
84 These tools will be furnished by the Government.
76 Can the requirement of 3 recent past performances within the last 3-years come from a proposed subcontractor on the team of the 8(a) company, or must it have to come directly from the 8(a) company?
Section L.2.1, paragraph b, Factor 3 “Past ExperiencSee Response#7 and 60. The same concept applies
77 Can the requirement of 3 recent past performances be from the 8(a) company as a subcontractor to a prime contractor or must the past performance be as a prime contractor?
Section L.2.1, paragraph b, Factor 3 “Past ExperiencSee Respone# 76
78 To satisfy section vi of Price Criteria (Factor 4) is the Government requiring the offeror to provide the detailed numeric indirect rates applied to its direct labor cost for each indirect cost item (eg. Fringe, overhead, G&A) or is it sufficient for the offeror to explain how it derives its fully burdened labor rates?
Section L.2.2.1 Price Criteria, subsection vi, Page 6 No it is not required of the offeror to provide detailed numeric indrect cost rates applied to its direct labor cost. It is sufficient for the offeror to explain how it derives its fully burdened rates.
79 Does the government require the 8(a) contractor to have CMMI Level 2 certification or can its teammate satisfy this requirement?
Paragraph 2, Attachment 1, Page 74 See Response# 7
File details come from the government source that posted it. Updated .
