C.1 STATEMENT OF WORK/SPECIFICATIONS
This contract shall provide aircraft observations as specified in this statement of work from the 31 Southwest Airline 737-300 aircraft and the 25 757 UPS aircraft outfitted with WVSS-II sensor under the provisions the previous NOAA contract DG-133W-07-CN-128, within the limits and rates specified by DG-133W-07-CN-128.
The Contractor shall furnish the necessary personnel, material, equipment, services and facilities (except as otherwise specified) to performance the work statement provided below.
C.2 STATEMENT OF WORK
C2.1 OBJECTIVE
The overall objective of this procurement is to collect atmospheric observations leading to improved understanding of the amount and structure of atmospheric water vapor as these data are critical to prediction of thunderstorms, flash floods, hail, tornados, clouds, icing, and climate.
The prediction of these phenomena is essential to providing to protecting lives and property, and in particular management of the National Aerospace System (NAS).
Specific objectives of this procurement are:
a. Data Quality: For the Government to gain access to high-quality, low latency, water vapor and other atmospheric measurements from in situ sensors installed on commercial aircraft. This data will support NOAA, FAA, and public mission applications.
b. Data Availability: To develop a capacity that allows the Government to effectively gather atmospheric measurements meeting time and space resolution requirements.
c. Data Interfaces: Provide necessary IT capabilities to allow the Government to monitor data collection and processing
d. Data Specifications of the NOAA DG-133W-07-CN-128 contract shall apply to this contract.
C.3 SCOPE
Collection of water vapor observations from the 31 Southwest and 25 UPS commercial aircraft extends an existing capability from the prior DG-133W-07-CN-128 contract which leverages Infrastructure necessary to operate modern commercial aircraft, including aircraft atmospheric monitoring sensors providing temperature and wind information and air-to-ground communications infrastructure.
Data services provided shall deliver observations using technical solutions that enable seamless integration of water vapor observations from commercial aircraft into NOAA communications and data management infrastructure.

Key Elements:
• continue data stream from prior contract *Provide full and open disclosure of sensor characteristics (e.g., metadata), data processing and sampling techniques.
Maintain high data delivery availability and reliability.
• Support the capability to communicate the data availability status to NOAA and other designated users including sensor and circuit status.
• Provide water vapor data to the Government consistent with an open--system architecture model using methods developed in the DG-133W-07-CN-128 contract.
• Provide data to NOAA without intellectual property or distribution restrictions, whereas NOAA is the sole owner of the data and is free to openly distribute data.
C.4 REQUIREMENTS
The Contractor shall manage the collection and dissemination of water vapor. temperature, wind, and pressure altitude observations (aka "Water Vapor Sensing System" (WVSS)) to the Government meeting performance requirements of the DG-133W-07-CN-128 NOAA contract.
C4.1 Data availability
At a minimum, water vapor data shall be stored for at least 7 days at the Contractor's processing center to be transmitted to NOAA after-the-fact for climate applications in the event of a long-term communications failure occurs between the Contractor processing center and the Telecommunication Operations Center (TOC).
A verification mechanism shall be developed which confirms data receipt using NOAA communication protocols.
C.4.2 Communication Interfaces
The water vapor sensing system shall utilize software interfaces that enable efficient transmission of meteorological data from aircraft sensors, coding of messages within aircraft avionics software, and dissemination of observations from the aircraft to the Contractor's ground processing center. Contractor's ground processing center shall format and disseminate observations to the NOAA TOC using required protocols.
The Contractor shall monitor and take necessary action to meet data availability requirements.
Data exchange between the Contractor and the TOC shall adhere to NOAA communication protocols and standards.
The Contractor shall enable a remote monitoring capability for the Government to monitor data collection status, to include:
Support of the ability to monitor data availability status in real-time, including delivery of data collectives (e.g. BUFR files) sent to NOAA.
• Support of the ability to monitor circuit status between NOAA and the Contractor.

C.4.3 Maintenance Concept Contractor shall be responsible for the continuous operation and maintenance for water vapor sensors installed on the 31 Southwest Airlines and 25 UPS aircraft equipped under DG-133W-
07-CN-128.
In the event a sensor malfunctions, the Contractor shall Coordinate with the most appropriate party to resolve the issue and the Contractor shall repair the sensor within a reasonable period of time.
In the event a sensor must be replaced the Contractor shall ensure the unit is removed and a spare is fully Integrated within a reasonable period of time to meet data availability requirements of the DG-133W-07-CN-128 contract
C4.5 Project Management, Quality Control. and Logistic Support Activities Contractor shall perform project management activities which Include:
Perform sensor level quality assurance activities in coordination with air carrier and Government data monitors.
Develop and/or maintain lifecycle and maintenance documentation for sensors.
Maintain a repository for storage and control of an contract materials and documents.
C4.5.1 Monitor Data Collecting and Processing Communications Outages The Contractor shall monitor and report overall water vapor sensor system performance operational
24 hours a day, 7 days a week. If any critical system processes (e.g. Contractor operations center processing server or communications circuits) are operating below performance standards, the Contractor shall notify the Government 24x7 contacts at the TOC and NCEP within 15 minutes of the problem onset by phone (e.g. human to human) and electronic notification (e.g. e-mail), C4.5.2 Sensor Anomalies
The Contractor shall document and report within 72 hours of identification systematic sensor anomalies to the Government, including action needed to return the aircraft's sensors to a nominal state of operations consistent with data quality and availability requirements.
C.4.5.3 Monthly Reports
The Contractor shall provide within 5 business day of the end of the month a report with includes the following elements:
Sensor Production: Status of sensor certification(s} and sensor production, deliveries, and installations, and new activated sensors on aircraft.
Metadata: The Contract shall provide updates of sensor metadata including sensor serial number, EA-133W-15-RQ-0799 installation date, sensor hardware model, sensor firmware version, and data processing algorithms. Additionally, the Contractor also shall provide NOM with the aircraft avionics hardware and software type and version, aircraft type and series, and siting/location for each installed sensor relative to the aircraft fuselage.
Maintenance Issues: A fleet-wide water vapor sensor availability shall be provided monthly, indicating each aircraft's daily reporting availability and any maintenance actions.
Ground Processing: The Contractor shall provide performance metries documenting ground processing and circuit availability for processing not already reported on through the MOCRS contract.
C4.5.4 Annual Report
The Contractor shall plan and conduct annual technical program reviews summarizing the system performance and maintenance issues identified in monthly reports
C4.5.5 Data Formatting and Dissemination
Provide data in Binary Universal Form for the Representation (BUFR) format which includes all data collected from aircraft under this contract to collect moisture data.
These data shall be provided in two separate files as in the other NOAA WVSS contracts and file shall be delivered to NOAA every 5 minutes containing all new observations received since the previous message was delivered.
C.4.6 Sensor and System Performance Objectives:
Water Vapor sensor performance shall comply with all performance requirements of the previous NOAA DG-133W-07-CN-128 contract.
