14. Description of Amendment/Modification (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)

1. Question: Please confirm the number of SpectraSensors Inc. (SSI) WVSS-II water vapor sensors (WVS) on Southwest

Airlines (SWA) that will be maintained and nbr of aircraft from SWA for data requirements under CLINS 0001 through 4001. CLINS 0001 through 4001 require maintenance of twenty (20) WVS units on SWA and data from 20 SWA aircraft. Section C.1 Statement of Work/Specifications (SOW), first paragraph requests aircraft observations from 31 SWA aircraft and 25 UPS aircraft outfitted with WVSS-II sensors.

a. Answer: Line items 0001 – 4001 will be changed to reflect this correction. This change will be reflected below and attached to a revised RFQ.

Except as provided herein, all terms and conditions of the document referenced in item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

2. Question: CLINS 1001 through 4001 includes: “The Government will have unrestricted rights to the WVS data from the 20 SWA aircraft; additionally the Government will have unrestricted rights to the other meteorological data from the 20 SWA aircraft.” Please clarify what is the “other meteorological data from the 20 SWA aircraft”.

a. Answer: The other meteorological data is temperature, winds, pressure (and turbulence and icing if reporting through the ARINC620 format. This will be added to lines 0001-4001 and reflected the changes section below and attached to a revised RFQ

3. Question: Under Volume 1, offerors are required to provide a small business subcontracting plan. Where can we find the referenced Small Business Subcontracting Plan format (Section J, Attachment 1)? Alternatively, could we submit a Small Business Subcontracting Plan that is similar to the format requested?

a. Answer: The subject small business subcontracting plan will be added to section J. This change will be reflected below in the changes section of this amendment and me attached to a revised RFQ.

4. Question: Volume 3 requires offerors to adhere to the pricing structure established in the Schedule of Prices (Attachment

2). Section J list of attachments does not include the referenced Attachment 2 Schedule of Prices. Please provide the Schedule of Prices attachment or instructions that we should follow to include in the Volume 3.

a. Answer: Section L.3 CAR 1352.215-70 PROPOSAL PREPARATION (APR 2010) - Volume III (i) – PRICE PROPOSAL has been changed to show the correct location of the pricing structure in section B. This change will be rerflected in the changes section below and in the attached revised RFQ.

The maintenance of the existing legacy twenty-five (25) water vapor sensors on UPS aircraft in accordance with Section C.1 Statement of Work/Specifications, herein. The cost of all necessary program management, project engineering, quality assurance, and travel.is included in the total price of line item 1001.

The period of performance is upon expiration of line item 0001 through twelve months thereafter.

The Government will have unrestricted rights to the WVS data from the 20 SWA aircraft;

additionally the Government will have unrestricted rights to the other meteorological data from the 20 SWA aircraft.

The Contractor shall merge the WVS data to be provided to the Government from the SWA aircraft and the WVS to be provided to the Government from the UPS aircraft into a single feed.

Notwithstanding anything to the contrary in this contract, the contactor shall provide all data to the
