Specifications. All provisions and requirements contained therein are applicable to all work items, including all additional work items which are authorized by the Contracting Officer.

3.2 Provide and maintain a Quality Assurance (QA) TEST AND INSPECTION PLAN applicable to all work items, including all additional work items which are authorized by the Contracting Officer and update it weekly for each weekly progress meeting. The form shall include the following minimum information for each work item and additional work item:

1) Specification item and paragraph number

2) Component/Equipment name

3) Test or Inspection description

4) Acceptance Criteria

5) QA Inspection Report

3.4 The design and execution of work items within the work package are the Contractor’s responsibility. Work items and Contract Guidance Drawings

15 March 2017

10420-2 provided as part of the work package do not fully describe all work required to meet regulatory requirements. However, all work performed by the Contractor and Subcontractor, regardless of tier, shall comply with regulatory requirements, and the cost shall be borne by the Contractor/Subcontractor.

Only the costs of ABS ship surveys/inspections will be borne by the Government. However, the scheduling of ABS surveys/inspections remains the Contractor’s responsibility.

3.5 Weigh each item removed from and installed on the ship. Provide a summary report to the COTR indicating the total weight in pounds of items removed, the total weight in pounds of new items installed, and the locations of weight removals and installations, with reference to deck level, frame number, height above deck level, and distance from centerline.

3.6 Unless otherwise stated in the individual work items, prepare and coat all new steel, all existing steel surfaces identified to be cleaned and painted, and any paint system disturbed while accomplishing work items, in accordance with reference 2.2. Finish coat colors shall match those of the surrounding, unmodified area. In addition, all power tools used to prepare internal spaces for painting, such as staterooms, the bow thruster space, engine room, stern thruster rooms and Generator Rooms, shall be fitted with dust collecting equipment to keep air bourne contaminants to a minimum. This does not relieve the Contractor from using protective coverings on equipment in those spaces.

3.7 At no time will the ship be required to moor at any dock which has a water depth of less than that required to provide a minimum clearance of two

(2) foot under the lowest underwater hull projection during the entire period for which the ship is at the Contractor’s facility.

3.8 Ship’s force will maintain a minimal presence during

accomplishment of work to these specifications. Their availability to operate ship’s equipment will be limited. Unless otherwise specified, provide a minimum of one working day prior notice for any equipment operations.

3.9 Several items require the modification or installation of various piping systems. All piping systems, unless otherwise specified within these specifications shall be installed in accordance with references 2.6.

3.10 Several items require the installation of new cabling and electrical equipment. All new cabling and electrical equipment shall be installed in accordance with reference 2.3.

3.10 Drawings shall be updated only when specified in the individual work item. All CAD drawings shall be updated in AutoCad 2000. All paper drawings shall be redlined. The Redline and CAD updates shall include a complete list of new parts used, to the level of detail shown on existing parts lists on the referenced drawings. The Government shall provide either a full size copy of the drawing to be redlined or a copy of the CAD drawing. The updated drawings shall be returned to the COTR no later than 14 days after completion of the contract.

3.11 All new equipment and furnishings purchased by the Contractor for installation on the vessel shall be provided with factory supplied technical manuals, or data sheets, complete with parts listings. Faxed copies of this information is not acceptable. This documentation shall be turned over to the

15 March 2017

10420-3

COTR after installation is completed.

3.12 The Contractor shall schedule and participate in a one- day sea trial near the end of the work performance period to witness testing of all repaired or newly installed equipment and machinery. The sea-trial is expected to take 8 hours, departing from and returning to the contractor’s facility.

The COTR will coordinate the sea-trial date with the Contractor and other vendors, with at least 72 hours notice.

3.13 The contractor shall assume that the ship’s force will be living on board during the first seven days and last seven days of the availability.

During this period, no systems that would impact hotel services on board should be disrupted.
