STATEMENT OF WORK – GROUND POWER UNIT:

BACKGROUND:

The National Oceanic and Atmospheric Administration (NOAA) owns/operates two Lockheed WP-3D’s (N42RF – S/N:5622; N43RF – S/N:5633), one Gulfstream Aerospace G-IV SP (N49RF – S/N 1246). The NOAA Aircraft Operations Center (AOC) located on MacDill AFB, Tampa, Florida, manage these aircraft in accordance with Federal Aviation Regulations (FAR) Part 91 and applicable Aircraft Flight Manuals (AFM).

This procurement is for a new Ground Power Unit (GPU) capable of delivering sufficient power to the WP-3 and the G-IV for pre-flight checks and engine starting. A GPU allows for auxiliary power to be supplied to an aircraft in lieu of using battery power, resulting in longer battery life, less fatigue on engine components during start, and quicker and cooler engine starts. Currently, AOC utilizes an Air Force GPU for engine starting. Having our own GPU will allow AOC to lengthen the service life of our aircraft’s engines and components.
