Attachment 4_Labor Category Descriptions and Qualifications

Title Description Quals

Vessel Captain Command or supervise operations of ships and water vessels. Plot courses on navigation charts and compute positions.

Required to hold required licenses issued by U.S. Coast Guard for the vessel being operated. All personnel must be trained in CPR, First Aid, Dive Accident Management, and Oxygen Administration.

Deckhand Stand watch to look for obstructions in path of vessel, measure water depth, turn wheel on bridge, or use emergency equipment as directed by captain, mate, or pilot. Break out, rig, overhaul, and store cargo-handling gear, stationary rigging, and running gear. Perform a variety of maintenance tasks to preserve the painted surface of the ship and to maintain line and ship equipment.

All personnel must be trained in CPR, First Aid, Dive Accident Management, and Oxygen Administration.

Dive Master Planning, organizing and supervising dives performed at the unit/ship/party;

evaluating diving conditions and diver’s to ensure safe operations; verifying emergency procedures as outlined in the accident management plan and ensuring that appropriate first aid equipment is available on site before conducting diving operations; operating and maintaining compressors and air storage systems; checking and maintaining emergency oxygen equipment and other first aid supplies;

monitoring divers for signs of decompression sickness or a diving related illness for a minimum of thirty

(30) minutes after each dive; reporting immediately all diving-related accidents which occur.

The Divemaster shall be a currently certified NOAA, PADI, NAUI or equivalent Divemaster, experienced in that specific type of diving done at the unit/ship/party and be capable of carrying out the duties listed. Trained in CPR, First Aid, Dive Accident Management, and Oxygen Administration.

Support Diver In-water support of field sampling and data collection, including participating as an observer during cruise scientific surveys; assist in conducting biological, oceanographic, and/or acoustic laboratory experiments, field experiments and/or data analyses;

biological sample curation; laboratory upkeep; staging equipment for cruise or fieldwork; providing scientific and technical support to research projects.

Certified as an Advanced Open Water or Rescue Diver by NOAA, PADI, , or equivalent, Trained in CPR, First Aid, Dive Accident Management, and Oxygen Administration.

Scientific Diver III In-water field sampling and data collection, including participating as an observer during cruise scientific surveys;

conducting biological, oceanographic, and/or acoustic laboratory experiments, field experiments and/or data analyses;

biological sample curation; laboratory upkeep; staging equipment for cruise or fieldwork; providing scientific and technical support to research projects;

coordinating scientific meetings;

managing scientific data and implementing data systems; developing documents and provide support for resource protection, habitat conservation, and fisheries management plan projects; and writing summary reports.

Must be a scientist or scientist in training. Certified to appropriate Certified as an Advanced Open Water or Rescue Diver by NOAA, PADI, , or equivalent, Trained in CPR, First Aid, Dive Accident Management, and Oxygen Administration.

Commercial Diver Work below surface of water, using scuba gear to inspect, repair, remove, or install equipment and structures. May use a variety of power and hand tools, such as drills, sledgehammers, torches, and welding equipment. May conduct tests or experiments, or photograph structures or marine life.

Appropriate commercial diving certification from a national recognized commercial diving organization. Trained in CPR, First Aid, Dive Accident Management, and Oxygen Administration.

Task Order PM (Local

Coordinator)

Responsible for managing project performance for a specific task order or project element under the direction of the Project Manager.

Education/Experience: Bachelor’s degree, or higher, from an accredited college or university and two (2) years of program management experience in a scientific environment, or five (5) years progressively responsible program management experience in a scientific environment.

Project Manager Responsible for all aspects of project performance (i.e., technical, contractual, administrative and financial). Contractor’s primary administrative representative having full authority to act on matters pertaining to the performance of the services required under this contract. The PM is the liaison between the Government Contracting Officer's Representative (COR) and the Contractor to assure successful completion of all awarded task orders. The PM is responsible for oversight of all Contractor employees and is responsible for dealing with all personnel and administrative issues of Contractor employees. Each site PM shall manage all contractor personnel under the task orders awarded for each site, on all aspects of project activity, organization and assignment responsibilities. On-site supervision of Contractor employees by the PM is not required however the PM shall be available to work with the COR to address and remedy issues should they arise. The Contractor shall notify the COR at least thirty (30) days in advance of any designation changes of the PM.

Education/Experience: Bachelor’s degree, or higher, from an accredited college or university and five (5) years of progressively responsible program management experience in a scientific environment, or ten (10) years progressively responsible program management experience in a scientific environment. The Project Manager shall have experience in the scientific environment with emphasis on the scientific disciplines that will be required for this contract.

Marine Scientist 1 Assists in identification, development and implementation of marine fisheries habitat restoration projects and performs limited professional assignments applying established methods, procedures and techniques.

Functions at novice level, with a professional knowledge of the theories, principles, and methods of biological and marine sciences, with additional skills and abilities acquired through high academic achievement, or at least one year of experience in the field of marine science.

Bachelor’s Degree or one year’s additional experience for every year of degree deficiency.

Marine Scientist 2 Assists in identification, development and implementation of marine fisheries habitat restoration projects and performs limited professional assignments applying established

Has a degree in, and functions on, a professional level in the biological sciences and techniques pertaining to ecology, marine and anadromous fisheries and aquatic habitats or related discipline appropriate to the position.

Requires at least three years specialized experience directly related to the position and Master’s Degree in associated discipline or a Bachelors Degree and one year’s additional experience for every year of degree deficiency.

Laboratory Support III Performs a variety of tasks including: in- Bachelor's degree, or higher, from an water field sampling and data collection; participating as an observer during cruise scientific surveys;

conducting biological, oceanographic, and/or acoustic laboratory experiments, field experiments and/or data analyses;

biological sample curation; laboratory upkeep; staging equipment for cruise or fieldwork; and writing summary reports.

accredited college or university with a major directly related in a field of study as related to the requirements of specific task order with emphasis in fisheries, oceanography, social science, natural science, mathematics, or hydrology, plus one (1) year of experience in related field or combination of such totaling five (5) years combined education and experience.

Data Analyst III Develops, maintains and assist with analyzing technical databases and reports.

Requires at least two years specialized experience directly related to the position or a Bachelor’s degree in geography, biological sciences, agriculture, natural resource management, or related disciplines appropriate to the position, or one year’s additional experience for every year of degree deficiency.
