VOLPE NATIONAL TRANSPORTATION SYSTEMS CENTER (VOLPE CENTER)

SOLE SOURCE SIMPLIFIED ACQUISITION JUSTIFICATION
A. Description of Supplies/Services.
The Contractor shall provide all necessary equipment, labor and tools required to convert analog cameras to Internet Protocol (IP) signal, install new Network Video Recorders (NVRs) in server farm and install 17 IP cameras, both interior and exterior to the buildings. All work will be performed on the Volpe Center campus in Cambridge, MA. The work will be broken down into three phases:
Phase 1: Recording technologies head end replacement. Contractor shall create a new private video network communications chain utilizing existing fiber optic backbone. Three new network video recorders will be installed within the new cage area to store video data.
Phase 2: Integrate existing analog cameras to new Lenel Network Video recording platform. Contractor will provide and install hardware and software to map existing analog cameras to the new Lenel NVR recording platform. This process will allow for the conversion of not only the conversion of existing analog signals to be encoded but to also begin the process of field camera replacements to IP.
Phase 3: Installation of 17 IP cameras across the campus and upgrades to existing analog cameras to High Definition IP. Contractor will provide and install the following hardware for the installation of 17 IP cameras:
PTZ cameras, recessed mini dome 2MP 4mm lens (interior), 5MP exterior camera with IR, materials and pipe, and 1000’ Cat 5e plenum cable.
The project is estimated to cost $150K.
B. Market Research.
Market research conducted in 2015 included consulting with four different local security companies (Pasek Corporation, Securitas Security Services, Convergint Technologies, Sullivan & McLaughlin Companies). Only two of these companies – Convergint and Sullivan & McLaughlin Companies – were found to have the proper license to perform services on Lenel systems. A comparison of these two companies revealed that Convergint has a much better understanding of the physical layout of the Volpe Center. Convergint also satisfies the requirement as a Lenel licenser with capability to migrate security platforms. Its understanding of the Volpe Center system and future needs was superior to any other company. Convergint is the only company fully familiar with the physical access security systems, which is key to a major system upgrade such as this complexity.
C. Supporting Rationale.
(1) Sole Source: Only one responsible source and no other supplies or services will satisfy agency requirements.
Convergint Technologies is a fully licensed Lenel provider and has been the contract provider to the Volpe Center for the last 4 ½ years for Lenel licenses and maintenance for the current systems. Convergint is the current system administrator for Volpe Physical Access Control System and maintain operation and overnight of the system. They have all required expertise and background knowledge of the current system from a physical layout perspective along with the current supporting back-end systems. Utilizing a contract provider who has the most extensive knowledge of the Volpe Center and Physical Access Control System is a critical component.

Convergint Technologies has the required background investigations and clearances to staff this project and be permitted access to the work site. They have been approved for work on the network by the Volpe Center Information Systems Security Officer. At no time can the existing security system go offline while upgrades are occurring. Numerous Convergint Technologies staff, including their local project managers and technicians, hold current Office of Personnel Management (OPM) mandated background investigations permitting unescorted access to the Volpe Center facility. There would be a significant duplication of cost (roughly $2K per person) and impact to the schedule (4 to 6 weeks) for another contract company to receive the required background investigations to perform the work. Convergint employees have full and extensive knowledge of the Volpe Center physical layout and are able to immediately begin this critical work.
