STATEMENT OF WORK

ELECTRIC SWITCHGEAR MAINTENANCE AND TESTING

Department of Transportation Volpe National Transportation Systems Center Cambridge, MA

Introduction/Background

The Volpe Center’s high voltage electricity is distributed through two 13.8Kv feeds to a series of switchgear substations located in all six Volpe buildings. Each switchgear system consists of a switch, breaker and transformer. This requirement is for cleaning, maintenance and testing of switchgear in accordance with National Electrical Testing Association (NETA) standards.

Scope of Work

The contractor shall provide all equipment, parts and personnel necessary to perform all maintenance and testing of switchgear including switches, breakers and transformers for the switchgear listed below:

In order to accomplish this work under the safest conditions, a series of electric shutdowns will be required. All shutdowns are to be performed on Saturdays outside of heating and cooling season (shoulder seasons) to minimize disruption to building occupants. Volpe Center Office of Facilities Management personnel will coordinate electrical shutdowns with building occupants, contractor and the local utility company.

The suggested shutdown schedule is as follows:

Shutdown #1 will require the assistance of the local electrical utility, Eversource. The contractor shall coordinate efforts with Eversource while cleaning/maintenance of main switchgear.

All shutdown schedules are weather-dependent. Final decision on shutdown status will be made by the COR on the day before the scheduled shutdown and determined by weather conditions for operational safety.

Prior to any shutdown, government personnel will energize emergency generators for computer rooms and life safety circuits.

This is a suggested schedule only as the contractor will be required to submit a shutdown schedule and maintenance/testing plan for approval by the Contracting Officers Representative (COR).

Work Requirements Contractor shall perform thorough site inspection of all switchgear. Review drawings, reports and one-line diagram. Then submit a shutdown schedule and maintenance/testing plan for approval by the COR.

Assemble all equipment and personnel to secure power, complete maintenance/testing, and restore power to the facility within a 12 hour timeframe.

Provide all tools, parts and personnel to perform complete testing, cleaning and maintenance on two (or more) switchgear substations during a single shutdown.

Shutdown of main switchgear (Building 5) will require assistance from the electric utility. The contractor shall coordinate efforts with Eversource and subcontract high-voltage utility services.

Certain switchgear assemblies are double-ended and will require disconnect or refeed with Kirk Key interlocks. Contractor will ensure Kirk Key procedures are in place prior to any shutdown. All switchgear must be completely de-energized before cleaning.

Service and confirm function of multi-function protection relays.

In addition to switchgear in Building 6, provide testing and maintenance for 2400V transformer and grounding resistor bank & relay.

Switchgear shall be inspected, adjusted, cleaned and tested in accordance with NETA Sections 7.2.1.2, Transformers, Section 7.5.1.2, Switches, Section 7.6.1.1, Circuit Breakers (attached) and associated Sections 3, 4 & 5.

Check batteries and charger at Building 5 main switchgear for proper operation.

Electrical conductors outside the switchgear housing are not included in this SOW. The intent of this contract is to perform maintenance on, not replace, switchgear components. Contractor will be responsible for replacing any control circuit fuses and indicator lights. Any damage to equipment will be brought to the attention of the COR.

Contractor shall perform all work in accordance with NETA Section 5.1, OSHA, NFPA, and state, local and utility safety standards and provide safety briefing prior to commencement of work.

Contractor shall provide documentation that all contractor personnel meet qualification and requirements of NETA Section 3.

Place and Period of Performance

All work will be performed at the Volpe Center, 55 Broadway, Cambridge, MA 02142. Period of performance will be Sepetmber 01, 2015 through December 31, 2015.

Pre-Bid Site Visit

A pre-bid site visit is scheduled for August 12, 2015 and all interested contractors are invited to attend. All notifications of attendance should be emailed to Contracting Officer (CO). Sustainability

To the maximum extent possible and consistent with the Federal Acquisition Regulations Part 23, the Government requires during the performance of the work under this Statement of Work (SOW) the Contractor to provide or use products that are: energy efficient (ENERGY STAR® or Federal Energy Management Program (FEMA)-designated); water-efficient; bio based; environmentally preferable (e.g., EPEAT-registered, or non-toxic or less toxic alternatives); non-ozone depleting; or made with recovered materials. Unless otherwise identified in this SOW, each recovered materials or bio based product provided and delivered must meet, but may exceed, the minimum recovered materials or bio based content of an EPA- or USDA-designated product. The sustainable acquisition requirements specified herein apply only to products that are required to be: (1) delivered to the Government during contract performance; (2) acquired by the contractor for use in performing services (including construction) at a Federally-controlled facility; (3) furnished by the contractor for use by the Government; or (4) specified in the design of a building or work, or incorporated during its construction, renovation, or maintenance.
